The <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/05\/fact-sheet-president-donald-j-trump-secures-historic-deals-with-china-delivering-for-american-workers-farmers-and-industry\/\" target=\"_blank\" rel=\"noopener\">White House readout <\/a>emphasized economic engagement, including in strategic sectors such as rare earths, and politically sensitive ones such as agriculture, as well as joint cooperation to manage instability in Iran and North Korea. The <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/zyxw\/202605\/t20260514_11910330.html\" target=\"_blank\" rel=\"noopener\">Chinese readout<\/a>, however, placed Taiwan at the center, quoting Xi as saying that the \u201cTaiwan question\u201d is the most important issue in China-U.S. relations, and warning that mishandling it could lead to \u201cclashes and even conflicts.\u201d<\/p><p style=\"font-weight: 400;\">The controversy deepened after Trump\u2019s post-summit comments. In a <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/trump-china-taiwan-war-b2977730.html\" target=\"_blank\" rel=\"noopener\">Fox News interview<\/a>, Trump said he was \u201cnot looking to have somebody go independent,\u201d adding that he wanted both China and Taiwan to \u201ccool down.\u201d He also appeared noncommittal on Taiwan arms sales, saying \u201cwe\u2019re gonna see what happens.\u201d Trump also <a href=\"https:\/\/thehill.com\/homenews\/administration\/5880675-china-taiwan-trump-policy\/\" target=\"_blank\" rel=\"noopener\">said<\/a> he had discussed Taiwan arms sales with Xi \u201cin great detail,\u201d raising concerns that this could run counter to the spirit of the <strong>1982 Six Assurances<\/strong>, under which Washington pledged not to consult Beijing on this issue.<\/p><p style=\"font-weight: 400;\">Taiwan\u2019s Ministry of Foreign Affairs responded by stressing that U.S. officials had repeatedly emphasized that Washington\u2019s policy toward Taiwan remained unchanged. It also reiterated that Taiwan would continue to maintain the <strong>status quo<\/strong>, that the Republic of China is a sovereign and independent democratic country, and that China\u2019s military threat is the only source of regional insecurity.<\/p><h2>What is the broader picture?<\/h2><p style=\"font-weight: 400;\">The summit does not yet mark a formal shift in U.S. policy. However, Trump\u2019s rhetoric creates <strong>ambiguity that is not necessarily premised on strategy<\/strong>.<\/p><p style=\"font-weight: 400;\">The immediate concern is not only that Trump sounded transactional about Taiwan\u2019s security, but that his language echoed key elements of Beijing\u2019s preferred framing: that Taiwan, under the leadership of President Lai Ching-te (\u8cf4\u6e05\u5fb7) and his Democratic Progressive Party, is \u201cgoing independent,\u201d that Taipei is partly responsible for raising tensions, and that cross-strait stability depends on Washington restraining Taiwan rather than deterring Chinese coercion.<\/p><p style=\"font-weight: 400;\">This is where <a href=\"https:\/\/digichina.stanford.edu\/work\/lexicon-discourse-power-or-the-right-to-speak-huayu-quan\/\" target=\"_blank\" rel=\"noopener\"><strong>discourse power<\/strong><\/a> matters. In Chinese political usage, discourse power (<em>hu\u00e0y\u01d4 qu\u00e1n<\/em>; \u8a71\u8a9e\u6b0a) refers to Beijing\u2019s ability to shape agendas, define political language, and influence how global audiences understand contested issues. In the Taiwan context, its purpose is to normalize Beijing\u2019s aggressive claims about the self-ruled democracy: The so-called \u201cTaiwan issue\u201d is framed as an internal Chinese matter, \u201cTaiwan independence\u201d as the root of cross-strait instability, and any U.S. support for Taipei as a provocation.<\/p><p style=\"font-weight: 400;\">Trump\u2019s remarks risk advancing precisely this narrative. Under President Lai, Taiwan has not announced a move toward formal independence. Taipei\u2019s <a href=\"https:\/\/www.facebook.com\/chingte\/posts\/pfbid0P3RDd1hmUVWxP6kYtAn8kZSVExXh9eUjkShk1kcQPQm9N94xADHN5niCdTXae6Tyl?locale=zh_TW\" target=\"_blank\" rel=\"noopener\">position<\/a> has been that Taiwan is already<strong> a sovereign, democratic polity<\/strong>, which<strong> seeks to maintain the cross-strait status quo<\/strong>. When a U.S. president publicly warns Taiwan against \u201cgoing independent,\u201d Beijing gains a discursive victory: Its language is repeated by Washington, even if U.S. policy has not formally changed.<\/p><p style=\"font-weight: 400;\">The<strong> arms sales<\/strong> issue <strong>compounds the problem<\/strong>. Taiwan is waiting for Trump to greenlight a major weapons package, including missiles, anti-drone systems, and air defense capabilities. Treating such sales as a <strong>bargaining chip <\/strong>with Beijing risks undermining <strong>a critical pillar of U.S.-Taiwan security cooperation.<\/strong> It also gives China an incentive to keep pressing Washington to convert Taiwan\u2019s defense needs into negotiation material.<\/p><h2>Why is it important?<\/h2><p style=\"font-weight: 400;\">For Taiwan, the immediate stakes are practical: Delayed or politicized arms sales can weaken deterrence at a time when China is intensifying military, cyber, and gray-zone pressure. But the greater danger lies in the <strong>information domain<\/strong>.<\/p><p style=\"font-weight: 400;\">Beijing is likely to weaponize Trump\u2019s comments to reinforce the <a href=\"https:\/\/iorg.tw\/_en\/a\/us-skepticism-238\" target=\"_blank\" rel=\"noopener\"><strong>U.S. skepticism<\/strong><\/a><strong> narrative <\/strong>(<em>y\u00ed m\u011bi l\u00f9n<\/em>; \u7591\u7f8e\u8ad6) \u2014 the claim that Washington is unreliable, transactional, and willing to sacrifice Taiwan in a great-power deal. This is not a new line of attack. Chinese state media and online influence operations have amplified narratives questioning U.S. reliability and portraying Taiwan as a pawn in Washington\u2019s grand strategy.<\/p><p style=\"font-weight: 400;\">That makes words strategically consequential. Even if formal U.S. policy remains unchanged, rhetoric that blurs responsibility between a coercive China and a democratic Taiwan helps Beijing raise the temperature.
