European Values Center Taiwan Office and Friedrich Naumann Foundation Host Policy Paper Launch on East Asia Crisis Simulation

The European Values Center for Security Policy Taiwan Office and the Friedrich Naumann Foundation for Freedom (FNF) Taiwan / Global Innovation Hub co-hosted the launch of the policy paper East Asia Regional Crisis Simulation: Lessons for Stakeholders in the Republic of Korea and the European Union in Taipei. The event presented the findings of a high-level tabletop exercise conducted in Seoul, examining the implications of a potential Taiwan contingency for stakeholders in both the Indo-Pacific and Europe.

The policy paper draws on a scenario involving a Chinese maritime quarantine of Taiwan alongside parallel escalation in Europe. It examines how developments across the two theaters could generate interconnected security, economic, and societal challenges, highlighting the importance of coordinated contingency planning among democratic partners.

His presentation examined the dynamics of a potential East Asia contingency with implications for both the Indo-Pacific and Euro-Atlantic theaters, focusing on escalation pathways, economic coercion, supply chain disruptions, evacuation challenges, and the decision-making patterns of key stakeholders. The presentation also highlighted the importance of pre-contingency planning, stronger coordination mechanisms, and clearer operational frameworks to support effective crisis response

Dr. Olimpia Kot, Senior Project Coordinator at the European Values Center Taiwan Office, examined the societal dimensions of crisis preparedness and response. Drawing on the policy paper’s findings, her presentation addressed how structural inequalities influence vulnerability during emergencies, focusing on migrant workers, evacuation prioritization, and the impact of targeted disinformation. The presentation argued that effective preparedness depends not only on institutional capacity but also on the ability to incorporate diverse societal needs into contingency planning and resilience strategies.

By bringing together perspectives on strategic planning and societal resilience, the event contributed to broader discussions on crisis preparedness, democratic resilience, and cooperation between European and Indo-Pacific partners in responding to evolving regional security challenges.
