In recent years, other Taiwanese women, such as Dharma Master <a href=\"https:\/\/en.rti.org.tw\/news\/view\/id\/2008663\" target=\"_blank\" rel=\"noopener\">Cheng Yen<\/a> (\u8b49\u56b4\u6cd5\u5e2b), a Buddhist philanthropist and founder of the Tzu Chi humanitarian organization, who was included in the 2022 list, and Lin Nien-Tzu, a <a href=\"https:\/\/nspp.mofa.gov.tw\/nsppe\/news.php?post=123474&amp;unit=370\" target=\"_blank\" rel=\"noopener\">social entrepreneur<\/a> and founder of the Dharti Mata Sustainable Workshop in Nepal, have also featured. Such recognition highlights the growing international awareness of contributions and achievements by Taiwanese women.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>As a vocal advocate for reforms in gender and women\u2019s rights, Huang has championed issues such as access to fertility treatments for single women and lesbian couples, combating digital sexual violence, as well as period poverty. Notably, she is Taiwan\u2019s first openly <strong>LGBTQ+ legislator<\/strong> and the youngest member of the country\u2019s legislature. Her achievements have built upon decades of <strong>feminist activism <\/strong>in Taiwan, which has sought to challenge and transform the <strong>deeply patriarchal structure<\/strong> of Taiwanese society.<\/p><p>In traditional Han society, <a href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/14672715.1989.10413188\" target=\"_blank\" rel=\"noopener\">Confucian ideals<\/a> of harmony often required women to sacrifice their dignity or well-being to maintain hierarchical relationships. In contrast, Taiwan\u2019s Austronesian <a href=\"https:\/\/www.cip.gov.tw\/en\/tribe\/grid-list\/index.html?cumid=5DD9C4959C302B9FD0636733C6861689\" target=\"_blank\" rel=\"noopener\">Indigenous<\/a> peoples traditionally featured gender divisions of labor based on role specialization rather than dominance. Yet these societies have experienced significant shifts due to the influence of modern colonial states.\u00a0 As a result, intricate and diverse gender divisions have gradually been supplanted by patriarchal norms, leading to an increasing imbalance in the roles of <a href=\"https:\/\/insight.ipcf.org.tw\/article\/373\" target=\"_blank\" rel=\"noopener\">Indigenous women<\/a>.<\/p><p>Taiwan&#8217;s <strong>modern women\u2019s movement<\/strong> <a href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/14672715.1989.10413188\" target=\"_blank\" rel=\"noopener\">began in the 1970s<\/a>, evolving in tandem with the democratization movement and reflecting broader social changes. In the early 1990s, Taiwan\u2019s feminist movement centered on two key advocacy groups: the <a href=\"https:\/\/www.awakening.org.tw\/english\" target=\"_blank\" rel=\"noopener\">Awakening Foundation<\/a> (\u5a66\u5973\u65b0\u77e5\u57fa\u91d1\u6703) and the <a href=\"https:\/\/www.huf.org.tw\/en\/about\" target=\"_blank\" rel=\"noopener\">Homemakers United Foundation<\/a>\u00a0 (HUF, \u4e3b\u5a66\u806f\u76df\u74b0\u5883\u4fdd\u8b77\u57fa\u91d1\u6703). The former adopted a top-down approach, advocating individualist feminism focused on autonomy and legal equality, while HUF took a bottom-up approach, mobilizing housewives and mothers to promote relational feminism, which embraced traditional feminine roles alongside social equality. Gradually, as more women joined the legislature, they advanced legislation to protect and promote women\u2019s rights, including the 1998 <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=D0050071\" target=\"_blank\" rel=\"noopener\">Domestic Violence Prevention Act<\/a> (\u5bb6\u5ead\u66b4\u529b\u9632\u6cbb\u6cd5)\u00a0 the 2002 <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=N0030014\" target=\"_blank\" rel=\"noopener\">Gender Equality in Employment Act<\/a>\u00a0 (\u6027\u5225\u5de5\u4f5c\u5e73\u7b49\u6cd5), the 2004 <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=H0080067\" target=\"_blank\" rel=\"noopener\">Gender Equity Education Act<\/a>\u00a0 (\u6027\u5225\u5e73\u7b49\u6559\u80b2\u6cd5), the 2005 <a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=D0080079\" target=\"_blank\" rel=\"noopener\">Sexual Assault Crime Prevention Act<\/a>\u00a0 (\u6027\u4fb5\u5bb3\u9632\u6cbb\u6cd5), and the 2005 <a href=\"https:\/\/law.moj.gov.tw\/LawClass\/LawAll.aspx?pcode=D0050074\" target=\"_blank\" rel=\"noopener\">Sexual Harassment Prevention Act<\/a> (\u6027\u9a37\u64fe\u9632\u6cbb\u6cd5). In 2007, thanks to women\u2019s groups advocacy, the Legislative Yuan passed the Proposal for Membership to join CEDAW (the Convention on the Elimination of All Forms of Discrimination against Women.) Although Taiwan could not formally engage with the United Nations, Taipei took significant steps by preparing <strong>its first national report<\/strong> in 2009 and enacting the\u00a0Implementation Act in 2011, thereby <a href=\"https:\/\/nhrc.cy.gov.tw\/en-US\/cp.aspx?n=8697\" target=\"_blank\" rel=\"noopener\">integrating CEDAW<\/a>\u00a0 into domestic law. Such developments can be seen as paving the way for <a href=\"https:\/\/en.rti.org.tw\/news\/view\/id\/2009549\" target=\"_blank\" rel=\"noopener\">former President Tsai Ing-wen\u2019s 2023 proposal<\/a> to strengthen existing equality laws following a series of high-profile sexual harassment cases involving politicians from both the ruling DPP and opposition parties.\u00a0<\/p><p>Indeed, the election of Tsai as President in 2016, reaffirmed by her re-election in 2020, symbolizes the advancing wave of women\u2019s political empowerment in Taiwan. This momentum was further evidenced in the 2022 local elections, with female local government heads reaching a <a href=\"https:\/\/focustaiwan.tw\/politics\/202302020013\" target=\"_blank\" rel=\"noopener\">historic high of 56.3%<\/a>\u00a0 and a nearly 10 percent increase in women holding Cabinet positions.<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>As the first country to legalize same-sex marriage, Taiwan also ranks number one in Asia on <a href=\"https:\/\/taiwantoday.tw\/news.php?unit=10&amp;post=247958&amp;unitname=Politics-Top-News&amp;postname=Taiwan-tops-Asia-in-latest-SIGI-rankings-by-OECD\" target=\"_blank\" rel=\"noopener\">gender equality<\/a><u>, <\/u>according to statistics from the Organization for Economic Cooperation and Development. However, the country retains traditional divorce and inheritance laws favorable towards men, regressive attitudes toward sexual activity and women\u2019s healthcare, and did not decriminalize extramarital affairs for both sexes until 2021 (nearly 70 percent of the population still supports the criminalization of adultery). Meanwhile, the Ministry of Health and Welfare is still considering amendments to allow married women to obtain abortions without <a href=\"https:\/\/global.goh.org.tw\/agc-news\/reproductive-rights\/\" target=\"_blank\" rel=\"noopener\">spousal consent<\/a> and, last month, Taiwan&#8217;s Ministry of Justice <a href=\"https:\/\/focustaiwan.tw\/society\/202411050018\" target=\"_blank\" rel=\"noopener\">withdrew its proposal<\/a> to increase financial penalties for illegal abortions, following opposition from women&#8217;s groups. These examples highlight the ongoing tension between legal progress and deeply ingrained traditional values, underscoring the need for continued advocacy to achieve genuine gender equality.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Photo: A flag catcher resting after a dragon boat race.
