One of these tools is Taiwan\u2019s <a href=\"https:\/\/en.mofa.gov.tw\/cp.aspx?n=1579\" target=\"_blank\" rel=\"noopener\">foreign assistance<\/a>, which primarily focuses on technical assistance and capacity building, including specialized training in health, agriculture, technology, engineering, and environmental protection. In 2023, Taiwan <a href=\"https:\/\/en.mofa.gov.tw\/cp.aspx?n=1579\" target=\"_blank\" rel=\"noopener\">allocated approximately<\/a>\u00a0 US$468 million of its international cooperation and development budget to programs that met the OECD\u2019s definition of <strong>Official Development Assistance<\/strong>.<\/p><p>The\u00a02023 White Paper on <a href=\"https:\/\/en.mofa.gov.tw\/cp.aspx?n=1579\" target=\"_blank\" rel=\"noopener\">Taiwan\u2019s International Cooperation and Development Policies<\/a>, marking the first update in over a decade since the 2009\u00a0<a href=\"https:\/\/ws.mofa.gov.tw\/Download.ashx?u=LzAwMS9VcGxvYWQvT2xkRmlsZS9SZWxGaWxlLzExMjAvNTg4L2YyNjQ0NmI2LWI5MDQtNDRjMS1hYTJkLTFlYzVmMGQ3ZDhkZC5wZGY%3D&amp;n=V2hpdGUgUGFwZXIgb24gRm9yZWlnbiBBaWQgUG9saWN5IC0gRW5nbGlzaC5wZGY%3D\" target=\"_blank\" rel=\"noopener\">White Paper on Foreign Aid Policy<\/a>, reflects <strong>a shift in Taiwan\u2019s foreign assistance approach<\/strong>. The 2009 paper emphasized pragmatic diplomacy directed mainly at Taiwan\u2019s diplomatic allies, with one of its most successful medical diplomacy efforts being collaboration with S\u00e3o Tom\u00e9 and Pr\u00edncipe to <a href=\"https:\/\/thediplomat.com\/2020\/04\/taiwans-health-diplomacy-didnt-start-with-the-covid-19-crisis\/\" target=\"_blank\" rel=\"noopener\">reduce malaria<\/a> instances significantly. In contrast, the 2023 White Paper marks a departure from focusing on financial aid to a broader technical assistance and cooperation strategy. This shift aims to enhance Taiwan\u2019s international image, particularly among non-allies, and to build more <a href=\"https:\/\/globaltaiwan.org\/2022\/06\/building-bridges-an-overdue-update-on-taiwans-oda-policy\/\" target=\"_blank\" rel=\"noopener\">trustworthy relationships<\/a>. An example of this new direction is a <a href=\"https:\/\/www.icdf.org.tw\/wSite\/ct?xItem=19533&amp;ctNode=31647&amp;mp=2\" target=\"_blank\" rel=\"noopener\">project<\/a> coordinated by Taiwan\u2019s Ministry of Foreign Affairs, which addressed high rates of HIV, tuberculosis, and hypertension among cross-border patients in South Africa and Malawi.<\/p><p>Since the early 2000s, Taiwanese civil society, including <strong>NGOs<\/strong>, has played a more significant <a href=\"https:\/\/www.cambridge.org\/core\/journals\/japanese-journal-of-political-science\/article\/abs\/taiwans-foreign-aid-in-transition-from-oda-to-civil-society-approaches\/830823693D5B6A442967BC553A8DBC7E\" target=\"_blank\" rel=\"noopener\">role<\/a> in international humanitarian aid and development. While the ICDF initially facilitated civil society&#8217;s involvement in foreign aid, Taiwanese NGOs have increasingly charted their international paths, secured independent funding, and formed alliances to tackle common global development challenges. The\u00a0Buddhist Compassion Relief <a href=\"https:\/\/global.tzuchi.org\/we-do_charity\" target=\"_blank\" rel=\"noopener\">Tzu Chi<\/a> Foundation\u00a0is the most prominent example, running educational, disaster relief, and environmental programs worldwide.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>Taiwan\u2019s evolution from an aid recipient to a donor highlights a <strong>strategic<\/strong> <strong>shift<\/strong> in its international engagement. This shift concerns development assistance and redefining its global standing <strong>without<\/strong> <strong>formal<\/strong> <strong>diplomatic<\/strong> <strong>recognition<\/strong>. Through technical cooperation, humanitarian aid, and capacity-building efforts, Taiwan is actively constructing <strong>alternative<\/strong> <strong>avenues<\/strong> <strong>of<\/strong> <strong>influence<\/strong>, leveraging its expertise to build long-term relationships beyond its traditional diplomatic allies. Despite political constraints, this shift underscores Taiwan\u2019s ability to operate as a de facto international player.<\/p><p>However, Taiwan\u2019s development assistance exists within a <strong>contested geopolitical landscape<\/strong>. While its contributions to global health, disaster relief, and economic cooperation have demonstrated tangible benefits, such as its engagement in combating the effects of COVID-19 through the donation of 50 million <a href=\"https:\/\/en.mofa.gov.tw\/cp.aspx?n=2318\" target=\"_blank\" rel=\"noopener\">medical masks<\/a> worldwide, including European countries, or <a href=\"https:\/\/en.mofa.gov.tw\/Theme.aspx?n=3730&amp;sms=294&amp;s=128\" target=\"_blank\" rel=\"noopener\">humanitarian aid to Ukraine<\/a>, its efforts are systematically overshadowed or <a href=\"https:\/\/thediplomat.com\/2020\/04\/taiwans-health-diplomacy-didnt-start-with-the-covid-19-crisis\/\" target=\"_blank\" rel=\"noopener\">politicized<\/a> due to Beijing\u2019s diplomatic pressure.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: Taipei 101, photo by: Olimpia Kot Taipei 101, Foto: Olimpia Kot What is happening?
