A jak z\u016fstat po boku USA v prvn\u00ed lize glob\u00e1ln\u00edch akt\u00e9r\u016f a neztr\u00e1cet na v\u00fdznamu?<\/i><\/h1>\n<p style=\"text-align: justify;\">Jedn\u00edm z\u00a0p\u011bti tematick\u00fdch pil\u00ed\u0159\u016f think-tanku Evropsk\u00e9 hodnoty je <a href=\"https:\/\/evropskehodnoty.cz\/temata\/sebevedomy-zapad\/\">Sebev\u011bdom\u00fd Z\u00e1pad<\/a>. A pr\u00e1v\u011b kolem n\u011bj se to\u010d\u00ed p\u0159ev\u00e1\u017en\u00e1 v\u011bt\u0161ina studi\u00ed, vybran\u00fdch Analytick\u00fdm t\u00fdmem minul\u00fd t\u00fdden. Jak u\u017e ze samotn\u00e9ho n\u00e1zvu hesla vypl\u00fdv\u00e1, pova\u017eujeme snahu o pevn\u00e9 transatlantick\u00e9 spojenectv\u00ed za v\u00edce ne\u017e \u017e\u00e1douc\u00ed. Evropsk\u00e1 unie (EU) a\u00a0USA pl\u00e1nuj\u00ed udr\u017eet a pos\u00edlit svoji konkurenceschopnost jako\u00a0protiv\u00e1hu k ostatn\u00edm sv\u011btov\u00fdm hr\u00e1\u010d\u016fm, a to p\u0159edev\u0161\u00edm prost\u0159ednictv\u00edm transatlantick\u00e9 z\u00f3ny voln\u00e9ho obchodu. Ve vyjedn\u00e1v\u00e1n\u00ed o tomto partnerstv\u00ed dvou nejsiln\u011bj\u0161\u00edch ekonomik sv\u011bta jde v\u0161ak o mnohem v\u00edce \u2013 o geopolitiku, a tud\u00ed\u017e i o roli z\u00e1padn\u00edho sv\u011bta v\u00a0dne\u0161n\u00edm multipol\u00e1rn\u00edm syst\u00e9mu. Jak\u00fdm zp\u016fsobem se Evropa m\u016f\u017ee st\u00e1t je\u0161t\u011b modern\u011bj\u0161\u00ed a vysp\u011blej\u0161\u00ed, ne\u017e je zbytek sv\u011bta? Institucion\u00e1ln\u00edmi, ekonomick\u00fdmi i technologick\u00fdmi aspekty r\u016fstu se zab\u00fdvaj\u00ed p\u0159edn\u00ed evropsk\u00e9 think-tanky.<\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.sieps.se\/sites\/default\/files\/NY%202013_16epa_A4.pdf\">Evropsk\u00e1 rada \u2013 nov\u00e9 centrum politiky Evropsk\u00e9 unie<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>The European Council \u2013 the new centre of EU politics<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Uwe Puetter; Swedish Institute for European Policy Studies<\/h3>\n<p style=\"text-align: justify;\">Evropsk\u00e1 rada (ER) je f\u00f3rem hlav st\u00e1t\u016f a vl\u00e1d v\u00a0r\u00e1mci Evropsk\u00e9 unie (EU). Uwe Puetter ve studii tvrd\u00ed, \u017ee tato instituce v\u00a0posledn\u00edch dvou dek\u00e1d\u00e1ch ovliv\u0148uje unijn\u00ed legislativu \u010d\u00edm d\u00e1l v\u00edc. Podle n\u011bj to nen\u00ed n\u00e1hoda; p\u0159\u00ed\u010dina toti\u017e le\u017e\u00ed v\u00a0prom\u011bn\u011b agendy EU, kter\u00e1 se od Maastrichtsk\u00e9 smlouvy z\u00a0roku 1992 posouv\u00e1 mimo komunit\u00e1rn\u00ed metodu rozhodov\u00e1n\u00ed. Charakteristick\u00e9 pro tento posun jsou p\u0159edev\u0161\u00edm oblasti jako roz\u0161i\u0159ov\u00e1n\u00ed hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie, zahrani\u010dn\u00ed, bezpe\u010dnostn\u00ed a obrann\u00e1 politika, ale i koordinace soci\u00e1ln\u00ed politiky a problematiky zam\u011bstnanosti. ER se podle autora zcela evidentn\u011b z\u00e1sadn\u011b prom\u011bnila, proto\u017ee u\u017e se nesch\u00e1z\u00ed, aby tvo\u0159ila dlouhodob\u00e9 strategick\u00e9 programy pro Unii, n\u00fdbr\u017e praktikuje ka\u017edodenn\u00ed management z\u00e1kladn\u00edch politik EU.<\/p>\n<p style=\"text-align: justify;\">Autor definuje zm\u011bny v\u00a0roli ER jako d\u016fsledky hlub\u0161\u00edho trendu v\u00a0evropsk\u00e9 integraci, kter\u00fd vych\u00e1z\u00ed z\u00a0post-Maastrichtsk\u00e9ho integra\u010dn\u00edho paradoxu: \u010dlensk\u00e9 st\u00e1ty prosazuj\u00ed roz\u0161\u00ed\u0159en\u00ed aktivit EU, ale z\u00e1rove\u0148 si d\u00e1vaj\u00ed dobr\u00fd pozor, aby nep\u0159enesli legislativn\u00ed kompetence na \u00farove\u0148 EU. Tento trend se podle autora prom\u00edt\u00e1 i do role ER, kter\u00e1 v\u00a0posledn\u00edch letech ve snaze neust\u00e1le udr\u017eovat celounijn\u00ed konsenzus nabyla na v\u00fdznamu v\u00a0mechanismu instituc\u00ed EU. Logika mezivl\u00e1dn\u00edho p\u0159\u00edstupu k\u00a0integraci se projevila vznikem cel\u00e9 \u0159ady f\u00f3r a mechanism\u016f k\u00a0vytv\u00e1\u0159en\u00ed konsenzu na nejvy\u0161\u0161\u00ed politick\u00e9 \u00farovni \u2013 a\u0165 u\u017e jde o neform\u00e1ln\u00ed Eurogroup, intenzivn\u011bj\u0161\u00ed komunikaci ministr\u016f zahrani\u010d\u00ed pod hlavi\u010dkou Vysok\u00e9ho p\u0159edstavitele, Ekonomick\u00fd a finan\u010dn\u00ed v\u00fdbor nebo Bezpe\u010dnostn\u00ed a politick\u00fd v\u00fdbor.<\/p>\n<p style=\"text-align: justify;\">Studie shrnuje n\u011bkolik z\u00e1sadn\u00edch a zaj\u00edmav\u00fdch zji\u0161t\u011bn\u00ed. ER se toti\u017e od roku 1992 sch\u00e1z\u00ed st\u00e1le \u010dast\u011bji. V\u00a0devades\u00e1t\u00fdch letech se i b\u011bhem p\u0159\u00edpravy roz\u0161\u00ed\u0159en\u00ed EU nebo b\u011bhem novelizac\u00ed z\u00e1kladn\u00edch smluv ER sch\u00e1zela maxim\u00e1ln\u011b t\u0159ikr\u00e1t do roka, v\u00a0sou\u010dasnosti se sch\u00e1z\u00ed ad hoc v\u00a0reakci na zahrani\u010dn\u011bpolitick\u00e9 ud\u00e1losti i desetkr\u00e1t do roka. Zm\u011bnila se i kompozice agendy a vyv\u00edjej\u00ed se tak\u00e9 vztahy ER s\u00a0Radou ministr\u016f a Evropskou komis\u00ed.<\/p>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.eng.notre-europe.eu\/media\/challengesprospectstransatl\">V\u00fdzvy a vyhl\u00eddky transatlantick\u00e9 z\u00f3ny voln\u00e9ho obchodu<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>Challenges and prospects of a transatlantic free trade area <\/i><\/h3>\n<h3 style=\"text-align: justify;\">Bertrand de Largentaye; Notre Europe &#8211; Jacques Delors Institute<\/h3>\n<p style=\"text-align: justify;\">\u00a0Zat\u00edmco b\u011bhem prvn\u00ed sv\u011btov\u00e9 v\u00e1lky a Velk\u00e9 deprese roku 1929 podlehly Spojen\u00e9 st\u00e1ty i Evropa l\u00e1kadlu hospod\u00e1\u0159sk\u00e9ho protekcionismu, sou\u010dasn\u00fd otev\u0159en\u00fd multilater\u00e1ln\u00ed obchodn\u00ed syst\u00e9m podle pravidel WTO p\u0159e\u017eil krizi z\u00a0let 2007-2008. Ta v\u0161ak pokra\u010duje a faktem z\u016fst\u00e1v\u00e1, \u017ee n\u011bkter\u00e9 z\u00e1padoevropsk\u00e9 st\u00e1ty drt\u00ed nezam\u011bstnanost vy\u0161\u0161\u00ed, ne\u017e ta, se kterou bojovaly USA ve 30. letech. L\u00edd\u0159i z\u00e1padn\u00edho sv\u011bta odm\u00edtaj\u00ed opakovat chybu 30. let a chr\u00e1nit vlastn\u00ed v\u00fdrobky a slu\u017eby vysok\u00fdmi cly p\u0159ed zahrani\u010dn\u00ed konkurenc\u00ed a vkl\u00e1daj\u00ed nad\u011bji do princip\u016f voln\u00e9ho obchodu. \u00da\u010delem nyn\u011bj\u0161\u00edch jedn\u00e1n\u00ed mezi USA a EU je vytvo\u0159en\u00ed z\u00f3ny voln\u00e9ho obchodu, kter\u00e1 by stimulovala ekonomiku a pomohla st\u00e1t\u016fm vymanit se z\u00a0krize. Z\u00e1rove\u0148 maj\u00ed tato jedn\u00e1n\u00ed ambici \u0161ir\u0161\u00edho p\u0159esahu: p\u0159ekonat zablokovanou situaci, ve kter\u00e9 se ocitla mezin\u00e1rodn\u00ed vyjedn\u00e1v\u00e1n\u00ed o sni\u017eov\u00e1n\u00ed celn\u00edch bari\u00e9r ve sv\u011btov\u00e9m obchodu v\u00a0r\u00e1mci vyjedn\u00e1vac\u00edho kola z\u00a0Dauh\u00e1 Sv\u011btov\u00e9 obchodn\u00ed organizace.<\/p>\n<p style=\"text-align: justify;\">USA a EU spole\u010dn\u011b ro\u010dn\u011b vytvo\u0159\u00ed hodnotu 30 bilion\u016f dolar\u016f, co\u017e je t\u00e9m\u011b\u0159 polovina sv\u011btov\u00e9 ekonomiky. Jejich vz\u00e1jemn\u00fd obchod potom p\u0159edstavuje 30 % sv\u011btov\u00e9 ekonomiky. Cla mezi nimi jsou t\u00e9m\u011b\u0159 zanedbateln\u00e1, skute\u010dn\u00fd probl\u00e9m p\u0159edstavuj\u00ed netarifn\u00ed obchodn\u00ed p\u0159ek\u00e1\u017eky a rozd\u00edln\u00e9 p\u0159edpisy. Evropan\u00e9 c\u00edl\u00ed jedn\u00e1n\u00ed na zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek, kter\u00e9 je v\u00a0USA m\u00e9n\u011b otev\u0159en\u00e9 ne\u017e v\u00a0Evrop\u011b a na p\u0159etrv\u00e1vaj\u00edc\u00ed americk\u00e9 praktiky protekcionismu. Velmi rozd\u00edln\u00e9 pohledy panuj\u00ed v\u00a0ot\u00e1zce pr\u00e1v du\u0161evn\u00edho vlastnictv\u00ed. Francie tradi\u010dn\u011b trv\u00e1 na tom, \u017ee kulturn\u00ed produkty mus\u00ed b\u00fdt z\u00a0vyjedn\u00e1v\u00e1n\u00ed vy\u0148aty. Obt\u00ed\u017en\u011b bude t\u00e9\u017e dosa\u017eeno dohody v\u00a0oblastech jako finan\u010dnictv\u00ed, zem\u011bd\u011blstv\u00ed a zdravotnick\u00e9 produkty.<\/p>\n<p style=\"text-align: justify;\">Novinkou, kter\u00e1 by v\u00a0p\u0159\u00edpad\u011b uzav\u0159en\u00ed dohody hr\u00e1la v\u00fdznamnou roli, by bylo t\u011bleso pro \u0159e\u0161en\u00ed spor\u016f mezi st\u00e1tem a zahrani\u010dn\u00edm podnikem, kter\u00fd se v\u00a0dan\u00e9m st\u00e1t\u011b rozhodne p\u016fsobit v\u00a0sektoru nov\u011b otev\u0159en\u00e9m mezin\u00e1rodn\u00ed konkurenci. Vl\u00e1dy by byly nov\u011b odpov\u011bdn\u00e9 za zm\u011bny v\u00a0politik\u00e1ch, kter\u00e9 ovliv\u0148uj\u00ed zahrani\u010dn\u00ed investory a kter\u00e9 by jimi mohly b\u00fdt u org\u00e1nu pro \u0159e\u0161en\u00ed spor\u016f napadeny. Nejen politick\u00e9 \u0161pi\u010dky se shoduj\u00ed, \u017ee je pot\u0159eba \u201en\u011bco ud\u011blat\u201c, a nikdy nevykazovaly takov\u00e9 p\u0159esv\u011bd\u010den\u00ed a \u00fasil\u00ed o p\u0159ekon\u00e1n\u00ed p\u0159ek\u00e1\u017eek a v\u00fdhrad, kv\u016fli kter\u00fdm by tato jedn\u00e1n\u00ed byla smetena ze stolu. Ot\u00e1zky ohledn\u011b energetiky, zem\u011bd\u011blstv\u00ed, kultury a regulace internetov\u00fdch slu\u017eeb by mohly naru\u0161it vyjedn\u00e1v\u00e1n\u00ed, nicm\u00e9n\u011b nap\u0159. probl\u00e9m s\u00a0masivn\u00ed \u0161pion\u00e1\u017e\u00ed USA v\u016f\u010di sv\u00fdm spojenc\u016fm se poda\u0159ilo p\u0159eklenout.<\/p>\n<p style=\"text-align: justify;\">National Intelligence Council (NIC) z\u00a0USA p\u0159edpov\u011bd\u011bl \u00fapadek moci Spojen\u00fdch st\u00e1t\u016f a EU oproti nar\u016fstaj\u00edc\u00ed s\u00edle rozvojov\u00fdch zem\u00ed. Kishore Mahbubani tvrd\u00ed, \u017ee je to znak nastupuj\u00edc\u00edho syst\u00e9mu glob\u00e1ln\u00edho vl\u00e1dnut\u00ed, kter\u00fd bude propojovat jednotliv\u00e9 regiony, civilizace a velmoci. Nicm\u00e9n\u011b USA a EU se p\u0159ikl\u00e1n\u00ed k\u00a0teorii Zbigniewa Brzezinskiho, podle n\u00ed\u017e TTIP pom\u016f\u017ee vytvo\u0159it rovnov\u00e1hu mezi Atlantick\u00fdm a Pacifick\u00fdm regionem a z\u00e1rove\u0148 o\u017eiv\u00ed a podpo\u0159\u00ed v\u011bt\u0161\u00ed soudr\u017enost Z\u00e1padu. Gabor Steingart posouv\u00e1 tuto \u00favahu d\u00e1l a budoucnost vid\u00ed jako \u201esv\u011btovou v\u00e1lku o bohatstv\u00ed\u201c mezi Z\u00e1padem na jedn\u00e9 stran\u011b a Asi\u00ed na druh\u00e9. Tato vize \u201eekonomick\u00e9ho NATO\u201c je realisti\u010dt\u011bj\u0161\u00edm pojet\u00edm a autor p\u0159edkl\u00e1d\u00e1 p\u011bt argument\u016f, pro\u010d by se j\u00ed USA a EU m\u011bly \u0159\u00eddit.<\/p>\n<p style=\"text-align: justify;\">V\u00a0prvn\u00ed \u0159ad\u011b argumentuje t\u00edm, \u017ee TTIP by mohlo o\u017eivit NATO, jeliko\u017e bez ekonomick\u00e9 soudr\u017enosti je t\u00e9m\u011b\u0159 nemo\u017en\u00e9 utv\u00e1\u0159et i strategickou jednotu. TTIP by mohlo nastolit zm\u011bnu v hierarchii NATO a utvo\u0159it j\u00e1dro stejn\u011b sm\u00fd\u0161lej\u00edc\u00edch st\u00e1t\u016f v\u00a0ot\u00e1zk\u00e1ch ekonomick\u00fdch, politick\u00fdch a strategick\u00fdch. Zadruh\u00e9, TTIP m\u016f\u017ee obnovit rovnov\u00e1hu priorit USA v\u016f\u010di sv\u00fdm spojenc\u016fm ve prosp\u011bch Evropy. USA zam\u011b\u0159ily svou pozornost na Pacifick\u00fd region a TTIP se m\u016f\u017ee st\u00e1t n\u00e1strojem Evropy pro znovuz\u00edsk\u00e1n\u00ed sv\u00e9ho postaven\u00ed. Za dal\u0161\u00ed, TTIP m\u016f\u017ee b\u00fdt n\u00e1pomocno k\u00a0p\u0159eps\u00e1n\u00ed glob\u00e1ln\u00edch obchodn\u00edch pravidel, princip\u016f a politick\u00fdch hodnot. Z\u00e1rove\u0148 TTIP a Transpacifick\u00e9 partnerstv\u00ed (TPP) by mohly potla\u010dit vliv \u010c\u00edny, kter\u00e1 by byla nucena p\u0159izp\u016fsobit se t\u011bmto nov\u011b nastolen\u00fdm pravidl\u016fm. Za\u010dtvrt\u00e9, TTIP by mohlo obnovit glob\u00e1ln\u00ed proces liberalizace obchodu, kter\u00fd se po jedn\u00e1n\u00edch v\u00a0Dauh\u00e1 dostal do slep\u00e9 uli\u010dky. P\u00e1t\u00fdm a posledn\u00edm argumentem je, \u017ee Transatlantick\u00e9 partnerstv\u00ed m\u016f\u017ee Z\u00e1padu koupit \u010das. Dominance Z\u00e1padu se pomalu ch\u00fdl\u00ed ke konci a TTIP je v\u00fdrazem v\u00edry, \u017ee star\u00fd dobr\u00fd kapitalismus a liberalismus st\u00e1le \u017eije.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.egmontinstitute.be\/papers\/13\/sec-gov\/ESPO-WP3.pdf\">Partnerstv\u00ed pro jadernou bezpe\u010dnost: Evropsk\u00e1 unie, jej\u00ed strategi\u010dt\u00ed partne\u0159i a ne\u0161\u00ed\u0159en\u00ed jadern\u00fdch zbran\u00ed<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>Partnering for a nuclear-safe world: the EU, its strategic partners and nuclear non-proliferation <\/i><\/h3>\n<h3 style=\"text-align: justify;\">Thomas Renard; Egmont\/FRIDE<\/h3>\n<p style=\"text-align: justify;\">\u00a0Jednou z kl\u00ed\u010dov\u00fdch priorit zahrani\u010dn\u00ed politiky Evropsk\u00e9 unie (EU) je ne\u0161\u00ed\u0159en\u00ed jadern\u00fdch zbran\u00ed.\u00a0 EU m\u00e1 proto ambice st\u00e1t se jedn\u00edm z\u00a0hlavn\u00edch akt\u00e9r\u016f v\u00a0ne\u0161\u00ed\u0159en\u00ed zbran\u00ed hromadn\u00e9ho ni\u010den\u00ed (ZHN) na glob\u00e1ln\u00ed \u00farovni. Za t\u00edmto \u00fa\u010delem vyu\u017e\u00edv\u00e1 p\u0159edev\u0161\u00edm tzv. efektivn\u00edho multilateralismu, v\u00a0jeho\u017e centru stoj\u00ed mezin\u00e1rodn\u00ed organizace v\u00a0\u010dele s\u00a0OSN.<\/p>\n<p style=\"text-align: justify;\">Jako z\u00e1kladn\u00ed k\u00e1men multilateralismu pak slou\u017e\u00ed Smlouva o ne\u0161\u00ed\u0159en\u00ed jadern\u00fdch zbran\u00ed (NPT), jej\u00edmi\u017e smluvn\u00edmi stranami je v\u011bt\u0161ina st\u00e1t\u016f sv\u011bta. Unie tak\u00e9 \u00fazce spolupracuje s\u00a0Mezin\u00e1rodn\u00ed agenturou pro atomovou energii. P\u0159esto\u017ee prosazov\u00e1n\u00ed efektivn\u00edho multilateralismu je dlouhodob\u00fdm c\u00edlem EU, nen\u00ed jedin\u00fdm prost\u0159edkem k\u00a0prosazov\u00e1n\u00ed jadern\u00e9 bezpe\u010dnosti. Dal\u0161\u00edmi z\u00a0instrument\u016f zahrani\u010dn\u00ed politiky, kter\u00e9 EU vyu\u017e\u00edv\u00e1, jsou podpora region\u00e1ln\u00edch uskupen\u00ed a tak\u00e9 bilater\u00e1ln\u00ed spolupr\u00e1ce se strategick\u00fdmi partnery.<\/p>\n<p style=\"text-align: justify;\">V\u00a0r\u00e1mci regionalismu se EU dlouhodob\u011b zasazuje nap\u0159\u00edklad o vznik z\u00f3ny bez zbran\u00ed hromadn\u00e9ho ni\u010den\u00ed na Bl\u00edzk\u00e9m v\u00fdchod\u011b. Autor nicm\u00e9n\u011b argumentuje, \u017ee Evropsk\u00e1 unie je v\u00a0t\u011bchto region\u00e1ln\u00edch iniciativ\u00e1ch m\u00e9n\u011b aktivn\u00ed ne\u017e by m\u011bla b\u00fdt. Probl\u00e9m spo\u010d\u00edv\u00e1 p\u0159edev\u0161\u00edm v\u00a0tom, \u017ee c\u00edle strategick\u00fdch partnerstv\u00ed v\u00a0ne\u0161\u00ed\u0159en\u00ed ZHN jsou jen nejasn\u011b definovan\u00e9. Efektivita v\u0161ech evropsk\u00fdch instituc\u00ed by m\u011bla b\u00fdt \u010dast\u011bji kontrolov\u00e1na org\u00e1ny jako ECA (European Court of Auditors) a OLAF (European Anti-Fraud Office), kter\u00e9 v\u00a0sou\u010dasn\u00e9 praxi vytv\u00e1\u0159ej\u00ed zpr\u00e1vy o hospoda\u0159en\u00ed EU a\u017e s\u00a0ro\u010dn\u00edm zpo\u017ed\u011bn\u00edm. Modern\u00ed p\u0159\u00edstroje a technologie z\u00e1rove\u0148 vy\u017eaduj\u00ed zna\u010dn\u00e9 investice do inovac\u00ed. Jejich odp\u016frci na tuto problematiku nahl\u00ed\u017eej\u00ed jako na zbyte\u010dn\u00fd luxus.
