However, the underlying reasons that sparked the debate in the first place, primarily concerns about <strong>China, Russia, and North Korea,<\/strong> have not gone away, and so cooperation between Japan and NATO continues to deepen even without the liaison office.\u00a0<\/p><p>Since Russia\u2019s full-scale <strong>invasion of Ukraine in 2022<\/strong>, which followed shortly after the \u201c<strong>no-limits friendship\u201d<\/strong> declaration between <strong>Moscow<\/strong> and <strong>Beijing<\/strong>, Japan has dramatically increased its defense spending and sought closer ties with NATO and its member states. The most recent <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/10\/01\/japan\/atlantic-eagles-fighter-jet\/\" target=\"_blank\" rel=\"noopener\">example<\/a> is the <strong>\u201cAtlantic Eagles\u201d mission<\/strong>, during which four Japanese fighter jets (F-15Js), supported by two refueling aircraft, two transport planes, and <strong>180 personnel<\/strong>, were deployed to the United States and then, for <strong>the first time<\/strong>, continued to Canada and Europe \u2014 specifically the United Kingdom and Germany.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>The mission took place from September 14 to October 1, with the aim of demonstrating the <strong>long-distance operational capabilities<\/strong> of Japan\u2019s Air Self-Defense Force, showcasing NATO\u2019s support for partner countries, and deepening cooperation. Japan\u2019s Defense Minister <strong>Gen Nakatani<\/strong> <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/10\/01\/japan\/atlantic-eagles-fighter-jet\/\" target=\"_blank\" rel=\"noopener\">described<\/a> the mission as embodying the <em>\u201cshared recognition that the security of the Euro-Atlantic and Indo-Pacific regions is inseparable and interrelated.\u201d<\/em> He was referring, among other issues, to joint China\u2013Russia naval exercises near Japanese waters, North Korean troops fighting in Ukraine, and China\u2019s <a href=\"https:\/\/www.bbc.com\/news\/60571253\" target=\"_blank\" rel=\"noopener\">material support<\/a> for Russia in its war against Ukraine.<\/p><p>The \u201cAtlantic Eagles\u201d mission is just the latest example of Tokyo\u2019s increasingly proactive approach toward NATO. Earlier this year, Japan <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/why-has-japan-deployed-fighter-jets-to-nato-bases-in-the-us-canada-and-europe\/\" target=\"_blank\" rel=\"noopener\">launched<\/a> its <strong>first independent mission<\/strong> to NATO at the Alliance\u2019s Brussels headquarters, to develop a more efficient partnership. In April, NATO Secretary General <strong>Mark Rutte<\/strong> visited Japan and met with Prime Minister <strong>Shigeru Ishiba<\/strong> to <a href=\"https:\/\/www.politico.com\/newsletters\/national-security-daily\/2025\/10\/01\/russia-struggling-in-the-mediterranean-sea-00590597\" target=\"_blank\" rel=\"noopener\">discuss<\/a> ways to further enhance cooperation.<\/p><p>In the summer, the <strong>UK and Japan<\/strong> conducted <strong>joint naval exercises<\/strong> to improve interoperability and flexibility. Following the drills, elements of the UK\u2019s Carrier Strike Group 25, led by the <strong>Prince of Wales aircraft carrier<\/strong>, docked in Japan between August 12 and September 2.<\/p><p>Japan\u2019s cooperation with European countries, however, extends <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/why-has-japan-deployed-fighter-jets-to-nato-bases-in-the-us-canada-and-europe\/\" target=\"_blank\" rel=\"noopener\">beyond<\/a> military exercises. <strong>Tokyo and Brussels<\/strong> are preparing to launch the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_25_1890\" target=\"_blank\" rel=\"noopener\">EU\u2013Japan Defence Industry Dialogue<\/a>, building on the existing <a href=\"https:\/\/www.eeas.europa.eu\/sites\/default\/files\/documents\/2024\/EU-Japan%20Security%20and%20Defence%20Partnership.pdf\" target=\"_blank\" rel=\"noopener\">EU\u2013Japan security and defense agreement<\/a>. This cooperation also includes ambitious defense industry projects such as the <strong>Global Combat Air Programme<\/strong> between Japan, the UK, and Italy to develop a sixth-generation fighter aircraft, and a <strong>Japan\u2013France\u2013Germany<\/strong> initiative to <a href=\"https:\/\/thedefensepost.com\/2024\/06\/04\/japan-railgun-france-germany\/\" target=\"_blank\" rel=\"noopener\">develop<\/a> an electromagnetic railgun.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>At a time when <strong>Washington<\/strong> is seeking to <strong>reduce its military presence<\/strong> abroad and <strong>US President Donald Trump\u2019s<\/strong> administration remains relatively unpredictable, it is <a href=\"https:\/\/europeanvalues.cz\/en\/security-triangle-between-the-u-s-japan-and-europe\/\" target=\"_blank\" rel=\"noopener\">essential<\/a> for Indo-Pacific and Euro-Atlantic democracies to develop security cooperation that is <strong>less dependent<\/strong> on the US.<\/p><p>The <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/10\/01\/japan\/atlantic-eagles-fighter-jet\/\" target=\"_blank\" rel=\"noopener\">objectives<\/a> of the activities described above are to <strong>strengthen deterrence<\/strong> against China and Russia, build <strong>new security partnerships<\/strong>, and <strong>signal readiness<\/strong> and resolve in the face of shared security challenges. This does not mean that Japan is calling for European \u201cboots on the ground\u201d in the event of a regional conflict. Rather, Tokyo <a href=\"https:\/\/thediplomat.com\/2025\/04\/japan-and-europe-should-forge-ahead-with-their-own-alliance-without-the-us\/?fbclid=IwY2xjawJoXLVleHRuA2FlbQIxMQABHhEUPSJq-bn7qn6896Dmi0IvnqcZ0kDAahVYziq4-m8bdtXfFblPV5zoGga2_aem_3mYpxTw3gbqM-a-qu6pK-g\" target=\"_blank\" rel=\"noopener\">seeks<\/a> practical and mutually <strong>beneficial cooperation<\/strong> in areas such as cyber defense, space security, strategic communications, and defense-industrial collaboration.<\/p><p>Japan has also been active with partners in Southeast Asia, South Asia, and among the Pacific Island states through its <strong>One Cooperative Effort Among Nations (OCEAN) <\/strong>concept, which <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/why-has-japan-deployed-fighter-jets-to-nato-bases-in-the-us-canada-and-europe\/\" target=\"_blank\" rel=\"noopener\">aims<\/a> to promote and sustain a <strong>free and open Indo-Pacific<\/strong>. Under its <strong>Official Security Assistance<\/strong> <strong>(OSA)<\/strong> framework, Tokyo <a href=\"https:\/\/thediplomat.com\/2025\/04\/japan-and-europe-should-forge-ahead-with-their-own-alliance-without-the-us\/?fbclid=IwY2xjawJoXLVleHRuA2FlbQIxMQABHhEUPSJq-bn7qn6896Dmi0IvnqcZ0kDAahVYziq4-m8bdtXfFblPV5zoGga2_aem_3mYpxTw3gbqM-a-qu6pK-g\" target=\"_blank\" rel=\"noopener\">provides<\/a> military capacity-building support to partner countries. In addition, Japan positions itself as a bridge between regional institutions such as <strong>ASEAN<\/strong> and strategic groupings such as the <strong>Quad<\/strong>.<\/p><p>Tokyo recognizes that to ensure its own <strong>national security<\/strong>, it must proactively contribute to <strong>regional stability<\/strong> and the reinforcement of a <strong>rules-based international order<\/strong> worldwide. And if deepening cooperation with NATO allies continues successfully, it could eventually reopen discussion on establishing a NATO Liaison Office in Tokyo, which would not only <strong>enhance Japanese public understanding of NATO<\/strong> but also <strong>broaden the Alliance\u2019s perspective<\/strong> on the Indo-Pacific.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>What is happening?
