happening?<\/h2><p>Between March 4 and 11, China\u2019s political elites convene in Beijing for the annual \u201cTwo Sessions\u201d of the <strong>National People\u2019s Congress (NPC)<\/strong> and the <strong>Chinese People\u2019s Political Consultative Conference (CPPCC), <\/strong>also known as <em>Lianghui<\/em> \u5169\u6703<strong>. <\/strong>The carefully choreographed simultaneous sessions of China\u2019s \u201crubber-stamp\u201d parliament and a top advisory body unveil official economic targets, approve new legislation, announce the military budget, and confirm new government leadership appointments.<\/p><p>Both domestic and international media closely observe these events every year, providing a glimpse into the Chinese government&#8217;s policy priorities and the future direction of the country\u2019s development.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>The <strong>National People Congress (NPC)<\/strong>, China\u2019s legislature, <strong>comprises nearly 3,000 delegates <\/strong>representing China\u2019s provinces, autonomous regions, centrally-administered municipalities, the armed forces, and the Special Administrative Regions of Hong Kong and Macau. It is an orchestrated gathering that formally approves pre-prepared legislation. The <strong>Chinese People\u2019s Political Consultative Conference (CPPCC)<\/strong> <strong>convenes 2,172 delegates<\/strong> from various sectors\u2014including business representatives and even celebrities like Jackie Chan (\u6210\u9f8d)\u2014and serves as an advisory body. While it can propose &#8220;suggestions&#8221; (\u5efa\u8b70) related to social issues, it <strong>lacks legislative power.<\/strong> These suggestions often become <a href=\"https:\/\/www.whatsonweibo.com\/newsletter\/newsletter\/weibo-watch-twosessions\/\" target=\"_blank\" rel=\"noopener\">popular topics of discussion<\/a> in the Chinese social media space.<\/p><p>On March 5, <strong>Premier Li Qiang (<\/strong><strong>\u674e\u5f3a) delivered the <\/strong><a href=\"https:\/\/npcobserver.com\/wp-content\/uploads\/2025\/03\/2025-Government-Work-Report_NON-FINAL_EN.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Government Work Report<\/strong><\/a>, reviewing the past year and setting concrete targets for 2025, including <strong>GDP growth of around 5%<\/strong>, a surveyed urban unemployment rate of approximately 5.5%, goals for job creation in urban areas, maintaining consumer price index (CPI) increase within approximately 2%, stimulating growth in personal income, balance of payments, ensuring grain output of about 700 million metric tons, achieving a 3% reduction in energy consumption per unit of GDP, and continued work in environmental protection. Indeed, Li sought to <strong>proclaim China\u2019s prosperity<\/strong>.<\/p><p>Yet, <strong>negating economic nihilism<\/strong> was equally high on the agenda. This year&#8217;s <strong>main<\/strong> <strong>topics<\/strong> include efforts to boost China\u2019s struggling economy with policies aimed at increasing domestic spending, addressing youth unemployment, advancing science, and bolstering research and development capacity. Military spending will continue to rise, with the 2025 defense budget increasing by 7.2% to 1.78 trillion yuan ($245 billion). Opportunities and challenges to China\u2019s economic policymaking are not exclusively internal, as a matter of course. With <strong>Donald J. Trump back in the White House<\/strong>, <strong>looming tariffs <\/strong>and the <strong>prospect of further economic escalation<\/strong> remain key concerns for policymakers in Beijing.<\/p><p>This year, the NPC session has been <a href=\"https:\/\/perma.cc\/BK8A-7SML\" target=\"_blank\" rel=\"noopener\">scheduled<\/a> <strong>for only six days<\/strong>, continuing a trend of shorter meetings. Additionally, the <strong>premier\u2019s<\/strong> <strong>press<\/strong> <strong>conference<\/strong> <strong>has<\/strong> <strong>been<\/strong> <strong>canceled for the second consecutive year<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>The <em>lianghui<\/em> is a key event on the political calendar in Beijing. In the past, <strong>significant political changes<\/strong> have been announced or alluded to at during these sessions. For instance, Xi Jinping\u2019s unprecedented third term as leader was sealed at the 2023 <em>Lianghui<\/em>. Three years earlier, the Two Sessions witnessed the introduction of the controversial National Security Law, now enforced in Hong Kong.<\/p><p>Despite the tightly scripted nature of the Two Sessions, <strong>unexpected incidents<\/strong> sometimes occur. In 2022, former President <strong>Hu Jintao (<\/strong><strong>\u80e1\u9326\u6fe4) was unexpectedly removed <\/strong>from the meeting in front of cameras, sparking global speculation. The same year, <strong>Peng Lifa&#8217;s (<\/strong><strong>\u5f6d\u7acb\u767c) <\/strong><a href=\"https:\/\/www.voanews.com\/a\/protester-who-unfurled-anti-xi-messages-from-beijing-bridge-still-detained-year-later-\/7309045.html\" target=\"_blank\" rel=\"noopener\"><strong>protest<\/strong><\/a> on Beijing\u2019s Sitong Bridge gained international attention. Peng, who remains detained, hung banners criticizing the government and Xi Jinping (\u7fd2\u8fd1\u5e73) himself.<\/p><p>Last year, for the first time in <em>lianghui<\/em> history, the premier\u2019s press conference\u2014an event of significant interest to foreign media\u2014was canceled without explanation.
