On March 5, <strong>the recall process<\/strong> for 32 Chinese Nationalist Party (Kuomintang; KMT) legislators <strong>advanced to the second phase<\/strong>, while proposals to recall nine Democratic Progressive Party (DPP) legislators <strong>failed to meet <\/strong>the required threshold. If the necessary signatures for the unsuccessful proposals are not collected within 10 days, these proposals would likely be revoked.<\/p><p>These widespread recall efforts are a desperate attempt to resolve ongoing <strong>tensions between the legislative and executive branches<\/strong>, which arose after the <strong>January 2024 presidential and parliamentary elections<\/strong>. While the DPP holds the presidency and controls the executive branch, the KMT, working in an informal coalition with a smaller Taiwan People\u2019s Party (TPP), has the plurality in the legislature. The KMT-TPP alliance\u2019s <strong>cuts to the national budget<\/strong> <a href=\"https:\/\/thediplomat.com\/2025\/01\/deep-cuts-to-government-budget-spark-widespread-recall-efforts-against-kmt-legislators-in-taiwan\/\" target=\"_blank\" rel=\"noopener\">instilled the momentum<\/a> for the recall campaigns.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>The complicated dynamics between the KMT-TPP controlled legislature and the DPP government reached <strong>several boiling points<\/strong>, mainly resulting from controversies surrounding the alliance\u2019s legislative initiatives. Notably, the proposed <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202410250372.aspx\" target=\"_blank\" rel=\"noopener\">amendments<\/a> to the Functions and Powers of the Legislative Yuan and the <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=A0030159\" target=\"_blank\" rel=\"noopener\"><em>Constitutional Court Procedure Act<\/em><\/a> sparked <a href=\"https:\/\/taiwaninsight.org\/2024\/06\/17\/in-the-shadow-of-the-sunflowers-the-bluebird-movement-and-the-china-factor\/\" target=\"_blank\" rel=\"noopener\"><strong>the Blue Bird Movement<\/strong><\/a> (\u9752\u9ce5\u904b\u52d5). Additional concerns arose over the rushed <strong>passage of laws without sufficient legislative discussion<\/strong>, including the <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=D0020010\" target=\"_blank\" rel=\"noopener\"><em>Public Officials Election and Recall Act<\/em><\/a>, the <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=A0030159\" target=\"_blank\" rel=\"noopener\"><em>Constitutional Court Procedure Act<\/em><\/a>, and amendments to the <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAllPara.aspx?pcode=G0320015\" target=\"_blank\" rel=\"noopener\"><em>Act of Governing the Allocation of Government Revenues and Expenditures<\/em><\/a>. Additionally, the legislature has faced criticism for <strong>introducing impractical bills <\/strong>driven by political posturing and prioritizing <a href=\"https:\/\/ccw.org.tw\/uploads\/\u76e3\u7763\u570b\u6703\u5c08\u520a\u5c01\u9762\u7167\u7247\u8207\u5c08\u520aPDF\u6a94\/\u76e3\u7763\u570b\u6703173\u671f.pdf\" target=\"_blank\" rel=\"noopener\">pork-barrel legislation<\/a>.<\/p><p>Recent <a href=\"https:\/\/www.twreporter.org\/a\/legislature-passes-2025-government-budget\" target=\"_blank\" rel=\"noopener\">budget cuts<\/a> jointly proposed by the KMT and TPP further intensified tensions, as they authorized<strong> a historic reduction<\/strong> of approximately 207.5 billion TWD (6.3 billion USD) across <a href=\"https:\/\/europeanvalues.cz\/en\/taiwans-budget-cuts-a-partisan-battleground\/\" target=\"_blank\" rel=\"noopener\">government agencies<\/a>. This corresponds to a total of almost 7 percent. Vice Premier Cheng Li-chiun (\u912d\u9e97\u541b) <a href=\"https:\/\/www.ocac.gov.tw\/OCAC_OLD\/Eng\/Pages\/Detail.aspx?nodeid=329&amp;pid=72047082\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that this figure is &#8220;<strong>unprecedented<\/strong>,&#8221; as the average budget cuts over the past three years were 1.17 percent, and between 1.1 and 1.3 percent over the past 10 years.<\/p><p>The recalls specifically target legislators elected in Taiwan\u2019s single-member constituencies. The country\u2019s legislature is composed of 113 officials selected through <strong>parallel voting<\/strong>. Six seats are reserved for Indigenous constituencies, whose representatives are elected using <strong>Single Non-Transferrable Vote<\/strong> (SNTV); 34 seats are allocated through <strong>party-list Proportional Representation (PR)<\/strong>; while the remaining <strong>73 officials represent single-member districts with First-Past-the-Post (FPTP) system<\/strong>.<\/p><p>Article 17 of the <a href=\"https:\/\/web.cec.gov.tw\/central\/article\/31568\" target=\"_blank\" rel=\"noopener\">Republic of China Constitution states<\/a>, \u201cthe people have the rights of election, <strong>recall<\/strong>, initiative, and referendum.\u201d Article 133 further states that \u201celected officials may be recalled <strong>by voters in their original electoral district<\/strong> in accordance with the law.&#8221; The recall process can only be initiated by voters holding household registration in the official\u2019s electoral district, requiring <strong>at least 1 percent of the total size of the constituency<\/strong> to sign the petition. Furthermore, in the second stage, the collected signatures must represent <strong>at least 10 percent<\/strong> of the district\u2019s total constituency for the recall vote to be held.<\/p><p>In light of this system, Eric Chu (\u6731\u7acb\u502b), KMT Chairman and former Mayor of New Taipei City, <a href=\"https:\/\/video.ltn.com.tw\/article\/D8C20pLsh-A\/PLI7xntdRxhw0WAtjar8mbBJH6nFzOOxRb\" target=\"_blank\" rel=\"noopener\">urged<\/a> his party\u2019s non-district legislators to \u201cavoid stirring up controversy\u201d instead of assisting their district-based colleagues in the Legislative Yuan. He emphasized the importance of prioritizing legislation that \u201cimproves people\u2019s livelihood.\u201d<\/p><p>The recall campaigns targeting the KMT legislators enjoy significant backing from Taiwanese philanthropists connected to the pan-Green camp, centered around the DPP. Robert Tsao (\u66f9\u8208\u8aa0), a Taiwanese entrepreneur and founder of United Microelectronics Corporation (\u806f\u83ef\u96fb\u5b50), is one of the key initiators of the recall campaign. Tsao <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202503050117.aspx\" target=\"_blank\" rel=\"noopener\">remarked<\/a> that the KMT has \u201ccompletely surrendered to the Chinese Communist Party\u201d and urged the public to stand up and defend Taiwan against Chinese infiltration.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>According to the latest <a href=\"https:\/\/ccw.org.tw\/publishing\/quarterly\/173\" target=\"_blank\" rel=\"noopener\">report<\/a> by Citizen Congress Watch (CCW), a Taiwanese NGO engaged in parliamentary monitoring efforts, the first session of the new parliament has seen a total of 1,730 legislative proposals introduced. However, <strong>only 40 have successfully passed the readings<\/strong>, reflecting <strong>low legislative efficiency<\/strong>. The lack of effective communication within the Legislative Yuan suggests that <strong>partisan infighting <\/strong>has taken precedence over advancing policies that benefit the public.<\/p><p>As a result, the ongoing wave of recall efforts is a significant indicator of <strong>the decline in the quality of governance<\/strong> within Taiwan\u2019s Legislative Yuan. CCW warns that rather than alleviating political polarization, these developments may <strong>further entrench divisions <\/strong>within the political system and society.
