Instead, they gradually coil around the quarry, squeezing it until it suffocates.<\/p><p>The reptile thus aptly lends its name to the <strong>People\u2019s Republic of China (PRC) <\/strong><a href=\"https:\/\/www.taipeitimes.com\/News\/editorials\/archives\/2024\/07\/22\/2003821134\" target=\"_blank\" rel=\"noopener\"><strong>strategy<\/strong><\/a><strong> of coercing <\/strong>Taiwan through a sustained <strong>campaign below the threshold of armed conflict<\/strong> \u2013 seeking to asphyxiate the self-ruled island democracy without a decisive bite. Beijing\u2019s \u201c<strong>anaconda strategy\u201d<\/strong> plays out in all five traditional domains of warfare, and it also increasingly manifests itself in political warfare deployed in the \u201csixth domain,\u201d i.e., the <strong>cognitive domain<\/strong>.<\/p><p>Chinese <strong>cognitive operations <\/strong>adopt the People\u2019s Liberation Army\u2019s (PLA) concept of <a href=\"https:\/\/s3.amazonaws.com\/media.hudson.org\/062322_PLA_Info_Infl_Ops_Memo_Lee_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><strong>political warfare<\/strong><\/a> to the modern information environment and target stakeholders in Taiwan and other countries around the world. Beijing\u2019s political warfare is operationalized as the \u201c<strong>Three Warfares<\/strong>\u201d\u2014<strong>psychological<\/strong>, <strong>public opinion<\/strong>, and <strong>legal<\/strong>\u2014and seeks to create an <strong>information advantage<\/strong> for China. Specifically concerning Taiwan and its international space, the deployment of political warfare aims to help China <strong>shape<\/strong> how the global public thinks and talks about the \u201cTaiwan issue,\u201d <strong>creating a social license<\/strong> to <strong>support and propagate the Chinese Communist Party\u2019s (CCP) view<\/strong> of Taiwan-China relations and <strong>use <\/strong>(and misuse) <strong>legal tools<\/strong> to <strong>legitimize coercive and subversive Chinese actions<\/strong> vis-\u00e0-vis Taiwan. As a part of its legal warfare arsenal, the distortion of <strong>United Nations (UN) Resolution 2758<\/strong> by China aptly illustrates the implementation of CCP\u2019s \u201canaconda strategy\u201d of <strong>psychological and legal asphyxiation of Taiwan<\/strong>.<\/p><p>While <strong>UN Resolution 2758<\/strong> was concerned exclusively with the issue of which government \u2013 the Taipei-based \u201crepresentatives of Chiang Kai-shek\u201d or the People\u2019s Republic of China \u2013 should hold <strong>the \u201cChinese seat\u201d in the UN<\/strong> and <strong>did not address the issue of Taiwan\u2019s status<\/strong>, China seeks to <strong>distort the meaning of the document<\/strong> and <strong>frame it as a legal basis of its claim over Taiwan<\/strong>. Moreover, Beijing seeks to <strong>establish an equivalency<\/strong> between <strong>UN Resolution 2758<\/strong> and <strong>its \u201cone China\u201d principle<\/strong>, <a href=\"https:\/\/www.gmfus.org\/sites\/default\/files\/2022-03\/Drun%26Glaser-distortion-un-resolution-2758-limit-taiwans-access.pdf\" target=\"_blank\" rel=\"noopener\">positioning<\/a> the latter as a norm of <strong>customary international law<\/strong>. Beijing continues to <a href=\"http:\/\/eu.china-mission.gov.cn\/eng\/more\/20220812Taiwan\/202208\/t20220815_10743591.htm\" target=\"_blank\" rel=\"noopener\">frame<\/a> any engagements with Taiwan, including informal exchanges in economic, social, and cultural domains, as efforts \u201cto distort, fudge, and hollow out the one-China principle.\u201d Consequently, Beijing recently <strong>doubled down on its efforts<\/strong> to <strong>conflate UN Resolution 2758 and its \u201cone China\u201d principle<\/strong> to <strong>further constrict Taiwan\u2019s international space<\/strong> and <strong>throttle its ability to engage in informal albeit substantial partnerships<\/strong> with third countries.\u00a0\u00a0\u00a0\u00a0<\/p><p><strong>South Africa\u2019s<\/strong> recent request to <strong>relocate Taiwan\u2019s representative office <\/strong>outside of Pretoria is a case in point. While South Africa terminated diplomatic relations with Taipei in favor of Beijing in 1998, both sides continued substantive engagements with one another through the Taipei Liaison Office in Pretoria and the Liaison Office of South Africa in Taipei. Following the September 2024 <strong>visit to Beijing by the South African president Cyril Ramaphosa<\/strong>, Pretoria and Beijing issued a <a href=\"https:\/\/dirco.gov.za\/joint-statement-between-the-peoples-republic-of-china-and-the-republic-of-south-africa-on-the-occasion-of-the-second-state-visit-to-china-by-he-president-cyril-ramaphosa-and-the-establishment\/\" target=\"_blank\" rel=\"noopener\">joint statement<\/a> in which South Africa recognized \u201cTaiwan is an inalienable part of China\u201d and supported \u201cefforts made by the Chinese Government to achieve national reunification.\u201d Subsequently, in October, the <strong>South African government cited UN Resolution 2758<\/strong> in its <a href=\"https:\/\/dirco.gov.za\/taipei-liaison-office-relocation-mischaracterised\/\" target=\"_blank\" rel=\"noopener\">request<\/a> to <strong>relocate the Taipei Liaison Office from the capital city of Pretoria to Johannesburg <\/strong>and rename it as a \u201c<strong>trade office<\/strong>.\u201d According to Taiwan\u2019s foreign ministry, China has <a href=\"https:\/\/focustaiwan.tw\/politics\/202410210006\" target=\"_blank\" rel=\"noopener\">pressured<\/a> South Africa to relocate Taipei\u2019s mission at least since the 2023 BRICS summit. Taiwan\u2019s foreign minister Lin Chia-lung (\u6797\u4f73\u9f8d) <a href=\"https:\/\/www.ocac.gov.tw\/OCAC_OLD\/SubSites\/Pages\/Detail.aspx?site=cac08b4d-90f6-42ea-a535-18713f0724a4&amp;nodeid=1958&amp;pid=69630184\" target=\"_blank\" rel=\"noopener\">stated<\/a> that Taipei would not comply with the request. While it remains to be seen how the issue will be resolved, it is alarming that <strong>China is intensifying its coercive efforts<\/strong> vis-\u00e0-vis third countries that engage with Taiwan through dubious interpretation of documents such as UN Resolution 2758.<\/p><p>The conflict over Taipei\u2019s presence in Pretoria is not the only case of distortion of UN Resolution 2758 that directly affected Taiwan\u2019s bilateral engagements. Two days after the <strong>January 2024 elections<\/strong> in Taiwan, which resulted in the Democratic Progressive Party&#8217;s unprecedented third presidential term, <strong>Nauru terminated its diplomatic relations with Taipei<\/strong> in favor of Beijing. When announcing the switch, Yaren <a href=\"https:\/\/www.facebook.com\/republicofnauru\/posts\/%F0%9D%97%A0%F0%9D%97%98%F0%9D%97%97%F0%9D%97%9C%F0%9D%97%94-%F0%9D%97%A5%F0%9D%97%98%F0%9D%97%9F%F0%9D%97%98%F0%9D%97%94%F0%9D%97%A6%F0%9D%97%98-%F0%9D%97%A1%F0%9D%97%AE%F0%9D%98%82%F0%9D%97%BF%F0%9D%98%82-%F0%9D%97%B3%F0%9D%97%BC%F0%9D%97%B9%F0%9D%97%B9%F0%9D%97%BC%F0%9D%98%84%F0%9D%98%80-%F0%9D%97%A8%F0%9D%97%A1-%F0%9D%97%A5%F0%9D%97%B2%F0%9D%98%80%F0%9D%97%BC%F0%9D%97%B9%F0%9D%98%82%F0%9D%98%81%F0%9D%97%B6%F0%9D%97%BC%F0%9D%97%BB-%F0%9D%97%AE%F0%9D%97%BB%F0%9D%97%B1-%F0%9D%97%BA%F0%9D%97%BC%F0%9D%98%83%F0%9D%97%B2%F0%9D%98%80-%F0%9D%98%81%F0%9D%97%BC-%F0%9D%97%A2%F0%9D%97%BB%F0%9D%97%B2-%F0%9D%97%96%F0%9D%97%B5%F0%9D%97%B6%F0%9D%97%BB%F0%9D%97%AE-%F0%9D%97%BD%F0%9D%97%BF%F0%9D%97%B6%F0%9D%97%BB%F0%9D%97%B0%F0%9D%97%B6%F0%9D%97%BD%F0%9D%97%B9%F0%9D%97%B2monday\/685824347046739\/\" target=\"_blank\" rel=\"noopener\">cited<\/a> the UN Resolution 2758 as the basis for its decision. Moreover, during this year\u2019s annual meeting of the <strong>World Health Organization\u2019s Executive Board<\/strong>, Beijing successfully <a href=\"https:\/\/www.taipeitimes.com\/News\/editorials\/archives\/2024\/04\/23\/2003816809\" target=\"_blank\" rel=\"noopener\">encouraged<\/a> Belarus, Egypt, Laos, Nicaragua, Pakistan, Russia, Sri Lanka, Syria, Venezuela, and Zimbabwe to <strong>duplicitously assert<\/strong> that \u201c<strong>Resolution 2758 has settled the status of Taiwan<\/strong>\u201d in their statements. These examples further illustrate the centrality of the UN document in <strong>China\u2019s legal warfare arsenal<\/strong>.<\/p><p>While most countries in the world have formulated their \u201cone China\u201d policies, they<strong> do not prevent <\/strong>the development of <strong>non-diplomatic relations with Taiwan<\/strong> in various domains. This includes the right of third countries to exchange non-diplomatic representative offices with Taiwan. China\u2019s gradual efforts to constrict Taiwan\u2019s international space, similar to <strong>an anaconda\u2019s constriction of its prey<\/strong>, are aimed at <strong>depriving Taiwan of its external sovereignty<\/strong>. Despite its contested status, Taiwan has proven to be <strong>a reliable member of the international community<\/strong>. It is thus imperative that democratic states counteract China\u2019s political warfare by correcting its rhetorical distortions, including those related to <strong>UN Resolution 2758<\/strong>, and assert <strong>Taiwan\u2019s right to engage in substantive exchanges with like-minded partners<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"","protected":false},"author":7,"featured_media":38123,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[500],"tags":[495],"class_list":["post-38122","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-articles","tag-marcin-jerzewski"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.8 -
