Soon enough, the Democratic Progressive Party (DPP) responded to these allegations. This issue illustrates ongoing disputes between the two dominant parties that went a step further by involving third countries in <strong>Taiwan\u2019s domestic political competition<\/strong>.<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>Kuomintang legislator Hsu Chiao-hsin recently questioned a 10 million USD contract to provide aid to Ukraine. The deal is a result of a <a href=\"https:\/\/en.mofa.gov.tw\/News_Content.aspx?n=1329&amp;s=116068#:~:text=Under%20the%20MOU%20signed%20during,rebuilding%20its%20primary%20healthcare%20system\" target=\"_blank\" rel=\"noopener\">memorandum of understanding<\/a> (MOU) signed in December 2023 between the Representatives of the Taipei Economic and Cultural Office in Prague (TECO) and the Czech Economic and Cultural Office in Taipei (CECO). A three-year partnership aims at restoring Ukraine\u2019s primary healthcare capacity. The Czech government designated the <a href=\"https:\/\/www.rti.org.tw\/news\/view\/id\/2205040\" target=\"_blank\" rel=\"noopener\">Czech Health Technology Institute<\/a> (CHTI), a non-profit organization, to carry out the project, which two offices would supervise. The MOU also states that 30 to 40 percent of the donation made by Taiwan would be allocated for the procurement of Taiwan-made medical supplies, providing business opportunities for domestic manufacturers, and assisting them in entering the European market. Hsu, however, <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2024\/05\/07\/2003817486\" target=\"_blank\" rel=\"noopener\">accused<\/a> MOFA of indirect involvement in Czech party politics because Petr Foit, the chairman of CHTI, is also involved in the medical supplies industry and maintains close political and business ties with members of the Czech parliament.<\/p><p>In response, the President of the Executive Yuan, Premier Chen Chien-jen (\u9673\u5efa\u4ec1) said that Hsu <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202405060065.aspx\" target=\"_blank\" rel=\"noopener\">disclosed classified documents<\/a> and fabricated information, which is harmful to the defense of Taiwan&#8217;s sovereignty and international diplomacy. At the same time, MOFA spokesperson Jeff Liu (\u5289\u6c38\u5065) held a press conference and issued a six-point statement, emphasizing that the agreement&#8217;s details are open and transparent. He also assured that <strong>MOFA will be prepared to <\/strong><a href=\"https:\/\/udn.com\/news\/story\/6656\/7945209\" target=\"_blank\" rel=\"noopener\"><strong>undertake legal action<\/strong><\/a> in response to the <strong>leakage of sensitive documents<\/strong>. Legislator Hung Mong-kai (\u6d2a\u5b5f\u6977), the KMT caucus leader, <a href=\"https:\/\/www.ettoday.net\/amp\/amp_news.php7?news_id=2733857&amp;ref=mw&amp;from=google.com\" target=\"_blank\" rel=\"noopener\">commented<\/a> that MOFA is <strong>avoiding solutions to the problem<\/strong>, blaming Hsu for confidential information leakage instead.<\/p><p>Faced with the question of revealing confidential information, Hsu claimed that she did not break the law and only fulfilled the legislator&#8217;s duty to protect Taiwanese citizens\u2019 interests and spoke \u201con behalf of all the people of the Republic of China.\u201d However, this comment triggered mixed responses from the netizens who launched the campaign \u201c<a href=\"https:\/\/news.ltn.com.tw\/news\/politics\/breakingnews\/4665218\" target=\"_blank\" rel=\"noopener\">I did not le<\/a><u>t<\/u> Hsu Chiao-hsin represent me\u201d on Facebook and Threads. There were also voices recalling that less than a month ago, Hsu and her husband were <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2024\/04\/20\/2003816700\" target=\"_blank\" rel=\"noopener\">questioned over their income<\/a> and the <a href=\"https:\/\/news.ltn.com.tw\/news\/politics\/breakingnews\/4645334\" target=\"_blank\" rel=\"noopener\">veracity of their asset declarations<\/a> by DPP politicians, including New Taipei City Councilor Lee Yu-hsiang (\u674e\u5b87\u7fd4) and legislator Huang Jie (\u9ec3\u6377).<\/p><h2>\u00a0<\/h2><h2>Why does it matter?<\/h2><p>Taiwan has demonstrated its commitment to facilitating humanitarian relief in Ukraine.<\/p><p>Immediately after the onset of Russia\u2019s full-scale invasion of Ukraine, the Taiwanese government and private sector engaged in humanitarian aid operations. Due to the <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202405070111.aspx\" target=\"_blank\" rel=\"noopener\">lack of formal relations<\/a> with Ukraine, Taiwan cooperates with friendly neighboring countries, including the Czech Republic, Lithuania, Poland, and Slovakia, and in some cases, directly with Ukrainian local governments or non-governmental organizations to deliver aid. Czech governmental envoy for the reconstruction of Ukraine, Toma\u0161 Kope\u010dn\u00fd visited Taiwan twice during the past few months to discuss the ongoing <strong>Czech-Taiwan cooperation on humanitarian projects for Ukraine<\/strong> that include providing potable water, heat, and power through the reconstruction of water treatment facilities and gas-fired cogeneration power plants that serve over 100 thousand people. As a result of this cooperation, pediatric, gynecology, emergency, and general surgery clinics were established in areas of eastern Ukraine devastated by the Russian invasion. Also, after the people of Taiwan amassed donations exceeding 1 million USD to support the work of People in Need, a prominent Czech NGO, helping Ukrainian refugees, Taiwan&#8217;s foreign minister, Joseph Wu (\u5433\u91d7\u71ee) <a href=\"https:\/\/reliefweb.int\/report\/czechia\/following-people-taiwans-donation-1-million-people-need-help-ukrainian-refugees-taiwans-foreign-minister-paid-visit-organisation-wednesday-june-14th\" target=\"_blank\" rel=\"noopener\">paid a visit to the organization<\/a>.<\/p><p>At the same time, the current scandal, driven primarily by inter-party domestic competition in Taiwan, can cause serious reputational damage to Taiwan. There are concerns that the ongoing dispute might raise doubts regarding Taiwan being a reliable, key partner in providing humanitarian assistance to Ukraine and negatively affect relations of Taiwan with like-minded European partners.<\/p><p>The KMT asserted its commitment to supporting Ukraine\u2014most recently, party chairman Eric Chu (\u6731\u7acb\u502b) attended the Europe Day celebrations <a href=\"https:\/\/twitter.com\/kuomintang\/status\/1787005801674232188\" target=\"_blank\" rel=\"noopener\">donning a Ukrainian flag<\/a> on his shirt. At the same time, the party experienced <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2024\/05\/06\/2003817445\" target=\"_blank\" rel=\"noopener\">the fallout<\/a> from an invitation it had extended to Russia\u2019s representative to Taipei to attend its international banquet in April.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Ministry of Foreign Affairs, Taiwan.
