According to Solomon Islands Prime Minister Jeremiah Manele, whose government will host this year\u2019s Forum, the exclusion is framed as part of an \u201congoing review\u201d of each country\u2019s <a href=\"https:\/\/focustaiwan.tw\/politics\/202508120011\" target=\"_blank\" rel=\"noopener\">relationship<\/a> with the Pacific. Opposition voices within the Solomon Islands, however, <a href=\"https:\/\/www.reuters.com\/world\/china\/solomon-islands-blocks-us-china-taiwan-pacifics-top-political-meet-2025-08-07\/\" target=\"_blank\" rel=\"noopener\">contend<\/a> that the decision is less the outcome of bureaucratic procedure and more a response to <strong>geopolitical pressures<\/strong> linked to China and Taiwan.<\/p><h2>\u00a0<\/h2><h2>What is the Broader Picture?<\/h2><p>The exclusion extends not only to Taiwan but also to all other external dialogue partners, including the United States, China, the European Union, and others. This broader exclusion is widely interpreted as an attempt by PIF leaders to forestall potential <a href=\"https:\/\/asia.nikkei.com\/politics\/international-relations\/china-us-and-taiwan-locked-out-of-pacific-islands-forum-meeting\" target=\"_blank\" rel=\"noopener\">diplomatic fallout<\/a> that might have arisen had Taiwan alone been excluded from this year\u2019s Forum.<\/p><p>Even prior to the 2025 Forum, China\u2019s efforts to <strong>marginalize Taiwan<\/strong> within the Pacific Islands Forum were already apparent. During the 2024 Forum, references to Taiwan were deliberately removed from the Forum\u2019s Communiqu\u00e9. The original document, which stated that leaders had <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2024\/09\/01\/2003823090\" target=\"_blank\" rel=\"noopener\">reaffirmed<\/a> the 1992 decision that opened the door to Taiwan\u2019s participation in the Forum as a <strong>development partner<\/strong>, was taken down and republished without the reference to Taiwan, reportedly after objections by a Chinese <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/30\/pacific-islands-forum-communique-taken-down-after-chinese-envoy-calls-taiwan-reference-unacceptable\" target=\"_blank\" rel=\"noopener\">envoy<\/a>.\u00a0 Thus, since last year, media reports have <a href=\"https:\/\/focustaiwan.tw\/politics\/202508120011\" target=\"_blank\" rel=\"noopener\">suggested<\/a> that the Solomon Islands, China\u2019s <a href=\"https:\/\/thediplomat.com\/2025\/01\/erasing-taiwan-implications-of-a-growing-china-solomon-islands-partnership\/\" target=\"_blank\" rel=\"noopener\"><strong>closest security ally<\/strong><\/a> <strong>\u00a0<\/strong>in the Pacific, which broke off diplomatic ties with Taipei in favor of Beijing in 2019, would seek to exclude Taiwan from the 2025 PIF due to Chinese pressure.<\/p><p>The\u00a0Pacific Islands Forum (PIF)\u00a0was established in 1971 as the\u00a0South Pacific Forum, founded by Australia, the Cook Islands, Fiji, Nauru, New Zealand, Tonga, and Samoa (then Western Samoa). Its creation reflected the recognition among these states of the need for a dedicated regional mechanism to address the most pressing political, economic, and developmental challenges confronting the Pacific at the time. Since then, it has evolved into the preeminent intergovernmental organization in the region, serving as its highest-level political and economic forum. The annual forum and its issues are <a href=\"https:\/\/forumsec.org\/pacific-islands-forum\" target=\"_blank\" rel=\"noopener\">based on the meetings<\/a> of the Economic Ministers, Foreign Ministers, Trade Ministers, Women Leaders, Smaller Islands States Leaders Meeting and Forum Officials Committees. The Forum encompasses\u00a018 member states and cooperates with over 20 dialogue partners.<\/p><p>For more than three decades, Taiwan has held the status of <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/30\/pacific-islands-forum-communique-taken-down-after-chinese-envoy-calls-taiwan-reference-unacceptable\" target=\"_blank\" rel=\"noopener\">development partner<\/a> of the Pacific Islands Forum (PIF), actively <strong>contributing to regional cooperation<\/strong> through <a href=\"https:\/\/forumsec.org\/publications\/taiwanrepublic-china-provides-funding-support-pacific-islands-forum-secretariat\" target=\"_blank\" rel=\"noopener\">financial assistance<\/a>, <a href=\"https:\/\/forumsec.org\/publications\/taiwanrepublic-china-and-pacific-islands-forum-secretariat-sign-cooperation-agreement\" target=\"_blank\" rel=\"noopener\">scholarship programs<\/a>, and <a href=\"https:\/\/forumsec.org\/publications\/pacific-sdgs-roadmap-development-and-implementation-project-receives-funding\" target=\"_blank\" rel=\"noopener\">project implementation assistance<\/a>, and the work of its <a href=\"https:\/\/europeanvalues.cz\/en\/taiwan-can-help-exploring-banana-diplomacy-in-fiji\/\" target=\"_blank\" rel=\"noopener\">Taiwan Technical Missions<\/a>\u00a0 (TTMs) under the <a href=\"https:\/\/www.icdf.org.tw\/wSite\/ct?xItem=41590&amp;ctNode=31572&amp;mp=2\" target=\"_blank\" rel=\"noopener\">International Cooperation Development Fund<\/a> (ICDF) operating not only in Taiwan\u2019s three remaining diplomatic allies in the Pacific but also across other states in the region.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>The incident underscores the Forum\u2019s increasingly <strong>contested position<\/strong> as the principal arena for regional diplomacy, highlighting both its heightened sensitivity to the Taiwan question and the <strong>growing weight<\/strong> of Chinese pressure on regional institutions. The Pacific Islands remain among the most <a href=\"https:\/\/www.reuters.com\/world\/china\/solomon-islands-blocks-us-china-taiwan-pacifics-top-political-meet-2025-08-07\/\" target=\"_blank\" rel=\"noopener\">aid-reliant regions<\/a> globally, while simultaneously standing on the <strong>frontline of climate change<\/strong> as sea levels rise. At the same time, the region has become a focal point of intensifying security competition between the United States and China. The European Union has also sought to assert a more prominent role through its <a href=\"https:\/\/international-partnerships.ec.europa.eu\/document\/download\/90a126e5-5f6a-48d2-8aba-43a4b5e25ac6_en?filename=infographics-global-gateway-flagship-projects-2025-eu-asia-pacific_en.pdf\" target=\"_blank\" rel=\"noopener\">Global Gateway Initiative<\/a>, framing engagement with the Pacific as part of its broader geostrategic calculus.<\/p><p>Yet these dynamics risk undermining the very regional solidarity the Forum was established to foster. Tuvalu\u2019s Prime Minister Feleti Teo <strong>has warned<\/strong> that his country may <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/16\/tuvalu-considers-pulling-out-of-pacific-leaders-summit-amid-china-linked-power-struggle\" target=\"_blank\" rel=\"noopener\">withdraw<\/a> from the upcoming meeting, voicing frustration that great-power rivalry increasingly overshadows the Pacific\u2019s core development priorities. As he emphasized,\u00a0the Pacific needs development assistance, but what the region does not need is competition and conflict overshadowing development agenda.<\/p><p>Ultimately, while the exclusion of Taiwan and other external actors may temporarily shield the Forum from diplomatic friction and project an image of safeguarding its institutional integrity and independence, for China, which probably did not anticipate being excluded from this year\u2019s Forum, it does not preclude the continuation of bilateral engagements outside the Forum\u2019s framework. China, will continue to secure meetings with Pacific leaders through its embassy in the Solomon Islands. For Taiwan, the outlook is <strong>doubly precarious<\/strong>. While it is expected to return to the Forum in 2026, when Palau, one of Taipei\u2019s three remaining diplomatic allies in the Pacific, assumes the role of host, its participation remains contingent not on institutional guarantees but on the shifting balance of regional diplomacy under the weight of Chinese pressure.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>The Solomon Islands Pavilion at the Osaka Expo.
