On October 29, Taiwan’s Ministry of Justice Investigation Bureau (MJIB) held the 2025 Taiwan-Western Asia & Africa Forum on Regional Security and Transnational Crime (TWAF), the highest-level international law enforcement and security conference in Taiwan. EVC Taiwan Office Head Marcin Jerzewski served as a presenter on the panel titled, “The Importance of Preventing Cross-Border Crimes,” and spoke on the topic of “Strategic Significance of Disinformation Prevention.” A total of 250 judges, law enforcement officials, renowned experts, and think tank scholars from 38 countries came to Taiwan to attend the conference and share their reports informed by research and practical experiences.
Jerzewski’s presentation examined how foreign information manipulation and interference (FIMI) exploit the openness of democratic societies, with a focus on disinformation that weaponizes gender, sexuality, religion, and identity politics. It highlighted how such narratives particularly target LGBTQI+ communities, women, and linguistic or generational divides, eroding trust in institutions and social cohesion. Our Taiwan Office Head also underscored the importance of media literacy, multistakeholder cooperation, and stronger links between Taiwan and Central and Eastern Europe to develop shared strategies for resilience against FIMI campaigns.
Jerzewski’s panel included the following participants:
- Semih Sayan, Senior Trade Expert, International Intelligence and Southeast European Law Enforcement Center Division, Directorate General of Customs Enforcement, Turkey
Topic: The Turkish Customs Enforcement’s Activities in Combating Migrant Smuggling and Human Trafficking
- Yoshihara Shintaro, Chief Inspector, International Investigative Operations Division, National Police Agency, Japan
Topic: Cross-Border Fraud Exacerbates Security Threats in Indo-Pacific Region
- Moderator: I-Kung Wu, Deputy Director-General, MJIB, R.O.C. (Taiwan)
