Taiwan\u2019s representative to Poland, Jeff Liu (\u5289\u6c38\u5065; Liu Yung-chien), attended the signing ceremony, which underscored Taiwan\u2019s growing engagement with Central and Eastern Europe in the defense sector, a trend shaped by <strong>regional security concerns and shared democratic values<\/strong>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>Now in its thirty-third year, the MSPO held from September 2 to 5 in Kielce, Poland, has drawn nearly 800 defense companies representing 34 countries. It is ranked as <a href=\"https:\/\/www.fair-point.com\/en\/blog\/the-biggest-defence-trade-fairs-in-the-world?id=94\" target=\"_blank\" rel=\"noopener\">the third-largest<\/a> defense industry fair in Europe after its counterparts in France and United Kingdom. Under the MOUs signed during the fair, Taiwan will provide <strong>technology and components<\/strong>, Ukraine will contribute <strong>research and development<\/strong>, and Poland will <strong>share its expertise<\/strong> in the field. Representative Liu emphasized that Taiwan has consistently supported like-minded democracies and hopes the three parties will deepen their cooperation to jointly promote peace, security, and <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202509030309.aspx\" target=\"_blank\" rel=\"noopener\">democratic values<\/a>.<\/p><p>On the MSPO floor, Polish buyers aren\u2019t browsing abstractions; they are <strong>price-checking attritable airframes and China-free subsystems<\/strong> made urgent by Russia\u2019s aggression in Ukraine. That immediacy explains why <strong>Europe\u2014especially Poland\u2014has become Taiwan\u2019s front door for drones<\/strong>: in <strong>H1 2025, exports reached 11.89 million USD, a stunning 749 percent <\/strong><a href=\"https:\/\/focustaiwan.tw\/business\/202507270006?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">increase<\/a><strong> year-over-year, with Poland accounting for approximately 6.48 million USD (54 percent)<\/strong>, vaulting to the top spot ahead of the U.S. and Germany. Those numbers turn fairs like MSPO into deal rooms, not just showrooms.<\/p><p>The <strong>pipeline runs both ways<\/strong>. In <strong>Chiayi<\/strong>, Taiwan\u2019s <strong>Asia UAV AI Innovation Application R&amp;D Center<\/strong> <a href=\"https:\/\/www.cyhg.gov.tw\/en\/News_Content.aspx?n=85&amp;s=249130\" target=\"_blank\" rel=\"noopener\">has evolved<\/a> into a living lab where delegations\u2014from Baltic lawmakers to EU officials\u2014see flight testing, certification, and training up close. This \u201cstreet level\u201d of pilots, maintainers, and SMEs is how MOUs mature into orders and support contracts.<\/p><p>Underneath the headlines <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2025\/07\/28\/2003841024\" target=\"_blank\" rel=\"noopener\">sits<\/a> an industrial thesis: build a <strong>\u201cnon-Red\u201d (China-free) UAV supply chain<\/strong> and scale it through transatlantic demand. Analyses <a href=\"https:\/\/www.9dashline.com\/article\/a-missing-link-taiwans-drone-innovation-needs-europes-support\" target=\"_blank\" rel=\"noopener\">urge<\/a> Europe to bring Taiwan into <strong>Readiness 2030<\/strong> tooling\u2014<strong>joint procurement, standards work, and SAFE-backed financing<\/strong>\u2014as a politically feasible path that de-risks Europe\u2019s own drone supply while anchoring Taiwan in European programs.<\/p><p>In recent years, Taiwan has begun to <strong>cautiously expand<\/strong> its defense industry cooperation with Europe, with Central and Eastern Europe (CEE) emerging as a particularly promising arena. A landmark example was the memorandum of understanding signed between the Taiwan Defense Industry Development Association (TW-DIDA) and the Czech-Taiwanese Business Chamber in <a href=\"https:\/\/taiwanchamber.cz\/about-us\/our-news\/293-a-memorandum-of-understanding-inked-between-the-taiwan-defense-industry-development-association-and-the-czech-taiwanese-business-chamber\" target=\"_blank\" rel=\"noopener\">2021<\/a>, signaling an early effort to institutionalize channels for bilateral defense-industrial dialogue.<\/p><p>Alongside these bilateral and trilateral initiatives, Taiwan has also sought to engage with Europe on broader strategic platforms. After a seven-year absence, Taiwan made a <strong>high-profile return<\/strong> to the Munich Security Conference (MSC) in 2023, highlighting its defense challenges, including <strong>delays in arms deliveries<\/strong> and the<strong> need to expand asymmetric capabilities<\/strong>. Its participation was widely seen as timely and as a signal of Taiwan\u2019s determination to contribute to global security debates. However, Taiwan\u2019s absence from MSC 2024 was notable, given growing European interest in Taiwan\u2019s security and cross-strait stability. Observers considered this a <a href=\"https:\/\/topics.amcham.com.tw\/2024\/03\/central-and-eastern-europe-ripe-for-taiwan-defense-cooperation\/\" target=\"_blank\" rel=\"noopener\">missed opportunity<\/a>.<\/p><p>In 2025, Taiwan\u2019s return, led by Audrey Tang (\u5510\u9cf3), a former Minister of Digital Affairs and the country\u2019s first transgender cabinet member, widely recognized for her expertise in digital governance, open data, and civic technology, underscored the potential to broaden cooperation into <a href=\"https:\/\/www.roc-taiwan.org\/demuc\/post\/5600.html\" target=\"_blank\" rel=\"noopener\"><strong>digital and cyber resilience<\/strong><\/a><strong>.<\/strong><\/p><p>Still, <strong>substantial barriers remain<\/strong>, as many member states are reluctant to jeopardize their economic ties with China, and many CEE defense <strong>companies hesitate to engage openly with Taiwan<\/strong> due to their countries\u2019 respective one-China policies. Analysts also point to a broader lack of \u201c<a href=\"https:\/\/topics.amcham.com.tw\/2024\/03\/central-and-eastern-europe-ripe-for-taiwan-defense-cooperation\/\" target=\"_blank\" rel=\"noopener\">Taiwan literacy<\/a>\u201d across Europe; nevertheless, CEE offers opportunities for collaboration. Taiwan\u2019s steady presence at international security forums suggests that, despite constraints, there is gradual momentum for closer, if still carefully calibrated, cooperation.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>The <strong>opportunity <\/strong>for Taiwan and CEE to cooperate on drones is practical and near-term: use CEE demand and battlefield-proven R&amp;D to <strong>scale a China-free UAV ecosystem<\/strong>, linking Taiwan\u2019s component depth to European procurement and standards. The <strong>risk<\/strong> is inertia\u2014without <strong>EU instruments (Readiness 2030\/SAFE)<\/strong>, Taiwan\u2019s surge could stall at small-batch exports.
