The request placed Japanese Prime Minister <strong>Sanae Takaichi<\/strong> in a difficult position, particularly as it came just ahead of a scheduled <strong>U.S.\u2013Japan summit in Washington<\/strong> that was originally intended to focus on issues such as supply chain security and Japanese investments.<\/p><p>Based on the outcome of the summit, the two sides appear to have found common ground in the Iranian question, with Takaichi <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260320_08\/\" target=\"_blank\" rel=\"noopener\">outlining<\/a> Japan\u2019s capabilities and limitations regarding the deployment of the <strong>Japanese Self-Defense Forces (JSDF)<\/strong> in the region. However, Tokyo should be wary that its constitutional constraints might not provide unshakeable grounds for declining involvement in Trump\u2019s plans.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>Over the past week, Trump has repeatedly expressed his expectation that Tokyo would provide military support to help secure shipping through the Strait of Hormuz, currently disrupted by Iranian regime in response to the joint U.S.\u2013Israeli attack. This has sparked intense debate within the Japanese government over the potential deployment of the JSDF, with <strong>Defense Minister Shinjiro Koizumi<\/strong> <a href=\"https:\/\/www.asahi.com\/ajw\/articles\/16427120\" target=\"_blank\" rel=\"noopener\">acknowledging<\/a> that, in general, <strong>\u201cprotecting vessels related to Japan is possible.\u201d<\/strong> However, Japan\u2019s <strong>legal framework does not readily permit the dispatch<\/strong> of its forces to an active combat zone.<\/p><p>Japan\u2019s <strong>pacifist constitution<\/strong>, which was introduced after World War II, significantly restricts the use of its military. The deployment of the JSDF to a battleground is permitted only in the case of a <strong>\u201csurvival-threatening situation,\u201d<\/strong> making <strong>direct participation<\/strong> in the conflict with Iran <strong>highly unlikely<\/strong>. Speculatively, Japan\u2019s heavy reliance on Middle Eastern oil (roughly <strong>90% of its imports<\/strong>) might qualify as such threat, although this interpretation would be politically and legally controversial. In addition, recent <a href=\"https:\/\/www.asahi.com\/ajw\/articles\/16424410\" target=\"_blank\" rel=\"noopener\">polling<\/a> indicates that around <strong>80% of Japanese disapprove<\/strong> of the war against Iran. Even Takaichi\u2019s strong parliamentary mandate might not be sufficient to override such public opposition.<\/p><p>Historically, the <strong>Middle East and Africa (MEA)<\/strong> region has been tied to key milestones in the gradual <strong>expansion of the JSDF\u2019s operational capabilities<\/strong>. This process began with the force\u2019s <strong>1991 <\/strong>deployment to the <strong>Persian Gulf<\/strong> for <strong>mine-clearing operations<\/strong> after <strong>the Gulf War<\/strong>, continued with a support role in the <strong>Afghanistan war after 2001<\/strong>, and culminated in the establishment of a <strong>permanent <\/strong><a href=\"https:\/\/japannews.yomiuri.co.jp\/politics\/defense-security\/20250821-276416\/\" target=\"_blank\" rel=\"noopener\"><strong>naval base<\/strong><\/a><strong> in Djibouti in 2011.<\/strong> Today, it remains Japan\u2019s <strong>only long-term overseas military base<\/strong>, hosting maritime destroyers, patrol aircraft and around <strong>400 personnel<\/strong>. Although their participation in the current conflict is unlikely, there could be further calls for action from Washington.<\/p><p>Nevertheless, despite tensions over the Iranian question, the summit was <strong>described as <\/strong><a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260321_02\/\" target=\"_blank\" rel=\"noopener\"><strong>successful<\/strong><\/a> in Japanese media. On March 19, the White House <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/03\/fact-sheet-president-donald-j-trump-strengthens-u-s-japan-alliance-for-the-benefit-of-all-americans\/\" target=\"_blank\" rel=\"noopener\">published<\/a> a list of <strong>U.S.\u2013Japan agreements<\/strong>, which were announced following Takaichi\u2019s meeting with Trump. The initiatives include strengthening <strong>energy security<\/strong> and expanding trusted <strong>supply chains for critical materials<\/strong>, in response to Chinese <a href=\"https:\/\/europeanvalues.cz\/en\/winning-without-fighting-chinas-trade-pressure-on-japan\/\" target=\"_blank\" rel=\"noopener\">export restrictions<\/a>, which affect both countries. Another key area is <strong>deterrence and defence cooperation<\/strong>, pledging to <strong>increase missile production and deployment<\/strong> in Japan. Notably, both countries reaffirmed their commitment to maintaining peace and stability across <strong>the Taiwan Strait<\/strong>, while also coordinating with third countries to mitigate threats from \u201cstrategic competitors and rogue states.\u201d<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>The episode has provoked tensions within the U.S.\u2013Japan alliance, where Washington\u2019s pressures clash with Japan\u2019s legal and political realities. Although Takaichi <strong>successfully deflected focus on Iran<\/strong> during her sit-down with Trump by leveraging strategic and investment agreements, the US immediately <a href=\"https:\/\/mainichi.jp\/english\/articles\/20260321\/p2g\/00m\/0in\/002000c\" target=\"_blank\" rel=\"noopener\"><strong>renewed<\/strong><\/a><strong> its calls for military assistance <\/strong>after the meeting.<\/p><p>More broadly, <strong>Trump\u2019s unpredictable moves<\/strong> raise <strong>doubts about his commitment to Indo-Pacific<\/strong> security. With the growing <a href=\"https:\/\/europeanvalues.cz\/en\/chinas-grip-tightens-around-taiwan-washington-sharpens-the-porcupine-spikes\/\" target=\"_blank\" rel=\"noopener\"><strong>threat<\/strong><\/a><strong> of Chinese aggression<\/strong> toward Taiwan, the long-term reliability of U.S. support is becoming a central question for the region.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: White House gallery Foto: White House gallery What is happening?
