Taiwanese officials also suggested the move may not reflect full cabinet consensus in Port Moresby.<\/p><p style=\"font-weight: 400;\">The dispute matters because it shows how <a href=\"https:\/\/europeanvalues.cz\/en\/legal-anaconda-un-resolution-2758-and-taiwans-global-partnerships\/\" target=\"_blank\" rel=\"noopener\"><strong>lawfare<\/strong><\/a>\u2014the use of legal and diplomatic language to narrow Taiwan\u2019s international space\u2014travels into the Pacific. Beijing quickly welcomed the closure, while Washington called it part of a wider intimidation campaign against Taiwan\u2019s partners. PNG is therefore more than a bilateral diplomatic spat; it is a test case for how pressure on Taiwan is being <a href=\"https:\/\/www.taipeitimes.com\/News\/editorials\/archives\/2026\/07\/25\/2003861334\" target=\"_blank\" rel=\"noopener\">localized<\/a> in Oceania.<\/p><h2>What is the broader context?<\/h2><p style=\"font-weight: 400;\">The context is more layered than simple bloc politics. PNG has deepened security ties with Australia through the <a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/australia-papua-new-guinea-bilateral-security-agreement\">2023 <\/a><a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/australia-papua-new-guinea-bilateral-security-agreement\" target=\"_blank\" rel=\"noopener\"><strong>bilateral security agreement<\/strong><\/a> and the 2025<strong> mutual defence <\/strong><a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/papua-new-guinea-australia-mutual-defence-treaty\" target=\"_blank\" rel=\"noopener\"><strong>Pukpuk treaty<\/strong><\/a><a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/papua-new-guinea-australia-mutual-defence-treaty\">,<\/a> both of which stress sovereignty, transparency, and regional stability. But Pacific governments do not treat such deals as <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/pacific-nations-reassure-beijing-canberra-s-treaties-aren-t-exclusive\" target=\"_blank\" rel=\"noopener\">exclusive<\/a>\u2014<strong>hedging with Beijing<\/strong> continues even after new agreements with Canberra. That matters because PNG is the largest Melanesian state and a pivotal node in southwest Pacific <a href=\"https:\/\/table.media\/en\/china\/news\/china-competes-with-the-us-and-australia-in-papua-new-guinea\" target=\"_blank\" rel=\"noopener\">competition<\/a> over infrastructure, policing, and maritime access.<\/p><p style=\"font-weight: 400;\">China\u2019s approach is also broader than aid or protocol. At the 2025 China\u2013Pacific Island Countries Foreign Ministers\u2019 Meeting, Beijing <a href=\"https:\/\/www.mfa.gov.cn\/eng\/wjbzhd\/202505\/t20250528_11635595.html\" target=\"_blank\" rel=\"noopener\">inserted<\/a> its reading of <strong>UNGA Resolution 2758 <\/strong>into sovereignty language tied to mutual respect for Pacific states, effectively linking their own territorial concerns to China\u2019s Taiwan claim. This is classic <strong>lawfare<\/strong>: using legal framing to normalize political outcomes favorable to Beijing.<\/p><p style=\"font-weight: 400;\">For Taiwan, the immediate lever is <strong>LNG<\/strong>, but the deeper issue is <strong>energy security<\/strong>. Taiwan <a href=\"https:\/\/www.santos.com\/news\/png-lng-project-signs-lng-sale-and-purchase-agreement-with-cpc\/\" target=\"_blank\" rel=\"noopener\">buys<\/a> about 1.2 million tonnes of PNG gas annually\u2014roughly one-third of PNG\u2019s LNG exports, according to Taiwanese officials\u2014so Taipei has some leverage. But the same episode also underscores Taiwan\u2019s <a href=\"https:\/\/tcan2050.org.tw\/en\/navigating-geopolitical-turbulence-with-taiwans-energy-transition-policy\/\" target=\"_blank\" rel=\"noopener\">vulnerability<\/a> in any blockade or quarantine scenario. In a series of table-top <a href=\"https:\/\/europeanvalues.cz\/wp-content\/uploads\/2025\/06\/REPORT_EN_EU_and_NATO_decision-making_during_joint_Russian_and_Chinese_strategic_escalation-April_2025.pdf\" target=\"_blank\" rel=\"noopener\">exercises<\/a> conducted by the European Values Center for Security Policy, Taiwan\u2019s <strong>energy security <\/strong><a href=\"https:\/\/www.freiheit.org\/sites\/default\/files\/2026-02\/east-asia-regional-crisis-simulation.pdf\" target=\"_blank\" rel=\"noopener\">emerged<\/a> as a primary concern in a China-led escalation scenario, alongside cyber disruption and the continuity of industrial production.<\/p><p style=\"font-weight: 400;\">The strategic answer, however, cannot be retaliation alone. Taiwan already has development tools built around human security and technical cooperation, but the Pacific still sits awkwardly outside the core geography of the <a href=\"https:\/\/globaltaiwan.org\/2025\/06\/analyzing-taiwans-new-southbound-policy\/\" target=\"_blank\" rel=\"noopener\"><strong>New Southbound Policy<\/strong><\/a>. A more credible approach would work through partners rather than around them. That is where the EU\u2019s <strong>Global Gateway<\/strong> <a href=\"https:\/\/www.eib.org\/en\/press\/all\/2025-287-eu-and-papua-new-guinea-enhance-port-infrastructure-and-water-service\" target=\"_blank\" rel=\"noopener\">matters<\/a>: Brussels is already financing port and water projects in PNG, including the modernization of Rabaul port, while its broader PNG offer spans transport, climate and energy, and rural development. A 2025 <a href=\"https:\/\/www.kas.de\/documents\/272317\/0\/Chasing+convergence+-+The+EU's+partnerships+in+the+Indo-Pacific+and+implementation+of+the+Global+Gateway+Initiative.pdf\/73d83078-def5-aa32-610c-22d065cb5201?version=1.0&amp;t=1758009724170\" target=\"_blank\" rel=\"noopener\">report<\/a> by EVC analysts argues <strong>Global Gateway <\/strong>works best through convergence with like-minded Indo-Pacific partners, including Australia, Japan, New Zealand, South Korea, and Taiwan. In Pacific terms, that points to a <a href=\"https:\/\/corrosiveconstructivecapital.cipe.org\/corrosive-capital\/asia-pacific\/\" target=\"_blank\" rel=\"noopener\"><strong>non-corrosive alternative<\/strong><\/a><a href=\"https:\/\/corrosiveconstructivecapital.cipe.org\/corrosive-capital\/asia-pacific\/\">: <\/a>practical cooperation on health, digital connectivity, agriculture, logistics, and climate resilience that expands local choice rather than dependency.<\/p><h2>Why is it important?<\/h2><p style=\"font-weight: 400;\">The broader implication is that Pacific security is no longer only about bases, patrols, or treaty texts. It is also about who shapes legal narratives, critical infrastructure, supply routes, and the menu of external partnerships available to Pacific states. That gives the PNG-Taiwan dispute significance well beyond Port Moresby.<\/p><p style=\"font-weight: 400;\">For Europe, the case is not peripheral. The EU is already invested in PNG through <strong>Global Gateway<\/strong>, and any successful Chinese effort to pull PNG more firmly into its orbit cuts against European interests in resilient connectivity, transparent infrastructure, and a rules-based Pacific. But Europe will not have the scale to respond alone. The practical lesson is coalition-based statecraft: work with Pacific governments, Australia, Japan, New Zealand, and Taiwan to make the region\u2019s alternatives more visible, more useful, and more durable.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: Made in Canva.com Foto: Vytvo\u0159eno v Canva.com What is happening?
