The statement emphasized that Taiwan\u2019s Indigenous communities are not part of the so-called Chinese nation (\u4e2d\u83ef\u6c11\u65cf), nor should they be subsumed under the category of ethnic minorities as defined by the Chinese government. This response came in reaction to a recent cross-strait cultural exchange event held at Yunnan Minzu University in early May 2025, titled \u201cColorful Yunnan, Gathering with Taiwan.\u201d The event featured the participation of <strong>former Kuomintang Indigenous legislator<\/strong> <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202505090170.aspx\" target=\"_blank\" rel=\"noopener\">Kung Wen-chi<\/a> (\u5b54\u6587\u5409) and several Indigenous representatives from Taiwan. This event is an example of range of <strong>influence tactics aimed specifically at Taiwan\u2019s Austronesian Indigenous communities<\/strong>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>The Indigenous peoples of Taiwan belong to the <strong>Austronesian language family<\/strong> one of the largest and most widely spread language families in the world. Based on the <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0002929714000615\" target=\"_blank\" rel=\"noopener\">linguistic and archaeological data<\/a> Taiwan is the origin of expansion of Austronesian languages. Austronesians inhabited Taiwan at least since <a href=\"https:\/\/www.frontiersin.org\/journals\/plant-science\/articles\/10.3389\/fpls.2022.962073\/full\" target=\"_blank\" rel=\"noopener\">4,800\u20134,600<\/a><a href=\"https:\/\/www.frontiersin.org\/journals\/plant-science\/articles\/10.3389\/fpls.2022.962073\/full\">\u2009<\/a><a href=\"https:\/\/www.frontiersin.org\/journals\/plant-science\/articles\/10.3389\/fpls.2022.962073\/full\">cal<\/a> BP. Today, their population stands at approximately 610,000, according to the Ministry of the Interior, which constitute about 2.6 % of the total population. These communities, comprising 16 officially recognized exhibit diverse social structures, material cultures, and linguistic practices that at some point came under the influence of successive waves of foreign contact and governance. Austronesian political representation is guaranteed through six reserved seats in the Legislative Yuan and the Council of Indigenous Peoples (CIP), a central government agency responsible for Indigenous affairs. Although Indigenous peoples comprise only 2.6% of the national population, they account for as much as 8.7% of <a href=\"https:\/\/www.ipcf.org.tw\/zhTW\/News\/Detail?newsId=24032114014808871\" target=\"_blank\" rel=\"noopener\"><strong>voluntary enlistments<\/strong><\/a> in Taiwan\u2019s armed forces. In special operations units, Indigenous people constitute over half, underscoring the significant role they play in national defense and security.<\/p><p>Under its &#8220;One China&#8221; principle, the People\u2019s Republic of China classifies the Indigenous peoples of Taiwan as one of its \u201c<strong>ethnic minorities<\/strong>\u201d (\u5c11\u6578\u6c11\u65cf), and more specifically under the generalized category of the \u201c<a href=\"https:\/\/www.neac.gov.cn\/seac\/ztzl\/gsz\/gk.shtml\" target=\"_blank\" rel=\"noopener\">Mountain Ethnic Group<\/a>\u201d (\u9ad8\u5c71\u65cf), without recognition of the distinct identities and classifications officially acknowledged in Taiwan. This homogenizing approach disregards the diverse cultural, linguistic, and historical identities of Taiwan\u2019s Indigenous groups and may carry significant <strong>legal implications<\/strong>, particularly in regard of land rights, cultural recognition, and the protection of Indigenous status under both domestic and international frameworks. The People\u2019s Republic of China (PRC) leverages this legal framework, along with a range of strategic tactics, <strong>to advance its narrative<\/strong> that positions Taiwan\u2019s Indigenous peoples as integral members of a broader Chinese national family.<\/p><p>In recent years, Indigenous communities have become increasingly <strong>vulnerable to identity-based disinformation <\/strong>(IBD). A notable example was a young Amis woman\u2019s interview on Chinese television, claiming Taiwan\u2019s Indigenous peoples are a Chinese ethnic minority from <a href=\"https:\/\/news.ipcf.org.tw\/128894\" target=\"_blank\" rel=\"noopener\">Fujian Province<\/a>. Another involved an Indigenous person <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202010080147.aspx\" target=\"_blank\" rel=\"noopener\">publicly identifying<\/a> as Chinese. <strong>False claims<\/strong> also circulate online, such as <a href=\"https:\/\/tfc-taiwan.org.tw\/fact-check-reports\/migration-8816\/\" target=\"_blank\" rel=\"noopener\">accusations<\/a> that Taiwan violently demolishes Indigenous homes\u2014often <a href=\"https:\/\/tfc-taiwan.org.tw\/fact-check-reports\/migration-8755\/\" target=\"_blank\" rel=\"noopener\">illustrated<\/a> with unrelated images. In addition, <strong>PRC promotes narratives<\/strong> linking Taiwan\u2019s Indigenous groups to Chinese minorities, using genealogical claims, academic exchanges, and financial incentives to reinforce these messages and shape perceptions for political purposes.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p><strong>Identity-based disinformation (IBD) is gaining traction<\/strong> in both Taiwan and Europe, with targeted narratives directed at Indigenous and ethnic minority groups such as the S\u00e1mi, the Roma, and, more recently, Ukrainian communities. Although governments have introduced structural measures to combat disinformation more broadly, such as the EU\u2019s establishment of the East StratCom Task Force in 2015 and Taiwan\u2019s integration of media literacy into the national curriculum in 2017, these efforts have not been designed specifically to address IBD, nor it has ever been a political priority.<\/p><p>As a result, the effects of identity-based disinformation remain poorly understood. Its impacts on political engagement, cultural continuity, and community resilience continue to unfold with limited academic or policy attention. Meanwhile, disinformation campaigns exploiting ethnic identity have become more sophisticated, placing increased pressure on civil society and research institutions, many of which face financial or political constraints.<\/p><p>In Taiwan, such disinformation contributes to a growing perception among Indigenous youth that their identities are being <strong>instrumentalized <\/strong>in competing political narratives. Nationalist projects that seek to redefine or appropriate Indigenous identities for strategic purposes are inherently oppressive and distort those identities.<\/p><p>As the EU prepares its next five-year human rights strategy, there is an urgent need to support research and policy frameworks that directly confront the ethnic dimensions of disinformation.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo by: Olimpia Kot Foto: Olimpia Kot What is happening?
