On <strong>November 7<\/strong>, Japan\u2019s <strong>Prime Minister Sanae Takaichi<\/strong> <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/backstories\/4400\/\" target=\"_blank\" rel=\"noopener\">stated<\/a> during a session of the Lower House Budget Committee that <strong>any Taiwan contingency<\/strong> involving the <strong>use of military force<\/strong> could <strong>threaten Japan&#8217;s survival<\/strong>. Under the <a href=\"https:\/\/eastasiaforum.org\/2015\/11\/02\/proactive-diplomacy-for-peace-under-japans-new-security-legislation\/\" target=\"_blank\" rel=\"noopener\">2015 legislation<\/a> on collective self-defense, this could become a basis for <strong>Japan\u2019s involvement in the defense<\/strong> <strong>of<\/strong> <strong>Taiwan<\/strong>. Since <strong>the People\u2019s Republic of<\/strong> <strong>China<\/strong> considers <strong>Taiwan part of its territory<\/strong>, despite never having controlled it, Beijing reacted fiercely to Takaichi\u2019s address, including offensive statements from its <strong>wolf warrior <\/strong><strong>diplomats<\/strong>. Tokyo has been trying to manage the situation, but the fire that has been ignited will be very challenging to put out.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>China has reacted on several fronts. It has <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/16\/china-sends-coast-guard-to-senkaku-islands-amid-row-with-japan\" target=\"_blank\" rel=\"noopener\"><strong>sent<\/strong><\/a><strong> its coast guard<\/strong> into the disputed waters of the <strong>Senkaku Islands<\/strong>, which are controlled by Japan, and <strong>flown military drones<\/strong> past outlying Japanese territory. It has also <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/backstories\/4400\" target=\"_blank\" rel=\"noopener\">advised<\/a> its citizens to <strong>avoid traveling to Japan<\/strong> and <strong>urged caution<\/strong> for those considering <strong>studying there<\/strong>. In addition, it <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251119_B10\/\" target=\"_blank\" rel=\"noopener\"><strong>suspended<\/strong><\/a><strong> imports<\/strong> of Japanese <strong>marine products<\/strong>, and the release of selected <strong>popular Japanese films<\/strong> has been <a href=\"https:\/\/www.bbc.com\/news\/articles\/c93d08jg383o\" target=\"_blank\" rel=\"noopener\"><strong>postponed<\/strong><\/a>. The Chinese side also abruptly <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251116_13\/\" target=\"_blank\" rel=\"noopener\">postponed<\/a> the publication of the results of the annual <strong>Japan\u2013China opinion poll<\/strong> conducted in both countries.<\/p><p>On the <strong>diplomatic front<\/strong>, the Chinese Foreign Ministry <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251114_06\/\" target=\"_blank\" rel=\"noopener\"><strong>summoned<\/strong><\/a><strong> the Japanese ambassador<\/strong> <strong>Kenji Kanasugi<\/strong> to demand a retraction of Takaichi\u2019s remark, which <strong>Vice Foreign Minister Sun Weidong (<\/strong><strong>\u5b6b\u885b\u6771<\/strong><strong>)<\/strong> described as <strong>extremely malicious,<\/strong> undermining the political foundation of China\u2013Japan relations and deeply hurting the sentiments of 1.4\u202fbillion Chinese people who will never tolerate it. <strong>Chinese Foreign Ministry spokesperson Mao Ning (<\/strong><strong>\u6bdb\u5be7<\/strong><strong>)<\/strong> <a href=\"https:\/\/www.facebook.com\/61573130600577\/posts\/eighty-years-on-militarism-must-never-be-revived-in-japan-the-post-wwii-internat\/122158906838771020\/\" target=\"_blank\" rel=\"noopener\">declared<\/a> that, 80 years after the end of World War\u202fII, \u2018militarism must never be revived in Japan.\u2019 The biggest outcry in Japan was caused by <strong>Xue Jian (<\/strong><strong>\u859b\u528d)<\/strong><strong>, the Chinese Consul-General in Osaka<\/strong>, who has been <a href=\"https:\/\/www.ceskatelevize.cz\/porady\/1097181328-udalosti\/225411000101118\/cast\/1152054\/\" target=\"_blank\" rel=\"noopener\">described<\/a> as one of China\u2019s so-called <strong>\u2018wolf warrior\u2019 <\/strong><strong>diplomats<\/strong>, known for their aggressive rhetoric. He <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/backstories\/4400\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> on his social media in response to Takaichi: <strong>\u2018Your dirty, intruding neck must be cut off without a moment\u2019s hesitation. Are you ready for that?\u2019<\/strong><\/p><p>Japan&#8217;s <strong>Vice Foreign Minister Takehiro Funakoshi<\/strong> <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251115_05\/\" target=\"_blank\" rel=\"noopener\">summoned<\/a> <strong>China\u2019s Ambassador to Japan, Wu Jianghao <\/strong>(\u5433\u6c5f\u6d69), to lodge a strong protest, calling the social media post \u2018<strong>extremely inappropriate.\u2019<\/strong> Japanese politicians across the political spectrum have called for measures against the Consul-General, including <strong>deportation<\/strong>. <strong>Takaichi <\/strong>later <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251114_06\" target=\"_blank\" rel=\"noopener\">clarified<\/a> that her remark was made under the assumption of a <strong>worst-case scenario<\/strong> and does not change the government\u2019s existing position. Japan&#8217;s <strong>Foreign Minister Toshimitsu Motegi<\/strong> <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251115_05\/\" target=\"_blank\" rel=\"noopener\">added<\/a> that the remark <strong>did not violate international law<\/strong> and that there is <strong>no need to retract it<\/strong>.<\/p><p>China is Japan\u2019s <strong>largest trading partner<\/strong>, and Japanese businesses connected to the areas mentioned above, such as <strong>tourism, education, and fisheries,<\/strong> quickly began feeling the tensions. To support Japan, <strong>Taiwan<\/strong> has <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251121_22\/\" target=\"_blank\" rel=\"noopener\">lifted<\/a> <strong>all remaining import restrictions<\/strong> on Japanese food products that were imposed after the 2011 Fukushima Daiichi nuclear power plant accident. <strong>Chief Cabinet Secretary Minoru Kihara<\/strong> <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/backstories\/4400\/\" target=\"_blank\" rel=\"noopener\">stated<\/a> that China\u2019s announcements regarding travel and study in Japan undermine the people-to-people exchanges that leaders of both countries have agreed to promote. He also <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251118_12\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that Japan <strong>remains open to dialogue<\/strong> with China. Meanwhile, Japan&#8217;s <strong>Ministry of Education, Culture, Sports, Science and Technology <\/strong><a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251118_25\/\" target=\"_blank\" rel=\"noopener\">warned<\/a> Japanese nationals based in China to take <strong>safety precautions<\/strong>, such as avoiding going out alone and being mindful of what they say and how they behave when interacting with locals.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>Japan and China normalized their post\u2013WWII relations by signing the <a href=\"https:\/\/www.mofa.go.jp\/region\/asia-paci\/china\/joint72.html\" target=\"_blank\" rel=\"noopener\">Japan\u2013China Joint Communiqu\u00e9<\/a> in <strong>1972<\/strong>, which states that <strong>Japan \u201cfully understands and respects\u201d<\/strong> China\u2019s position that <strong>Taiwan is an \u201cinalienable part\u201d<\/strong> of its territory. Following the communiqu\u00e9, Japan <strong>severed official diplomatic relations<\/strong> with the Republic of China on Taiwan, but the wording allowed Tokyo to maintain unofficial ties flexibly. Beijing is now citing the 1972 agreement as proof that Tokyo recognizes Taiwan as an internal matter of China.<\/p><p>Additionally, <a href=\"https:\/\/japan.kantei.go.jp\/constitution_and_government_of_japan\/constitution_e.html\" target=\"_blank\" rel=\"noopener\">Article 9<\/a> of the Japanese Constitution <strong>renounces the use of force<\/strong> as a means of settling international disputes and commits Japan to not maintaining a military, which is why it only has the so-called <strong>Japan Self-Defense Forces (SDF) <\/strong>to protect its own territory. However, the <a href=\"https:\/\/eastasiaforum.org\/2015\/11\/02\/proactive-diplomacy-for-peace-under-japans-new-security-legislation\/\" target=\"_blank\" rel=\"noopener\">2015 legislation<\/a> permits the SDF to use force for so-called <strong>collective self-defense<\/strong> in cases such as an <strong>armed attack against a foreign country that has a close relationship<\/strong> with Japan, when the attack <strong>threatens Japan\u2019s survival<\/strong>, and when <strong>no other appropriate means are available<\/strong>. This is why Tokyo <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251115_05\/\" target=\"_blank\" rel=\"noopener\">argues<\/a> that Takaichi&#8217;s remark did not deviate from Japan&#8217;s position regarding Taiwan.<\/p><p>The Taiwan contingency is one of the <strong>biggest threats to peace<\/strong> in the Indo-Pacific, although its consequences would also have a significant <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2024-01-09\/if-china-invades-taiwan-it-would-cost-world-economy-10-trillion\" target=\"_blank\" rel=\"noopener\">impact<\/a> on the rest of the world. <strong>Chinese President Xi Jinping<\/strong> has <a href=\"https:\/\/www.war.gov\/News\/News-Stories\/Article\/article\/4150802\/chinas-military-buildup-threatens-indo-pacific-region-security\/\" target=\"_blank\" rel=\"noopener\">ordered<\/a> the People\u2019s Liberation Army to be <strong>ready to invade Taiwan by 2027<\/strong>, which is also why <strong>former Japanese Prime Minister Fumio Kishida<\/strong> has <a href=\"https:\/\/japan.kantei.go.jp\/101_kishida\/statement\/202303\/_00018.html\" target=\"_blank\" rel=\"noopener\">said<\/a> that <strong>\u201cUkraine may be the East Asia of tomorrow.\u201d<\/strong> The potential involvement of regional players in the Taiwan contingency is a sensitive issue that most officials are trying to avoid. Consequently, it seems <strong>unlikely<\/strong> that Japan\u2013China tensions will ease anytime soon, especially since relations were tense even before Takaichi\u2019s remark.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: Pixabay Foto: Pixabay What is happening?
