At the recent Yushan Forum, Taiwan-Asia Exchange Foundation Chairman Michael Hsiao (\u856d\u65b0\u714c) proudly <a href=\"https:\/\/www.yushanforum.org\/news.php?id=1319\" target=\"_blank\" rel=\"noopener\">announced<\/a> the launch of <strong>six new strategic corridors<\/strong> under the framework of the <strong>New Southbound Policy<\/strong> (NSP). This includes <strong>government-led<\/strong> initiatives to facilitate cooperation on <strong>technology<\/strong>, <strong>health<\/strong>, and <strong>resilience<\/strong>, as well as <strong>think tank<\/strong>, <strong>NGO<\/strong>, and <strong>youth<\/strong> <strong>corridors<\/strong> led by <strong>civil society<\/strong>.<\/p><p>This \u201c<strong>New Soutbound Policy+<\/strong>\u201d upgrade remains <strong>true to the original spirit <\/strong>of the policy, which former president Tsai Ing-wen (\u8521\u82f1\u6587) launched in 2016 to<strong> boost Taiwan\u2019s economic and people-to-people exchanges <\/strong>with <strong>18 target countries:<\/strong> six in South Asia, ten ASEAN member states, as well as Australia and Aotearoa New Zealand. By <strong>promoting investment<\/strong> and <strong>production relocation<\/strong>, the policy has <a href=\"https:\/\/www.pf.org.tw\/tw\/pfch\/33-7901.html\" target=\"_blank\" rel=\"noopener\">strengthened<\/a> Taiwan\u2019s presence in the emerging markets of its neighborhood. In terms of <strong>reducing economic dependencies on China<\/strong>, the policy <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202311290399.aspx\" target=\"_blank\" rel=\"noopener\"><strong>bore fruit<\/strong><\/a>, as in 2022, Taiwan\u2019s investments in South and Southeast Asia reached 4.8 billion EUR, surpassing, for the first time, the 4.62 billion EUR invested in China. This trend intensified in 2023, with investments in the region totaling 3.97 billion EUR, compared to 1.16 billion EUR in China. Yet, whether we consider its original avatar or the new NSP+ under William Lai (\u8cf4\u6e05\u5fb7), <strong>the \u201cL-word\u201d remains taboo<\/strong>. The policy fails to explicitly call for the institutionalization of <strong>labor cooperation <\/strong>with the target countries.\u00a0<\/p><p>The<strong> omission of labor cooperation <\/strong>from the NSP is <strong>concerning<\/strong> as Taiwan heavily relies on <strong>migrant workers\u2019 contributions<\/strong> <strong>to<\/strong> <strong>its advanced economy<\/strong>, which is highly dependent on <strong>manufacturing<\/strong>, and to <strong>its aging society<\/strong>. <a href=\"https:\/\/statfy.mol.gov.tw\/index12.aspx\" target=\"_blank\" rel=\"noopener\">As of March 2025<\/a>, there are over <strong>829 thousand migrant workers in Taiwan<\/strong>, primarily from Indonesia (36.9%), Vietnam (34.5%), the Philippines (19.8%), and Thailand (8.9%). Overall, approximately <strong>7 percent of the Taiwanese labor force<\/strong> is from a migrant background, while in the <strong>industrial sector<\/strong>, this figure reaches <strong>60 percent<\/strong>. Even though they are an <strong>indispensable driver of Taiwan\u2019s prosperity<\/strong>, migrant workers suffer from <a href=\"https:\/\/focustaiwan.tw\/society\/202306180013\" target=\"_blank\" rel=\"noopener\"><strong>limited protections<\/strong><\/a> under <strong>the Labor Standards Act<\/strong>, <a href=\"https:\/\/taiwannews.com.tw\/news\/5993326\" target=\"_blank\" rel=\"noopener\"><strong>abysmal<\/strong><\/a><strong> working conditions<\/strong>, and <a href=\"https:\/\/focustaiwan.tw\/society\/202503280016\" target=\"_blank\" rel=\"noopener\"><strong>forced labor<\/strong><\/a>.<\/p><p>Taiwan has signed <strong>agreements related to labor cooperation<\/strong> with the countries from which it sources sorely-needed workers. However, these bilateral memoranda primarily <strong>regulate cooperation on migration <\/strong>and <strong>fail to include provisions for negotiating migrant workers\u2019 rights<\/strong>. The exploitation of migrant workers in Taiwan undermines its efforts to project its image as Asia\u2019s \u201c<a href=\"https:\/\/chinaobservers.eu\/normative-power-taiwan-human-rights-and-taiwan-eu-relations\/\" target=\"_blank\" rel=\"noopener\">city upon a hill<\/a>\u201d \u2013 the <a href=\"https:\/\/www.eeas.europa.eu\/sites\/default\/files\/documents\/2024\/2023%20EU%20country%20updates%20on%20human%20rights%20and%20democracy_2.pdf\" target=\"_blank\" rel=\"noopener\">European Union<\/a> and the <a href=\"https:\/\/www.dol.gov\/agencies\/ilab\/reports\/child-labor\/list-of-goods?tid=All&amp;field_exp_good_target_id=All&amp;field_exp_exploitation_type_target_id_1=All&amp;items_per_page=All\" target=\"_blank\" rel=\"noopener\">United States <\/a>have repeatedly <strong>called on Taiwan to clean up its act <\/strong>in terms of <strong>protecting migrant workers\u2019 rights <\/strong>and <strong>ensuring proper working conditions<\/strong>. At the same time, Taipei continues to <strong>bury its head in the sand <\/strong>when it comes to <strong>addressing labor conditions in the context of the NSP<\/strong>, even though labor lies at the very nexus of the policy\u2019s two buttresses \u2013 <strong>economic <\/strong>and <strong>people-to-people ties<\/strong>.<\/p><p>Notably, Taiwan recently <a href=\"https:\/\/www.roc-taiwan.org\/th_en\/post\/6474.html\" target=\"_blank\" rel=\"noopener\">concluded<\/a> a new memorandum of understanding (MOU) on <strong>labor cooperation with India<\/strong>. Yet, the deal is controversial. Firstly, human rights groups <a href=\"https:\/\/www.tahr.org.tw\/news\/3516\" target=\"_blank\" rel=\"noopener\">lambasted<\/a> the government for <strong>insufficient transparency<\/strong> in the process of negotiating the agreement with New Delhi, the<strong> failure to include migrant workers\u2019 and civil society voices in the consultation process<\/strong>, and <strong>insufficient provisions<\/strong> for the <strong>protection of the human rights<\/strong> of migrant workers. Secondly, as <a href=\"https:\/\/europeanvalues.cz\/en\/walls-around-the-city-upon-a-hill-taiwan-india-mou-on-labor-cooperation\/\" target=\"_blank\" rel=\"noopener\">explained<\/a> in a previous issue of the <em>Indo-Pacific Currents, <\/em>the prospect of labor migration from India to Taiwan resulted in a <strong>wave of hateful responses<\/strong>, including <strong>racist comments<\/strong> from the then-labor minister Hsu Ming-chuan (\u8a31\u9298\u6625) of the Democratic Progressive Party.<\/p><p>Moreover, the existing <strong><em>New Southbound International Programs of Industry-Academia Collaboration <\/em><\/strong>(\u65b0\u5357\u5411\u7522\u5b78\u5408\u4f5c\u570b\u969b\u5c08\u73ed) have also led to abuse of international students who sought to combine classroom and professional education in Taiwan. Even though the government claims that the program values foreign talents and aims to nurture them, <strong>many students ended up performing grueling factory work<\/strong>\u2014 often unrelated to their field of study\u2014<strong>unsupervised by labor laws<\/strong>, raising serious concerns about <strong>potential human trafficking<\/strong>. An <a href=\"https:\/\/www.twreporter.org\/a\/international-programs-of-industy-academia-collaboration-in-taiwan-problems\" target=\"_blank\" rel=\"noopener\">investigation<\/a> by <em>The Reporter <\/em>(\u5831\u5c0e\u8005) unveiled the cases of Southeast Asian students <strong>assigned manual labor,<\/strong> disconnected from their chosen majors, leaving them with debt and little time for their actual studies.<\/p><p>While the NSP has proven to be a successful and productive tool of Taiwan\u2019s <strong>economic statecraft<\/strong>, it is high time it is revised to address labor issues. A third-wave democracy, Taiwan began to transition from authoritarianism in the late 1980s, and, concurrently, it <strong>opened its labor market to Southeast Asian workers in 1989<\/strong>. While its democratic consolidation has been successful, the island nation\u2019s <strong>human rights record remains stained<\/strong> when it comes to protecting the people who keep it prosperous amid the challenges of the <strong>aging population<\/strong> and <strong>geopolitical volatility<\/strong>. To support truly holistic economic and people-to-people engagements with its neighborhood, Taiwan\u2019s NSP needs to include explicit provisions for safeguarding human rights of migrant workers.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo by EVC Foto: Evropsk\u00e9 hodnoty In its quest to diversify its political and economic engagements with the world, Taiwan keeps looking south.
