This report presents key findings from a pilot Taiwan Contingency Simulation conducted in spring 2024 by the European Values Center for Security Policy (EVC) and the Institute for National Defense and Security Research (INDSR). The simulation aimed to assess the preparedness, knowledge, and expectations of EU and NATO member states in response to a Chinese-imposed selective quarantine around Taiwan. While sensitive details are omitted, the report offers strategic insights into European vulnerabilities, potential U.S. diplomatic pressure, and China’s economic leverage over EU countries.
The findings highlight the need for improved strategic planning across Europe, including national vulnerability assessments, crisis response toolkits, business-government coordination, and pre-discussed sanction mechanisms. It underscores the urgency of preparing for geopolitical tensions in the Indo-Pacific, particularly in relation to Taiwan, and the economic and security implications for Europe.
