A m\u011bla by \u010cesk\u00e1 republika n\u00e1sledovat Velkou Brit\u00e1nii ve sv\u00e9 energetick\u00e9 politice?<!--more--><\/i><\/h2>\n<p style=\"text-align: justify;\">Spole\u010dn\u00e1 bezpe\u010dnostn\u00ed a obrann\u00e1 politika EU je velkolep\u00fdm projektem, kter\u00fd je v\u0161ak spout\u00e1v\u00e1n nejednotn\u00fdmi postoji z\u00e1stupc\u016f \u010dlensk\u00fdch st\u00e1t\u016f i agendou, kter\u00e1 skute\u010dn\u011b d\u016fle\u017eit\u00e1 rozhodnut\u00ed odkl\u00e1d\u00e1. S n\u00e1vrhy, jak s nadch\u00e1zej\u00edc\u00ed Radou o obran\u011b nalo\u017eit, p\u0159i\u0161el minul\u00fd t\u00fdden n\u011bmeck\u00fd think-tank Stiftung Wissenschaft und Politik. Centrum pro studium evropsk\u00fdch politik (CEPS) naproti tomu zpracovalo pozitivn\u011b lad\u011bnou studii o \u00fasp\u011b\u0161\u00edch Irska jako\u017eto p\u0159edsednick\u00e9 zem\u011b Rady EU, ne\u017e po n\u011bm pomysln\u00fd \u0161tafetov\u00fd kol\u00edk p\u0159evzala Litva. Velk\u00e1 Brit\u00e1nie se i kv\u016fli probl\u00e9mu palivov\u00e9 chudoby odvrac\u00ed od liberalizace trhu s energiemi a prosazuje te\u010f vlastn\u00ed energetickou politiku se st\u00e1tn\u00edmi z\u00e1sahy, p\u0159i\u010dem\u017e se chyst\u00e1 podpo\u0159it zejm\u00e9na jadern\u00e9 zdroje. Nov\u00e9 n\u00e1lezy v oblasti energetiky by m\u011bly pomoci i Kypru, je\u017e \u010dek\u00e1 na potvrzen\u00ed t\u011b\u017eebn\u00edch kapacit zemn\u00edho plynu na sv\u00e9m \u00fazem\u00ed. P\u0159\u00edpadn\u00fd obchod s plynem by toti\u017e mohl nad\u00e1le rozv\u00edjet nejen vztahy s \u0158eckem a Izraelem, ale v budoucnu by mohl b\u00fdt takt\u00e9\u017e p\u0159elomov\u00fdm odrazov\u00fdm m\u016fstkem pro obnoven\u00e1 m\u00edrov\u00e1 jedn\u00e1n\u00ed s Tureckem.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.swp-berlin.org\/fileadmin\/contents\/products\/comments\/2013C28_lnk_mlg.pdf\">Splniteln\u00e1 agenda pro Evropskou radu o obran\u011b 2013 \u2013 t\u0159i n\u00e1vrhy<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><strong><i>A Doable Agenda for the European Defence Council 2013 \u2013 Three Proposals<\/i><\/strong><\/h3>\n<h3 style=\"text-align: justify;\">Hilmar Linnenkamp a Christian M\u00f6lling; Stiftung Wissenschaft und Politik<\/h3>\n<p style=\"text-align: justify;\">Prosincov\u00e1 Evropsk\u00e1 rada by podle pl\u00e1nu hlav st\u00e1t\u016f (ze kter\u00fdch se skl\u00e1d\u00e1), m\u011bla b\u00fdt lakmusov\u00fdm pap\u00edrkem, kter\u00fd otestuje ochotu st\u00e1t\u016f EU pod\u00edlet se na glob\u00e1ln\u00ed bezpe\u010dnosti a obran\u011b. Spole\u010dnou bezpe\u010dnostn\u00ed a obrannou politikou (SBOP) se na takto vrcholn\u00e9 \u00farovni budou zab\u00fdvat po dlouh\u00fdch p\u011bti letech. Z\u00e1rove\u0148 se z\u00a0mnoha stran oz\u00fdvaj\u00ed prohl\u00e1\u0161en\u00ed, \u017ee by se SBOP m\u011bla posunout z\u00e1sadn\u011b vp\u0159ed. Pod\u00edv\u00e1me-li se v\u0161ak na pl\u00e1novanou agendu, ukazuje se, \u017ee se bude jednat sp\u00ed\u0161e o nepodstatn\u00fdch byrokratick\u00fdch opat\u0159en\u00edch. Postoje kl\u00ed\u010dov\u00fdch hr\u00e1\u010d\u016f \u2013 jednotliv\u00fdch vl\u00e1d a Evropsk\u00e9 komise \u2013 se p\u0159itom v\u00fdrazn\u011b rozch\u00e1zej\u00ed.<\/p>\n<p style=\"text-align: justify;\">Proto by se tato Rada m\u011bla sp\u00ed\u0161e soust\u0159edit ne na jednor\u00e1zov\u00e9 akce a prohl\u00e1\u0161en\u00ed, ale naopak na dlouhodob\u011bj\u0161\u00ed znovunastartov\u00e1n\u00ed infrastruktury SBOP \u2013 zejm\u00e9na p\u0159id\u011blen\u00fdch kapacit a pr\u016fmyslu, a to hlavn\u011b skrze Evropskou obrannou agenturu (EDA). Dal\u0161\u00edmi konkr\u00e9tn\u00edmi kroky by m\u011bla b\u00fdt revize stavu evropsk\u00e9 obrany, aby v\u00a0horizontu jednoho roku byl p\u0159ezkoum\u00e1n sou\u010dasn\u00fd stav, ne\u017e dojde k\u00a0rozhodnut\u00ed o v\u00fdvoji obrann\u00fdch kapacit do budoucna. \u017dhav\u00fdm t\u00e9matem sou\u010dasnosti je nap\u0159\u00edklad n\u00e1kup bezpilotn\u00edch letoun\u016f \u2013 dron\u016f, kter\u00e9 mohou slou\u017eit jako vzdu\u0161n\u00e1 palebn\u00e1 podpora pozemn\u00edm jednotk\u00e1m. Stejn\u00fd \u00fakol v\u0161ak mohou plnit i bojov\u00e9 helikopt\u00e9ry, p\u0159i\u010dem\u017e evropsk\u00e9 st\u00e1ty v\u00a0sou\u010dasnosti disponuj\u00ed dv\u011bma sty t\u011bchto stroj\u016f nejmodern\u011bj\u0161\u00ed generace a tento po\u010det naroste o dal\u0161\u00edch dv\u011b st\u011b b\u011bhem n\u00e1sleduj\u00edc\u00edch deseti let. V\u00a0prvn\u00ed polovin\u011b roku 2013 stanulo v\u00a0\u010dele Rady Irsko, p\u0159ed kter\u00fdm st\u00e1lo n\u011bkolik z\u00e1sadn\u00edch probl\u00e9m\u016f, kter\u00fdm muselo \u010delit. P\u0159edev\u0161\u00edm to bylo slo\u017eit\u00e9 vyjedn\u00e1v\u00e1n\u00ed nov\u00e9ho v\u00edcelet\u00e9ho finan\u010dn\u00edho r\u00e1mce na roky 2014 \u2013 2020, reforma Spole\u010dn\u00e9 zem\u011bd\u011blsk\u00e9 politiky \u010di pokrok v\u00a0bankovn\u00ed unii. Heslo, kter\u00e9 si Irsko zvolilo, zn\u011blo: \u201eStabilita, pr\u00e1ce a r\u016fst.\u201c Jak uv\u00e1d\u00ed Sonia Piedrafita ve sv\u00e9m koment\u00e1\u0159i, do p\u0159edsednictv\u00ed se pustilo s\u00a0optimismem a snahou zlep\u0161it reputaci v\u00a0krizi upadaj\u00edc\u00edho Irska.<\/p>\n<p style=\"text-align: justify;\">Hlavn\u00ed \u010d\u00e1st pr\u00e1ce v\u00a0p\u0159edsednictv\u00ed v\u011bnovalo Irsko pos\u00edlen\u00ed ekonomick\u00e9 situace v\u00a0EU, zaji\u0161t\u011bn\u00ed stability r\u016fstu, pr\u00e1ci na nov\u00e9m finan\u010dn\u00edm rozpo\u010dtu a z\u00e1rove\u0148 snaze o dokon\u010den\u00ed jednotn\u00e9ho digit\u00e1ln\u00edho trhu. Ve v\u011bt\u0161in\u011b t\u011bchto p\u0159\u00edpad\u016f bylo Irsko \u00fasp\u011b\u0161n\u00e9. Je nutn\u00e9 uv\u00e9st, \u017ee Irsku se poda\u0159ilo po dlouh\u00e9 dob\u011b pos\u00edlit hospod\u00e1\u0159skou a m\u011bnovou unii, a tak\u00e9 \u00fasp\u011b\u0161n\u011b dokon\u010dit prvn\u00ed f\u00e1zi procesu evropsk\u00e9ho semestru. Bylo dosa\u017eeno i d\u016fle\u017eit\u00e9 dohody s\u00a0EP o kapit\u00e1lov\u00fdch po\u017eadavc\u00edch pro banky.<\/p>\n<p style=\"text-align: justify;\">Mezi prioritami, kter\u00e9 se poda\u0159ilo \u00fasp\u011b\u0161n\u011b zvl\u00e1dnout, bylo i vyjedn\u00e1v\u00e1n\u00ed o Z\u00f3n\u011b voln\u00e9ho obchodu mezi USA a EU. U Evropsk\u00e9 komise byl vyjedn\u00e1n mand\u00e1t a mohlo se za\u010d\u00edt s\u00a0p\u0159\u00edpravami, kter\u00e9 by m\u011bly trvat n\u011bkolik m\u011bs\u00edc\u016f.\u00a0 P\u0159\u00ednos vid\u00ed Sonia Piedrafita i v\u00a0tom, \u017ee se Irsko pokusilo o reformu p\u0159edsednictv\u00ed a zlep\u0161en\u00ed jeho efektivity. Naopak velk\u00e9ho pokroku nebylo dosa\u017eeno v\u00a0Digit\u00e1ln\u00ed agend\u011b \u010di v\u00a0Ak\u010dn\u00edm pl\u00e1nu zam\u011bstnanosti. Tyto a jin\u00e9 \u00fakoly nyn\u00ed ji\u017e spadaj\u00ed pod litevsk\u00e9 p\u0159edsednictv\u00ed, kter\u00e9 se je mus\u00ed pokusit dot\u00e1hnout do konce.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.pism.pl\/publications\/bulletin\/no-89-542\">Od liberalizace zp\u011bt k\u00a0intervenc\u00edm \u2013 Spojen\u00e9 kr\u00e1lovstv\u00ed spustilo pr\u016fkopnickou reformu energetick\u00e9ho trhu<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>The UK as a Pioneer in Energy Market Reform<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Aleksandra Gawlikowska-Fyk a Zuzanna Nowak; The Polish Institute of International Affairs<\/h3>\n<p style=\"text-align: justify;\">Zat\u00edmco v\u00a0osmdes\u00e1t\u00fdch letech byla Velk\u00e1 Brit\u00e1nie jedn\u00edm z\u00a0pr\u016fkopn\u00edk\u016f liberalizace energetick\u00e9ho trhu, nyn\u00ed se st\u00e1v\u00e1 jednou z\u00a0prvn\u00edch zem\u00ed, kter\u00e9 mantru tr\u017en\u00edho p\u0159\u00edstupu opou\u0161t\u00ed a vrac\u00ed se k st\u00e1tn\u00edm intervenc\u00edm. Reaguje t\u00edm na z\u00e1sadn\u011b se m\u011bn\u00edc\u00ed energetick\u00e9 priority. R\u016fst nejistoty ohledn\u011b budouc\u00edho v\u00fdvoje na celosv\u011btov\u00fdch trz\u00edch s\u00a0energiemi, vy\u010derp\u00e1v\u00e1n\u00ed zdroj\u016f v\u00a0Severn\u00edm mo\u0159i a zm\u011bny klimatu \u2013 to jsou aktu\u00e1ln\u00ed probl\u00e9my, kter\u00e9 vl\u00e1du Velk\u00e9 Brit\u00e1nie vedou k\u00a0takto v\u00fdznamn\u00fdm zm\u011bn\u00e1m energetick\u00e9 politiky.<\/p>\n<p style=\"text-align: justify;\">Nam\u00edsto konkuren\u010dn\u00edho prost\u0159ed\u00ed a n\u00edzk\u00fdch cen je v\u00a0dne\u0161n\u00edch podm\u00ednk\u00e1ch mnohem d\u016fle\u017eit\u011bj\u0161\u00ed zabezpe\u010den\u00ed dostate\u010dn\u00fdch energetick\u00fdch zdroj\u016f a dlouhodob\u00e9 energetick\u00e9 udr\u017eitelnosti. Interven\u010dn\u00edm p\u0159\u00edstupem chce Velk\u00e1 Brit\u00e1nie do budoucna sn\u00ed\u017eit svou z\u00e1vislost na mezin\u00e1rodn\u00edm trhu s\u00a0ropou a plynem, ale tak\u00e9 v\u00fdznamn\u011b dekarbonizovat vlastn\u00ed v\u00fdrobu energi\u00ed (mnohem v\u00edce ne\u017e m\u00e1 v\u00a0pl\u00e1nu Evropsk\u00e1 unie). Bylo by v\u0161ak m\u00fdlkou domn\u00edvat se, \u017ee Spojen\u00e9 kr\u00e1lovstv\u00ed m\u00ed\u0159\u00ed k\u00a0v\u00fdrazn\u00e9 podpo\u0159e obnoviteln\u00fdch zdroj\u016f. Naopak, Evropskou uni\u00ed navrhovan\u00e9 z\u00e1vazky ohledn\u011b pod\u00edlu obnoviteln\u00fdch zdroj\u016f na v\u00fdrob\u011b energi\u00ed razantn\u011b odm\u00edt\u00e1 s\u00a0t\u00edm, \u017ee jsou neflexibiln\u00ed. Zam\u011b\u0159it se chce zejm\u00e9na na podporu jadern\u00e9 energie a sn\u00ed\u017een\u00ed emis\u00ed st\u00e1vaj\u00edc\u00edch tepeln\u00fdch elektr\u00e1ren.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00edm p\u0159ekvapen\u00edm je soci\u00e1ln\u00ed rozm\u011br sou\u010dasn\u00e9 energetick\u00e9 reformy Spojen\u00e9ho kr\u00e1lovstv\u00ed. Politici si uv\u011bdomuj\u00ed probl\u00e9m <i>palivov\u00e9 chudoby<\/i> \u2013 11 % britsk\u00fdch dom\u00e1cnost\u00ed muselo v\u00a0roce 2011 vydat na udr\u017een\u00ed adekv\u00e1tn\u00edho vyt\u00e1p\u011bn\u00ed v\u00edce ne\u017e 10 % sv\u00fdch p\u0159\u00edjm\u016f. Zat\u00edmco doposud byla soci\u00e1ln\u00ed aktivita st\u00e1tu obecn\u011b odm\u00edt\u00e1na jako trh deformuj\u00edc\u00ed, sou\u010dasn\u00e1 energetick\u00e1 reforma zahrnuje nejen opat\u0159en\u00ed zam\u011b\u0159en\u00e1 na zpomalen\u00ed r\u016fstu cen energi\u00ed a celospole\u010denskou propagaci odpov\u011bdn\u00e9 spot\u0159eby, ale tak\u00e9 r\u016fzn\u00e1 soci\u00e1ln\u00ed opat\u0159en\u00ed na ochranu nejohro\u017een\u011bj\u0161\u00edch dom\u00e1cnost\u00ed.<\/p>\n<p style=\"text-align: justify;\">Tento nov\u00fd britsk\u00fd p\u0159\u00edstup k\u00a0energetick\u00e9 politice by mohl b\u00fdt velkou inspirac\u00ed i pro \u010ceskou republiku \u2013 nejen p\u0159i \u00favah\u00e1ch o jej\u00edch vlastn\u00edch priorit\u00e1ch a dal\u0161\u00edm sm\u011b\u0159ov\u00e1n\u00ed, ale i co se t\u00fd\u010de h\u00e1jen\u00ed n\u00e1rodn\u00edch z\u00e1jm\u016f p\u0159i utv\u00e1\u0159en\u00ed spole\u010dn\u00e9 energetick\u00e9 politiky Evropsk\u00e9 unie.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.ensec.org\/index.php?option=com_content&amp;view=article&amp;id=451:the-hydrocarbon-potential-of-the-republic-of-cyprus-and-nicosias-export-options&amp;catid=137:issue-content&amp;Itemid=422\">Kypersk\u00fd potenci\u00e1l v\u00a0oblasti zemn\u00edho plynu a mo\u017enosti jeho v\u00fdvozu<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>The Hydrocarbon Potential of the Republic of Cyprus and Nicosia\u2019s Export Options<\/i><i><\/i><\/h3>\n<h3 style=\"text-align: justify;\">Theodoros Tsakiris; ELIAMEP<\/h3>\n<p style=\"text-align: justify;\">Kypersk\u00fd ostrovn\u00ed st\u00e1t EU s \u00a0nap\u011bt\u00edm o\u010dek\u00e1v\u00e1 v\u00fdsledky pr\u016fzkumu na plynov\u00e9m poli Afrodita. P\u0159edb\u011b\u017en\u00e9 v\u00fdsledky budou k\u00a0dispozici p\u0159ed leto\u0161n\u00edmi V\u00e1noci a Kypr douf\u00e1, \u017ee jimi bude potvrzena kvalita, komer\u010dn\u00ed vyt\u011b\u017eitelnost i mno\u017estv\u00ed zemn\u00edho plynu v\u00a0objemu cca 196 miliard metr\u016f krychlov\u00fdch. Od objeven\u00ed nalezi\u0161t\u011b zemn\u00edho plynu Afrodita se Kypru v\u00fdznamn\u011b zintenzivnily diplomatick\u00e9 styky s\u00a0\u0158eckem a Izraelem, p\u0159ibylo spole\u010dn\u00fdch vojensk\u00fdch cvi\u010den\u00ed a t\u00e9m\u011b\u0159 exponenci\u00e1ln\u011b narostl i turistick\u00fd ruch. Nicm\u00e9n\u011b energetick\u00e1 \u010d\u00e1st t\u011bchto nadstandardn\u011b se rozv\u00edjej\u00edc\u00edch vztah\u016f mezi Izraelem, \u0158eckem a Kyprem nad\u00e1le z\u016fst\u00e1v\u00e1 jen v\u00a0teoretick\u00e9 rovin\u011b.<\/p>\n<p style=\"text-align: justify;\">Kypr by na z\u00e1klad\u011b p\u0159\u00edzniv\u00fdch v\u00fdsledk\u016f nejen mohl sn\u00ed\u017eit svou z\u00e1vislost na izraelsk\u00e9m zemn\u00edm plynu, ale tak\u00e9 by mohl prim\u00e1rn\u011b p\u0159es \u00fazem\u00ed \u0158ecka z\u00e1sobovat st\u0159edn\u00ed a jihov\u00fdchodn\u00ed Evropu. V\u00fdsledky pr\u016fzkumu Afrodity zajist\u00e9 ovlivn\u00ed i dal\u0161\u00ed rozvoj vztah\u016f v\u00a0oblasti troj\u00faheln\u00edku Kypru, \u0158ecka a Izraele \u010di jejich \u00fa\u010dast na Vassilikos, kde prob\u00edh\u00e1 p\u0159em\u011bna zemn\u00edho plynu na tekut\u00fd plyn (LNG). Ot\u00e1zkou v\u0161ak je, kde Kypr se\u017eene finance na vybudov\u00e1n\u00ed infrastruktury pro p\u0159epravu zemn\u00edho plynu z\u00a0nalezi\u0161t\u011b do Vassilikosu a stavbu za\u0159\u00edzen\u00ed na zkapal\u0148ov\u00e1n\u00ed zemn\u00edho plynu. Odhadovan\u00e9 n\u00e1klady se pohybuj\u00ed mezi 8 a\u017e 10 miliardami USD, a pokud by si Kypr cht\u011bl zachovat alespo\u0148 51% pod\u00edl na plynovodu Afrodita-Vassilikos, m\u011bla by tato zem\u011b na pokraji bankrotu p\u0159isp\u011bt cca 5 miliardami USD.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00ed skute\u010dnou v\u00fdzvou je naj\u00edt kl\u00ed\u010d ke spolupr\u00e1ci s\u00a0Tureckem, jak v\u00a0diplomatick\u00e9, tak i finan\u010dn\u00ed oblasti. Od Kypru se o\u010dek\u00e1v\u00e1, \u017ee p\u0159ijde s vhodnou kombinac\u00ed r\u016fzn\u00fdch investic v\u00fdhodn\u00fdch pro Turecko, kter\u00e9 by d\u00e1le umo\u017enily hled\u00e1n\u00ed kompromisu v\u00a0oblasti ohro\u017een\u00ed suverenity, uzn\u00e1n\u00ed tzv. Tureck\u00e9 severokypersk\u00e9 republiky \u010di zmrazen\u00ed rozvoje v\u00a0oblasti t\u011b\u017eby uhlovod\u00edk\u016f, nebude-li dosa\u017eeno rezoluce v\u00a0Kypersk\u00e9 ot\u00e1zce. To bude velmi obt\u00ed\u017en\u00e9, proto\u017ee Ankara v\u016fbec neuzn\u00e1v\u00e1 existenci Kypersk\u00e9 republiky, neuzn\u00e1v\u00e1 Izraelsko-Kyperskou exkluzivn\u00ed ekonomickou z\u00f3nu (EEZ) a sv\u00e9 po\u017eadavky (nejen na Nik\u00f3sii) se sna\u017e\u00ed prosazovat vojenskou silou. P\u0159esto existuje nad\u011bje, \u017ee by zemn\u00ed plyn mohl Kypru pomoci z\u00edskat dostatek s\u00edly k\u00a0jedn\u00e1n\u00ed s\u00a0Tureckem.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.ceps.be\/ceps\/dld\/8333\/pdf\">Program OMT Evropsk\u00e9 centr\u00e1ln\u00ed banky a n\u011bmeck\u00e9 obavy o \u00fastavnost<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>The ECB&#8217;s OMT Programme and German Constitutional Concerns<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Guntram B. Tento program po\u010d\u00edt\u00e1 s\u00a0 n\u00e1kupem 1-3let\u00fdch dluhopis\u016f na sekund\u00e1rn\u00edm trhu (nejde o p\u0159\u00edm\u00e9 financov\u00e1n\u00ed) bez jak\u00fdchkoli ex ante kvantitativn\u00edch limit\u016f. Pr\u00e1v\u011b tato potenci\u00e1ln\u00ed neomezenost je st\u0159edobodem debaty o \u00fastavnost takov\u00e9ho programu. \u017dalobci tvrd\u00ed, \u017ee neomezen\u00e9 n\u00e1kupy dluhopis\u016f mohou v\u00e9st k\u00a0neomezen\u00fdm n\u00e1klad\u016fm pro n\u011bmeck\u00e9 da\u0148ov\u00e9 poplatn\u00edky, a to ani\u017e by se takov\u00e9ho rozhodnut\u00ed \u00fa\u010dastnil Bundestag, jemu\u017e tato role p\u0159\u00edslu\u0161\u00ed. Jeho rozpo\u010dtov\u00e1 autonomie by t\u00edmto byla podle kritik\u016f podkop\u00e1na.<\/p>\n<p style=\"text-align: justify;\">Guntram B. Wolf z\u00a0think-tanku Bruegel naopak dokazuje, \u017ee p\u0159\u00edpad OMT by nem\u011bl b\u00fdt posuzov\u00e1n na z\u00e1klad\u011b fisk\u00e1ln\u00edch a distribu\u010dn\u00edch dopad\u016f, nebo\u0165 ty mohou existovat i v\u00a0p\u0159\u00edpad\u011b standardn\u00edch m\u011bnov\u00fdch operac\u00ed centr\u00e1ln\u00ed banky, je\u017e p\u0159ed soudem zpochyb\u0148ov\u00e1ny nikdy nejsou. Program OMT dokonce sn\u00ed\u017eil vysok\u00e1 fisk\u00e1ln\u00ed rizika, jim\u017e bylo N\u011bmecko p\u0159ed jeho vyhl\u00e1\u0161en\u00edm kv\u016fli sv\u00e9 expozici vystaveno. Ot\u00e1zka tak sp\u00ed\u0161e stoj\u00ed, zda OMT spad\u00e1 do mand\u00e1tu ECB a zda je tento mand\u00e1t napl\u0148ov\u00e1n efektivn\u011b.<\/p>\n<p style=\"text-align: justify;\">G. B. Wolf uzav\u00edr\u00e1, \u017ee ECB p\u0159ijala opat\u0159en\u00ed, je\u017e byla \u00fa\u010dinn\u00e1 a vhodn\u00e1 k vy\u0159e\u0161en\u00ed z\u00e1sadn\u00edho probl\u00e9mu, kter\u00e9mu \u010delila (konkr\u00e9tn\u011b nefunk\u010dn\u00ed transmisn\u00ed mechanismus m\u011bnov\u00e9 politiky).
