Despite the occasion\u2019s symbolic weight, this year\u2019s summit was one of the shortest on record (excluding pandemic-era videoconferences), underscoring the increasingly <strong>fragile state of bilateral relations<\/strong>.<\/p><p>Main agenda items included issues related to <strong>economic policy<\/strong> \u2013 \u201cleveling the playing field\u201d for European companies, which struggle with <strong>market access<\/strong> in China and Beijing\u2019s unfair trade practices related to its <strong>overcapacity<\/strong> \u2013 and <strong>European security<\/strong>, including <strong>China\u2019s political and economic support to the Russian Federation <\/strong>as it wages a war of aggression against Ukraine. While the summit led to <strong>little progress<\/strong> in these two main areas of concern, the bloc and Beijing reached <strong>narrow agreements<\/strong> on <strong>climate<\/strong> and <strong>rare<\/strong> <strong>earths<\/strong>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>Despite limited consensus on major economic and security issues, the summit yielded two concrete outcomes. First, the EU and China <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/07\/24\/joint-eu-china-press-statement-on-climate\/\" target=\"_blank\" rel=\"noopener\">issued<\/a> a rare <strong>joint statement on climate cooperation<\/strong>, pledging enhanced collaboration on clean energy, methane reduction, and carbon markets. Second, Beijing <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/07\/24\/eu-hails-progress-on-chinas-rare-earth-curbs-but-insists-trade-be-rebalanced\" target=\"_blank\" rel=\"noopener\">agreed<\/a> to <strong>ease restrictions on rare earth exports<\/strong>, a key breakthrough after China <a href=\"https:\/\/www.spf.org\/spf-china-observer\/en\/document-detail062.html\" target=\"_blank\" rel=\"noopener\">expanded<\/a> its export control regime in April 2025. The deal is <a href=\"https:\/\/www.reuters.com\/world\/china\/rare-earth-access-is-european-unions-priority-china-summit-2025-06-19\/\" target=\"_blank\" rel=\"noopener\">vital<\/a> for European industries dependent on Chinese critical minerals for green and digital transitions.<\/p><p>On other issues, neither side is wearing rose-tinted glasses. Commission President von der Leyen <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ac_25_1912\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that bilateral ties were at an \u201c<strong>inflection point<\/strong>\u201d and called on both sides to \u201ccome forward with real solutions.\u201d Meanwhile, according to the official Chinese readout, President Xi Jinping (\u7fd2\u8fd1\u5e73) <a href=\"https:\/\/paper.people.com.cn\/rmrb\/pc\/content\/202507\/25\/content_30090487.html\" target=\"_blank\" rel=\"noopener\">urged<\/a> the EU to avoid \u201crestrictive economic and trade measures\u201d and to keep its markets open. He also called for joint support of <strong>multilateralism<\/strong> and <strong>opposition to \u201cunilateralism\u201d<\/strong>\u2014a veiled reference to the United States. Notably, the Chinese readout made <strong>no mention of the war in Ukraine<\/strong>, a key issue raised by the EU side.<\/p><p><strong>Tensions remain high<\/strong>. Beijing is <a href=\"https:\/\/www.globaltimes.cn\/page\/202507\/1338725.shtml\" target=\"_blank\" rel=\"noopener\">frustrated<\/a> with the EU\u2019s 18th sanctions package against Russia, which included two Chinese banks, while Brussels remains concerned about unfair trade practices that put European companies at a disadvantage. Another clash came over the EU&#8217;s <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1569\" target=\"_blank\" rel=\"noopener\">exclusion<\/a> of Chinese firms from public procurement of medical devices. Following the announcement of the latest sanctions package, the Chinese side also <a href=\"https:\/\/www.reuters.com\/world\/china\/eu-leaders-brace-frosty-china-summit-trade-frictions-bite-2025-07-22\/\" target=\"_blank\" rel=\"noopener\">scrapped<\/a> plans for a business roundtable in Hefei, Anhui\u2014a major hub for Chinese quantum computing.<\/p><p>The summit was originally intended to span two days in Brussels, following the last meeting in December 2023 in Beijing. However, the Chinese side is officially represented at the level of premier (currently Li Qiang \u674e\u5f37) during the EU-China Summit. Brussels sought direct access to President Xi, who <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/clyxk4ywppzo\" target=\"_blank\" rel=\"noopener\">declined<\/a> to travel, citing domestic reasons. Symbolically, his refusal to visit the EU underscores China\u2019s self-perceived dominance and reflects Xi\u2019s emperor-like posture, as he expects his counterparts to kowtow to him in Beijing.<\/p><p>Still, the <strong>EU continues to harden its stance on China<\/strong>. Earlier this month, von der Leyen <a href=\"https:\/\/www.eeas.europa.eu\/delegations\/china\/speech-president-von-der-leyen-ep-plenary-joint-debate-eu-china-relations_en?s=166\" target=\"_blank\" rel=\"noopener\">accused<\/a> China of \u201cde facto enabling Russia&#8217;s war economy\u201d and warned that China\u2019s \u201cno-limits partnership\u201d with Russia will shape future EU-China relations.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>Despite diplomatic frost, EU\u2013China relations remain strategically consequential. China is the EU\u2019s third-largest trading partner for goods and services, while the<strong> EU remains China\u2019s largest<\/strong>. But <strong>economic<\/strong> <strong>asymmetries<\/strong>, <strong>regulatory<\/strong> <strong>disputes<\/strong>, and <strong>political<\/strong> <strong>mistrust<\/strong> are growing.<\/p><p>More pressingly, <strong>China\u2019s tacit alignment with Russia<\/strong> and its <strong>central role in global emissions<\/strong> keep it at the center of Europe\u2019s foreign and climate policy debates. Yet with waning strategic influence vis-\u00e0-vis the United States, Brussels finds itself in a <strong>delicate balancing act<\/strong>\u2014maintaining principled criticism while preserving communication.<\/p><p>In this light, the short, unsatisfying summit is telling. These meetings are less about substance than signaling, representing symbolic diplomacy amid deteriorating trust. Europe may be done with illusions about China, but it is not yet done with engagement.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Illustration: Canva Ilustrace: Canva What is happening?
