Since mid-2024, EVC has been piloting this initiative through 20+ international Crisis Simulations focused on East Asia (Taiwan) contingency and Two-theater escalation scenarios, conducted in eight cities across three continents. To date, these simulations have been supported by:

During the pilot phase of this initiative, EVC acquired extensive expertise and gathered valuable feedback from participants and partner organizations, enabling the continuous refinement of the program’s content, methodology, and formats. In parallel, by leveraging its on-the-ground presence and extensive networks in Taiwan, EVC has developed unique expertise in designing and conducting Taiwan-contingency tabletop exercises. As a result, EVC is currently the only European organization capable of designing and delivering crisis simulations in East Asia—including dual-escalation scenarios spanning both East Asia and NATO’s eastern flank—at this level of scope, complexity, and scale.

EVC conducted the first round of simulations across Europe, North America, and Asia in 2024 and 2025. These activities have generated significant interest among allied governments and partner institutions, leading to the planning of more than 15 additional crisis simulations throughout 2026. These exercises will be organized by EVC in cooperation with a broad range of co-hosts and partner organizations worldwide. Building on the extensive experience gained during the pilot phase, EVC now aims to further institutionalize and expand this initiative, increasing both its geographic reach and strategic impact in the years ahead.

Currently, EVC is reaching out to most trusted allied partners, seeking:

• Funding for conducting the future Crisis Simulations in fully-fledged format
• Analytical consultations on specific segments of contingency scenarios and policy responses
