Instead, Tomio Okamura, of the Freedom and Direct Democracy party (SPD), was confronted with a complex consular crisis: the retaliatory detention of a Czech citizen in China just days before his arrival.<\/p><h2>What is the broader picture?<\/h2><p style=\"font-weight: 400;\">Tomio Okamura \u2014 speaker of the Czech Parliament, chairman of the right-wing SPD, and former president of the Association of Czech Travel Agencies \u2014 traveled to China with an <strong>agenda focused heavily on the travel industry<\/strong>. His goal was to warm bilateral relations, which have remained cold since former China-friendly President Milo\u0161 Zeman left office \u2014 especially given that almost none of the promised Chinese investments materialized during Zeman&#8217;s tenure.<\/p><p style=\"font-weight: 400;\">Okamura\u2019s priorities included: increasing the number of <strong>Chinese tourists visiting Czechia<\/strong>, which plummeted during the COVID-19 pandemic and has yet to return to pre-pandemic levels;<strong> securing visa-free travel for Czech tourists<\/strong>, as Czechia remains one of the few EU member states without a visa waiver from Beijing; adding <strong>new direct flights<\/strong> beyond the current Prague-Beijing connection; <strong>fostering commercial<\/strong> <strong>ties<\/strong> alongside a business delegation organized by the Confederation of Industry of the Czech Republic; and securing a <strong>Terracotta Army exhibition<\/strong> for the National Museum in Prague.<\/p><p style=\"font-weight: 400;\">However, Okamura\u2019s plans were disrupted by the <strong>late-June detention of a Czech national in China on charges of threatening national security<\/strong>. According to <a href=\"https:\/\/denikn.cz\/2127467\/cina-zadrzela-strnadova-muze-zrejme-ho-chce-s-ceskem-vymenit-za-sveho-spiona\/\" target=\"_blank\" rel=\"noopener\">Czech media<\/a>, the individual had been invited to China to perform technical service work on airport radar systems and was contracted by Eldis, a subsidiary of Czechoslovak Group (CSG), a major Czech defense conglomerate.<\/p><p style=\"font-weight: 400;\">On July 16, Chinese Foreign Ministry spokesperson Lin Jian (\u6797\u5251) <a href=\"https:\/\/www.reutersconnect.com\/item\/china-confirms-detention-of-czech-national-accuses-prague-of-holding-chinese-journalist\/dGFnOnJldXRlcnMuY29tLDIwMjY6bmV3c21sX1ZBODQxODE2MDcyMDI2UlAx\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> the Czech citizen&#8217;s detention on <strong>suspicion of national security crimes<\/strong>. Simultaneously, he <strong>condemned the detention of a Chinese national in Czechia<\/strong>, stating, &#8220;China firmly opposes this action. We urge the Czech side to immediately release the relevant personnel and effectively safeguard their legitimate rights and interests.&#8221;<\/p><p style=\"font-weight: 400;\">The Chinese national in question, Yang Yiming (\u6768\u827a\u660e), <a href=\"https:\/\/europeanvalues.cz\/en\/chinese-espionage-case-tests-the-czechias-turn-toward-china\/\" target=\"_blank\" rel=\"noopener\">was detained<\/a> in Czechia earlier this year on charges of <strong>unauthorized activity for a foreign power<\/strong> and is currently awaiting a decision from the Czech judicial system.<\/p><p style=\"font-weight: 400;\">The Czech delegation raised the detainee&#8217;s case during bilateral meetings. Deputy Foreign Minister Ji\u0159\u00ed Brodsk\u00fd, who participated in the negotiations, reported that when asked to release the Czech citizen, Chinese officials <a href=\"https:\/\/www.irozhlas.cz\/zpravy-domov\/o-zadrzenem-cechovi-mame-potrebne-informace-cina-bilateralni-umluvu-dodrzuje_2607231722_ape\" target=\"_blank\" rel=\"noopener\">countered<\/a> that\u00a0&#8220;they have their own issue&#8221; \u2014 a direct reference to Yang.<\/p><p style=\"font-weight: 400;\">This marks the <strong>first time China has employed &#8220;hostage diplomacy&#8221; against Czechia<\/strong>. Perhaps the best-known example of such tactics is the 2018 &#8220;Two Michaels&#8221; case. This involved the detention of Canadian citizens Michael Kovrig and Michael Spavor for over 1,000 days in retaliation for Canada&#8217;s arrest of Meng Wanzhou (\u5b5f\u665a\u821f), chief financial officer of Chinese communications giant Huawei, on a U.S. extradition warrant.<\/p><h2>Why does it matter?<\/h2><p style=\"font-weight: 400;\">Despite clear signs of hostage diplomacy, the Czech Ministry of Foreign Affairs has publicly resisted linking the two cases and has notably <strong>failed to issue an updated travel warning for Czech citizens traveling to China<\/strong>. In this context, negotiations regarding visa waivers and tourism expansion appear disconnected from geopolitical realities.<\/p><p style=\"font-weight: 400;\">Czechia has previously learned that Beijing\u2019s diplomatic promises often diverge from its actions. On the one hand Okamura was promised direct Prague-Shanghai flights. National People&#8217;s Congress Chairman Zhao Leji (\u8d75\u4e50\u9645) also <a href=\"https:\/\/www.news.cn\/20260723\/824684ad7ce347fc93505920438186fb\/c.html\" target=\"_blank\" rel=\"noopener\">stated<\/a> that\u00a0&#8220;more Czech representatives are welcome to visit China.&#8221;\u00a0 On the other hand, before the delegation even left Beijing, on July 24, <strong>Czech vehicle manufacturer Tatra Trucks <\/strong><a href=\"https:\/\/english.radio.cz\/china-adds-czech-tatra-trucks-export-sanctions-list-8893003\" target=\"_blank\" rel=\"noopener\"><strong>was placed<\/strong><\/a><strong> on an export sanctions<\/strong> list on Friday.<\/p><p><span style=\"font-weight: 400;\">While Okamura promotes deeper tourism, trade, and people-to-people exchanges, the detention of a Czech citizen in China on national security grounds significantly elevates <strong>political and legal risks for Czech citizens and firms operating in China<\/strong>.
