On May 17, the government of William Lai (\u8cf4\u6e05\u5fb7) <a href=\"https:\/\/www.spglobal.com\/commodity-insights\/en\/news-research\/latest-news\/electric-power\/051825-taiwan-moves-to-shut-last-nuclear-reactor-amid-shift-to-gas-renewables\" target=\"_blank\" rel=\"noopener\">took<\/a> a crucial step toward realizing its \u201c<strong>nuclear-free homeland<\/strong>\u201d strategy by shutting off the last functioning nuclear reactor in the country. At the same time, the Ministry of Economic Affairs <a href=\"https:\/\/www.moea.gov.tw\/MNS\/english\/news\/News.aspx?kind=6&amp;menu_id=176&amp;news_id=115933\" target=\"_blank\" rel=\"noopener\">predicts<\/a> that <strong>energy demand will rise<\/strong> by approximately 13 percent by 2030, a trend reinforced by the <strong>growth in the semiconductor market<\/strong> and Lai\u2019s <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2024\/06\/05\/2003818882\" target=\"_blank\" rel=\"noopener\">ambition<\/a> to make Taiwan a leader in <strong>artificial intelligence (AI) technologies<\/strong>. Consequently, Taiwan\u2019s ongoing <a href=\"http:\/\/moea.gov.tw\/MNS\/english\/Policy\/Policy.aspx?menu_id=32904&amp;policy_id=19\" target=\"_blank\" rel=\"noopener\"><strong>energy transition<\/strong><\/a> is a highly consequential process with <strong>significant ramifications<\/strong> not only for its <strong>industrial policy<\/strong> and <strong>global competitiveness<\/strong> but also for its <strong>security<\/strong> <strong>posture<\/strong> and <strong>domestic<\/strong> <strong>politics<\/strong>.<\/p><p>Amid <a href=\"https:\/\/www.cca.gov.tw\/en\/climatetalks\/net-zero-roadmap\/1891.html\" target=\"_blank\" rel=\"noopener\">efforts<\/a> to <strong>increase the share of renewables<\/strong> in Taiwan\u2019s energy mix, a previously underappreciated technology is slowly making its way into the limelight \u2013 <strong>geothermal energy<\/strong>. Located in the Pacific Ring of Fire, the island boasts <strong>significant geothermal resources<\/strong> with potential estimates ranging from 1 to 6 GW for electricity generation. <strong>European companies<\/strong> are at the forefront of realizing this potential.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>There is a witch\u2019s cauldron in Taiwan\u2019s capital, Taipei. The northernmost district of Beitou (\u5317\u6295), renowned among hot spring aficionados, derives its name from the language of the Ketagalan people, the Indigenous inhabitants of the Taipei basin. Fascinated by the subterranean heat from the Datun volcanic area, they likened the naturally occurring scorching waters to the land of sorceresses \u2013 <em>Pataauw. <\/em>Today, geothermal potential is more than a thaumaturgist\u2019s secret or a fuel for urbanites\u2019 spa time \u2013 it can be a meaningful source of energy.<\/p><p>Taiwan\u2019s geological position on the Pacific Ring of Fire gives it access to a steady and reliable <a href=\"https:\/\/www.baseloadcap.com\/surfacing-taiwans-geothermal-power-potential\/\" target=\"_blank\" rel=\"noopener\">baseload power source<\/a> that <strong>complements intermittent renewables<\/strong>. Unlike solar or wind, geothermal plants can provide 24\/7 electricity, making them ideal for <strong>critical sectors<\/strong> such as <strong>manufacturing<\/strong>, <strong>healthcare<\/strong>, and <a href=\"https:\/\/blog.google\/around-the-globe\/google-asia\/geothermal-taiwan\/\" target=\"_blank\" rel=\"noopener\"><strong>data<\/strong> <strong>centers<\/strong><\/a>. With an estimated geothermal potential of up to 6 GW, Taiwan has <a href=\"https:\/\/service.cca.gov.tw\/File\/Get\/climatetalks\/zh-tw\/qyj8WnQEdoUyen3\" target=\"_blank\" rel=\"noopener\">set<\/a> ambitious targets: 20 MW by 2025, 200 MW by 2030, and 6 GW by 2050. However, high upfront costs, regulatory uncertainty\u2014especially in indigenous and protected areas\u2014and limited public awareness still impede rapid development.<\/p><p>In 2024, Taiwan <a href=\"https:\/\/www.taipower.com.tw\/2764\/2826\/2829\/2834\/25102\/\" target=\"_blank\" rel=\"noopener\">generated<\/a> over 82 percent of its electricity from <strong>thermal sources<\/strong>, primarily <strong>oil<\/strong> and <strong>gas<\/strong>. <strong>Renewables<\/strong> <a href=\"https:\/\/www.taipower.com.tw\/2764\/2826\/2842\/2845\/25140\/normalPost\" target=\"_blank\" rel=\"noopener\">made up<\/a> just under 12 percent of the overall energy mix, <strong>falling short of the 20 percent target<\/strong> set for 2025. <strong>Solar<\/strong> and <strong>wind<\/strong> <strong>power<\/strong> were the dominant renewable sources, together accounting for more than three-quarters of total renewable generation. The production of geothermal power remained at 7 MW.<\/p><h2>\u00a0<\/h2><h2>Why is it important?<\/h2><p>With sustained political will, private sector engagement, and international collaboration, <strong>geothermal energy<\/strong> can be transformed from a niche opportunity into a <strong>significant pillar <\/strong>of Taiwan\u2019s <strong>secure, sustainable energy future<\/strong>.<\/p><p><strong>Closer cooperation between Europe and Taiwan<\/strong> on geothermal energy could be conducive to overcoming these barriers and building momentum. There are several concrete policy actions to propel joint work in this sector.<\/p><p>First, establishing a <strong>Taiwan\u2013EU Geothermal Innovation Partnership<\/strong> would support joint research and development (R&amp;D), demonstration projects, and technology transfer. Second, <strong>harmonizing standards and certification<\/strong> between the two regions could streamline permitting processes and encourage European investment. Third, <strong>a geothermal demonstration fund<\/strong>, supported by state-owned banks and investment entities, would help de-risk early-stage projects and attract private capital. Fourth, <strong>structured mobility and workforce exchange programs, <\/strong>particularly for professionals transitioning from the oil and gas sector, can strengthen the geothermal talent pipeline.
