David Toman

David Toman is an Analyst & Japan Project Lead at the European Values Center for Security Policy (EVC). He conducts research on the Indo-Pacific region and its implications for European security, with a primary focus on East Asia.
In 2024, David was a Visiting Research Fellow at the Institute for National Defense and Security Research (INDSR) in Taipei, where he conducted research on opportunities for cooperation between Europe, Japan and Taiwan. In 2025, he participated in the International Visitor Leadership Program (IVLP), the U.S. Department of State’s professional exchange program.
Prior to joining EVC, David worked in the cabinet of European Commission Vice-President Dubravka Šuica as part of the Blue Book Traineeship Programme. He holds two master’s degrees from Charles University in Prague: one in Media Studies and the other in International Relations. He was also an exchange student at Waseda University in Tokyo, where he studied at the Graduate School of International Culture and Communication Studies.
