This event, which was launched in <strong>1993, <\/strong>has become a key platform for Japan\u2019s diplomacy in Africa. While the first conferences took place in Tokyo, recent editions have rotated <strong>every three years<\/strong> between Yokohama and African cities. This year, Japan\u2019s leaders met with representatives from <strong>49 African nations<\/strong> to discuss peace and stability, as well as economic and social development. However, TICAD is not only a tool to strengthen Japan\u2019s ties with African partners but also to <strong>counter China\u2019s and Russia\u2019s influence<\/strong> on the continent and beyond.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>During the <strong>1960s,<\/strong> when many African countries gained independence, Japan had <strong>no systematic strategy<\/strong> toward them and aid to the region remained minimal. The first shift came with the <strong>1973 oil shock<\/strong>, which positioned Africa as one of Japan\u2019s oil supply sources. <strong>A major turning point<\/strong> came in the late 1980s and early 1990s, when there was a widespread sense of aid fatigue among Western donors. The Japanese economy was at its peak, and Tokyo sought to use it to shift from \u201cpassive diplomacy\u201d to <strong>\u201cproactive diplomacy\u201d<\/strong> by promoting a new concept for African development. The Permanent Mission of Japan to the United Nations (UN) in New York also <a href=\"https:\/\/www.csis.org\/analysis\/japans-strategic-interests-global-south-africa\" target=\"_blank\" rel=\"noopener\">believed<\/a> that the best way to secure <strong>Japan\u2019s election as a nonpermanent member of the UN Security Council<\/strong> was to collect votes from African countries, and \u2014 with this in mind \u2014 the first TICAD was organized.<\/p><p>Around <strong>2008<\/strong>, Tokyo recognized that the rapid <strong>growth of African economies<\/strong>, combined with <strong>abundant natural resources<\/strong> and <strong>large populations<\/strong>, held great promise for the Japanese economy. As Japan\u2019s diplomacy with Africa became even more strategic under <strong>the second administration of Prime Minister Shinzo Abe <\/strong>from <strong>2012<\/strong>, TICAD was subsequently recognized as the <strong>\u201ccornerstone\u201d<\/strong> of the new approach. In 2016,<strong> Abe<\/strong> announced the <strong>Free and Open Indo-Pacific Initiative (FOIP)<\/strong>, aimed at connecting Indo-Pacific and East African nations based on shared principles such as a <strong>rules-based maritime order<\/strong>, indirectly mindful of <strong>China\u2019s growing assertiveness in the East and South China Seas<\/strong>.<\/p><p>However, since the early 2000s, China has become increasingly influential in Africa, rapidly expanding its presence, incorporating the continent into its <strong>Belt and Road Initiative<\/strong> and adopting the <strong>Vision 2035<\/strong> initiative to guide long-term cooperation across <strong>all areas<\/strong>. Chinese investment <a href=\"https:\/\/www.csis.org\/analysis\/japans-strategic-interests-global-south-africa\" target=\"_blank\" rel=\"noopener\">rose<\/a> from just <strong>US$75 million in 2003<\/strong> to <strong>US$5.4 billion in 2018<\/strong>, making China one of Africa\u2019s largest investors, particularly in <strong>construction, mining, and manufacturing<\/strong>. Companies like <strong>Huawei<\/strong> play a central role in building digital infrastructure and smart cities, despite raising concerns about dependence and data security.<\/p><p><strong>Russia<\/strong> is also influential in Africa, as reflected in the voting behavior at the UN following its 2022 invasion of Ukraine, when roughly <strong>half of the 54 African countries did not condemn Moscow<\/strong>. Historical ties, military and political cooperation, Russia\u2019s hybrid warfare tactics, or a combination of these factors have all played a role here. Based on this, Japan has started to fear that Africa\u2019s reluctance to condemn Russia <strong>might embolden China\u2019s coercive actions in Asia<\/strong>. Therefore, ahead of TICAD8 in 2022, Tokyo pushed for the Tunis Declaration to include criticism of Russia and a rejection of attempts to change the status quo by force. However, the <strong>African Union Commission<\/strong> preferred to <strong>avoid any mention of Ukraine<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>This year\u2019s <strong>TICAD9<\/strong> concluded with the adoption of the joint <a href=\"https:\/\/www.mofa.go.jp\/files\/100893431.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Yokohama Declaration<\/strong><\/a>. The document <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20250822_10\/\" target=\"_blank\" rel=\"noopener\">calls<\/a> for strengthening agricultural systems to secure <strong>food supplies<\/strong>, advancing safe and reliable <strong>artificial intelligence<\/strong>, and responsibly developing <strong>critical minerals<\/strong> to ensure stable supply. It also emphasizes expanding <strong>youth exchanges<\/strong>, supporting <strong>startups<\/strong>, and nurturing <strong>human resources<\/strong>. The declaration further highlights the enhancement of <strong>connectivity <\/strong>between Africa and other regions, investing in <strong>transport and logistics<\/strong>, improving <strong>healthcare<\/strong> and <strong>pandemic prevention<\/strong>, and bolstering <strong>disaster forecasting and preparedness<\/strong>. Japan pledged to support <strong>peace and stability<\/strong> on the continent, stressing that good governance, democracy, and the rule of law are essential for Africa\u2019s sustainable development. Japan\u2019s <strong>Prime Minister Shigeru Ishiba<\/strong> stated that by tackling Africa\u2019s challenges together, Japan will benefit from the continent\u2019s growth and prosperity, creating a <strong>win-win relationship <\/strong>for both sides.
