Jsou politick\u00e1 doporu\u010den\u00ed Evropsk\u00e9 rady dosta\u010duj\u00edc\u00ed?<\/i><\/h1>\n<p style=\"text-align: justify;\">Posledn\u00ed z\u00e1\u0159ijov\u00fd t\u00fdden p\u0159inesl leccos nov\u00e9ho. Nejen\u017ee n\u00e1\u0161 Analytick\u00fd t\u00fdm v n\u011bm byl roz\u0161\u00ed\u0159en, ale takt\u00e9\u017e spole\u010dn\u011b pracujeme na monitoringu ji\u017e osma\u010dty\u0159iceti v\u00fdznamn\u00fdch instituc\u00ed, zab\u00fdvaj\u00edc\u00edch se evropsk\u00fdmi t\u00e9maty. D\u016fvodem je hlubok\u00e1 hospod\u00e1\u0159sk\u00e1 krize a snahy o p\u0159estavbu architektury euroz\u00f3ny. Jeliko\u017e ob\u010dan\u00e9 po cel\u00e9 Evrop\u011b zji\u0161\u0165uj\u00ed, \u017ee evropsk\u00fd projekt trp\u00ed re\u00e1ln\u00fdm \u201esoci\u00e1ln\u00edm deficitem\u201c, o\u010dek\u00e1v\u00e1 se, \u017ee hlavy st\u00e1t\u016f na summitu Evropsk\u00e9 rady v \u0159\u00edjnu a v prosinci p\u0159\u00ed\u0161t\u00edho roku definuj\u00ed prvky nov\u00e9ho \u201esoci\u00e1ln\u00edho rozm\u011bru EMU\u201c. Jak by ale m\u011bl takov\u00fd soci\u00e1ln\u00ed rozm\u011br pro spole\u010dnou m\u011bnovou z\u00f3nu vypadat? A je t\u0159eba ho zav\u00e1d\u011bt na \u00farovni EMU17, nebo EU28?<\/p>\n<p style=\"text-align: justify;\">Soci\u00e1ln\u00ed aspekty mus\u00ed b\u00fdt p\u0159edev\u0161\u00edm pevn\u011b um\u00edst\u011bny v\u00a0sam\u00e9m j\u00e1dru evropsk\u00e9 integrace a za\u010dlen\u011bny do v\u0161ech unijn\u00edch politik a iniciativ. Je v\u0161ak nutn\u00e9 zajistit, aby evropsk\u00e9 akce v\u00a0oblasti soci\u00e1ln\u00ed politiky byly prov\u00e1d\u011bny pouze tam, kde je to pot\u0159ebn\u00e9 a od\u016fvodniteln\u00e9. \u017d\u00e1douc\u00ed je pos\u00edlit soci\u00e1ln\u00ed rozm\u011br v\u00a0cel\u00e9 EU, a to ze t\u0159\u00ed d\u016fvod\u016f: Zaprv\u00e9 z d\u016fvodu pokra\u010duj\u00edc\u00edho prohlubov\u00e1n\u00ed jednotn\u00e9ho trhu a rizik s t\u00edm spojen\u00fdch. Zadruh\u00e9 kv\u016fli klesaj\u00edc\u00ed podpo\u0159e ob\u010dan\u016f evropsk\u00e9mu projektu a celkov\u00e9 legitimit\u011b. A zat\u0159et\u00ed z nutnosti v\u00a0kr\u00e1tk\u00e9m \u010dasov\u00e9m horizontu \u0159e\u0161it soci\u00e1ln\u00ed d\u016fsledky hospod\u00e1\u0159sk\u00e9 krize. V\u00a0p\u0159\u00edpad\u011b euroz\u00f3ny jsou nicm\u00e9n\u011b argumenty pro l\u00e9pe rozvinutou soci\u00e1ln\u00ed dimenzi je\u0161t\u011b siln\u011bj\u0161\u00ed.<\/p>\n<p style=\"text-align: justify;\">Z\u00a0funk\u010dn\u00edho hlediska by spole\u010dn\u00e9 iniciativy se soci\u00e1ln\u00edmi c\u00edli mohly pomoci sn\u00ed\u017eit riziko asymetrick\u00fdch \u0161ok\u016f (nebo zv\u00fd\u0161it symetrii hospod\u00e1\u0159sk\u00fdch cykl\u016f \u010dlensk\u00fdch st\u00e1t\u016f) a zlep\u0161it schopnost ekonomick\u00e9ho p\u0159izp\u016fsoben\u00ed spole\u010densky p\u0159ijateln\u00fdm zp\u016fsobem (skrze v\u011bt\u0161\u00ed mobilitu na trhu pr\u00e1ce a spole\u010dn\u00e9 tlumen\u00ed fisk\u00e1ln\u00edch n\u00e1raz\u016f). Z\u00a0politick\u00e9ho hlediska naopak mohou n\u011bkter\u00e9 iniciativy v\u00a0oblasti zam\u011bstnanosti atd. zabr\u00e1nit ne\u017e\u00e1douc\u00edm d\u016fsledk\u016fm EMU pro n\u00e1rodn\u00ed syst\u00e9my soci\u00e1ln\u00edho zabezpe\u010den\u00ed. Z\u00a0t\u011bchto a dal\u0161\u00edch d\u016fvod\u016f by se st\u00e1ty euroz\u00f3ny m\u011bly st\u00e1t tahouny v\u00a0pos\u00edlen\u00ed spole\u010dn\u00fdch soci\u00e1ln\u00edch iniciativ, ale z\u00e1rove\u0148 je ponechat otev\u0159en\u00e9 i pro dal\u0161\u00ed \u010dleny EU.<\/p>\n<p style=\"text-align: justify;\"><a style=\"font-size: 2em; line-height: 19px;\" href=\"https:\/\/www.bruegel.org\/publications\/publication-detail\/publication\/793-does-the-european-semester-deliver-the-right-policy-advice\/\">P\u0159in\u00e1\u0161\u00ed Evropsk\u00fd semestr skute\u010dn\u011b spr\u00e1vn\u00e1 politick\u00e1 doporu\u010den\u00ed?<\/a><\/p>\n<h3 style=\"text-align: justify;\"><i>Does the European Semester Deliver the Right Policy Advice?<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Zsolt Darvas a Erkki Vihri\u00e4l\u00e4; Bruegel<\/h3>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Evropsk\u00fd semestr byl jako nov\u00fd n\u00e1stroj koordinace hospod\u00e1\u0159sk\u00fdch politik \u010dlensk\u00fdch st\u00e1t\u016f Evropsk\u00e9 unie uveden do praxe v\u00a0roce 2011. Jedn\u00e1 se o opakuj\u00edc\u00ed se ro\u010dn\u00ed cyklus, na jeho\u017e za\u010d\u00e1tku Evropsk\u00e1 komise stanov\u00ed priority pro dan\u00fd rok, \u010dlensk\u00e9 st\u00e1ty n\u00e1sledn\u011b p\u0159edlo\u017e\u00ed sv\u00e9 N\u00e1rodn\u00ed programy reforem a cel\u00fd cyklus kon\u010d\u00ed vyd\u00e1n\u00edm doporu\u010den\u00ed pro jednotliv\u00e9 st\u00e1ty a euroz\u00f3nu jako celek Evropskou radou.<\/p>\n<p style=\"text-align: justify;\">Auto\u0159i studie hodnot\u00ed doporu\u010den\u00ed Evropsk\u00e9 rady z leto\u0161n\u00edho \u010dervence, kter\u00fdmi byl ukon\u010den t\u0159et\u00ed cyklus Evropsk\u00e9ho semestru. Nejprve p\u0159edkl\u00e1daj\u00ed podrobnou anal\u00fdzu sou\u010dasn\u00fdch v\u00fdzev, p\u0159ed kter\u00fdmi ekonomika euroz\u00f3ny stoj\u00ed, a n\u00e1sledn\u011b poukazuj\u00ed na rozpory mezi vydan\u00fdmi doporu\u010den\u00edmi a skute\u010dn\u00fdmi ekonomick\u00fdmi pot\u0159ebami euroz\u00f3ny. Krom\u011b doporu\u010den\u00ed pro euroz\u00f3nu jako takovou studie hodnot\u00ed tak\u00e9 jednotliv\u00e1 doporu\u010den\u00ed sm\u011b\u0159ovan\u00e1 p\u011bti nejv\u011bt\u0161\u00edm ekonomik\u00e1m evropsk\u00e9 hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie \u2013 Francii, N\u011bmecku, It\u00e1lii, Nizozemsku a \u0160pan\u011blsku.<\/p>\n<p style=\"text-align: justify;\">Hodnocen\u00ed sou\u010dasn\u00e9ho ekonomick\u00e9ho v\u00fdvoje euroz\u00f3ny poukazuje na skute\u010dnost, \u017ee v\u00a0posledn\u00edch letech do\u0161lo k\u00a0v\u00fdrazn\u00e9 fisk\u00e1ln\u00ed konsolidaci, a to navzdory tomu, \u017ee pozice euroz\u00f3ny v r\u00e1mci\u00a0hospod\u00e1\u0159sk\u00e9ho cyklu se od roku 2011 jednozna\u010dn\u011b zhor\u0161ila. K fisk\u00e1ln\u00ed konsolidaci tud\u00ed\u017e do\u0161lo p\u0159ehnan\u011b brzo, co\u017e m\u00e1 za n\u00e1sledek n\u011bkter\u00e9 nep\u0159\u00edzniv\u00e9 vedlej\u0161\u00ed \u00fa\u010dinky, s\u00a0nimi\u017e se dnes pot\u00fdk\u00e1me (zt\u00ed\u017een\u00ed fisk\u00e1ln\u00ed konsolidace na jihu euroz\u00f3ny a hor\u0161\u00ed podm\u00ednky pro sni\u017eov\u00e1n\u00ed nerovnov\u00e1hy bilanc\u00ed b\u011b\u017en\u00e9ho \u00fa\u010dtu v\u00a0r\u00e1mci euroz\u00f3ny). Nekoordinovanost a p\u0159ed\u010dasnost fisk\u00e1ln\u00ed konsolidace d\u00e1vaj\u00ed auto\u0159i za vinu nedostate\u010dn\u00e9 autorit\u011b a aktivit\u011b Evropsk\u00e9 komise, kter\u00e1 m\u00e1 koordinaci hospod\u00e1\u0159sk\u00fdch politik skrze Evropsk\u00fd semestr na starosti.<\/p>\n<p style=\"text-align: justify;\">D\u00e1le auto\u0159i p\u0159edkl\u00e1daj\u00ed p\u011bt hlavn\u00edch ekonomick\u00fdch v\u00fdzev pro euroz\u00f3nu. N\u00e1sledn\u011b v jeden\u00e1cti konkr\u00e9tn\u00edch a podrobn\u00fdch bodech demonstruj\u00ed nedostatky v\u00a0\u010dervenci p\u0159ijat\u00fdch doporu\u010den\u00ed jak pro euroz\u00f3nu jako celek, tak pro jej\u00ed nejd\u016fle\u017eit\u011bj\u0161\u00ed ekonomiky. Na z\u00e1klad\u011b t\u011bchto zji\u0161t\u011bn\u00ed shrnuj\u00ed, kter\u00e9 priority jsou\u00a0skute\u010dn\u011b adresov\u00e1ny a kter\u00e9 nikoli (p\u0159\u00edpadn\u011b ne dostate\u010dn\u011b). Z\u00e1v\u011brem potom poukazuj\u00ed na skute\u010dnost, \u017ee doporu\u010den\u00ed, kter\u00e1 pro euroz\u00f3nu vydal ve stejn\u00e9 dob\u011b Mezin\u00e1rodn\u00ed m\u011bnov\u00fd fond, odpov\u00eddaj\u00ed mnohem l\u00e9pe sou\u010dasn\u00e9 ekonomick\u00e9 situaci, ne\u017e ta vydan\u00e1 Evropskou uni\u00ed samotnou.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 13px; line-height: 19px;\">\u00a0<\/span><\/p>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.fiia.fi\/assets\/publications\/bp137.pdf\">T\u0159i mo\u017enosti pro EU: Hodnocen\u00ed pravomoc\u00ed EU ve skute\u010dn\u00e9 ekonomick\u00e9 a politick\u00e9 unii<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>Three Options for the EU: Assessing the EU\u2019s powers in a true economic and political union<\/i><\/h3>\n<p style=\"text-align: justify;\"><b>Teija Tiilikainen; The Finnish Institute of International Affairs<\/b><\/p>\n<p style=\"text-align: justify;\">Studie je v\u00fdsledkem spole\u010dn\u00e9ho projektu n\u011bkolika finsk\u00fdch v\u00fdzkumn\u00fdch instituc\u00ed. T\u00e9matem je ot\u00e1zka dlouhodob\u00e9ho sm\u011b\u0159ov\u00e1n\u00ed evropsk\u00e9 integrace jako v\u00fdsledku ekonomick\u00e9 a finan\u010dn\u00ed krize. Probl\u00e9m udr\u017een\u00ed jednoty je v sou\u010dasnosti jedna z\u00a0nejv\u011bt\u0161\u00edch v\u00fdzev pro EU. Studie v\u00a0sob\u011b obsahuje n\u00e1stin t\u0159\u00ed mo\u017en\u00fdch sc\u00e9n\u00e1\u0159\u016f v\u00fdvoje a jejich dopad na Evropu. Ty sumarizuj\u00ed r\u016fzn\u00e9 politick\u00e9 n\u00e1vrhy, kter\u00e9 se v\u00a0posledn\u00edch letech objevily zejm\u00e9na kolem problematiky budoucnosti hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie (EMU).<\/p>\n<p style=\"text-align: justify;\">Prvn\u00ed sc\u00e9n\u00e1\u0159 auto\u0159i naz\u00fdvaj\u00ed EU plus, v\u00a0n\u011bm\u017e si EU udr\u017e\u00ed v\u00a0podstat\u011b sou\u010dasnou podobu s\u00a0t\u00edm, \u017ee se dokon\u010d\u00ed ji\u017e rozb\u011bhnut\u00e9 reformy \u2013 jako nap\u0159\u00edklad v\u0161echny t\u0159i stupn\u011b bankovn\u00ed unie. Druh\u00fd sc\u00e9n\u00e1\u0159 se jmenuje Fed EU m\u00ednus, co\u017e znamen\u00e1, \u017ee se EMU z\u00e1sadn\u011b posune vp\u0159ed sm\u011brem k\u00a0vy\u0161\u0161\u00ed ekonomick\u00e9 solidarit\u011b (spole\u010dn\u00e9 ru\u010den\u00ed za dluhy, spole\u010dn\u00e1 da\u0148ov\u00e1 opat\u0159en\u00ed), av\u0161ak tento proces se odehraje v\u00a0r\u00e1mci sou\u010dasn\u00e9ho smluvn\u00edho a institucion\u00e1ln\u00edho uspo\u0159\u00e1d\u00e1n\u00ed. To v\u0161ak m\u016f\u017ee ohrozit demokratickou legitimitu a stabilitu EU. Posledn\u00ed sc\u00e9n\u00e1\u0159 Fed EU, jak u\u017e napov\u00edd\u00e1 jeho n\u00e1zev, znamen\u00e1 celkovou zm\u011bnu charakteru EU na feder\u00e1ln\u00ed uspo\u0159\u00e1d\u00e1n\u00ed. Zat\u00edmco v\u00a0ot\u00e1zk\u00e1ch ekonomick\u00e9ho p\u0159idru\u017een\u00ed v\u00fdchodn\u00edch partner\u016f k\u00a0EU panuje vcelku jasn\u00e1 pozice, politick\u00e9 p\u0159ipojen\u00ed zat\u00edm nep\u0159ipad\u00e1 v\u00a0\u00favahu. V\u00fdchodn\u00ed partne\u0159i, pokud budou schopni dos\u00e1hnout v\u00fdznamn\u00e9ho pokroku a p\u0159ibl\u00ed\u017een\u00ed se k\u00a0\u00farovni EU v\u00a0dan\u00fdch oblastech, by se dle autor\u016f v\u00a0n\u011bkolikastup\u0148ov\u00e9m procesu mohli postupn\u011b v\u00a0jednotliv\u00fdch sektorech pomoc\u00ed dohody o p\u0159idru\u017een\u00ed st\u00e1t partnery EU s\u00a0pozorovatelsk\u00fdm statusem.<\/p>\n<p style=\"text-align: justify;\">Sektorov\u00e1 spolupr\u00e1ce se osv\u011bd\u010dila na p\u0159\u00edpadu Ukrajiny a Moldavska a jejich p\u0159\u00edstupu k\u00a0Programu energetick\u00e9ho spole\u010denstv\u00ed. Z\u00a0celkov\u00e9ho hodnocen\u00ed pak v\u00edzov\u00e1 a energetick\u00e1 politika vedou \u017eeb\u0159\u00ed\u010dek \u00fasp\u011bch\u016f ve vztaz\u00edch EU a Ukrajiny. Podobn\u011b by m\u011blo b\u00fdt i B\u011blorusko vyz\u00fdv\u00e1no k\u00a0\u0161ir\u0161\u00ed spolupr\u00e1ci s\u00a0EU na v\u0161ech \u00farovn\u00edch. Zaj\u00edmavou ideou je n\u00e1vrh na vyu\u017eit\u00ed multilater\u00e1ln\u00edho form\u00e1tu a rovn\u011b\u017e zapojen\u00ed nest\u00e1tn\u00edch akt\u00e9r\u016f pro podporu spolupr\u00e1ce V\u00fdchodn\u00edch partner\u016f s\u00a0EU. Visegr\u00e1dsk\u00e1 \u010dty\u0159ka, je\u017e je zodpov\u011bdn\u00e1 za \u00fasp\u011bch projektu V\u00fdchodn\u00edho partnerstv\u00ed, z\u0159\u00eddila po\u010d\u00e1tkem roku 2012 za \u00fa\u010delem financov\u00e1n\u00ed t\u00e9to spolupr\u00e1ce mezi V\u00fdchodn\u00edmi partnery zvl\u00e1\u0161tn\u00ed mezin\u00e1rodn\u00ed fond V4EaP.<\/p>\n<p style=\"text-align: justify;\">Visegr\u00e1dsk\u00e9 zem\u011b by se dle autor\u016f m\u011bly zam\u011b\u0159it na podporu mal\u00fdch a st\u0159edn\u00edch podnik\u016f v\u00a0partnersk\u00fdch zem\u00edch, nebo\u0165 to je ta \u010d\u00e1st spole\u010dnosti zodpov\u011bdn\u00e1 za transformaci a veden\u00ed k\u00a0integraci s\u00a0EU. Visegr\u00e1d by se m\u011bl pod\u00edlet na bilater\u00e1ln\u00ed asistenci V\u00fdchodn\u00edm partner\u016fm, p\u0159esto\u017ee jeho fondy jsou zna\u010dn\u011b omezen\u00e9. A\u010dkoliv celn\u00ed org\u00e1ny obou st\u00e1t\u016f prohl\u00e1sily, \u017ee se v\u0161e vr\u00e1tilo do \u201enorm\u00e1ln\u00edho stavu\u201c, v\u00fdvozci na ukrajinsk\u00e9 stran\u011b do\u010dasn\u011b zastavili sv\u016fj export, aby p\u0159ede\u0161li p\u0159\u00edpadn\u00fdm probl\u00e9m\u016fm.<\/p>\n<p style=\"text-align: justify;\">Postoj rusk\u00fdch org\u00e1n\u016f je \u0161iroce interpretov\u00e1n jako n\u00e1tlak na ukrajinskou vl\u00e1du, kterou se t\u00edm sna\u017e\u00ed odradit od podpisu Dohody o p\u0159idru\u017een\u00ed s\u00a0EU na summitu V\u00fdchodn\u00edho partnerstv\u00ed v\u00a0listopadu. Pokud by Ukrajina tuto Dohodu podepsala, ru\u0161t\u00ed p\u0159edstavitel\u00e9 prohla\u0161uj\u00ed, \u017ee budou zavedena nov\u00e1 celn\u00ed pravidla. Podle Ievgena Vorobiova z\u00a0Polsk\u00e9ho institutu mezin\u00e1rodn\u00edch vztah\u016f mohou nastat dva mo\u017en\u00e9 sc\u00e9n\u00e1\u0159e. Ten \u201em\u00edrn\u011bj\u0161\u00ed\u201c by znamenal zaveden\u00ed netarifn\u00edch omezen\u00ed a z\u00e1rove\u0148 by zpomalil v\u00fdvoz Ukrajiny do Ruska (podobn\u011b jako v\u00a0srpnu). \u201eNejhor\u0161\u00ed\u201c mo\u017en\u00fd sc\u00e9n\u00e1\u0159 by byl daleko tvrd\u0161\u00ed a znamenal by pro Ukrajinu praktick\u00fd konec v\u00a0Z\u00f3n\u011b voln\u00e9ho obchodu. Pro ukrajinsk\u00e9 v\u00fdvozce by to byl zna\u010dn\u00fd probl\u00e9m, kter\u00fd by je mohl st\u00e1t a\u017e 0,6 % ro\u010dn\u00edho HDP.<\/p>\n<p style=\"text-align: justify;\">Na z\u00e1v\u011br sv\u00e9ho koment\u00e1\u0159e autor uv\u00e1d\u00ed n\u011bkolik doporu\u010den\u00ed, sm\u011b\u0159ovan\u00fdch p\u0159edev\u0161\u00edm Evropsk\u00e9 unii. Ta by podle n\u011bj m\u011bla na jednu stranu v\u00edce tla\u010dit na Ukrajinu a donutit ji ke zru\u0161en\u00ed nejsporn\u011bj\u0161\u00ed ot\u00e1zky dvoustrann\u00e9ho obchodu, a to zvl\u00e1\u0161tn\u00edch povinnost\u00ed v\u00a0dovozu automobil\u016f. Na druhou stranu by m\u011bla d\u00e1t Ukrajin\u011b sv\u00e9 z\u00e1ruky, \u017ee ji podpo\u0159\u00ed p\u0159i p\u0159\u00edpadn\u00e9 st\u00ed\u017enosti na p\u016fd\u011b Sv\u011btov\u00e9 obchodn\u00ed organizace.
