Letn\u00ed \u0161kola (L\u0160) je jednou ze t\u0159\u00ed sou\u010d\u00e1st\u00ed grantu, kter\u00fd byl EH ud\u011blen v dubnu 2006 v r\u00e1mci grantov\u00e9ho \u0159\u00edzen\u00ed, je\u017e vypsal v\u00fd\u0161e zm\u00edn\u011bn\u00fd vl\u00e1dn\u00ed odbor (v\u00edce na https:\/\/www.euroskop.cz\/, Odbor pro informov\u00e1n\u00ed o evropsk\u00fdch z\u00e1le\u017eitostech &#8211; Granty \u00da\u0159adu vl\u00e1dy \u010cR &#8211; V\u00edt\u011bzn\u00e9 projekty grantov\u00e9ho \u0159\u00edzen\u00ed 2006).<!--more--><\/p>\n<p style=\"text-align: justify;\">L\u0160 navazovala na mezin\u00e1rodn\u00ed politologickou konferenci \u201eEvropsk\u00e9 hodnoty a identita pro 21. stolet\u00ed&#8221;. Byla unik\u00e1tn\u00edm vzd\u011bl\u00e1vac\u00edm projektem, d\u00edky n\u011bmu\u017e se mlad\u00ed experti setkali nad aktu\u00e1ln\u00edmi i nad\u010dasov\u00fdmi probl\u00e9my <a href=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e1.jpg\"><img decoding=\"async\" class=\"alignleft size-full wp-image-368\" style=\"margin: 5px;\" alt=\"e1\" src=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e1.jpg\" width=\"200\" height=\"134\" \/><\/a>Evropy a evropsk\u00e9 integrace s p\u0159edn\u00edmi \u010desk\u00fdmi politiky, akademiky i z\u00e1stupci diplomacie.<\/p>\n<p style=\"text-align: justify;\">C\u00edlem L\u0160 bylo prozkoumat vztah mezi evropskou identitou a evropskou integrac\u00ed, p\u0159isp\u011bt ke vzd\u011bl\u00e1n\u00ed v t\u00e9to oblasti a p\u0159itom podn\u00edtit kritick\u00e9 a tv\u016fr\u010d\u00ed my\u0161len\u00ed student\u016f. Na letn\u00ed \u0161kolu bylo vybr\u00e1no 24 motivovan\u00fdch vysoko\u0161kol\u00e1k\u016f z cel\u00e9 \u010cesk\u00e9 republiky (MU v Brn\u011b, UK v Praze, UJEP v \u00dast\u00ed nad Labem, Z\u00e1pado\u010desk\u00e1 univerzita v Plzni, Univerzita Palack\u00e9ho v Olomouci a dal\u0161\u00ed).<\/p>\n<p style=\"text-align: justify;\">Letn\u00ed \u0161kola prob\u011bhla od 21. do 24. srpna 2006 ve vzd\u011bl\u00e1vac\u00edm st\u0159edisku Letn\u00ed pr\u00e1zdninov\u00e9 \u0161koly Lipnice, na chat\u011b Doubravka (Horn\u00ed Sokolovec 8, u Chot\u011bbo\u0159e).<\/p>\n<p style=\"text-align: justify;\">Hlavn\u00ed program letn\u00ed \u0161koly se uskute\u010dnil b\u011bhem dvou dn\u016f (\u00fater\u00fd, 22.8. a st\u0159eda 23.8.), kter\u00e9 byly rozd\u011bleny na tematicky navazuj\u00edc\u00ed bloky \u201eJak\u00e1 je evropsk\u00e1 identita?&#8221; a \u201eKam sm\u011b\u0159uje evropsk\u00e1 integrace?&#8221;. Dopoledne (a druh\u00fd den i \u010d\u00e1st odpoledne) bylo vyhrazeno odborn\u00fdm p\u0159edn\u00e1\u0161k\u00e1m s diskus\u00ed, kter\u00e9 vytvo\u0159ily teoretick\u00fd z\u00e1klad pro odpoledn\u00ed workshopy &#8211; interaktivn\u00ed a tv\u016fr\u010d\u00ed semin\u00e1\u0159e, na nich\u017e se studenti zam\u00fd\u0161leli nad t\u00edm, zda Turecko pat\u0159\u00ed do Evropy \u010di jak\u00e9 hodnoty stoj\u00ed v z\u00e1kladech evropsk\u00e9 civilizace. Dopoledn\u00ed p\u0159edn\u00e1\u0161ky byly vedeny vysoce kvalifikovan\u00fdmi lektory z akademick\u00e9 sf\u00e9ry i praxe. Sv\u00e9 p\u0159edn\u00e1\u0161ky na L\u0160 p\u0159ednesli:<\/p>\n<p style=\"text-align: justify;\">Jan Kohout, velvyslanec \u010cR p\u0159i EU<br \/>\nMichael \u017dantovsk\u00fd, velvyslanec \u010cR v Izraeli<br \/>\nKarel Kovanda, z\u00e1stupce gener\u00e1ln\u00edho \u0159editele pro zahrani\u010dn\u00ed vztahy Evropsk\u00e9 komise<br \/>\nJosef Zieleniec, poslanec EP, b\u00fdval\u00fd ministr zahrani\u010d\u00ed \u010cR<br \/>\nPavel Bratinka, b\u00fdval\u00fd ministr vl\u00e1dy \u010cR<br \/>\nRadim Marada, vedouc\u00ed Katedry sociologie FSS MU<br \/>\nRudolf Ku\u010dera z Institutu politologick\u00fdch studi\u00ed FSV UK, m\u00edstop\u0159edseda Rady vysok\u00fdch \u0161kol (odborn\u00fd garant letn\u00ed \u0161koly)<\/p>\n<p style=\"text-align: justify;\">P\u0159edn\u00e1\u0161ky odborn\u00edk\u016f z akademick\u00e9 sf\u00e9ry i praxe<\/p>\n<p style=\"text-align: justify;\">Zde jsou stru\u010dn\u00e9 obsahy p\u0159edn\u00e1\u0161ek lektor\u016f, kte\u0159\u00ed se letn\u00ed \u0161koly \u201eOd identity k evropsk\u00e9 integraci&#8221; z\u00fa\u010dastnili.<\/p>\n<p style=\"text-align: justify;\">Prvn\u00ed p\u0159edn\u00e1\u0161ku v r\u00e1mci Letn\u00ed \u0161koly p\u0159ednesl Doc. Rudolf Ku\u010dera, a to k t\u00e9matu \u201eEvropsk\u00e9 hodnoty a ko\u0159eny evropsk\u00e9 civilizace&#8221;. Na za\u010d\u00e1tek Ku\u010dera zd\u016fraznil, \u017ee neexistuje \u017e\u00e1dn\u00fd line\u00e1rn\u00ed v\u00fdvoj ko\u0159en\u016f evropsk\u00e9 civilizace. Ko\u0159eny proch\u00e1zej\u00ed procesem neust\u00e1l\u00e9 modifikace. Jako inspiraci pro ko\u0159eny evropsk\u00e9 civilizace uvedl konec druh\u00e9 sv\u011btov\u00e9 v\u00e1lky a za\u010d\u00e1tek evropsk\u00e9 integrace, starov\u011bk\u00e9 \u0158ecko, \u0158\u00edm a k\u0159es\u0165anstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">Z\u00e1kladn\u00edm bodem pro vytv\u00e1\u0159en\u00ed evropsk\u00fdch hodnot je podle slov Rudolfa Ku\u010dery k\u0159es\u0165anstv\u00ed, p\u0159edev\u0161\u00edm pak jeho pojet\u00ed hodnoty \u010dlov\u011bka a lidsk\u00e9 d\u016fstojnosti. B\u016fh stvo\u0159il \u010dlov\u011bk k obrazu sv\u00e9mu a d\u00e1v\u00e1 mu dar svobody a d\u016fstojnosti. \u201eNen\u00ed to nic co vlastn\u00edme, B\u016fh n\u00e1m tyto dary d\u00e1v\u00e1.&#8221; K modifikaci pojet\u00ed d\u016fstojnosti doch\u00e1z\u00ed v Kantovsk\u00e9m obdob\u00ed. D\u016fstojnost se st\u00e1v\u00e1 vrozenou a neodp\u00edratelnou, lidsk\u00e1 pr\u00e1va jsou p\u0159irozen\u00e1. \u201eJe to vnit\u0159n\u00ed hodnota, kter\u00e1 se ned\u00e1 vyj\u00e1d\u0159it v cen\u011b. Lidsk\u00e1 pr\u00e1va a d\u016fstojnost nejsou odvozena od rozhodnut\u00ed \u010dlov\u011bka, jsou d\u00e1na bohem a maj\u00ed p\u0159ednost p\u0159ed v\u0161\u00edm. Spole\u010dnost proto nem\u00e1 pr\u00e1vo je odep\u00edrat.&#8221;<\/p>\n<p style=\"text-align: justify;\">D\u00e1le Ku\u010dera tematizoval vztah \u010dlov\u011bka a c\u00edrkve. V Evrop\u011b se vyvinula svoboda vyzn\u00e1n\u00ed. Toto dokl\u00e1d\u00e1 na Dopisu o toleranci Johna Locka, kter\u00fd zd\u016fraz\u0148uje odd\u011blen\u00ed sv\u011btsk\u00e9 a c\u00edrkevn\u00ed moci a \u017e\u00e1dn\u00e9 pr\u00e1vo c\u00edrkve vnucovat n\u00e1bo\u017eenstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">V dal\u0161\u00ed \u010d\u00e1sti p\u0159edn\u00e1\u0161ky n\u00e1sledoval historick\u00fd exkurs do doby starov\u011bk\u00e9ho \u0158ecka. \u201ePolitika je v\u011bc\u00ed ve\u0159ejn\u00e9ho prostoru, z\u00e1kladem je p\u0159itom svobodn\u00fd ob\u010dan.&#8221; Ob\u010danstv\u00ed stav\u00ed na z\u00e1kladech izonomie- v\u0161ichni ob\u010dan\u00e9 jsou si rovni p\u0159ed z\u00e1kone, icegonie- v\u0161ichni ob\u010dan\u00e9 maj\u00ed rovn\u00e9 pr\u00e1vo na svobodnou \u0159e\u010d a isokracie- v\u0161ichni ob\u010dan\u00e9 maj\u00ed stejn\u00fd n\u00e1rok na pod\u00edlen\u00ed se na moci. Ob\u010dan m\u016f\u017ee vlastnit zbra\u0148 a majetek. Pozd\u011bji bylo ob\u010danstv\u00ed rozd\u011bleno na ob\u010dany s majetkem (oligarchov\u00e9) a bez majetku. Demokracie prob\u00edhala v starov\u011bk\u00e9m \u0158ecku p\u0159\u00edmou formou na shroma\u017edi\u0161ti (ekl\u00e9sia). T\u0159icet a\u017e t\u0159icet p\u011bt tis\u00edc ob\u010dan\u016f p\u0159\u00edmo rozhodovali. Z ekl\u00e9sie mohl b\u00fdt ob\u010dan vylou\u010den na<a href=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e2.jpg\"><img decoding=\"async\" class=\"alignright size-full wp-image-369\" style=\"margin: 5px;\" alt=\"e2\" src=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e2.jpg\" width=\"200\" height=\"134\" \/><\/a> z\u00e1klad\u011b ostrakismu. Kv\u00f3rum pro ostrakismus bylo \u0161est tis\u00edc ob\u010dan\u016f. Tato forma v\u0161ak demokracie v sob\u011b ov\u0161em obsahuje sebedestruktivn\u00ed tendence. \u201eNejv\u011bt\u0161\u00ed strach z demokracie je jako z tyranie v\u011bt\u0161iny. P\u0159\u00edm\u00e1 demokracie je nemo\u017en\u00e1, pokud si uv\u011bdom\u00edme riziko toho, \u017ee m\u016f\u017ee doj\u00edt i ke katastrof\u00e1ln\u00edm rozhodnut\u00ed. V historii se st\u00e1le opakuj\u00ed rozhodnut\u00ed, kter\u00e1 vedla k odstran\u011bn\u00ed demokracie a nastolen\u00ed tyranie. Toho se ob\u00e1val i Aristoteles a proto se sna\u017eil vytvo\u0159it ide\u00e1ln\u00ed \u00fastavu, kter\u00e1 by vytvo\u0159ila institucion\u00e1ln\u00ed r\u00e1mec, kde by se z\u00e1jmy chud\u00fdch a bohat\u00fdch vyrovnaly.&#8221; Moc proto mus\u00ed b\u00fdt omezov\u00e1na a limitov\u00e1na.<\/p>\n<p style=\"text-align: justify;\">Doc. Ku\u010dera d\u00e1le zd\u016fraznil fakt, \u017ee po p\u00e1du SSSR maj\u00ed nov\u00e9 st\u0159edoevropsk\u00e9 a v\u00fdchodoevropsk\u00e9 demokracie sice demokratick\u00fd institucion\u00e1ln\u00ed r\u00e1mec, demokracie zde na rozd\u00edl od z\u00e1padn\u00edch demokraci\u00ed v\u0161ak nen\u00ed zalo\u017eena na liber\u00e1ln\u00edch hodnot\u00e1ch. Chyb\u00ed zde kvalita.<\/p>\n<p style=\"text-align: justify;\">Z\u00e1v\u011brem Rudolf Ku\u010dera znovu zd\u016fraznil, \u017ee Evropa se historicky dopracovala k p\u0159irozen\u00fdm lidsk\u00fdm pr\u00e1v\u016fm a svobod\u00e1m, kter\u00e9 nesm\u00edme opustit. Hlavn\u00edm \u00fakolem demokratick\u00e9ho politick\u00e9ho syst\u00e9mu je garantovat nescizitelnou lidskou svobodu a lidsk\u00e1 pr\u00e1va. Idea lidsk\u00fdch a ob\u010dansk\u00fdch pr\u00e1v je p\u0159itom specificky evropsk\u00e1 hodnota.<\/p>\n<p style=\"text-align: justify;\">Druh\u00fdm z \u0159e\u010dn\u00edk\u016f byl Pavel Bratinka, jeho p\u0159edn\u00e1\u0161ka nesla n\u00e1zev \u201eRoz\u0161i\u0159ov\u00e1n\u00ed EU a hranice Evropy&#8221;.<br \/>\nV \u00favodu vymezil Bratinka z\u00e1kladn\u00ed ot\u00e1zku sv\u00e9ho refer\u00e1tu: \u201eCo EU dnes je, v \u010dem spo\u010d\u00edv\u00e1, jak\u00e9 m\u00e1 ambice?&#8221;. Roz\u0161i\u0159ov\u00e1n\u00ed by podle n\u011bj nem\u011blo ohrozit nic, co EU dote\u010f dos\u00e1hla a nic z jej\u00edch z\u00e1kladn\u00edch ambic\u00ed.<\/p>\n<p style=\"text-align: justify;\">Bratinka d\u00e1le hovo\u0159il o Evropsk\u00e9 unii obecn\u011bji a zd\u016fraznil, \u017ee v jej\u00edm r\u00e1mci \u010dasto p\u016fsob\u00ed protikladn\u00e9 z\u00e1jmy (nap\u0159. v ot\u00e1zce evropsk\u00e9ho patentu). Roz\u0161i\u0159ov\u00e1n\u00ed Unie podle druh\u00e9ho \u0159e\u010dn\u00edka m\u011blo m\u00edt pevnou hranici. Kl\u00ed\u010dem k n\u00ed by m\u011bla b\u00fdt ot\u00e1zka, zda je pro st\u00e1t, je\u017e se uch\u00e1z\u00ed o \u010dlenstv\u00ed v EU (pro jeho kulturu, my\u0161len\u00ed, politickou historii) kompromis n\u011b\u010d\u00edm pozitivn\u00edm. \u201eV \u0159ad\u011b kultur znamen\u00e1 kompromis hanbu, nemu\u017enost a mnohdy p\u0159in\u00e1\u0161\u00ed konflikty a n\u00e1sil\u00ed,&#8221; uvedl k tomuto bodu Bratinka a d\u00e1le zd\u016fraznil, \u017ee u\u017e te\u010f m\u00e1 Evropa bez schopnosti kompromisu dost probl\u00e9m\u016f s pohybem dop\u0159edu.<\/p>\n<p style=\"text-align: justify;\">Druhou podm\u00ednkou, ji\u017e by m\u011bla br\u00e1t EU v \u00favahu p\u0159i dal\u0161\u00edm roz\u0161i\u0159ov\u00e1n\u00ed je &#8211; krom\u011b v\u00fd\u0161e zm\u00edn\u011bn\u00e9 \u201eschopnosti kompromisu&#8221; &#8211; existence byrokracie a soud\u016f, kter\u00e9 nejsou zkorumpov\u00e1ny (nebo kde korupce nep\u0159esahuje ur\u010dit\u00fd limit). \u201eKorupce mimo EU je stra\u0161ideln\u00e1,&#8221; prohl\u00e1sil v t\u00e9to souvislosti Pavel Bratinka. Za dal\u0161\u00ed d\u016fle\u017eit\u00fd bod ozna\u010dil tento \u0159e\u010dn\u00edk existenci komunikace mezi lidmi a st\u00e1tem: \u201eTo, co se d\u011bje v Bruselu, maj\u00ed zprost\u0159edkov\u00e1vat m\u00edstn\u00ed politici. &#8230;. Probl\u00e9my s t\u00edm jsou i ve star\u00fdch \u010dlensk\u00fdch zem\u00edch, v nov\u00fdch &#8211; kde lid d\u0159\u00edv sp\u00ed\u0161e pasivn\u011b \u010dekal &#8211; je tato tradice obzvl\u00e1\u0161\u0165 slab\u00e1 a roste nespokojenost.&#8221;<\/p>\n<p style=\"text-align: justify;\">D\u00e1le se ve sv\u00e9m refer\u00e1tu Pavel Bratinka t\u00e1zal, co chce EU v budoucnu a jak\u00e9 m\u00e1 ambice. \u201eZ hlediska zauj\u00edm\u00e1n\u00ed spole\u010dn\u00fdch postoj\u016f ve sv\u011bt\u011b, zauj\u00edm\u00e1n\u00ed spole\u010dn\u00fdch obran\u00fdch postoj\u016f ve sv\u011bt\u011b je u\u017e p\u011bt minut po dvan\u00e1ct\u00e9,&#8221; \u0159ekl. Podle Bratinky je stanovisko Evropy k re\u00e1ln\u00fdm postoj\u016fm \u201enemastn\u00e9 &#8211; neslan\u00e9&#8221; (nap\u0159. v ot\u00e1zce Kuby) a mimo jin\u00e9 i kv\u016fli st\u00e1le existuj\u00edc\u00edm vazb\u00e1m na d\u0159\u00edv\u011bj\u0161\u00ed \u201ekolonie&#8221; fakticky neexistuje spole\u010dn\u00e1 zahrani\u010dn\u00ed politika. \u201eEvropa dosud neza\u017eila spole\u010dn\u00fd osud ohro\u017een\u00ed.&#8221; Podle Bratinky to \u201ebude cht\u00edt tragick\u00fd z\u00e1\u017eitek, kdy Evropa za\u017eije, \u017ee je ohro\u017een\u00e1 spole\u010dn\u011b.&#8221; Mysl\u00ed si, \u017ee by EU neexistovala, pokud by neexistoval ani Sov\u011btsk\u00fd svaz (bez n\u011bj by se Evropa nikdy nesjednotila, N\u011bmecko s Franci\u00ed neusm\u00ed\u0159ila, nebyla by hrozba z v\u00fdchodu&#8230;atd.).<\/p>\n<p style=\"text-align: justify;\">Podle Bratinky je nutn\u00e9 Evropu stabilizovat, v\u0161imnout si dynamiky, jinak hroz\u00ed, \u017ee se EU rozpadne. \u201eBylo dost roz\u0161i\u0159ov\u00e1n\u00ed, zem\u00edm, kter\u00e9 z\u016fstanou mimo Unii je mo\u017en\u00e9 nab\u00eddnout nap\u0159. Evropsk\u00fd hospod\u00e1\u0159sk\u00fd prostor,&#8221; dodal.<\/p>\n<p style=\"text-align: justify;\">T\u0159et\u00edm z lektor\u016f, kte\u0159\u00ed na letn\u00ed \u0161kole vystoupili, byl docent Radim Marada, vedouc\u00ed katedry sociologie na Fakult\u011b soci\u00e1ln\u00edch studi\u00ed Masarykovy univerzity. Marada pronesl p\u0159edn\u00e1\u0161ku na t\u00e9ma \u201eEvropsk\u00fd d\u00e9mos a evropsk\u00e1 ob\u010dansk\u00e1 spole\u010dnost&#8221;. Na \u00favod teoreticky vymezil evropskou ob\u010danskou spole\u010dnost na participa\u010dn\u00ed a s kolektivn\u00ed identitou. Participa\u010dn\u00ed ob\u010dansk\u00e1 spole\u010dnost se vyzna\u010duje aktivn\u00ed \u00fa\u010dast\u00ed ob\u010dan\u016f, jejich\u017e aktivita je vedena p\u0159edstavou obecn\u00e9 prosp\u011b\u0161nosti. Naopak ob\u010danstv\u00ed jako kolektivn\u00ed identita se vyzna\u010duje pocitem soun\u00e1le\u017eitosti s ur\u010dit\u00fdm st\u00e1tem v soci\u00e1ln\u011b-kulturn\u00edm smyslu.<\/p>\n<p style=\"text-align: justify;\">V r\u00e1mci teoretick\u00e9ho z\u00e1kladu p\u0159edn\u00e1\u0161ky definoval Radim Marada koncept mezn\u00edho spole\u010denstv\u00ed jako \u201enej\u0161ir\u0161\u00ed politicky definovan\u00e9 spole\u010denstv\u00ed, ke kter\u00e9mu \u010dlov\u011bk c\u00edt\u00ed loajalitu. Jako p\u0159\u00edklad uvedl isl\u00e1msk\u00e9 imigranty v Evrop\u011b, kte\u0159\u00ed nec\u00edt\u00ed loajalitu k nov\u00e9 zemi, co\u017e se nejv\u00edce projevuje v situac\u00edch konfliktu. Isl\u00e1m\u0161t\u00ed imigranti proto nezapadaj\u00ed do mezn\u00edho evropsk\u00e9ho spole\u010denstv\u00ed. \u010casto se v kruz\u00edch isl\u00e1msk\u00fdch imigrant\u016f objevuj\u00ed postoje, kter\u00e9 se identifikuj\u00ed s dan\u00fdm st\u00e1tem, ne v\u0161ak s jeho zahrani\u010dn\u00ed politikou.<\/p>\n<p style=\"text-align: justify;\">N\u00e1sledn\u011b p\u0159e\u0161el Marada k pojmu identity a zd\u016fraznil, \u017ee \u201epro formov\u00e1n\u00ed identit je z\u00e1sadn\u00ed existence konfliktu.&#8221; V historii doch\u00e1zelo \u010dasto k formov\u00e1n\u00ed identit skrze v\u00e1lky, evropskou kulturu nevyj\u00edmaje. \u201eV\u011bcnou pozornost p\u0159ivol\u00e1v\u00e1 a\u017e krize, kolaps vyvol\u00e1v\u00e1 reflexi. Ztroskot\u00e1n\u00ed evropsk\u00e9 \u00fastavy proto p\u0159ineslo pro evropskou identitu v\u00edce, ne\u017e by p\u0159inesl jej\u00ed \u00fasp\u011bch.&#8221;<\/p>\n<p style=\"text-align: justify;\">Procesem vytv\u00e1\u0159en\u00ed evropsk\u00e9ho ob\u010danstv\u00ed se doc. Marada zab\u00fdval v dal\u0161\u00ed \u010d\u00e1sti p\u0159edn\u00e1\u0161ky. \u201eEvropsk\u00e1 ob\u010dansk\u00e1 spole\u010dnost je zdrojem pro ob\u010danskou participaci v EU. Evropsk\u00e9 rysy realizovan\u00e9 v n\u00e1rodn\u00edch st\u00e1tech jsou v\u0161ak realizov\u00e1ny v partikul\u00e1rn\u00edm kontextu.&#8221; Za velmi v\u00fdznamnou, av\u0161ak ne velmi zn\u00e1mou ozna\u010dil Budape\u0161\u0165skou deklaraci z roku 2004. Ta ustanovila EU jako z\u00e1kladn\u00ed institucion\u00e1ln\u00ed zdroj v projektech na lok\u00e1ln\u00ed \u00farovni. Za z\u00e1kladn\u00ed hodnoty v tomto procesu byly stanoveny soci\u00e1ln\u00ed inkluse, rovnost p\u0159\u00edle\u017eitost\u00ed, respekt k diverzit\u011b a lidsk\u00e1 pr\u00e1va. V procesu vytv\u00e1\u0159en\u00ed evropsk\u00e9ho ob\u010danstv\u00ed proti sob\u011b stoj\u00ed princip univerzality versus patrikularity. Univerzalita se vyzna\u010duje podle Hegela t\u00edm, \u017ee mlad\u00e9 generace by m\u011bli p\u0159ekro\u010dit rodinu a st\u00e1t se loaj\u00e1n\u00ed v\u016f\u010di ob\u010dansk\u00e9 spole\u010dnosti. M\u011bli by jednat na univerz\u00e1n\u00ed rovin\u011b. Naopak princip partikularity hl\u00e1s\u00e1, \u017ee ka\u017ed\u00e1 spole\u010dnost m\u00e1 m\u00edt svoji speci\u00e1ln\u00ed n\u00e1rodn\u00ed rovinu, spole\u010dn\u011b sd\u00edlen\u00e9 tradice, jazyk a historii.<\/p>\n<p style=\"text-align: justify;\">D\u00e1le Radim Marada popisoval ob\u010danskou spole\u010dnost zalo\u017eenou na NGO&#8217;s, tedy nevl\u00e1dn\u00edch neziskov\u00fdch organizac\u00edch. Jako kriterium \u201eob\u010danskosti&#8221; ozna\u010dil po\u010det NGO&#8217;s v dan\u00e9 zemi. Vytv\u00e1\u0159\u00ed se prostor pro demokratizaci mimo konven\u010dn\u00ed politick\u00e9 n\u00e1stroje. V r\u00e1mci EU nalezneme n\u00e1sleduj\u00edc\u00ed strukturu: centrum EU jako zdroj financ\u00ed, kter\u00fd z\u00e1rove\u0148 ur\u010duje r\u00e1mcov\u00e9 rozsahy; n\u00e1rodn\u00ed reprezentaci, kter\u00e1 redistribuuje zdroje a na konci \u0159et\u011bzu najdeme jednotliv\u00e9 projekty NGO&#8217;s. \u201eD\u016fle\u017eit\u00e9 je, \u017ee financov\u00e1n\u00ed vych\u00e1z\u00ed ze vzd\u00e1len\u00fdch zdroj\u016f.&#8221; NGO&#8217;s jsou monofunk\u010dn\u00ed, s p\u0159esn\u011b vymezenou agendou. Maj\u00ed st\u00e1le n\u011bjakou agendu a jsou tud\u00ed\u017e permanentn\u00ed. Jsou form\u00e1ln\u00edmi subjekty, maj\u00ed pr\u00e1vn\u00ed status a disponuj\u00ed expertn\u00edmi znalostmi. NGO&#8217;s jsou schopny pracovat efektivn\u011b a origin\u00e1ln\u011b. \u201eOb\u010dansk\u00fd sektor zalo\u017een\u00fd na NGO&#8217;s se vyzna\u010duje st\u00e1le aktivn\u011bj\u0161\u00edmi NGO&#8217;s, obejde se ov\u0161em bez masivn\u00ed participace ob\u010dan\u016f. Toto plat\u00ed pokud existuj\u00ed ob\u010dansk\u00e9 elity, kter\u00e9 stanov\u00fd priority. Existuj\u00ed vzd\u00e1len\u00e9 zdroje, kter\u00e9 jsou d\u00edky konkuren\u010dn\u00edmu prost\u0159ed\u00ed motorem profesionalizace. Sektor je stratifikuj\u00edc\u00ed. Toho je pot\u0159eba b\u00fdt si v\u011bdomi.&#8221;<\/p>\n<p style=\"text-align: justify;\">Na z\u00e1v\u011br p\u0159edstavil doc. Marada svoji p\u0159edstavu o evropsk\u00e9 a n\u00e1rodn\u00ed identit\u011b. M\u011bla by b\u00fdt uznan\u00e1 dvoj\u00ed identita. Jedna v\u00edce kulturn\u00ed a druh\u00e1 v\u00edce ob\u010dansk\u00e1. M\u011bla by zde b\u00fdt tzv. Hyphenation (poml\u010dkovitost). Svoji ideu zn\u00e1zornil na p\u0159\u00edkladu USA, kde politick\u00e1 a ob\u010dansk\u00e1 identita je v\u00e1zan\u00e1 na USA, kulturn\u00ed identita je v\u0161ak v\u00e1zan\u00e1 etnicky, nap\u0159. afroamerick\u00e1.<\/p>\n<p style=\"text-align: justify;\">\u201eV sou\u010dasnosti lze sledovat v Evrop\u011b pouze symbolizuj\u00edc\u00ed projevy evropsk\u00e9 identity(spole\u010dn\u00e1 m\u011bna Euro, zna\u010dky na autech). Je to jen prvn\u00ed kr\u016f\u010dek.&#8221;<\/p>\n<p style=\"text-align: justify;\">Prvn\u00edm st\u0159ede\u010dn\u00edm \u0159e\u010dn\u00edkem byl Josef Zieleniec, poslanec Evropsk\u00e9ho parlamentu a b\u00fdval\u00fd ministr zahrani\u010dn\u00edch v\u011bc\u00ed. Jeho p\u0159edn\u00e1\u0161ka nesla t\u00e9ma Institucion\u00e1ln\u00ed reforma EU a evropsk\u00e1 \u00fastava.<a href=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e3.jpg\"><img decoding=\"async\" class=\"alignleft size-full wp-image-370\" style=\"margin: 5px;\" alt=\"e3\" src=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e3.jpg\" width=\"200\" height=\"134\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">Podle Zieleniece stoj\u00ed evropsk\u00e1 integrace na ide\u00e1lnu, na vizi, kter\u00e1 vych\u00e1zela ze snu o evropsk\u00e9 jednot\u011b. \u201eNe\u0161lo to budovat na deklarac\u00edch, cel\u00e1 idea mus\u00ed st\u00e1t na velmi re\u00e1ln\u00fdch, p\u0159edev\u0161\u00edm ekonomick\u00fdch v\u011bcech,&#8221; \u0159ekl v \u00favodu poslanec EP. Podle Zieleniece se sch\u00e9ma smyslu evropsk\u00e9 integrace neust\u00e1le vrac\u00ed, v\u00fdvoj jde od prvn\u00edch instituc\u00ed (nap\u0159. Spole\u010denstv\u00ed uhl\u00ed a ocele) a m\u00e1 n\u011bjak\u00e9 vnit\u0159n\u00ed z\u00e1konitosti &#8211; \u201eUr\u010dit\u00e9 typy spolupr\u00e1ce a propojen\u00ed vy\u017eaduj\u00ed i propojen\u00ed v institucion\u00e1ln\u00edch oblastech.&#8221; Procesu dodal podle n\u011bj mimo\u0159\u00e1dn\u00fd rytmus p\u00e1d \u017eelezn\u00e9 opony. Podobn\u011b jako Bratinka mluvil i Zieleniec o vn\u011bj\u0161\u00ed hrozb\u011b (studen\u00e1 v\u00e1lka, Sov\u011btsk\u00fd blok), kter\u00e1 vedla k o to v\u011bt\u0161\u00edmu konsensu v r\u00e1mci EU, k nalezen\u00ed rozhodnut\u00ed. Po roce 1990 se v\u0161ak situace zm\u011bnila &#8211; zmizela hrozba, tlak komunismu, na druh\u00e9 stran\u011b ale prob\u00edhal bou\u0159liv\u00fd v\u00fdvoj sv\u011bta a vznikala nov\u00e1 politick\u00e1, ekonomick\u00e1 a mocensk\u00e1 centra (\u010c\u00edna, Indie, siln\u00e9 obnovov\u00e1n\u00ed ambic\u00ed muslimsk\u00e9ho sv\u011bta, USA za\u010daly b\u00fdt mnohem m\u00e9n\u011b fixov\u00e1ny na Evropu). \u201eTo, co na jedn\u00e9 stran\u011b tvo\u0159ilo kompaktnost Evropy, je pry\u010d,&#8221; uvedl k tomu poslanec.<\/p>\n<p style=\"text-align: justify;\">V dal\u0161\u00ed \u010d\u00e1sti sv\u00e9ho p\u0159\u00edsp\u011bvku se Josef Zieleniec v\u011bnoval sou\u010dasn\u00e9 diskusi o evropsk\u00fdch instituc\u00edch, p\u0159edev\u0161\u00edm o \u00fastavn\u00ed smlouv\u011b. Poslanec EP hovo\u0159il tak\u00e9 o pr\u00e1ci Konventu, v n\u011bm\u017e jako jeden ze t\u0159\u00ed \u010desk\u00fdch z\u00e1stupc\u016f zasedal (krom\u011b Jana Kohouta a Jana Zahradila). \u201eBrzy diskuse vy\u00fastily v p\u0159esv\u011bd\u010den\u00ed, \u017ee d\u00edl\u010d\u00ed reformy jsou neuchopiteln\u00e9, \u017ee podstata zm\u011bn by m\u011bla m\u00edt z\u00e1sadn\u00ed rozm\u011br, a to nejen institucion\u00e1ln\u00ed, ale p\u0159edev\u0161\u00edm symbolick\u00fd.&#8221; Proces ratifikace \u00fastavn\u00ed smlouvy (na kter\u00e9 Konvent pracoval dva roky) se v\u0161ak dostal &#8211; po nesp\u011b\u0161n\u00fdch referendech ve Francii a Holandsku &#8211; do slep\u00e9 uli\u010dky. Josef Zieleniec k tomuto bodu uvedl: \u201ePolitick\u00e1 diskuse, debata nebyla o \u00fastav\u011b a reform\u011b Evropy, ale m\u011bla hlavn\u011b vnitropolitick\u00fd r\u00e1z a charakter st\u0159etu. P\u0159edev\u0161\u00edm ve Francii situaci politick\u00e1 elita nezvl\u00e1dla.&#8221; Podle poslance Evropa te\u010f p\u0159em\u00fd\u0161l\u00ed, jak institucion\u00e1ln\u00ed reformu uchopit a o tom, \u017ee je tato reforma nutn\u00e1, pochybuje m\u00e1lokdo. \u201eJsem p\u0159esv\u011bd\u010den, \u017ee ke konceptu \u00fastavy se EU bude muset vr\u00e1tit a tomu probl\u00e9mu bude muset \u010delit d\u00e1l.&#8221; Koncept \u00fastavy nar\u00e1\u017e\u00ed podle Zieleniece na mnoh\u00e9 probl\u00e9my, jedn\u00edm z kl\u00ed\u010dov\u00fdch je diskuse, zda EU tvo\u0159\u00ed politick\u00e9 spole\u010denstv\u00ed \u010di zda je to tak\u00e9 spole\u010denstv\u00ed ob\u010dan\u016f (a zda tedy m\u00e1 \u010di nem\u00e1 m\u00edt \u00fastavu).<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 \u00fastava \u0159e\u0161ila podle europoslance tento probl\u00e9m ve dvou rovin\u00e1ch: rovin\u011b probl\u00e9mu pr\u00e1vn\u00ed subjektivity a v rovin\u011b ob\u010danstv\u00ed. \u201e\u00dastava koncipovala EU jako spole\u010denstv\u00ed, kter\u00e9 m\u00e1 mezin\u00e1rodn\u011b pr\u00e1vn\u00ed subjektivitu a jej\u00ed\u017e sou\u010d\u00e1st\u00ed jsou n\u00e1rodn\u00ed st\u00e1ty, kter\u00e9 tu subjektivitu maj\u00ed tak\u00e9,&#8221; \u0159ekl Zieleniec a k tomuto t\u00e9matu d\u00e1le dodal: \u201e\u00dastava rovn\u011b\u017e pro ka\u017ed\u00e9ho ob\u010dana \u010dlensk\u00e9ho st\u00e1tu p\u0159edpokl\u00e1dala, \u017ee je tak\u00e9 ob\u010danem EU.&#8221; Dokument d\u00e1le podle Zieleniecov\u00fdch slov \u0159e\u0161il nap\u0159\u00edklad funkci evropsk\u00e9ho ministra zahrani\u010d\u00ed, kter\u00fd by v sob\u011b spojoval pravomoci dvou \u00fa\u0159edn\u00edk\u016f, kte\u0159\u00ed dnes v t\u00e9to oblasti vykon\u00e1vaj\u00ed podobnou funkci (uvnit\u0159 EK je to komisa\u0159ka Ferrero-Waldnerov\u00e1 a d\u00e1le je to i \u00fa\u0159ad Javiera Solany &#8211; vysok\u00e9ho komisa\u0159e pro zahrani\u010dn\u00ed z\u00e1le\u017eitosti EU).<\/p>\n<p style=\"text-align: justify;\">\u201eHlavn\u00ed sm\u011br, kter\u00fdm Konvent \u0161el, byl de facto symbolick\u00fd, snahou bylo soust\u0159edit v\u0161e, co v Unii existuje &#8211; instituce, instituty, postupy &#8211; a uspo\u0159\u00e1dat to do formy, kter\u00e1 je b\u011b\u017en\u00e1 v ka\u017ed\u00e9m \u00fastavn\u00edm syst\u00e9mu. &#8230; Smyslem bylo dostat EU v institucion\u00e1ln\u00ed oblasti do stavu, kter\u00fd umo\u017en\u00ed dr\u017eet krok s v\u00fdvojem spole\u010dnosti, sv\u011bt, \u010delit nov\u00fdm v\u00fdzv\u00e1m. Jsem p\u0159esv\u011bd\u010den, \u017ee nen\u00ed jin\u00e9 cesty a budeme-li cht\u00edt zvl\u00e1dnout to, co se te\u010f d\u011bje ve sv\u011bt\u011b, v Evrop\u011b, budeme muset k takov\u00e9muto kroku p\u0159istoupit. EU a d\u011bjiny Evropy nemaj\u00ed p\u0159ed sebou \u017e\u00e1dnou dal\u0161\u00ed smysluplnou alternativu,&#8221; uvedl Josef Zieleniec v z\u00e1v\u011bru sv\u00e9ho p\u0159\u00edsp\u011bvku.<\/p>\n<p style=\"text-align: justify;\">Po Josefu Zieleniecovi se ujal slova Karel Kovanda, z\u00e1stupce gener\u00e1ln\u00edho \u0159editele pro zahrani\u010dn\u00ed vztahy v Evropsk\u00e9 komisi. T\u00e9matem jeho p\u0159edn\u00e1\u0161ky byla \u201eEvropa ve sv\u011bt\u011b a zahrani\u010dn\u00ed politika EU&#8221;. Karel Kovanda na za\u010d\u00e1tku p\u0159ipomn\u011bl, \u017ee spole\u010dn\u00e1 evropsk\u00e1 zahrani\u010dn\u00ed a bezpe\u010dnostn\u00ed politika existuje v EU od roku 1992, je v n\u00ed v\u0161ak nutn\u00fd konsensus v\u0161ech p\u011btadvaceti zem\u00ed. V \u00favodu sv\u00e9ho refer\u00e1tu tak\u00e9 vyzval studenty, aby jmenovali ta t\u00e9mata zahrani\u010dn\u00ed politiky Evropsk\u00e9 unie, kter\u00e1 je zaj\u00edmaj\u00ed. Postupn\u011b je pak roz\u0159azoval podle toho, kter\u00e1 z instituc\u00ed Unie se dan\u00fdm t\u00e9matem zab\u00fdv\u00e1 a student\u016fm alespo\u0148 \u010d\u00e1ste\u010dn\u011b odkryl mechanismus \u0159e\u0161en\u00ed t\u00e9mat zahrani\u010dn\u00ed politiky uvnit\u0159 EU (\u201eJednotliv\u00e1 t\u00e9mata jsou v\u00fdrazn\u011b rozd\u011blena podle toho, \u010d\u00edm se zab\u00fdv\u00e1 Komise, a co je tedy z\u00e1le\u017eitost\u00ed komunit\u00e1rn\u00ed, a \u010d\u00edm se zab\u00fdvaj\u00ed \u010dlensk\u00e9 st\u00e1ty prost\u0159ednictv\u00edm Rady a prost\u0159ednictv\u00edm Vysok\u00e9ho komisa\u0159e EU pro zahrani\u010dn\u00ed z\u00e1le\u017eitosti, kter\u00fdm je Javier Solana. &#8230; N\u011bkter\u00e9 z\u00e1le\u017eitosti jsou v\u00fdlu\u010dnou dom\u00e9nou Rady nebo naopak Komise, ale v\u011bt\u0161ina je n\u011bkde mezi. Tak\u017ee evropsk\u00e1 zahrani\u010dn\u00ed a bezpe\u010dnostn\u00ed politika je pom\u011brn\u011b l\u00e9pe definovateln\u00e1 v oblastech komunit\u00e1rn\u00edch, h\u016f\u0159e u\u017e v oblastech mezivl\u00e1dn\u00edch, kde vy\u017eaduje konsensus 25. &#8220;).<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 komise \u0159e\u0161\u00ed podle Kovandy i mimoevropsk\u00fd dosah probl\u00e9m\u016f (nap\u0159. energetiku) a pod 24 komisa\u0159\u016f a p\u0159edsedu EK spad\u00e1 \u0161estadvacet \u010di sedmadvacet \u201eDirecotory General&#8221; (gener\u00e1ln\u00edch \u0159editelstv\u00ed). \u201eKa\u017ed\u00fd komisa\u0159 m\u00e1 \u010dlov\u011bka, kter\u00fd se star\u00e1 o mezin\u00e1rodn\u00ed z\u00e1le\u017eitosti,&#8221; \u0159ekl Kovanda a doplnil, \u017ee a\u010d existuje jedna zahrani\u010dn\u00ed politika, jsou pro ni hned t\u0159i \u201edirektor\u00e1ty&#8221;, kter\u00e9 maj\u00ed \u201erozd\u011blen\u00fd sv\u011bt, ale ne \u00fapln\u011b jasn\u00fdm zp\u016fsobem.&#8221; Existuje Gener\u00e1ln\u00ed \u0159editelstv\u00ed pro roz\u0161\u00ed\u0159en\u00ed (m\u00e1 na starosti kandid\u00e1tsk\u00e9 zem\u011b, i dal\u0161\u00ed zem\u011b, nap\u0159. cel\u00fd Balk\u00e1n), d\u00e1le \u201eDevelopment&#8221; &#8211; rozvojov\u00e1 pomoc (podle Kovandy d\u00e1v\u00e1 EU z celkov\u00e9ho objemu p\u0159\u00edm\u00e9 sv\u011btov\u00e9 pomoci na rozvoj 60%). Dal\u0161\u00edm m\u00edstem, skrze kter\u00e9 EU \u0159e\u0161\u00ed sv\u00e9 zahrani\u010dn\u00ed vztahy, je Relex, v n\u011bm\u017e p\u016fsob\u00ed s\u00e1m Kovanda. Relex m\u00e1 na starosti zbytek sv\u011bta a n\u011bkter\u00e9 dal\u0161\u00ed z\u00e1le\u017eitosti. Do Kovandova p\u016fsoben\u00ed spadaj\u00ed vysp\u011bl\u00e9 st\u00e1ty mimo EU (tedy nap\u0159. Kanada, \u0160v\u00fdcarsko, Japonsko, Austr\u00e1lie) a mezin\u00e1rodn\u00ed organizace (OSN, OECD, Rada Evropy), plus spole\u010dn\u00e1 bezpe\u010dnostn\u00ed politika.<\/p>\n<p style=\"text-align: justify;\">Karel Kovanda se ve sv\u00e9m p\u0159\u00edsp\u011bvku tak\u00e9 kr\u00e1tce pozastavil nad energetickou politikou Evropy a nad situac\u00ed, kdy v lednu leto\u0161n\u00edho roku Rusko omezilo dod\u00e1vky zemn\u00edho plynu Ukrajin\u011b: \u201eV t\u00e9 chv\u00edli si cel\u00e1 EU uv\u011bdomila, \u017ee v oblasti nafty a zemn\u00edho plynu nem\u00e1me \u017e\u00e1dnou evropskou koncepci, politiku! Je to chyba a m\u011blo by se to napravit, je nutn\u00e9 vyvinout mechanismy, aby jednotliv\u00e9 zem\u011b v\u011bd\u011bly, co maj\u00ed k dispozici ty ostatn\u00ed. Letos se tato oblast za\u010d\u00edn\u00e1 komunitarizovat, je tedy v\u00edce z\u00e1le\u017eitost\u00ed EK a u\u017e m\u00e9n\u011b jednotliv\u00fdch zem\u00ed,&#8221; uvedl k tomuto t\u00e9matu Karel Kovanda.<\/p>\n<p style=\"text-align: justify;\">V souvislosti se spole\u010dnou zahrani\u010dn\u00ed a bezpe\u010dnostn\u00ed politikou Unie hovo\u0159il druh\u00fd ze st\u0159ede\u010dn\u00edch \u0159e\u010dn\u00edk\u016f tak\u00e9 o \u201eGAERC&#8221; (General Affairs and External Relation Council), v n\u011bm\u017e se jednou m\u011bs\u00ed\u010dn\u011b sch\u00e1zej\u00ed minist\u0159i zahrani\u010dn\u00edch v\u011bc\u00ed a zm\u00ednil dal\u0161\u00ed t\u011bleso &#8211; COPS, politick\u00fd a bezpe\u010dnost\u00ed v\u00fdbor na \u00farovni velvyslanc\u016f (za \u010cR zde zased\u00e1 Ivo \u0160r\u00e1mek), jen\u017e se sch\u00e1z\u00ed dvakr\u00e1t za t\u00fdden, n\u011bkdy i \u010dast\u011bji. \u201eTam se skute\u010dn\u011b projedn\u00e1vaj\u00ed v\u0161echny mezin\u00e1rodn\u011b &#8211; politick\u00e9 z\u00e1le\u017eitosti, ve kter\u00fdch by se Evropa m\u011bla objevovat. COPS v\u017edy vede p\u0159edsednick\u00e1 zem\u011b, kter\u00e1 hraje obrovskou \u00falohu,&#8221; doplnil Kovanda v souvislosti s pl\u00e1novan\u00fdm p\u0159edsednictv\u00edm \u010cR v roce 2009.<\/p>\n<p style=\"text-align: justify;\">Kovanda d\u00e1le mluvil o probl\u00e9mech mezi oblastmi kompetence Rady a Komise: \u201eInstitucion\u00e1ln\u00ed nepo\u0159\u00e1dek ve vn\u011bj\u0161\u00edch vztaz\u00edch brzd\u00ed rozvoj vn\u011bj\u0161\u00edch vztah\u016f, hlavn\u011b ve smyslu \u010dasov\u00e9m,&#8221; dodal. V sou\u010dasn\u00e9 dob\u011b vl\u00e1dne v EU podle Kohouta m\u00edrn\u00fd optimismus: \u201e\u010c\u00edm lep\u0161\u00ed je ekonomika, t\u00edm optimisti\u010dt\u011bj\u0161\u00ed jsou st\u00e1tn\u00edci&#8221;. D\u0159\u00edve byl podle Jana Kohouta patrn\u00fd akcent na n\u00e1rodn\u00ed st\u00e1ty a z\u00e1jmy a sni\u017eovala se m\u00edra kooperace, v sou\u010dasnosti vid\u00ed podle sv\u00fdch slov posun k lep\u0161\u00edmu. Za urgentn\u00ed ozna\u010dil p\u0159edev\u0161\u00edm ot\u00e1zky azylu, migrace a energetiky, jako hlavn\u00ed motor evropsk\u00e9 integrace vid\u00ed tlak ze zahrani\u010d\u00ed.<\/p>\n<p style=\"text-align: justify;\">V ot\u00e1zk\u00e1ch dal\u0161\u00edho v\u00fdvoje Evropsk\u00e9 unie pou\u017eil Jan Kohout historick\u00fd p\u0159\u00edm\u011br: \u201eOsudem EU nen\u00ed b\u00fdt It\u00e1li\u00ed 16. stolet\u00ed &#8211; tedy skl\u00e1dat se z mal\u00fdch bohat\u00fdch st\u00e1t\u016f, av\u0161ak politicky b\u00fdt nulou.&#8221; Hranice Evropy vid\u00ed Jan Kohout jako nikoli geografick\u00e9, ale hodnotov\u00e9. Podle \u010desk\u00e9ho velvyslance je nutn\u00e9 pokra\u010dovat v obou sm\u011brech integrace Evropsk\u00e9 unie, tedy roz\u0161i\u0159ovat se o nov\u00e9 zem\u011b, ale i \u201edo hloubky&#8221;. \u201eKandid\u00e1tsk\u00e9 zem\u011b &#8211; tedy Rumunsko a Bulharsko &#8211; jsou sp\u00ed\u0161e p\u0159\u00edle\u017eitost\u00ed pro \u010cR a EU, ne hrozbou,&#8221; uvedl Kohout. To, co by m\u011bla \u010cesk\u00e1 republika prosazovat i d\u00e1l je podle n\u011bj p\u0159edev\u0161\u00edm odbour\u00e1v\u00e1n\u00ed bari\u00e9r jako jsou st\u00e1le trvaj\u00edc\u00ed p\u0159echodn\u00e1 obdob\u00ed \u010di Schengen.<\/p>\n<p style=\"text-align: justify;\">D\u00e1le se Jan Kohout zab\u00fdval t\u00e9matem \u010desk\u00e9ho p\u0159edsednictv\u00ed EU v roce 2009 &#8211; \u201eZ hlediska euro-socializace a euro-identifikace je d\u016fle\u017eit\u00e9, \u017ee jsme po Slovinsku prvn\u00ed nov\u00e1 \u010dlensk\u00e1 zem\u011b, kter\u00e1 bude EU p\u0159edsedat,&#8221; \u0159ekl velvyslanec. P\u0159edsednictv\u00ed bude podle n\u011bj znamenat i \u201evy\u0161\u0161\u00ed rychlostn\u00ed stupe\u0148 pro \u010deskou byrokracii&#8221;. Podle informac\u00ed, kter\u00e9 si \u00fa\u010dastn\u00edci letn\u00ed \u0161koly vyslechli, prob\u011bhlo v Rakousku b\u011bhem jeho p\u0159edsednictv\u00ed 250 setk\u00e1n\u00ed r\u016fzn\u00e9ho typu a zemi se z finan\u010dn\u00edho hlediska p\u0159edsednictv\u00ed jednozna\u010dn\u011b vyplatilo. A jak\u00e1 bude podle Jana Kohouta faktick\u00e1 role \u010cesk\u00e9 republiky jako p\u0159edsedaj\u00edc\u00ed zem\u011b? \u201eM\u011bli bychom se zam\u011b\u0159it na odstra\u0148ov\u00e1n\u00ed bari\u00e9r, dal\u0161\u00ed liberalizaci, a tak\u00e9 lidskopr\u00e1vn\u00ed ot\u00e1zky.&#8221; Z\u00e1v\u011brem se Jan Kohout je\u0161t\u011b vr\u00e1til k t\u00e9matu \u00fastavn\u00ed smlouvy a uvedl, \u017ee jde o z\u00e1kladn\u00ed v\u00fdchoz\u00ed dokument, kter\u00fd se \u010dasem bude muset schv\u00e1lit.<\/p>\n<p style=\"text-align: justify;\">Michael \u017dantovsk\u00fd byl posledn\u00edm \u0159e\u010dn\u00edkem a p\u0159edn\u00e1\u0161kovou \u010d\u00e1st letn\u00ed \u0161koly ve st\u0159edu odpoledne uzav\u00edral. Jeho p\u0159edn\u00e1\u0161ka nesla n\u00e1zev \u201eEvropsk\u00e1 identita a st\u0159et\u00e1v\u00e1n\u00ed civilizac\u00ed&#8221;. \u010cesk\u00fd velvyslanec v Izraeli se ve sv\u00e9m p\u0159\u00edsp\u011bvku nejprve v\u011bnoval t\u00e9matu evropsk\u00e9 identity: \u201eP\u0159i bli\u017e\u0161\u00edm, analytick\u00e9m pohledu se jej\u00ed samoz\u0159ejmost pon\u011bkud vytr\u00e1c\u00ed,&#8221; uvedl velvyslanec a pokra\u010doval: \u201eO evropsk\u00e9 identit\u011b uva\u017eujeme jako o n\u011b\u010dem naprosto samoz\u0159ejm\u00e9m (mluv\u00edme o evropsk\u00e9 civilizaci, hodnot\u00e1ch, my\u0161len\u00ed&#8230;), ale h\u016f\u0159e u\u017e na tom jsme, kdy\u017e m\u00e1me \u0159\u00edci, v \u010dem spo\u010d\u00edv\u00e1.&#8221; Podle \u017dantovsk\u00e9ho je kontinent\u00e1ln\u00ed identita vz\u00e1cn\u00fd jev (nap\u0159. n\u011bco jako asijsk\u00e1 identita neexistuje, vezm\u011bme si pro p\u0159\u00edklad identitu afgh\u00e1nsk\u00e9ho p\u011bstitele opia a identitu japonsk\u00e9ho hackera). \u017dantovsk\u00fd si mysl\u00ed, \u017ee evropsk\u00e1 identita je koncept ned\u00e1vn\u00e9ho data, ale m\u00e1 samoz\u0159ejm\u011b sv\u00e9 p\u0159edch\u016fdce (star\u00fd \u0158\u00edm, st\u0159edov\u011bk\u00e1 Svat\u00e1 \u0159\u00ed\u0161e \u0159\u00edmsk\u00e1&#8230;., nacistick\u00fd koncept T\u0159et\u00ed \u0159\u00ed\u0161e&#8230;). \u0158\u00edm vytvo\u0159il podle n\u011bj koncept ob\u010danstv\u00ed, kter\u00fd je pro modern\u00ed evropskou identitu jedn\u00edm z \u00fast\u0159edn\u00edch koncept\u016f. Podle posledn\u00edho z \u0159e\u010dn\u00edk\u016f chyb\u00ed evropsk\u00e9 identit\u011b p\u0159esn\u011bj\u0161\u00ed geografick\u00e9 vymezen\u00ed &#8211; z\u00e1padn\u00ed a severn\u00ed hranice jsou v\u00edcem\u00e9n\u011b nesporn\u00e9, ji\u017en\u00ed a v\u00fdchodn\u00ed hranice jsou u\u017e v\u0161ak sporn\u00e9.<\/p>\n<p style=\"text-align: justify;\">\u017dantovsk\u00fd d\u00e1le tak\u00e9 uvedl, \u017ee sv\u011bt byl d\u0159\u00edve rozd\u011blen na \u0158\u00ed\u0161i Bo\u017e\u00ed = All\u00e1hovu a \u0158\u00ed\u0161i v\u00e1lky = ostatn\u00ed zem\u011b. \u201eToto rozli\u0161en\u00ed m\u00e1 dodne\u0161ka velikou v\u00e1hu u isl\u00e1msk\u00fdch myslitel\u016f (zejm\u00e9na radik\u00e1ln\u00edch). Spojuj\u00ed se s n\u00edm n\u011bkter\u00e9 z\u00e1vazky, povinnosti, nap\u0159. povinnost h\u00e1jit ka\u017ed\u00fd kus zem\u011b, kter\u00fd v kter\u00e9mkoli okam\u017eiku pat\u0159il do \u0159\u00ed\u0161e All\u00e1hovy a pokud je ztracen, usilovat prost\u0159ednictv\u00edm d\u017eih\u00e1du o jeho navr\u00e1cen\u00ed. Je zak\u00e1z\u00e1no se jak\u00e9koli \u010d\u00e1sti toho \u00fazem\u00ed vzd\u00e1t,&#8221; uvedl Michael \u017dantovsk\u00fd.<\/p>\n<p style=\"text-align: justify;\">\n\u010cesk\u00fd velvyslanec v Izraeli se ve sv\u00e9 \u0159e\u010di tak\u00e9 kr\u00e1tce zastavil u ot\u00e1zky multikulturalismu, kter\u00fd podle n\u011bj vych\u00e1z\u00ed z postmodern\u00edho pohledu na identitu a podle jeho\u017e teorie m\u016f\u017ee spole\u010dnost existovat jako mozaika nejr\u016fzn\u011bj\u0161\u00edch rovnocenn\u00fdch h\u00e1jen\u00fdch a podporovan\u00fdch identit. \u201eJe to teorie, kter\u00e1 vl\u00e1dla v z\u00e1padn\u00ed Evrop\u011b a USA posledn\u00ed dvacetilet\u00ed, teprve po 11. z\u00e1\u0159\u00ed 2001 a n\u00e1sleduj\u00edc\u00edch ud\u00e1lostech se objevuje ur\u010dit\u00e1 kritika a v\u011bdom\u00ed mez\u00ed t\u00e9to teorie,&#8221; uvedl \u017dantovsk\u00fd a d\u00e1le pokra\u010doval: \u201eKlasick\u00e9 pojet\u00ed multikulturalismu p\u0159in\u00e1\u0161\u00ed dva omyly. Prvn\u00edm je nepochopen\u00ed soci\u00e1ln\u00ed funkce identity &#8211; identita (a\u0165 u\u017e rodinn\u00e1, kmenov\u00e1, n\u00e1rodn\u00ed, evropsk\u00e1) je velmi mocn\u00e1 soci\u00e1ln\u011b-tvorn\u00e1 s\u00edla, poskytuje lidem spole\u010dnou historii, embl\u00e9my, symboly, z nich\u017e vyr\u016fst\u00e1 v\u011bdom\u00ed vz\u00e1jemnosti, solidarity. A p\u0159i nep\u0159\u00edtomnosti spole\u010dn\u00e9 identity doch\u00e1z\u00ed k destrukci spole\u010dnosti, kter\u00e1 se st\u00e1v\u00e1 \u201ekolbi\u0161t\u011bm&#8221; na n\u011bm\u017e r\u016fzn\u00e9 identity bojuj\u00ed o svou existenci na stejn\u00e9m m\u00edst\u011b. V\u00fdsledkem pak nen\u00ed prol\u00edn\u00e1n\u00ed kultur a identit, ale naopak jejich t\u0159\u00ed\u0161t\u011bn\u00ed a konflikt.&#8221; Druh\u00fd omyl multikulturalismu je podle \u017dantovsk\u00e9ho mo\u017en\u00e1 z\u00e1va\u017en\u011bj\u0161\u00ed a nen\u00ed \u201epoliticky korektn\u00ed&#8221; o n\u011bm mluvit: \u201eNen\u00ed d\u016fvod o\u010dek\u00e1vat, \u017ee v\u0161echny identity jsou stejn\u011b hodnotn\u00e9, prosp\u011b\u0161n\u00e9 a stejn\u011b \u017eivotaschopn\u00e9. St\u0159et\u00e1v\u00e1n\u00ed identit je ur\u010ditou formou soci\u00e1ln\u011b-evolu\u010dn\u00ed selekce, v n\u011bm\u017e po celou dobu lidsk\u00e9 historie identity vznikaj\u00ed, zanikaj\u00ed, pohlcuj\u00ed se navz\u00e1jem, prol\u00ednaj\u00ed se a vytv\u00e1\u0159ej\u00ed nov\u00e9 identity a vesm\u011bs takov\u00e9, kter\u00e9 jsou v\u00edce schopn\u00e9 p\u0159e\u017eit\u00ed.&#8221;<\/p>\n<p style=\"text-align: justify;\">\u017dantovsk\u00fd d\u00e1le definoval n\u00e1sleduj\u00edc\u00edch p\u011bt slo\u017eek identity: v\u00edra v lep\u0161\u00ed budoucnost (v pokrok, vykoupen\u00ed), mo\u017enost svobodn\u00e9 volby (kter\u00e1 se pln\u011b objevuje v reformaci), schopnost kritick\u00e9ho my\u0161len\u00ed (nap\u0159. v isl\u00e1msk\u00e9m sv\u011bt\u011b je to prakticky nezn\u00e1m\u00e9, proto\u017ee v\u011bci jsou normativn\u011b dan\u00e9 bu\u010f v kor\u00e1nu nebo sv\u011btsk\u00fdm spr\u00e1vcem), st\u00e1t zalo\u017een\u00fd na (lidsk\u00e9m) z\u00e1konu a mravn\u00ed imperativ (tj. na\u0161e v\u011bdom\u00ed toho, co je dobro a co zlo, dodne\u0161ka je to zhruba toto\u017en\u00e9 s p\u0159ik\u00e1z\u00e1n\u00edmi).<\/p>\n<p style=\"text-align: justify;\">V druh\u00e9 \u010d\u00e1sti sv\u00e9ho p\u0159\u00edsp\u011bvku se Michael \u017dantovsk\u00fd zab\u00fdval konceptem st\u0159etu civilizac\u00ed. Kr\u00e1tce srovn\u00e1val knihu Samuela Huntingtona St\u0159et civilizac\u00ed a text lingvisty a historika Bernarda Lewise (jen\u017e pojem \u201est\u0159et civilizac\u00ed&#8221; pou\u017eil jako prvn\u00ed) \u201eRoots of the Muslim Rage&#8221;. Lewis vych\u00e1z\u00ed podle \u017dantovsk\u00e9ho ze stejn\u00e9ho empirick\u00e9ho materi\u00e1lu, ale z v\u011bt\u0161\u00ed znalosti historie a kultury, d\u00e1v\u00e1 dohromady jemn\u011bj\u0161\u00ed anal\u00fdzu a jin\u00e9 z\u00e1v\u011bry: st\u0159et civilizac\u00ed nen\u00ed n\u011b\u010d\u00edm, co p\u0159inesla globalizace, ale existuje, co je lidstvo lidstvem, n\u011bco, co pat\u0159\u00ed k lidsk\u00e9 historii. St\u0159et Evropy a isl\u00e1mu je star\u00fd asi 1300 let a m\u00e1 \u0159adu miln\u00edk\u016f (\u017dantovsk\u00fd nap\u0159. jmenoval bitvu u Poitiers v r. 732, v n\u00ed\u017e nad muslimy zv\u00edt\u011bzil Karl Martell). \u201eSt\u0159et civilizac\u00ed je n\u011bco, co n\u00e1s prov\u00e1z\u00ed, ne v\u017edy jde ale o st\u0159et nesmi\u0159iteln\u00fd, ni\u010div\u00fd, mnoho z t\u011bch st\u0159et\u016f bylo pro evropskou civilizaci plodn\u00fdch,&#8221; p\u0159ipomn\u011bl tak\u00e9 \u017dantovsk\u00fd.<\/p>\n<p style=\"text-align: justify;\">\u201eKonflikt existuje, modernita ho pouze aktualizovala a do jist\u00e9 m\u00edry vyhrotila. A bude existovat i v budoucnosti,&#8221; \u0159ekl d\u00e1le \u010desk\u00fd velvyslanec. \u017dantovsk\u00fd citoval i z dal\u0161\u00ed knihy Bernarda Lewise \u201eEvropa a isl\u00e1m&#8221; a uvedl, \u017ee muslimsk\u00e9 men\u0161iny v z\u00e1padn\u00ed Evrop\u011b je moment\u00e1ln\u011b velmi aktu\u00e1ln\u00ed t\u00e9ma a jedna ze slo\u017eek sou\u010dasn\u00e9ho konfliktu. \u201eV p\u0159\u00ed\u0161t\u00ed generaci evrop\u0161t\u00ed muslimov\u00e9 (narozen\u00edm a vzd\u011bl\u00e1n\u00edm) budou pokra\u010dovat v t\u00e9\u017ee cest\u011b, jako kdysi \u017did\u00e9, kte\u0159\u00ed se vyno\u0159ili z ghett a stali se sou\u010d\u00e1st\u00ed hlavn\u00edho proudu civilizovan\u00e9 Evropy.&#8221; Muslimov\u00e9 jsou te\u010f v\u0161ak v Evrop\u011b v daleko v\u011bt\u0161\u00edch po\u010dtech, ne\u017e byli \u017did\u00e9 a tak\u00e9 je podporuje a posiluje obrovsk\u00fd muslimsk\u00fd sv\u011bt mimo Evropu. V budoucnu tedy m\u016f\u017ee b\u00fdt Evropa rozd\u011blena na odd\u011blen\u00e9 kulturn\u00ed a soci\u00e1ln\u00ed enkl\u00e1vy ve v\u011bt\u0161\u00ed, tolerantn\u011bj\u0161\u00ed evropsk\u00e9 spole\u010dnosti, nebo je osudem Evropy &#8211; jak si mysl\u00ed n\u011bkte\u0159\u00ed dal\u0161\u00ed &#8211; st\u00e1t se sou\u010d\u00e1st\u00ed \u0159\u00ed\u0161e isl\u00e1mu.<\/p>\n<p style=\"text-align: justify;\">Podle \u017dantovsk\u00e9ho existuje velk\u00e1, d\u016fle\u017eit\u00e1 a neodstraniteln\u00e1 muslimsk\u00e1 p\u0159\u00edtomnost v z\u00e1padn\u00ed Evrop\u011b, kter\u00e1 bude hr\u00e1t vzr\u016fstaj\u00edc\u00ed roli v evropsk\u00e9m \u017eivot\u011b (muslimov\u00e9 se neodst\u011bhuj\u00ed, probl\u00e9m nepomine). Jde tedy o to, kter\u00e1 z civilizac\u00ed vnut\u00ed svoj\u00ed identitu t\u00e9 druh\u00e9, bude schopna ovlivnit v\u00fdvoj t\u00e9 druh\u00e9 civilizace. \u201eNa\u0161e zdroje (my\u0161lenkov\u00e9, lidsk\u00e9, materi\u00e1ln\u00ed, mocensk\u00e9) jsou natolik siln\u00e9 a pevn\u00e9, \u017ee se st\u0159etu civilizac\u00ed nemus\u00edme b\u00e1t, pokud budeme sv\u00fdm vlastn\u00edm schopnostem a sil\u00e1m d\u016fv\u011b\u0159ovat,&#8221; uvedl Michael \u017dantovsk\u00fd v z\u00e1v\u011bru sv\u00e9ho p\u0159\u00edsp\u011bvku. Isl\u00e1msk\u00fd sv\u011bt se podle n\u011bj stane sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00edho okruhu, ve kter\u00e9m se nakonec se p\u0159iklon\u00ed k podobn\u00fdm hodnot\u00e1m, k jak\u00fdm se p\u0159ikl\u00e1n\u00edme my. \u201eTo je podle mne nejlep\u0161\u00ed \u0159e\u0161en\u00ed st\u0159etu civilizac\u00ed. Budeme na n\u011bm ale muset hodn\u011b pracovat.&#8221;<\/p>\n<p style=\"text-align: justify;\"><strong>Z\u00e1v\u011br<\/strong><\/p>\n<p style=\"text-align: justify;\">Po p\u0159\u00edsp\u011bvku posledn\u00edho z lektor\u016f Michaela \u017dantovsk\u00e9ho m\u011bli studenti del\u0161\u00ed p\u0159est\u00e1vku, po n\u00ed\u017e n\u00e1sledoval druh\u00fd workshop. Tentokr\u00e1t byli v\u0161ichni studenti spojeni dohromady a simulovali zased\u00e1n\u00ed Evropsk\u00e9 komise. M\u011bli rozhodnout, zda Turecko m\u00e1 \u010di nem\u00e1 vstoupit do Evropsk\u00e9 unie. Workshop se nakonec spont\u00e1nn\u011b p\u0159etavil v aktivn\u00ed diskusi. (Oproti druh\u00e9mu workshopu byli studenti prvn\u00ed den rozd\u011bleni do t\u0159\u00ed skupin, v nich\u017e se m\u011bli pokusit o definov\u00e1n\u00ed evropsk\u00fdch hodnot. Na konci se slou\u010dili a z\u00e1stupce ka\u017ed\u00e9ho t\u00fdmu m\u011bl p\u0159ede v\u0161emi prezentovat v\u00fdsledky. Spole\u010dn\u011b se pak studenti &#8211; nakonec museli p\u0159istoupit ke hlasov\u00e1n\u00ed &#8211; dohodli na definici n\u011bkolika evropsk\u00fdch hodnot.)<\/p>\n<p style=\"text-align: justify;\">Letn\u00ed \u0161kola p\u0159inesla student\u016fm tedy nejen p\u0159edn\u00e1\u0161ky kvalitn\u00edch lektor\u016f, ale umo\u017enila jim i aktivn\u00ed pr\u00e1ci ve skupin\u011b s t\u00e9maty, kter\u00e1 se pro mlad\u00e9 experty uk\u00e1zala jako velice zaj\u00edmav\u00e1 a inspirativn\u00ed.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-372\" style=\"margin: 5px;\" alt=\"e5\" src=\"https:\/\/evropskehodnoty.cz\/wp-content\/uploads\/2013\/03\/e5.jpg\" width=\"200\" height=\"134\" \/><\/a>Soud\u011b podle reakc\u00ed lektor\u016f i student\u016f m\u016f\u017eeme na z\u00e1v\u011br konstatovat, \u017ee letn\u00ed \u0161kola \u201eOd identity k evropsk\u00e9 integraci&#8221; byla \u00fasp\u011b\u0161n\u00e1. Jsme si v\u011bdom\u00ed ur\u010dit\u00fdch nedostatk\u016f, kter\u00e9 n\u00e1m te\u010f slou\u017e\u00ed p\u0159edev\u0161\u00edm jako motivace na p\u0159\u00ed\u0161t\u011b.<\/p>\n<p style=\"text-align: justify;\">C\u00edl, kter\u00e9ho jsme cht\u011bli prost\u0159ednictv\u00edm letn\u00ed \u0161koly dos\u00e1hnout, byl napln\u011bn. C\u00edlov\u00e1 skupina &#8211; tedy vybran\u00ed vysoko\u0161kol\u0161t\u00ed studenti z cel\u00e9 \u010cesk\u00e9 republiky &#8211; byla t\u011bmi nejkvalitn\u011bj\u0161\u00edmi lektory informov\u00e1na o ot\u00e1zk\u00e1ch evropsk\u00e9 historie, identity, evropsk\u00e9ho ob\u010danstv\u00ed, integrace i o postaven\u00ed \u010cesk\u00e9 republiky v EU.
