While Croatia\u2019s<\/span><strong style=\"font-size: 17px;\"> zero-sum<\/strong><span style=\"font-weight: 400; font-size: 17px;\"> relationship with the People\u2019s Republic of China (PRC) leaves <\/span><strong style=\"font-size: 17px;\">Taiwan diplomatically sidelined, <\/strong><span style=\"font-weight: 400; font-size: 17px;\">shifting global dynamics and emerging industries present new opportunities for engagement beyond official politics. By focusing on <\/span><strong style=\"font-size: 17px;\">practical and mutually beneficial initiatives<\/strong><span style=\"font-weight: 400; font-size: 17px;\">, Croatia and Taiwan can develop substantial relationships that sidestep official diplomatic hurdles.\u00a0<\/span><\/p><h2>What is the broader picture?<\/h2><p>Zagreb and Taipei have never meaningfully engaged at the political level. The Croatian government\u2019s emphasis on maintaining positive relations with the PRC remains the <strong>primary obstacle <\/strong>preventing officials from interacting with their Taiwanese counterparts. Although Croatia is less economically dependent on the PRC than some other European Union (EU) countries (with trade volume reaching <a href=\"https:\/\/www.bing.com\/ck\/a?!&amp;&amp;p=06ee05558fda06ecef45562280dfbdbb879e49e89379e89dbdace834cbdf0976JmltdHM9MTc3NTA4ODAwMA&amp;ptn=3&amp;ver=2&amp;hsh=4&amp;fclid=0f635b70-410b-6b3b-1351-4d8640f96a46&amp;u=a1aHR0cHM6Ly9vZWMud29ybGQvZW4vcHJvZmlsZS9iaWxhdGVyYWwtY291bnRyeS9jaG4vcGFydG5lci9ocnY&amp;ntb=1\" target=\"_blank\" rel=\"noopener\">EUR 148 million<\/a> in 2025), it has adhered to Beijing\u2019s version of the \u201c<a href=\"applewebdata:\/\/7C4D8759-B312-43C0-99E4-5E823ABD2333\/Five%20One-Chinas:%20The%20contest%20to%20define%20Taiwan%20-%20Lowy%20Institute\" target=\"_blank\" rel=\"noopener\">One China Principle<\/a>\u201d since 2008.<\/p><p>Additionally, Croatia\u2019s participation in the 16(14)+1 framework and the Belt and Road Initiative (BRI) reinforces a cross-party consensus in favor of a zero-sum relationship with the PRC, leaving little room for engagement with Taiwan.<\/p><p style=\"font-weight: 400;\">Therefore, the most promising avenues for cooperation lie in <strong>private-to-private engagement<\/strong>\u2014particularly in the drone industry.<\/p><p style=\"font-weight: 400;\">One of Croatia\u2019s\u00a0<a href=\"https:\/\/www.taiwaniacapital.com\/en\/news\/category\/news\/2026\/news260318\" target=\"_blank\" rel=\"noopener\">leading drone companies, Orqa,<\/a>\u00a0is engaging with Taiwanese partners to support the development of a <strong>non-Chinese UAV<\/strong> supply chain. Orqa specializes in First Person View (FPV) drones, UAV systems, and communication systems. Last year, they launched a Global Manufacturing Partnership Program, enabling them to collaborate with global manufacturing partners to increase production capacity to one <a href=\"https:\/\/resiliencemedia.co\/orqa-is-planning-to-distribute-drone-manufacturing-throughout-the-eu\/\" target=\"_blank\" rel=\"noopener\">million drones<\/a>. Orqa already sells to over 50 countries worldwide, <strong>including Taiwan.<\/strong> A Taiwanese venture capital firm, Taiwania Capital, has this year participated in raising\u00a0<a href=\"https:\/\/orqafpv.com\/news-details\/orqa-global-manufacturing-scale-up\" target=\"_blank\" rel=\"noopener\">12.7 million<\/a>\u00a0euros to support Orqa\u2019s further development and innovation.\u00a0<\/p><p style=\"font-weight: 400;\">In light of reports that Serbia\u2014Croatia\u2019s primary security concern\u2014<a href=\"https:\/\/www.nbcnews.com\/world\/europe\/nato-partner-serbia-admits-buying-chinese-missiles-photos-leaked-rcna263311\" target=\"_blank\" rel=\"noopener\">purchased<\/a> Chinese CM-400AKG hypersonic missiles last year amid broader militarization efforts supported by China, Croatia could use this opportunity to <strong>deepen defense industrial cooperation<\/strong> with Taiwan. As the EU and Taiwan ramp up drone cooperation, Croatian drone companies can use this opportunity to increase their production capacity, innovation capabilities, and market share through trusted, resilient supply chain networks.\u00a0<\/p><p style=\"font-weight: 400;\">People-to-people relations encompass cooperation in academia, tourism, cultural exchange, language, and civil society engagement. At present, these areas <strong>remain underdeveloped<\/strong> but are <strong>sufficiently non-sensitive to avoid serious opposition<\/strong> from China. Croatians know little about Taiwan and its history, and vice versa. Despite <strong>analogous characteristics<\/strong> and geopolitical challenges, Croatia and Taiwan remain <strong>like-minded partners<\/strong> who have yet to fully realize the potential of their cooperation. The University of Zagreb is the only university in Croatia to offer a class on\u00a0<a href=\"https:\/\/ceias.eu\/wp-content\/uploads\/2025\/12\/CEIAS_Partners-in-need_EU-Taiwan-relations_FINAL.pdf\" target=\"_blank\" rel=\"noopener\">East Asian Security<\/a>\u00a0in partnership with the Taipei Economic and Cultural Office in Vienna (which covers Croatia), and is among the few institutions offering opportunities for student exchange and Mandarin language study in Taiwan. However, through this inceptive academic exchange, much more can be cultivated. Taiwan\u2019s technological edge in semiconductors, manufacturing, AI, and overall technological innovation provides immense opportunities for Croatia to foster normative collaboration with trusted partners in these sensitive fields.\u00a0<\/p><p style=\"font-weight: 400;\">The <strong>tourism sector<\/strong> represents another viable cooperation prospect. With Croatia\u2019s tourism industry accounting for up to <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;url=https%3A%2F%2Fwww.easylink.cz%2Fmarket%2Fcroatia-market-overview%2F%23%3A~%3Atext%3DTourism%2520plays%2520a%2520vital%2520role%2CEurozone%2520and%2520the%2520Schengen%2520Area.&amp;ved=0CAEQ1fkOahcKEwjw6v_1odGTAxUAAAAAHQAAAAAQJQ&amp;opi=89978449\" target=\"_blank\" rel=\"noopener\">25 percent<\/a> of total GDP (including indirect contributions), and Taiwanese tourism to Europe increasing by <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;url=https%3A%2F%2Fadmin.taiwan.net.tw%2Fupload%2FcontentFile%2Fauser%2Fb%2Fannual_2019_htm%2Fen%2F01_3_Domestic-Travel.html%23%3A~%3Atext%3DIn%25202019%2C%2520Taiwanese%2520citizens%2520made%2Cand%2520the%2520US%2520(3.60%2525).&amp;ved=0CAEQ1fkOahcKEwjYqZSdmtGTAxUAAAAAHQAAAAAQHA&amp;opi=89978449\" target=\"_blank\" rel=\"noopener\">23.09 percent<\/a> in 2025, Croatia can capitalize on growing interest by strengthening its outreach and presence in Taiwan. Joint promotional campaigns, cultural exchanges, and the development of tailored travel packages could further stimulate Taiwanese arrivals. Strengthening <strong>tourism<\/strong> ties would not only <strong>boost<\/strong> <strong>economic<\/strong> <strong>gains<\/strong> but also <strong>foster deeper people-to-people connections<\/strong> between Croatia and Taiwan.<\/p><h2>Why is it important?<\/h2><p>Although political engagement between Croatia and Taiwan remains unlikely due to Croatia\u2019s prioritization of relations with the PRC, alternative avenues for cooperation are steadily gaining momentum. Private-sector partnerships, academic collaboration, and tourism initiatives offer viable pathways to deepen bilateral relations. Equally important is the potential for defense cooperation, particularly in drone technology, which can strengthen both countries\u2019 security and help create resilient, trusted supply chains.
