President William Lai\u2019s (\u8cf4\u6e05\u5fb7) Democratic Progressive Party (DPP) administration is <a href=\"https:\/\/english.president.gov.tw\/News\/7048?utm\" target=\"_blank\" rel=\"noopener\">seeking<\/a> an eight-year NT$1.25 trillion package to <strong>strengthen Taiwan\u2019s defense resilience<\/strong>, including the planned <strong>T-Dome air defense system<\/strong>, <strong>AI-enabled response capabilities<\/strong>, <strong>U.S. weapons procurement<\/strong>, <strong>drones<\/strong>, and<strong> domestic defense production<\/strong>. Lai has framed the package as a way to \u201cmaintain peace through strength\u201d and upgrade Taiwan\u2019s defense industries.<\/p><p style=\"font-weight: 400;\">The KMT, however, <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202605010027.aspx\" target=\"_blank\" rel=\"noopener\">has not converged<\/a> on a single position. Under chairwoman Cheng Li-wun (\u912d\u9e97\u6587), party leadership has backed a lower \u201c<strong>NT$380 billion plus N<\/strong>\u201d formula, with \u201cN\u201d referring to future funding after Taiwan receives U.S. letters of offer and acceptance. Yet several KMT figures have floated or supported an <strong>NT$800 billion alternative<\/strong>, including legislator Hsu Chiao-hsin (\u5f90\u5de7\u82af) and, reportedly, Legislative Speaker Han Kuo-yu (\u97d3\u570b\u745c). A KMT caucus meeting<strong> failed to reach consensus<\/strong>, turning what began as a government-opposition dispute into <strong>a visible intra-party conflict<\/strong>.<\/p><h2>What is the broader picture?<\/h2><p style=\"font-weight: 400;\">The budget dispute reveals <strong>a deeper strategic dilemma <\/strong>for the KMT. On paper, the party is not opposing defense spending outright. Its official argument is that the DPP government s<strong>hould not receive a blank check<\/strong> and that funds should be tied to confirmed U.S. procurement commitments. This gives the KMT<strong> a fiscally conservative position<\/strong>: pro-defense but opposed to what it describes as insufficiently accountable spending.<\/p><p style=\"font-weight: 400;\">Politically, however, this line has become difficult to sustain. <a href=\"https:\/\/www.reuters.com\/world\/china\/us-presses-taiwan-parliament-pass-comprehensive-defence-budget-2026-04-27\/\" target=\"_blank\" rel=\"noopener\"><strong>U.S. pressure<\/strong><\/a> has sharpened the stakes. Raymond Greene, Director of the American Institute in Taiwan (Washington\u2019s de facto embassy), <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2026\/04\/27\/2003856331\" target=\"_blank\" rel=\"noopener\">urged<\/a> Taiwan\u2019s legislature to pass a <strong>\u201ccomprehensive\u201d budget package<\/strong>, warning that integrated air and missile defense systems, drones, and other key capabilities are in high global demand. In practical terms, delay could hold up Taiwan\u2019s place in the U.S. defense production queue.<\/p><p style=\"font-weight: 400;\">This has relegated KMT legislators to an <strong>awkward position<\/strong>. A visibly lower budget ceiling may help the party <strong>attack the DPP on fiscal grounds<\/strong>, but it also exposes the KMT to <strong>accusations that it is weakening Taiwan\u2019s deterrence<\/strong>. This is especially sensitive for legislators with local electoral ambitions, who <strong>may not want to be seen as soft on defense <\/strong>amid intensifying Chinese military pressure.<\/p><p style=\"font-weight: 400;\">The clearest sign of <strong>internal strain <\/strong>came when KMT deputy chair Chi Lin-lien (\u5b63\u9e9f\u9023), a retired general, reportedly <a href=\"https:\/\/news.pts.org.tw\/article\/806038\" target=\"_blank\" rel=\"noopener\">suggested<\/a> that Han Kuo-yu (\u97d3\u570b\u745c) <strong>should be expelled from the party<\/strong> if he supported the higher budget figure. KMT Chair Cheng <a href=\"https:\/\/www.ettoday.net\/news\/20260504\/3159746.htm\" target=\"_blank\" rel=\"noopener\">sought<\/a> to contain the fallout, saying the matter should be left for Chi and Han to resolve personally and asking rhetorically whether Han was really so \u201cfragile\u201d that one sentence would hurt him. This response did not end the controversy, with Jaw Shaw-kong (\u8d99\u5c11\u5eb7), the KMT\u2019s 2024 vice-presidential candidate, <a href=\"https:\/\/news.ltn.com.tw\/news\/politics\/breakingnews\/5422243\" target=\"_blank\" rel=\"noopener\"><strong>criticizing<\/strong><\/a><strong> the party center for censuring<\/strong> him after he queried the party\u2019s lack of unity on the budget. This, Jaw noted, came after the failure to discipline Chi for attacking Han.<\/p><p style=\"font-weight: 400;\">The dispute has therefore become about <strong>more than numbers.<\/strong> It is also concerns the issue of <strong>who <\/strong><a href=\"https:\/\/www.fountmedia.io\/article\/315332\" target=\"_blank\" rel=\"noopener\"><strong>speaks<\/strong><\/a><strong> for the KMT on national security<\/strong>: party headquarters, the legislative caucus, Han as legislative speaker, military-linked party elders, or influential figures such as Jaw. Pro-KMT commentary has <a href=\"https:\/\/www.storm.mg\/article\/11127210\" target=\"_blank\" rel=\"noopener\">warned<\/a> that the party risks <strong>deepening public mistrust of its defense policy<\/strong> if it appears trapped between anti-DPP reflexes, suspicion of U.S. pressure, and internal factional combat.<\/p><h2>Why is it important?<strong>\u00a0<\/strong><\/h2><p style=\"font-weight: 400;\">Taiwan\u2019s defense budget debate is now <strong>a test of political credibility as much as military planning<\/strong>. For the Lai administration, the NT$1.25 trillion package is meant to demonstrate resolve, accelerate asymmetric and air defense capabilities, and signal seriousness to Washington. For the KMT, the challenge is more complicated: It must show <strong>fiscal oversight without appearing indifferent to the military threat<\/strong> from China or dismissive of U.S. concerns.<\/p><p style=\"font-weight: 400;\">The episode also shows that Taiwan\u2019s defense policy cannot be reduced to a simple pro-defense-versus-anti-defense divide. The KMT\u2019s internal debate reflects <strong>tensions<\/strong> between <strong>party discipline <\/strong>and<strong> legislative autonomy<\/strong>,<strong> ideological positioning<\/strong> and<strong> electoral pragmatism<\/strong>, <strong>skepticism toward the DPP,<\/strong> and <strong>the need to maintain a workable relationship <\/strong>with Washington.<\/p><p style=\"font-weight: 400;\">For European observers, the lesson is broader. Taiwan\u2019s deterrence depends <strong>not only on its weapons systems<\/strong> but also on <strong>whether democratic institutions can produce stable, credible, and timely decisions<\/strong> under pressure. The current budget standoff suggests that Taiwan\u2019s greatest vulnerability may not be a lack of strategic awareness, but the <strong>difficulty of converting broad consensus on security<\/strong> into a politically <strong>sustainable defense policy<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: by Grzegorz Zembrzucki Autor: Grzegorz Zembrzucki What is happening?
