The main target is the\u00a0<strong>Zion Protestant Church (<\/strong><strong>\u932b\u5b89\u6559\u6703)<\/strong>, an underground (or \u201chouse\u201d) church founded by Pastor<strong> Mingri \u201cEzra\u201d Jin (<\/strong><strong>\u91d1\u660e\u65e5)<\/strong>. Jin was detained at his home in Beihai, Guangxi Province, and is now held at Beihai City No. 2 Detention Center under suspicion of \u201cillegal use of information networks.\u201d\u00a0<\/p><p>The Zion Church is widely considered one of China\u2019s largest underground Christian congregations. Its predominantly online operations have made it more visible and vulnerable under recent legislation tightening control over religious practice and online speech. The detentions drew condemnation from U.S. officials, <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2025\/10\/detention-of-zion-house-church-leaders-in-china\" target=\"_blank\" rel=\"noopener\">including<\/a> Secretary of State\u00a0Marco Rubio.\u00a0<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>The People\u2019s Republic of China\u2019s Constitution nominally protects freedom of religious belief but restricts it to \u201cnormal religious activities,\u201d without defining what \u201cnormal\u201d means. In practice, all recognized faiths\u2014Buddhism, Taoism, Islam, Protestantism, and Catholicism\u2014must align with CCP ideology under policies of \u201cSinicization.\u201d Unregistered groups, such as <strong>independent \u201chouse churches,\u201d<\/strong> are considered <strong>illegal<\/strong>. Registered Protestant congregations fall under the Three-Self Patriotic Movement (\u4e09\u81ea\u611b\u570b\u904b\u52d5), while Catholic churches report to the Chinese Catholic Patriotic Association (\u4e2d\u570b\u5929\u4e3b\u6559\u611b\u570b\u6703), both <strong>overseen by the Chinese Communist Party\u2019s United Front Work Department<\/strong>.<\/p><p>Despite the government\u2019s control, the <strong>number of Christians in China is not insignificant<\/strong>. <a href=\"https:\/\/www.china-zentrum.de\/fileadmin\/PDF-Dateien\/E-Journal_RCTC\/2025\/RCTC_2025-2._19_-_42_Wenzel-Teuber_-_Statistics_on_Religion_and_Churches_in_East_Asia_and_in_the_People_s_Republic_of_China_-_Update_for_the_Year_2024.pdf#nameddest=4\" target=\"_blank\" rel=\"noopener\">Official data<\/a> count around 38 million Protestants and 6 million Catholics in China. However, unofficial estimates, which include members of unregistered congregations, <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/23780231241310469\" target=\"_blank\" rel=\"noopener\">suggest<\/a> the real numbers may be much higher.<\/p><p>The Zion Church was established in 2007 in Beijing by Mingri \u201cEzra\u201d Jin, a pastor formerly associated with a state-registered church. Initially small, it grew into <strong>one of China\u2019s most prominent urban house churches<\/strong>, holding services in an office building and later expanding to dozens of cities across China. In 2018, Beijing authorities shut down its main venue after the church refused to install CCTV cameras. Jin was placed under surveillance and issued a travel ban. Despite harassment and official pressure, the church continued to operate discreetly and later moved most of its activity online. During the COVID-19 pandemic, Zion Church\u2019s online services attracted thousands of new followers. By 2025, the network <a href=\"https:\/\/www.rfa.org\/english\/china\/2025\/10\/13\/jin-mingri-zion-church\/\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> included around 5,000 regular worshippers across 40\u201350 cities.<\/p><p>Earlier this year, China enacted new <a href=\"https:\/\/www.chinalawtranslate.com\/internet-religious-information\/\" target=\"_blank\" rel=\"noopener\"><strong>Regulations on Religious Affairs Online<\/strong><\/a><strong> (<\/strong>\u4e92\u806f\u7db2\u5b97\u6559\u4fe1\u606f\u670d\u52d9\u7ba1\u7406\u8fa6\u6cd5), further restricting digital worship. The rules require all online religious content to be approved by authorities and led only by government-registered clergy. Foreign nationals are explicitly banned from engaging in unapproved religious activities.<\/p><p>Pastor Jin\u2019s charge of \u201cillegal use of information networks\u201d reflects these changes, as the phrase is increasingly used to criminalize online religious organizations and the dissemination of sermons outside state control. Convictions under this offense can carry sentences of up to seven years of imprisonment.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>The renewed suppression of the Zion Church illustrates the CCP\u2019s tightening grip on independent civil society. While religion remains officially recognized, any group operating outside Party supervision is perceived as a potential challenge to state authority.<\/p><p>A Zion Church spokesperson <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cx2pez2vg8wo\" target=\"_blank\" rel=\"noopener\">noted<\/a> that \u201cthe church was well known and organized, and it may have reached a level of visibility that made authorities nervous about independent social entities they do not control.\u201d<\/p><p>This episode fits into a broader pattern under Xi Jinping\u2019s leadership, which seeks to consolidate ideological control over religion, media, and cyberspace.
