Experts identify economic coercion, diplomatic isolation, and cognitive warfare as primary forms of meddling in the electoral process. There are, however, more tactics China is using in its attempts to\u00a0<strong>influence votes<\/strong>. With a wide array of methods of interfering in Taiwan\u2019s elections<strong>,\u00a0<\/strong>the island nation has also become a\u00a0<strong>testing ground\u00a0<\/strong>for China\u2019s foreign information manipulation and interference (FIMI) campaigns.\u00a0<\/p><h2>What is the broader picture?<\/h2><p>Taiwan&#8217;s Ministry of Foreign Affairs emphasized that China has repeatedly used various excuses to escalate\u00a0<strong>military\u00a0<\/strong><a href=\"https:\/\/udn.com\/news\/story\/6656\/7691455\" target=\"_blank\" rel=\"noopener\"><strong>coercion and intimidation<\/strong><\/a>\u00a0against Taiwan. Instances of the Taiwanese army being infiltrated through\u00a0<a href=\"https:\/\/focustaiwan.tw\/cross-strait\/202311270021\" target=\"_blank\" rel=\"noopener\">espionage<\/a>\u00a0are not uncommon. Moreover, the defense ministry views Chinese balloons, which have been observed over the Taiwan Strait and recently floating over the main island of Taiwan, as an attempt to use\u00a0<a href=\"https:\/\/www.epochtimes.com\/b5\/24\/1\/6\/n14152106.htm\" target=\"_blank\" rel=\"noopener\">cognitive warfare<\/a>\u00a0to affect the morale of Taiwanese people.<\/p><p>However, these are not the only measures of Chinese operations aimed at influencing the outcome of the Taiwanese elections. At the end of 2023, the Ministry of Foreign Affairs of Taiwan stated in its\u00a0<a href=\"https:\/\/en.mofa.gov.tw\/News_Content.aspx?n=1329&amp;sms=272&amp;s=116213\" target=\"_blank\" rel=\"noopener\">press release<\/a>\u00a0that China\u2019s recent termination of the tariff reductions on certain goods, warranted by the Economic Cooperation Framework Agreement (ECFA), highlighted attempts to use blatant\u00a0<strong>economic coercion<\/strong>\u00a0to interfere in Taiwan\u2019s free elections. Taiwanese authorities are also\u00a0<a href=\"https:\/\/www.cna.com.tw\/news\/asoc\/202311280125.aspx\" target=\"_blank\" rel=\"noopener\">investigating<\/a>\u00a0dozens of local leaders suspected of violating the\u00a0<a href=\"https:\/\/law.moj.gov.tw\/ENG\/LawClass\/LawAll.aspx?pcode=A0030317\" target=\"_blank\" rel=\"noopener\">Anti-Infiltration Law<\/a>, who traveled to China in recent months allegedly as targets of an influence operation designed to increase votes for China-friendly candidates. However, the number of people, including grassroots politicians\u2014borough and village chiefs\u2014who recently participated in tourist or religious\u00a0<a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2023\/12\/02\/2003810019\" target=\"_blank\" rel=\"noopener\">trips<\/a>, many of which are centered around the cult of goddess Mazu (\u5abd\u7956), is much higher.\u00a0<\/p><p>Taiwan&#8217;s information space is also vulnerable to China&#8217;s malign influence. Beijing&#8217;s tactics include manipulation in traditional and social media\u2014in the case of the latter, especially TikTok\u2014disinformation campaigns exploiting existing tensions, questioning candidates&#8217; competence, and undermining local politicians&#8217; legitimacy and efficacy. All these efforts are aimed at deepening political polarization and weakening Taiwanese society. Moreover, as per Google&#8217;s\u00a0<a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2023\/12\/01\/2003809975\" target=\"_blank\" rel=\"noopener\">warning<\/a>\u00a0issued in early December, Chinese and China-friendly actors have been ramping up cyberattacks on Taiwan&#8217;s defense sector as well as private enterprises and the government.\u00a0<\/p><p>On October 22, two months after Foxconn&#8217;s founder and former CEO Terry Gou (\u90ed\u53f0\u9298) announced his independent run for the Taiwanese presidency, the company underwent an inspection by Chinese tax officials. The timing of the tax probe suggested that China wanted to influence Gou to abandon his candidacy to increase the chances of the opposition winning the presidential race. Gou\u00a0<a href=\"https:\/\/focustaiwan.tw\/politics\/202311240023#:~:text=Business%20tycoon%20Terry%20Gou%20drops%20out%20of%20presidential%20race%20(update),-11%2F24%2F2023&amp;text=Taipei%2C%20Nov.,with%20the%20country%27s%20electoral%20authorities\" target=\"_blank\" rel=\"noopener\">dropped out<\/a>\u00a0of the race <strong>without providing a reason<\/strong>.\u00a0<\/p><h2>Why does it matter?<\/h2><p>In the past, China has been interfering with Taiwan\u2019s elections either through military intimidation, economic coercion, or disinformation. However, this time we can see a clear shift to more diverse tools and a more coercive approach. Although China accuses Taiwan\u2019s current government of <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2023\/12\/30\/2003811371\" target=\"_blank\" rel=\"noopener\">exaggerating the Chinese<\/a> military threat for its gain, China undoubtedly depicts the upcoming elections as a choice between peace and war, and prosperity and decline. This directly affects the preferences of Taiwanese voters concerned with such issues as economic situation, wages, housing prices, inflation, or energy security.
