While 194 member states will be in attendance, <strong>one voice will remain muted<\/strong>. The voice of <strong>Taiwan<\/strong>. Despite its meaningful contributions to the global public health regime, including its significant <strong>public health expertise<\/strong>, <strong>democratic governance<\/strong>, and <strong>advanced technology<\/strong>, <strong>Taiwan <\/strong><a href=\"https:\/\/www.taiwantoday.tw\/Politics\/Top-News\/253362\/MOFA-decries-WHA%25E2%2580%2599s-continued-exclusion-of-Taiwan\" target=\"_blank\" rel=\"noopener\"><strong>will be excluded <\/strong><\/a><strong>from WHA<\/strong> for the ninth consecutive time. The country held <strong>an observer status<\/strong> in the body between 2009 and 2016. Yet, amid <strong>China\u2019s growing belligerence<\/strong> and <strong>use of lawfare<\/strong> to constrain Taiwan\u2019s international space, including <strong>malign distortion of the UN General Assembly Resolution 2758<\/strong>, it has not been invited back.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>During the COVID-19 pandemic, Taiwan <strong>demonstrated exceptional resilience<\/strong> of its public health regime and also<strong> supported countries <\/strong>around the world, including in Europe, <strong>in their crisis responses<\/strong>. This includes the successful <strong>#TaiwanCanHelp campaign<\/strong>, which included rapid <strong>assistance to the <\/strong><a href=\"https:\/\/x.com\/vonderleyen\/status\/1245399247232684034\" target=\"_blank\" rel=\"noopener\"><strong>European Union<\/strong><\/a> in providing sorely-needed PPE and <strong>a<\/strong> <a href=\"https:\/\/ocacnews.net\/article\/273577\" target=\"_blank\" rel=\"noopener\"><strong>donation<\/strong><\/a><strong> of mask production lines<\/strong> to the <strong>Czech Republic<\/strong>. Nevertheless, Taiwan\u2019s contributions to global public health efforts <a href=\"https:\/\/thediplomat.com\/2020\/04\/taiwans-health-diplomacy-didnt-start-with-the-covid-19-crisis\/\" target=\"_blank\" rel=\"noopener\">did not start<\/a> with the pandemic. The Little Island That Could has also been <strong>a leader<\/strong> in <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2005\/01\/10\/2003218783\" target=\"_blank\" rel=\"noopener\">efforts<\/a> to <strong>combat malaria<\/strong>, including a highly successful campaign to eradicate the disease in <strong>S\u00e3o Tom\u00e9 and Pr\u00edncipe<\/strong> that helped <a href=\"https:\/\/malariajournal.biomedcentral.com\/articles\/10.1186\/1475-2875-9-26\" target=\"_blank\" rel=\"noopener\">reduce the incidence of malaria<\/a> in the country from 50 percent in 2003 to 1.01 percent in 2015. Yet, the African nation <a href=\"https:\/\/www.rtp.pt\/noticias\/mundo\/taiwan-diz-que-sao-tome-e-principe-pediu-quantia-astronomica-em-apoio-financeiro_n970824\" target=\"_blank\" rel=\"noopener\">terminated<\/a> diplomatic relations with Taipei to establish ties with Beijing in 2016.<\/p><p>Chinese efforts to block Taiwan\u2019s bid to observe the work of the WHA are linked to a broader <strong>campaign of legal warfare<\/strong> \u2013 or <a href=\"https:\/\/europeanvalues.cz\/en\/distortion-of-un-resolution-2758-and-chinas-legal-warfare\/\" target=\"_blank\" rel=\"noopener\"><em>lawfare<\/em><\/a> \u2013 which Beijing wages to<strong> limit Taiwan\u2019s international space<\/strong>. It is a part of the People\u2019s Liberation Army\u2019s (PLA) \u201c<strong>Three Warfares<\/strong>\u201d (\u4e09\u7a2e\u6230\u722d), a non-kinetic doctrine of concurrent psychological, public opinion, and legal warfare which seeks to create an <strong>information advantage <\/strong>for China. Crucially, the deployment of political warfare aims to help China <strong>shape<\/strong> <strong>how the global public thinks and talks <\/strong>about the \u201c<strong>Taiwan issue<\/strong>.\u201d <strong>The distortion of the UN Resolution 2758<\/strong> is a critical tool for Beijing in this effort.<\/p><p>The resolution contains 155 words, yet <strong>\u201cTaiwan\u201d is not among them<\/strong>. Passed in 1971, the document transferred China\u2019s seat at the United Nations from the \u201crepresentatives of Chiang Kai-shek\u201d to the People\u2019s Republic of China. It <strong>does not address the issue of Taiwan\u2019s sovereignty<\/strong>, nor does it proscribe the island nation\u2019s participation in international organizations. Yet, <strong>Beijing distorts the meaning of the resolution <\/strong>and equates it with its unilateral <strong>one-China principle<\/strong>, which misleadingly characterizes Taiwan as a province of China, unable to participate in international formats in any way. During last year\u2019s 77th WHA, the representative of <strong>Cuba<\/strong> explicitly <a href=\"https:\/\/apps.who.int\/gb\/ebwha\/pdf_files\/WHA77-REC3\/A77_REC3_Interactive_en.pdf\" target=\"_blank\" rel=\"noopener\">cited<\/a> UN Resolution 2758 to justify Havana\u2019s opposition to Taiwan\u2019s participation in the works of the body. In the previous year, the representative of <strong>Pakistan<\/strong> also <a href=\"https:\/\/pakungeneva.pk\/wp-content\/uploads\/2025\/01\/Statement-on-Taiwan-at-76th-WHA-21-May-2023.pdf\" target=\"_blank\" rel=\"noopener\">issued<\/a> a similar statement.<\/p><p>\u00a0<\/p><h2>Why is it important?<\/h2><p>While much of the world is only viewing the COVID-19 pandemic through a rear-view mirror, it irrefutably demonstrated <strong>vulnerabilities<\/strong> in our <strong>public health<\/strong>, <strong>economic<\/strong>, and <strong>social<\/strong> <strong>systems<\/strong>. Additionally, it highlighted <strong>the nexus of public health and national security<\/strong>, from foreign <a href=\"https:\/\/mv.gov.cz\/chh\/clanek\/coronavirus-an-overview-of-the-main-disinformation-narratives-in-the-czech-republic.aspx\" target=\"_blank\" rel=\"noopener\"><strong>disinformation<\/strong><\/a> about pandemic responses seeking to destabilize public trust in democratic institutions to cyberattacks on critical health infrastructure, such as the <strong>ransomware <\/strong><a href=\"https:\/\/cyberlaw.ccdcoe.org\/wiki\/Brno_University_Hospital_ransomware_attack_(2020)\" target=\"_blank\" rel=\"noopener\"><strong>attack<\/strong><\/a><strong> on the University Hospital in Brno<\/strong> in 2020. Consequently, while China seeks to instrumentalize global public health institutions to achieve its own political goals, including <strong>legal and political <\/strong><a href=\"https:\/\/europeanvalues.cz\/en\/legal-anaconda-un-resolution-2758-and-taiwans-global-partnerships\/\" target=\"_blank\" rel=\"noopener\"><strong>asphyxiation<\/strong><\/a><strong> of Taiwan <\/strong>under the aegis of the <strong>Great Rejuvenation of the Chinese Nation <\/strong>(\u4e2d\u83ef\u6c11\u65cf\u5049\u5927\u5fa9\u8208), supporting Taiwan\u2019s meaningful participation in bodies such as the WHA is a matter of <em>interests<\/em>, rather than just values, of democratic countries.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo by Marcin Jerzewski, European Values Foto: Marcin Jerzewski, Evropsk\u00e9 hodnoty What is happening?
