While Xi Jinping <a href=\"https:\/\/www.mfa.gov.cn\/eng\/zxxx_662805\/202312\/t20231231_11215608.html#:~:text=China%20will%20surely%20be%20reunified,better%20life%20for%20the%20people.\" target=\"_blank\" rel=\"noopener\">repeated his declaration<\/a> of the <strong>\u201cinevitability\u201d of (re)unification<\/strong> of both sides of the Taiwan Strait in his New Year address, Taiwanese people have <a href=\"https:\/\/esc.nccu.edu.tw\/PageDoc\/Detail?fid=7801&amp;id=6963\" target=\"_blank\" rel=\"noopener\">virtually no appetite<\/a><strong> for forming a union <\/strong>with the autocratic People\u2019s Republic of China. Beijing\u2019s initial response to the free and fair elections in Taiwan has been <strong>relatively muted<\/strong> \u2013 particularly compared to <a href=\"https:\/\/ndupress.ndu.edu\/Media\/News\/Article\/3253814\/averting-escalation-and-avoiding-war-lessons-from-the-19951996-taiwan-strait-cr\/\" target=\"_blank\" rel=\"noopener\">cross-strait tensions<\/a> surrounding the first free presidential elections in Taiwan in 1996 or the more recent visit of US House Speaker <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/8\/3\/china-conducts-live-fire-exercises-around-taiwan-as-pelosi-visits\" target=\"_blank\" rel=\"noopener\">Nancy Pelosi<\/a>. Nevertheless, the PRC perpetuates its <strong>aggressive rhetoric <\/strong>and efforts to <strong>constrain Taiwan\u2019s international space<\/strong>. It is thus important to monitor whether we will see a reemergence of \u201c<strong>Wolf Warrior Diplomacy<\/strong>\u201d around the Taiwan issue in the crucial next four months ahead of William Lai\u2019s (Ching-te Lai; \u8cf4\u6e05\u5fb7) inauguration.<\/p><h2>What is the broader picture?<\/h2><p>The unprecedented third presidential term for the Democratic Progressive Party (DPP) was not positive news for China, which attempted to interfere in Taiwanese elections for several months leading to the race.<\/p><p>The first official commentary on the results of the Taiwanese elections came on January 13, when the State Council\u2019s Taiwan Affairs Office spokesperson Chen Binhua (\u9673\u658c\u83ef) <a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2024-01\/14\/nw.D110000renmrb_20240114_9-01.htm\" target=\"_blank\" rel=\"noopener\">claimed<\/a> that despite its victory, <em>\u201cDemocratic Progressive Party does not represent the mainstream public opinion on the island.\u201d<\/em> Chen referred to the fact that the Kuomintang, which supports \u201cnormalization\u201d of cross-strait ties, gained more seats in the Legislative Yuan, Taiwan\u2019s unicameral legislature. <strong>Beijing perceives the DPP as <em>\u201cTaiwan independence separatists\u201d<\/em> and refuses to engage in dialogue with politicians affiliated with the party<\/strong>. In the same <a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2024-01\/14\/nw.D110000renmrb_20240114_9-01.htm\" target=\"_blank\" rel=\"noopener\">statement<\/a>, Chen Binhua expressed the Chinese side\u2019s willingness to <em>\u201cwork with relevant political parties,\u201d<\/em> referring again to the KMT.<\/p><p><strong>Different actors in the PRC speak with one voice when it comes to the \u201cTaiwan issue.\u201d <\/strong>Chinese Foreign Minister Wang Yi (\u738b\u6bc5) stated at a press conference in Egypt that, <em>\u201c<\/em><a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2024-01\/15\/nw.D110000renmrb_20240115_6-03.htm\" target=\"_blank\" rel=\"noopener\"><em>the elections of the Taiwan region belong to the affairs of a region in China<\/em><\/a><em>.<\/em><em>\u201d \u00a0<\/em>He further claimed that <em>\u201cTaiwan has never been a country, it was not in the past and it will never be in the future!\u201d<\/em> and continued to issue threats to the Taiwan citizens and the international community:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-ac8f9b3 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ac8f9b3\" data-element_type=\"section\" data-e-type=\"section\" data-no-translation=\"\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-3b156f4\" data-id=\"3b156f4\" data-element_type=\"column\" data-e-type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ebce181 elementor-widget elementor-widget-text-editor\" data-id=\"ebce181\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>&#8220;Anyone on the island of Taiwan who wants to pursue &#8220;Taiwan independence&#8221; is to split China&#8217;s territory and will be severely punished by history and law. Anyone who violates the one-China principle in the international community is interfering in China&#8217;s internal affairs and infringing on China&#8217;s sovereignty, and will surely be opposed by the entire Chinese people and even the international community.\u201d\u2026 and that \u201cChina will eventually achieve complete reunification and Taiwan will return to the embrace of the motherland.\u201d<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-6d8e7ae elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"6d8e7ae\" data-element_type=\"section\" data-e-type=\"section\" data-no-translation=\"\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-223b05a\" data-id=\"223b05a\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-0b6dd9c elementor-widget elementor-widget-text-editor\" data-id=\"0b6dd9c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>While the PRC government is unequivocal regarding its perception of the Taiwan issue, tracking Chinese public opinion proves more challenging. <strong>China\u2019s netizens <\/strong><a href=\"https:\/\/www.whatsonweibo.com\/weibo-watch-frogs-in-wells\/\" target=\"_blank\" rel=\"noopener\">were not allowed to<\/a><strong> discuss this \u201cinternal matter of the PRC\u201d online<\/strong>. According to <a href=\"https:\/\/www.whatsonweibo.com\/weibo-watch-frogs-in-wells\/\" target=\"_blank\" rel=\"noopener\">WhatsonWeibo<\/a>, hashtags referring to the Taiwanese elections, such as \u201cTaiwan elections\u201d (#\u53f0\u7063\u9078\u8209), or \u201cLai Ching-te wins the 2024 Taiwan regional leadership election\u201d (#\u8cf4\u6e05\u5fb7\u8d62\u5f972024\u5e74\u53f0\u7063\u5730\u5340\u9818\u5c0e\u4eba\u9078\u8209) were blocked on Chinese social media. Later, when the state media issued an official statement, the hashtag \u201cTaiwan is part of China, this basic fact won\u2019t change\u201d (#\u53f0\u7063\u662f\u4e2d\u570b\u4e00\u90e8\u5206\u7684\u57fa\u672c\u4e8b\u5be6\u4e0d\u6703\u6539\u8b8a) emerged on China\u2019s social network Weibo, but only comments stating \u201cThere is only one China\u201d were visible.<\/p><p>Not only does the Chinese government dictate what (not) to think or (not) to say to its citizens, but also it <strong>seeks exercise similar power over key stakeholders in other countries<\/strong>. In Chinese nomenclature, this effort is known as \u201cdiscourse power\u201d or \u201cthe right to speak\u201d (\u8a71\u8a9e\u6b0a), and it is closely associated with the PRC government and media discourse about efforts to \u201ctell China\u2019s story well\u201d (\u8b1b\u597d\u4e2d\u570b\u6545\u4e8b). As a result, many state leaders and top diplomats remained very <strong>vague when referring to the Taiwanese election<\/strong> and failed to directly address the president-elect William Lai in their congratulatory messages.<\/p><p><a href=\"https:\/\/www.diplomatie.gouv.fr\/en\/country-files\/asia-and-oceania\/news\/article\/taiwan-elections-14-01-2024\" target=\"_blank\" rel=\"noopener\">France<\/a> and <a href=\"https:\/\/www.auswaertiges-amt.de\/en\/newsroom\/news\/-\/2640284\" target=\"_blank\" rel=\"noopener\">Germany<\/a> highlighted the democratic principles and values enrooted in Taiwan and congratulated \u201cthose elected.\u201d The European External Action Service addressed their congratulations only towards the voters. Czech President Petr Pavel was the first European head of state to congratulate the Taiwanese people on the democratic election, but he also avoided naming the winner. Meanwhile, he <a href=\"https:\/\/www.ceskenoviny.cz\/zpravy\/na-tchaj-wanu-skoncily-volby-novy-prezident-by-mel-byt-znam-vecer\/2465070\" target=\"_blank\" rel=\"noopener\">expressed<\/a> his hope that Czech relations with Taiwan will continue to \u201c<em>develop successfully in many different areas also with the new Taiwanese leadership.\u201d <\/em>Pavel\u2019s cautious message can be contrasted with the <a href=\"https:\/\/twitter.com\/GLandsbergis\/status\/1746222956001247320\" target=\"_blank\" rel=\"noopener\">statement<\/a> issued by Lithuanian foreign minister Gabrielius Landsbergis, who addressed Lai directly. Czechia and Lithuania are broadly regarded as the most Taiwan-friendly countries in Europe.<\/p><p>The PRC\u2019s directed its <strong>harshest responses towards those who directly congratulate William Lai<\/strong> on his victory in the presidential election.<\/p><p>In the <strong>U.S. statement<\/strong>, which explicitly <a href=\"https:\/\/china.usembassy-china.org.cn\/the-secretary-of-state-press-statement-on-taiwans-election\/\" target=\"_blank\" rel=\"noopener\">addressed<\/a> Lai, Washington confirmed that its future collaboration with the Lai administration would remain <em>\u201cconsistent with the U.S. One-China Policy,\u201d<\/em> but it was not enough to satisfy the Chinese foreign ministry. Its spokesperson <a href=\"https:\/\/www.mfa.gov.cn\/eng\/xwfw_665399\/s2510_665401\/202401\/t20240114_11223454.html\" target=\"_blank\" rel=\"noopener\">responded<\/a> by accusing the U.S. of sending a <em>\u201cgravely wrong signal to the \u2018Taiwan independence\u2019 separatist forces.\u201d<\/em><\/p><p>By <a href=\"https:\/\/www.gov.uk\/government\/news\/taiwan-elections-january-2024-foreign-secretarys-statement\" target=\"_blank\" rel=\"noopener\">saying<\/a> that the elections \u201c<em>are testament to Taiwan\u2019s vibrant democracy\u201d<\/em> and offering <em>\u201cwarm congratulations to the people of Taiwan on the smooth conduct of those elections and to Dr. Lai Ching-te and his party on his election,\u201d<\/em> the <strong>British Foreign Secretary David Cameron angered the Chinese embassy <\/strong>in the UK which <a href=\"http:\/\/manchester.china-consulate.gov.cn\/eng\/zt\/fyrth\/202401\/t20240116_11225140.htm\" target=\"_blank\" rel=\"noopener\">firmly opposed<\/a> the statement and urged London to <em>\u201crefrain from any words or actions that interfere in China\u2019s internal affairs.\u201d<\/em><\/p><p>In response to Philippine president Ferdinand Marcos Jr.\u2019s <a href=\"https:\/\/apnews.com\/article\/philippine-president-ferdinand-marcos-taiwan-presidential-elections-winner-lai-ching-te-15951596df0464b7d983b609e555e86c\" target=\"_blank\" rel=\"noopener\">congratulation<\/a>s to <em>\u201cPresident-elect Lai Ching-te on his election as Taiwan\u2019s next president,\u201d<\/em> the PRC <strong>MFA spokesperson <\/strong><a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xwfw_665399\/s2510_665401\/2511_665403\/202401\/t20240116_11225146.html\" target=\"_blank\" rel=\"noopener\">warned<\/a><strong> the Philippines about \u201c<em>playing with fire on the Taiwan question\u201d<\/em><\/strong> and advised President Marcos to<em> \u201cread more to develop a proper understanding of the ins and outs of the Taiwan question and come to a right conclusion.\u201d<\/em><\/p><p>Among other scolded parties were <a href=\"https:\/\/www.dfat.gov.au\/news\/media-release\/taiwan-elections\" target=\"_blank\" rel=\"noopener\">Australia<\/a>, <a href=\"https:\/\/www.mfa.gov.cn\/eng\/xwfw_665399\/s2510_665401\/202401\/t20240115_11224311.html\" target=\"_blank\" rel=\"noopener\">Singapore<\/a>, and <a href=\"https:\/\/news.cgtn.com\/news\/2024-01-14\/China-condemns-Japan-s-congratulatory-message-after-Taiwan-election-1qlZFvQWOEU\/p.html\" target=\"_blank\" rel=\"noopener\">Japan<\/a>. On the other hand, those who condemned the \u201cTaiwan independence\u201d were <a href=\"https:\/\/english.news.cn\/20240116\/fd94e87d2dde4f47ae985c093a8033e7\/c.html\" target=\"_blank\" rel=\"noopener\">applauded<\/a> by the Chinese spokesperson.<\/p><h2>Why it matters?<\/h2><p>It was a busy week for the Chinese diplomats who once again had to show their teeth. Except 18 People\u2019s Liberation Army air force planes and Chinese warships operating around Taiwan on Wednesday after the elections, the <strong>Chinese response was not as severe as expected.<\/strong><\/p><p>A possible explanation is that, from the PRC\u2019s point of view, the <strong>election result is not completely unsatisfactory<\/strong>. While no party gained an absolute majority in the Legislative Yuan, the largest number of seats (52 out of 113) went to the KMT which will likely seek close collaboration with the Taiwan People\u2019s Party (8 seats) and the two independent legislators. <strong>The<\/strong> <strong>divided government may become a major headache for Lai <\/strong>and result in gridlock on issues such as defense modernization. Additionally, China will continue to constrict Taiwan\u2019s international space. A mere two days after the elections, the ROC lost one diplomatic ally, the Pacific Island country of <a href=\"https:\/\/en.mofa.gov.tw\/News_Content.aspx?n=1328&amp;sms=273&amp;s=116429\" target=\"_blank\" rel=\"noopener\">Nauru<\/a>. <a href=\"https:\/\/www.theaustralian.com.au\/world\/fears-of-tuvalu-turning-to-recognition-of-china\/news-story\/3826b170d339eb63fa45b974cf9c37d1\" target=\"_blank\" rel=\"noopener\">Others<\/a> might follow Yaren\u2019s suit and bow to the Chinese dictator in the future. It will thus be crucial for the new Taiwanese government <strong>to strengthen and secure bonds with its democratic partners.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>What is happening?
