What is happening?<\/h2>

After months of protracted and dramatic business negotiations,\u00a0Canberra has officially confirmed its selection of Japan\u2019s Mitsubishi Heavy Industries (MHI)<\/strong>\u00a0as the main supplier of 11 modern, multipurpose frigates<\/strong> for its newly developed fleet of warships, as part of the government\u2019s SEA 3000 Frigate Program<\/a> modernization effort. The program is set to replace seven outdated and retiring Anzac-class vessels over the coming years and will serve as a key driving force behind the Royal Australian Navy. New enhanced\u00a0Mogami-class<\/strong>\u00a0frigates will also be added, alongside six new larger, highly <\/strong>modern<\/strong>\u00a0Hunter-class\u00a0<\/a>anti-submarine frigates<\/strong>, as Canberra doubles its surface combat fleet<\/strong> over the next decade.<\/strong><\/p>

What is the broader picture?<\/h2>

While Canberra refrains from mentioning any country explicitly in various official documents<\/a>, the move comes in direct response to the\u00a0growing aggression and expansionism of the People\u2019s Republic of China (PRC)<\/strong>\u00a0across the Indo-Pacific maritime domain<\/strong>. In 2023, Australia commissioned an in-depth review<\/a> of its naval planning, surface fleet capabilities, and the combat effectiveness of its warships. Publishing the new government analysis titled\u00a0\u201cEnhanced Lethality Surface Combatant Fleet\u201d<\/strong>\u00a0soon followed, laying a new foundation for acquisitions and defense planning \u2014 meant to complement Australia\u2019s future fleet of nuclear submarines<\/strong> under the second pillar of the\u00a0AUKUS <\/strong>trilateral security pact.<\/p>

Initially, companies from\u00a0Germany, South Korea, Japan, and Spain<\/strong>\u00a0expressed interest in supplying the eleven new frigates. The shortlist ultimately included Germany\u2019s defense-tech giant\u00a0ThyssenKrupp<\/a>\u00a0and the aforementioned<\/strong>\u00a0MHI<\/strong>. The German bidder leaned heavily<\/a> on its reputation as a seasoned exporter with extensive shipbuilding experience and emphasized Japan\u2019s limited prior involvement in military exports. MHI, on the other hand, framed its offer<\/a> within the broader context of deepening<\/strong>\u00a0<\/strong>military-security and economic relations<\/strong>\u00a0between the two Pacific partners. As has become the norm in recent years \u2014 due to worsening global security environment \u2014 the decisive factors were\u00a0delivery timelines and the balance between combat capabilities and cost-efficiency<\/strong>\u00a0for the price tag on the Australian defense budget.<\/p>

As a result, MHI will build the\u00a0first three frigates<\/strong>, with the lead ship expected to be delivered as early as\u00a02029<\/strong>. At the same time, Canberra is making a determined effort to expand its own defense-industrial base and shipbuilding<\/strong> capacity. Last Tuesday, it was announced that\u00a0Australian firm Austal<\/strong>\u00a0had won<\/a> a large tender to\u00a0<\/strong>design and construct approximately eighteen new landing craft and eight larger army vessels<\/strong>. The deal includes a\u00a0key share in constructing the remaining eight of the eleven Japanese-designed frigates at local shipyards in Henderson<\/strong>, Western Australia. This gives the<\/strong>\u00a0<\/strong>Australia\u2013Japan partnership an entirely new political-security dimension<\/strong> and also marks a moment of symbolic relevance after\u00a0Japan\u2019s failed bid last decade to build Australia\u2019s next-generation diesel-powered submarines<\/strong>. That contract initially went to\u00a0France<\/strong> but<\/strong> was\u00a0famously cancelled<\/strong>\u00a0in favor of developing a more advanced nuclear submarine fleet under the AUKUS pact.<\/p>

This goes far beyond a mere business transaction between the two nations. New developments clearly signal a\u00a0significant deepening of already close political-security relations<\/strong>\u00a0between the two nations and open the door to further expanded military cooperation. Not only will\u00a0Australia gain valuable know-how from its Japanese counterparts<\/strong>\u00a0in building modern warships, but in the future, Australian vessels may also be repaired, armed, or maintained in Japanese ports \u2014 and vice versa<\/strong>. Japan, meanwhile, is seeking to\u00a0establish itself as a major defense exporter<\/strong>\u00a0on the global stage, especially after recently relaxing its rules on exporting advanced weapons systems. This deal marks\u00a0Japan\u2019s second major international arms export contract<\/strong>, following the 2024 delivery<\/a> of a\u00a0radar and air defense system to the Philippines<\/strong>.<\/p>

Why does it matter?<\/h2>

The newly confirmed agreement between\u00a0Canberra and Tokyo<\/strong>, currently valued at<\/strong>\u00a0US$6.5 billion<\/strong>, alongside Australia\u2019s plans to acquire<\/strong>\u00a0<\/strong>at least <\/strong>seven nuclear submarines<\/strong><\/a> of the SSN-AUKUS and Virginia classes<\/strong>, primarily aims at\u00a0deterring the PRC and other authoritarian actors<\/strong>\u00a0<\/strong>from engaging in military aggression against Australia \u2014 or against any democratic ally in the Indo-Pacific. With the\u00a0Royal Australian Navy’s growing list of acquisitions<\/strong>, the\u00a0Australian Defence Force will possess its <\/strong>largest warship fleet<\/strong><\/a> since WWII<\/strong>, reestablishing the continental state as a relevant maritime power that can no longer be ignored<\/a> in any future conflict in the Pacific ocean.
