This marks <strong>the largest budget cut in Taiwan\u2019s history<\/strong>, reducing total expenditures from the initially proposed NT$3 trillion to approximately NT$2.9248 trillion \u2013 approximately 6 percent. Meanwhile, government revenues reached NT$3.1534 trillion, surpassing the NT$3 trillion mark for the first time.<\/p><p>While the Chinese Nationalist Party (<em>Kuomintang; <\/em>KMT) and the Taiwan People\u2019s Party (TPP) defended the reductions, asserting that they aimed to <strong>curb wasteful spending<\/strong>, Premier Cho Jung-tai (\u5353\u69ae\u6cf0) criticized the opposition, accusing them of<strong> \u201cindiscriminately cutting budget<\/strong> items\u201d to disrupt the <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2025\/01\/22\/2003830620\" target=\"_blank\" rel=\"noopener\">Executive Yuan\u2019s operations<\/a>. Culture Minister Li Yuan (\u674e\u9060) also expressed his frustration, describing the budget cuts as both unreasonable and <a href=\"https:\/\/en.rti.org.tw\/news\/view\/id\/2012358\" target=\"_blank\" rel=\"noopener\">humiliating<\/a>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>Special expenses for the Executive Yuan, Mainland Affairs Council, Council of Indigenous Peoples, and several ministries were eliminated, and media policy expenses were cut by 60 percent. <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2025\/01\/22\/2003830620\" target=\"_blank\" rel=\"noopener\">Controversial measures<\/a> included a 70 percent <strong>freeze<\/strong> on the <strong>Executive Yuan\u2019s operating<\/strong> <strong>expenses<\/strong>, a 50 percent <strong>freeze<\/strong> on the Ministry of National Defense\u2019s <strong>indigenous submarine<\/strong> <strong>program budget<\/strong>, and a 50 percent <strong>freeze<\/strong> on the <strong>Ministry<\/strong> <strong>of<\/strong> <strong>Foreign<\/strong> <strong>Affairs\u2019<\/strong> <strong>expenses<\/strong>. The Ministry of Transportation warned that the cuts would hinder the Central Weather Administration\u2019s forecasts and public transportation <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2025\/01\/24\/2003830752\" target=\"_blank\" rel=\"noopener\">operations<\/a>.<\/p><p>The largest budget cuts in the past two decades occurred during the Democratic Progressive Party&#8217;s Chen Shui-bian (\u9673\u6c34\u6241) administration in 2006, with a reduction of 2.27%. However, this year&#8217;s (2025) cuts have reached 6.63%, far surpassing that record and setting a new high.<\/p><p>While the opposition defended the reductions, saying they were seeking to stop wasteful spending, Premier Cho Jung-tai (\u5353\u69ae\u6cf0) <a href=\"https:\/\/www.twreporter.org\/a\/legislature-passes-2025-government-budget\" target=\"_blank\" rel=\"noopener\">questioned<\/a>, &#8220;Which agency can smoothly execute its operations at the beginning of the year with 70% of its budget frozen?&#8221;<\/p><p>Thirty-three <strong>civil<\/strong> <strong>society<\/strong> <strong>organizations<\/strong>, including the Chen Wen-cheng Foundation, the Nylon Cheng Liberty Foundation, and the Taiwan Association for Human Rights, <strong>issued<\/strong> <strong>a<\/strong> <a href=\"https:\/\/www.twreporter.org\/a\/legislature-passes-2025-government-budget\" target=\"_blank\" rel=\"noopener\"><strong>joint statement<\/strong><\/a> condemning the KMT and TPP. They accused the parties of &#8220;<strong>destroying<\/strong> <strong>democracy<\/strong> <strong>through<\/strong> <strong>democracy<\/strong>&#8221; by freezing and <strong>cutting<\/strong> <strong>budgets<\/strong> <strong>for<\/strong> <strong>transitional<\/strong> <strong>justice<\/strong>-related entities, such as the Ill-gotten Party Assets Settlement Committee, the Ministry of Culture, the National Human Rights Museum, and the Youth Development Administration. These actions, they argued, hinder the return of illicit party assets to the public and undermine efforts to promote transitional justice, threatening the foundation of Taiwan&#8217;s democracy. They argued that the <strong>rushed<\/strong> <strong>nature<\/strong> <strong>of<\/strong> <strong>the<\/strong> <strong>budget<\/strong> <strong>review<\/strong> <strong>process<\/strong> led to chaotic proceedings in the Legislative Yuan.\u00a0Transparency advocates criticized <strong>the<\/strong> <strong>lack<\/strong> <strong>of<\/strong> <strong>real-time<\/strong>, <strong>public<\/strong> <strong>access<\/strong> to budget information.<\/p><p>At a Taipei <a href=\"https:\/\/focustaiwan.tw\/politics\/202501230016\" target=\"_blank\" rel=\"noopener\">news conference<\/a>, Cho announced that the Cabinet would seek &#8220;remedies&#8221; to overturn the budget plan.<\/p><p>However, as the finalized plan has yet to be submitted to the Executive Yuan, any action will likely be delayed until after the Lunar New Year holiday from Jan. 27 to Feb. 2.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>This year\u2019s budget cuts have marked a significant and contentious development in Taiwan\u2019s fiscal history. While proponents argue that the reductions are <strong>necessary<\/strong> <strong>measures<\/strong> for fiscal oversight to address <strong>inefficiencies<\/strong> and curb <strong>wasteful<\/strong> <strong>spending<\/strong>, others perceive them as a <strong>politically<\/strong> <strong>motivated<\/strong> <strong>effort<\/strong> to undermine the government&#8217;s functionality.
