The session focused on Internet governance and control, embracing using tools such as artificial intelligence (AI). Despite earlier hesitations <strong>Chinese leaders have now embraced AI in full, <\/strong>motivating Chinese Communist Party (CCP) officials to use the technology in all processes, from agriculture to the judiciary.<\/p><p>The timing coincides with the release of a new report from the Australian Strategic Policy Institute (ASPI): <a href=\"https:\/\/www.aspi.org.au\/report\/the-partys-ai-how-chinas-new-ai-systems-are-reshaping-human-rights\/\" target=\"_blank\" rel=\"noopener\">The party\u2019s AI: How China\u2019s new AI systems are reshaping human rights<\/a>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>According to the official <a href=\"https:\/\/tv.cctv.com\/2025\/11\/29\/VIDEUG8VIgMZWuWrOBHi65uz251129.shtml\" target=\"_blank\" rel=\"noopener\">readout<\/a>, Xi Jinping has warned that \u201conline chaos pollutes the social atmosphere and infringes upon the interests of the masses,\u201d stressing the need to \u201cresolutely crack down on it\u2026 (and) investigate weak links in internet ecosystem governance, and address shortcomings.\u201d<\/p><p>The statement suggests that while China faces <strong>similar challenges as governments all over the world<\/strong>, it is ready to address them in its own way.<\/p><p>Xi emphasized the need to deepen online dissemination of the Party\u2019s ideology, promote socialist core values, and create online content that is meaningful, engaging, and aligned with Party goals.<\/p><p>Noting that AI and big data present both <strong>new risks but also new opportunities<\/strong>, Xi called for strengthened cybersecurity and data-security mechanisms.<\/p><p>Unlike in the US or the EU, in China the concept of \u201cAI safety\u201d (\u4eba\u5de5\u667a\u80fd\u5b89\u5168) refers not to the protection of users, but to safeguarding regime security, political stability, and alignment with its core socialist values.<\/p><p>Xi also referenced \u201ccutting off internet chains\u201d and \u201cindustry chains,\u201d signaling <strong>tighter control over major digital platforms<\/strong>, entertainment algorithms, influencers, and the Multi-Channel Networks that manage them.<\/p><p>On the international stage, Xi reaffirmed China\u2019s ambition to build a \u201ccommunity with a shared future in cyberspace,\u201d expand global communication networks, and use the internet to \u201ctell China\u2019s story well\u201d \uff08\u8b1b\u597d\u4e2d\u570b\u6545\u4e8b\uff09 \u2014 a key phrase linked to China\u2019s external propaganda strategy.<\/p><p>Meanwhile, the new ASPI report underlines how emerging AI systems increasingly automate censorship and narrative-shaping, reducing the need for human censors and further consolidating the CCP\u2019s control of information flows.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>In other words, China is preparing to\u00a0<strong>further tighten control<\/strong>\u00a0over its domestic cyberspace using advanced AI tools. This includes reshaping content ecosystems, policing influencers, and eliminating what the Party calls \u201clow-quality content\u201d \u2014 a term that often includes\u00a0<strong>criticism, dissent, satire, and independent commentary<\/strong>.<\/p><p>Internationally, the same AI-driven tools will strengthen China\u2019s ability to\u00a0<strong>expand its influence, shape narratives abroad, and present a curated image of the country<\/strong>.<\/p><p>These developments offer important insights into Beijing\u2019s <strong>global digital ambitions<\/strong>.
