It is being prepared in a hurry, without a clearly defined strategy (business model, financing, way to ensure the security interests of the Czech Republic), without sufficient expert discourse, and especially without consensus across political representation, during the ongoing unprecedented coronavirus crisis, which will have huge, and not only economic, impact.
