The concept was originally introduced by Takaichi\u2019s mentor, the late former Prime Minister <strong>Shinzo Abe<\/strong> in <strong>2016<\/strong>. At that time, the <a href=\"https:\/\/www.mofa.go.jp\/na\/na1\/us\/page4e_000699.html\" target=\"_blank\" rel=\"noopener\">main goals<\/a> were defined as the <strong>promotion and establishment of fundamental values<\/strong> (the rule of law, freedom of navigation, etc.), <strong>the pursuit of economic prosperity<\/strong> (improving connectivity, etc.), and a <strong>commitment to peace and stability<\/strong>(capacity building in maritime law enforcement, etc.). Even then, the FOIP was announced amid rising <a href=\"https:\/\/www.iiss.org\/online-analysis\/online-analysis\/2026\/05\/japans-update-of-its-free-and-open-indo-pacific-framework\/\" target=\"_blank\" rel=\"noopener\">concerns<\/a> about <strong>China\u2019s growing influence and assertiveness<\/strong> in the region. It was based on a desire to preserve <strong>maritime security<\/strong> and uphold the <strong>rule of law<\/strong> in the Indo-Pacific. While this objective remains unchanged, the technological, social, and geopolitical developments of the past decade have called for an update of the strategy.<\/p><h2>What is the broader picture?<\/h2><p style=\"font-weight: 400;\">While upholding the core principles set out in 2016, the <a href=\"https:\/\/www.mofa.go.jp\/mofaj\/files\/101022859.pdf\" target=\"_blank\" rel=\"noopener\">updated FOIP<\/a> will focus on <strong>three priority areas<\/strong>. First, <strong>building economic infrastructure for the age of artificial intelligence (AI) and data<\/strong>. This strand of the new FOIP covers the <strong>supply chain resilience<\/strong> for energy and critical materials, the development of both the hard and soft <strong>infrastructure required, <\/strong>and enhancing the region\u2019s resilience and freedom for regional <strong>actors to decide for themselves<\/strong>.<\/p><p style=\"font-weight: 400;\">Among other things, this reflects Japan\u2019s long-term effort to diversify its critical minerals supply away from China, which has repeatedly <a href=\"https:\/\/europeanvalues.cz\/en\/winning-without-fighting-chinas-trade-pressure-on-japan\/\" target=\"_blank\" rel=\"noopener\"><strong>weaponized<\/strong><\/a> Japanese dependence on these key materials since <strong>2010<\/strong>. The most recent obvious example of this came after Takaichi\u2019s <a href=\"https:\/\/europeanvalues.cz\/en\/what-lies-ahead-for-japan-in-2026\/\" target=\"_blank\" rel=\"noopener\">remarks<\/a> last November, hinting at Japan\u2019s potential involvement in the <strong>Taiwan Strait <\/strong>should Beijing attempt to change the status quo there.<\/p><p style=\"font-weight: 400;\">The ongoing conflict in the <strong>Middle East<\/strong> has also highlighted the region\u2019s vulnerability in the <strong>energy sector<\/strong>, leading Takaichi to <a href=\"https:\/\/www.dw.com\/en\/japan-pivots-indo-pacific-strategy-toward-southeast-asia\/a-77054483\" target=\"_blank\" rel=\"noopener\">pledge<\/a> <strong>US$10 billion<\/strong> under the <strong>Partnership on Wide Energy and Resource Resilience Asia<\/strong> (POWERR Asia), to help Asian partners secure energy resources and strengthen supply chains.<\/p><p style=\"font-weight: 400;\">The first priority area also includes the <strong>FOIP Digital Corridor Concept<\/strong>, focusing on areas such as AI, data flows, undersea cables, and satellite communications.<\/p><p style=\"font-weight: 400;\">Second, <strong>expanding public-private cooperation to generate economic growth<\/strong>. The <a href=\"https:\/\/www.mofa.go.jp\/mofaj\/files\/101022859.pdf\" target=\"_blank\" rel=\"noopener\">objective<\/a> in this area is to leverage Japan\u2019s expertise and technology to address challenges in the <strong>Global South<\/strong> and co-create new <strong>business opportunities<\/strong> in line with international norms. This pillar includes the maintenance and renewal of aging <strong>infrastructure<\/strong>, as well as the promotion of free trade and investment through dialogue with the<strong>European Union (EU)<\/strong> and <strong>ASEAN<\/strong>. Some of the activities within this area could provide an <strong>alternative to China\u2019s Belt and Road Initiative<\/strong>, which has been criticized for issues such as <a href=\"https:\/\/www.cfr.org\/backgrounders\/chinas-massive-belt-and-road-initiative\" target=\"_blank\" rel=\"noopener\">debt-trap diplomacy<\/a>, <a href=\"https:\/\/carnegieendowment.org\/europe\/research\/2019\/04\/the-belt-and-road-initiative-views-from-washington-moscow-and-beijing\" target=\"_blank\" rel=\"noopener\">lack of transparency and sustainability<\/a>, etc. Like Japan, the EU is seeking to provide an alternative to the BRI in the region through its <a href=\"https:\/\/www.kas.de\/documents\/272317\/0\/Chasing+convergence+-+The+EU's+partnerships+in+the+Indo-Pacific+and+implementation+of+the+Global+Gateway+Initiative.pdf\/73d83078-def5-aa32-610c-22d065cb5201?version=1.0&amp;t=1758009724170\" target=\"_blank\" rel=\"noopener\">Global Gateway Initiative<\/a>.<\/p><p style=\"font-weight: 400;\">Third, <a href=\"https:\/\/www.mofa.go.jp\/mofaj\/files\/101022859.pdf\" target=\"_blank\" rel=\"noopener\"><strong>enhancing<\/strong><\/a><strong> security cooperation<\/strong> <strong>to ensure regional peace and stability<\/strong> by further developing existing policy tools such as <strong>Official Development Assistance (ODA)<\/strong>, <strong>Official Security Assistance (OSA)<\/strong>, and <strong>defense equipment transfers<\/strong>. The Takaichi cabinet has significantly <a href=\"https:\/\/www.iiss.org\/online-analysis\/online-analysis\/2026\/05\/japans-update-of-its-free-and-open-indo-pacific-framework\/\" target=\"_blank\" rel=\"noopener\">increased<\/a> the budgets in these sectors to strengthen the security and law enforcement capabilities of countries across the region. Along with <strong>Japan, the Philippines, Malaysia, Vietnam, Indonesia, and Taiwan<\/strong> are just a few examples of regional actors that share <a href=\"https:\/\/www.dw.com\/en\/japan-pivots-indo-pacific-strategy-toward-southeast-asia\/a-77054483\" target=\"_blank\" rel=\"noopener\">concerns<\/a> regarding China\u2019s territorial claims and military activities in the East and South China Seas.<\/p><h2>Why does it matter?<\/h2><p style=\"font-weight: 400;\">The updated FOIP pays significant <strong>attention to ASEAN<\/strong>, but its individual activities effectively span from the Americas through Africa to Europe, reflecting the twin realities that <strong>security has no borders<\/strong> and that preserving the <strong>rules-based international order<\/strong> cannot be limited only to one\u2019s back yard. Japan\u2019s new strategy is not merely about noble ideas but about delivering tangible results. Tokyo is signaling that at a time of deepening cooperation between and increasing assertiveness by <strong>systemic rivals<\/strong> of the current international order, such as <strong>Russia<\/strong>, <strong>China<\/strong>, and <strong>North Korea<\/strong> (although no actor is specifically mentioned in the FOIP), and at a time when the <strong>United States\u2019<\/strong> commitment to regional alliances has become less predictable, Japan remains committed to being a trustworthy and reliable partner. The message is that Tokyo proactively does its share to increase not just national but also regional security, instead of leaving the burden to others.<\/p><p style=\"font-weight: 400;\">It is a strategic move that should resonate not only in the countries the updated FOIP primarily targets, but also in <strong>Washington, D.C.<\/strong>, where the current administration appears to be pursuing a more <strong>pragmatic <\/strong>and <strong>transactional<\/strong> philosophy in U.S. foreign policy. Japan\u2019s approach could serve as an inspiration for Europe, which finds itself in a similar position in many ways. For instance, Washington remains the primary <strong>security guarantor<\/strong> for both Tokyo and many European states.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: Unsplash.com Foto: Unsplash.com What is happening?
