The opposition Kuomintang (KMT) and Taiwan People\u2019s Party (TPP)<strong> failed to overcome a deadlock<\/strong> in their negotiations to form a joint presidential ticket, while business tycoon Terry Gou (\u90ed\u53f0\u9298) <strong>withdrew from the race<\/strong>. Consequently, the upcoming election will be<strong> a three-way race<\/strong> between William Ching-te Lai (\u8cf4\u6e05\u5fb7) of the ruling Democratic Progressive Party (DPP) and Hou Yu-ih (\u4faf\u53cb\u5b9c) and Ko Wen-je (\u67ef\u6587\u54f2) of the KMT and the TPP, respectively. The dramatic negotiations, which lasted until the eleventh hour ahead of the registration deadline, <strong>exposed considerable disunity <\/strong>among Taiwanese opposition parties, which clearly contrasts with the message of <strong>cross-factional accord<\/strong> embodied in the Lai-Hsiao (Bi-Khim Hsiao, \u856d\u7f8e\u7434) ticket of the DPP.<\/p><p><strong>\u00a0<\/strong><\/p><h2>What is the broader picture?<\/h2><p><strong>\u00a0<\/strong>Following a long period of speculation, the KMT and the TPP <a href=\"https:\/\/time.com\/6335347\/taiwan-opposition-parties-alliance-election-kmt-tpp\/\" target=\"_blank\" rel=\"noopener\">announced plans<\/a> to run a <strong>joint presidential ticket <\/strong>on November 15. The parties vowed to reach a decision on whether Hou or Ko would lead the ticket by analyzing the<strong> results of the latest opinion polls<\/strong>. As the eight-year period of DPP rule could be coming to an end, Ko said it was \u201c<strong>imperative<\/strong>\u201d that the opposition joined forces to achieve the <strong>common goal of defeating the ruling party<\/strong>. Nevertheless, their negotiations <strong>eventually <\/strong><a href=\"https:\/\/focustaiwan.tw\/politics\/202311180014\" target=\"_blank\" rel=\"noopener\"><strong>collapsed<\/strong><\/a> over disagreements on how to interpret poll results.<\/p><p>On Thursday, on the eve of the candidacy registration deadline, the KMT, the TPP, and independent candidate Gou organized a <strong>dramatic public negotiation<\/strong> among the three presidential hopefuls and two senior KMT leaders, former president Ma Ying-jeou (\u99ac\u82f1\u4e5d) and party chairman Eric Chu (\u6731\u7acb\u502b). While the domestic and international press was in attendance, Hou and Ko failed to conceal the seemingly <strong>irreconcilable differences <\/strong>between their parties and effectively <strong>embarrassed each other<\/strong> in a very public manner. In the end, it led to the official <strong>collapse of the deal<\/strong>. This failure also effectively undermined the reputation of both candidates. In the <a href=\"https:\/\/frozengarlic.wordpress.com\/2023\/11\/24\/a-horse-can-lead-you-to-water\/\" target=\"_blank\" rel=\"noopener\">assessment <\/a>of Nathan Batto, Academia Sinica research fellow and an expert on elections and political behavior in Taiwan, \u201cIt showed that Ko is an <strong>inept negotiator<\/strong>. That the KMT <strong>doesn\u2019t trust Hou<\/strong> to act on his own without a chaperone.\u201d<\/p><p>Earlier during the week, the DPP officially announced that <strong>Bi-khim Hsiao<\/strong>, who until November 20 served as Taiwan\u2019s envoy to the United States, would become the running mate of Lai. Hsiao is widely praised for her <strong>diplomatic savviness <\/strong>and successful management of Taipei\u2019s relations with Washington, arguably its most important informal diplomatic partner. The appointment of Hsiao as the vice presidential candidate also implies that Lai is committed to <strong>upholding continuity<\/strong> with the Tsai Ing-wen (\u8521\u82f1\u6587) administration in his foreign policy orientation. During the 2020 presidential race, Tsai and Lai, representing <strong>different internal factions<\/strong> within the DPP, faced off as they competed for the DPP nomination. As Hsiao is considered to be a <a href=\"https:\/\/www.rfa.org\/cantonese\/news\/htm\/tw-dpp-11202023045136.html\" target=\"_blank\" rel=\"noopener\">key member of the Tsai faction<\/a> within the party, her nomination as Lai\u2019s \u201cright-hand woman\u201d clearly signals that he is willing to put internal party squabbles behind to consolidate <strong>a message of unity<\/strong>. This approach clearly diverges from the frictions which surfaced in the opposition camp.<\/p><p>\u00a0<\/p><h2>Why does it matter?<\/h2><p>The recent developments have important implications for Taiwan\u2019s domestic politics and the nation\u2019s foreign policy posture. Internally, the public conflict between the opposition parties, which failed to overcome their differences to commit to the bigger mission of defeating the DPP, is likely to undermine the trust of their supporters, who will be <strong>less likely to vote strategically <\/strong>and concentrate their votes on the leading candidate in January. Externally, the DPP effectively consolidated its foreign policy orientation as they are likely to remain focused on <strong>diversifying Taiwan\u2019s foreign relations <\/strong>beyond cross-strait ties. Notably, this includes Tsai\u2019s flagship New Southbound Policy and the ongoing process of deepening Taipei\u2019s ties with Europe.<\/p><p>\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>What is happening?
