Even though Hanoi\u2019s relations with Warsaw and Prague have remained <strong>relatively strong,<\/strong> Ph\u1ea1m\u2019s early 2025 junket marked the first high-level delegation exchange in 18 years with Poland and six years with the Czech Republic, coinciding with the 75th anniversary of diplomatic relations between Vietnam and its European partners. Deepening <strong>economic cooperation <\/strong>and <strong>people-to-people exchanges <\/strong>were top of the agenda in both capitals, highlighting the potential for bolstering bilateral ties through pragmatic cooperation.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p><strong>Vietnamese Prime Minister Ph\u1ea1m Minh Ch\u00ednh visited Poland <\/strong>January 16-18, marking the first visit of a Vietnamese Prime Minister to Poland in 18 years and coinciding with the 75th anniversary of bilateral diplomatic relations. The visit focused on three main pillars: <strong>geopolitics<\/strong>, including an exchange of views between both sides pertaining to the <a href=\"https:\/\/theconversation.com\/ukraine-war-how-vietnams-bamboo-diplomacy-treads-a-fine-line-between-the-west-and-russia-240060\" target=\"_blank\" rel=\"noopener\"><strong>ongoing Russian invasion in Ukraine<\/strong><\/a>, <strong>economic exchanges<\/strong>, including the <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/vietnam\/eu-vietnam-agreement_en\" target=\"_blank\" rel=\"noopener\"><strong>EU-Vietnam Investment Protection Agreement<\/strong><\/a>, and <strong>people-to-people ties<\/strong>, recognizing that Poland is home to a <strong>30-thousand strong <\/strong><a href=\"https:\/\/notesfrompoland.com\/2019\/12\/27\/i-speak-polish-in-school-and-vietnamese-at-home-stories-of-the-vietnamese-diaspora-in-poland\/\" target=\"_blank\" rel=\"noopener\"><strong>Vietnamese diaspora<\/strong><\/a>.<\/p><p>Following his visit to Poland, <strong>PM Ph\u1ea1m traveled to Prague <\/strong>for a <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/vietnam\/eu-vietnam-agreement_en\" target=\"_blank\" rel=\"noopener\">three-day visit<\/a> to Czechia from January 18-20. Similarly to Ph\u1ea1m\u2019s stay in Poland, the visit focused on <strong>advancing<\/strong> <strong>people-to-people <\/strong>and <strong>business ties<\/strong>, including in areas such as <strong>green transformation<\/strong>, <strong>digital transformation<\/strong>, <strong>renewable energy<\/strong>, and <strong>mining<\/strong>.<\/p><p>Central Europe might thus become a new target for Hanoi\u2019s <strong>bamboo diplomacy <\/strong>(ngo\u1ea1i giao c\u00e2y tre)<strong>. Nguy\u1ec5n Ph\u00fa Tr\u1ecdng, <\/strong>who served as general secretary of the Communist Party of Vietnam from 2011 until his death in 2024, first used this term in his <a href=\"https:\/\/baochinhphu.vn\/print\/phat-bieu-cua-tong-bi-thu-tai-hoi-nghi-ngoai-giao-lan-thu-29-102207908.htm\" target=\"_blank\" rel=\"noopener\">2016 speech<\/a> referencing the CPV\u2019s founder, H\u1ed3 Ch\u00ed Minh, who described the Vietnamese people as having <strong>bamboo-like qualities: <\/strong>\u201cflexible yet resilient, compassionate yet strong-willed, adaptable yet principled, understanding the times and circumstances, knowing oneself and others.\u201d This foreign policy strategy of ultimate <strong>balancing<\/strong> between Beijing, Washington, and Moscow guides Vietnam towards <strong>amenability<\/strong> in managing its relations with great powers amid their rising competition as the nation seeks to, above anything else, prioritize its national interests.<\/p><p>In light of this approach, <strong>defense industry cooperation<\/strong> is a crucial area in which we can expect more cooperation between Central Europe and Vietnam. Hanoi has historically <strong>relied on Russian technologies <\/strong>in its defense build-up. Yet, while it continues to refrain from condemning Moscow\u2019s invasion of Ukraine, the Southeast Asian country is now actively seeking to <a href=\"https:\/\/www.youtube.com\/watch?v=wTf1wYYer8I\" target=\"_blank\" rel=\"noopener\"><strong>derisk its relations with Russia<\/strong><\/a>. Specifically in the defense realm, it has adopted a <a href=\"https:\/\/fulcrum.sg\/vietnam-and-the-russia-ukraine-war-hanois-bamboo-diplomacy-pays-off-but-challenges-remain\/\" target=\"_blank\" rel=\"noopener\">three-pronged strategy<\/a>: <strong>to retrofit<\/strong>, <strong>to indigenize<\/strong>, and <strong>to diversify<\/strong>. It is worth highlighting that the Polish and Vietnamese defense ministries held <strong>bilateral talks on defense industry cooperation<\/strong> in Q3 2024 in Warsaw.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>During PM Ph\u1ea1m\u2019s visit, Poland\u2019s Donald Tusk announced he would accept his Vietnamese counterpart\u2019s invitation to visit Vietnam, planning to travel to the country in 2025. Consequently, it remains imperative to watch <strong>whether Warsaw will formally elevate its ties with Hanoi<\/strong> to the level of a <strong>comprehensive strategic partnership<\/strong>. Vietnam currently has <strong>eight such partnerships,<\/strong> including two with European countries: <a href=\"https:\/\/www.mpi.gov.vn\/en\/Pages\/2024-10-8\/Vietnam-and-France-elevate-ties-to-comprehensive-sd3hlcl.aspx#:~:text=The two sides pledged to,cooperation through joint structural projects.\" target=\"_blank\" rel=\"noopener\" data-wplink-url-error=\"true\"><strong>France<\/strong><\/a> and <a href=\"https:\/\/forumspb.com\/en\/news\/news\/rossija-i-vetnam-naraschivajut-sotrudnichestvo-\/\" target=\"_blank\" rel=\"noopener\"><strong>Russia<\/strong><\/a>. While Poland has not announced its own Indo-Pacific Strategy, <strong>exchanges with the region have intensified<\/strong>, including <strong>Warsaw\u2019s and Delhi\u2019s decision to <\/strong><a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/india-poland-joint-statement-establishment-of-strategic-partnership\/\" target=\"_blank\" rel=\"noopener\"><strong>establish a strategic partnership<\/strong><\/a>. Recognizing the strength of the existing economic and people-to-people ties between Warsaw and Hanoi, <strong>Vietnam might be a natural next major partner for Poland<\/strong> in the region.<\/p><p>Hanoi is also showing signs of an effort to s<strong>afeguard positive relations between Vietnam and Czechia <\/strong>even <strong>after the European nation\u2019s 2025 parliamentary elections<\/strong>. Notably, Ph\u1ea1m\u2019s interlocutors in Prague will include not only the representatives of the current government but also former PM and current opposition legislator <strong>Andrej Babi\u0161.<\/strong> Babi\u0161\u2019s ANO party is currently <a href=\"https:\/\/www.politico.eu\/europe-poll-of-polls\/czech-republic\/\" target=\"_blank\" rel=\"noopener\"><strong>leading the polls<\/strong><\/a> ahead of this year\u2019s parliamentary elections in Czechia.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: Chancellery of Prime Minister, Republic of Poland Foto: Kancel\u00e1\u0159 p\u0159edsedy vl\u00e1dy, Polsk\u00e1 republika What is happening?
