Through its flagship infrastructure initiative, China invested trillions of dollars over the last decade as BRI underwent changes and development. On the global scale, understanding of the BRI also evolved.\u00a0<\/p><p>Only one week after the BRI forum concluded, Brussels hosted its first\u00a0<strong>Global Gateway Forum.<\/strong>\u00a0The Global Gateway program has been considered an EU alternative to the BRI. But is the EU capable of winning over the Global South?<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>In Beijing, the number of representatives applauding Xi\u2019s initiative and money in the audience has shrunk, and the amount of investment has decreased as the Chinese economy slowed down.\u00a0<\/p><p>The number of high-level participants and\u00a0<strong>global embracement of the initiative has declined<\/strong>. Among the participants were mainly high representatives of\u00a0<strong>the<\/strong>\u00a0<strong>Global South<\/strong>, or the developing countries in Asia, Latin America, and Africa which are within the\u00a0<strong>Chinese sphere of influence<\/strong>. The Taliban delegation and the\u00a0<strong>UN Secretary-General Antonio Guterres <\/strong>were also present. Seen as a\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTc4NiZkPXA3cDh0OHM=.fO8L2d8_nIVn4Ye_gFC5KKUTwJ9iPWa8y9H_EUoMVVs\" target=\"_blank\" rel=\"noopener\">criminal<\/a>\u00a0by many,\u00a0<strong>Vladimir Putin <\/strong>was hosted as a special BRI Forum guest and treated with all respect as he delivered one of the first keynote speeches and held a\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTc5MCZkPXoxazdjMGk=.sf2k2gLU45oPJY76WrYm870YPTQpshKNElcpHfz7gDU\" target=\"_blank\" rel=\"noopener\">meeting<\/a>\u00a0with Xi Jinping (\u7fd2\u8fd1\u5e73). Russia has been by far the largest recipient of Chinese investment\u00a0and remains Beijing\u2019s closest ally.\u00a0<strong>European countries<\/strong>, with exception of Hungary whose prime minister Viktor Orb\u00e1n used the opportunity to meet with Putin,\u00a0<strong>were not represented<\/strong>\u00a0at a high level.<\/p><p>In recent years, the initiative\u2019s focus has shifted from traditional infrastructure projects (bridges, power plants, railway, etc.) to\u00a0<strong>digital infrastructure projects<\/strong>\u00a0(such as 5G, e-commerce, and digital economy) which are less costly. In his\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTc5MyZkPXkxaDJxM3o=.DmJnVV-_ANOqPZ0zturEseg9xBPvHxm-woiMe5jeNtI\" target=\"_blank\" rel=\"noopener\">keynote speech<\/a>, Xi Jinping argued that\u00a0<em>\u201cviewing others\u2019 development as a threat or taking economic interdependence as a risk will not make one\u2019s own life better or speed up one\u2019s development,\u201d<\/em>\u00a0referring to<strong>\u00a0<\/strong><a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTc5NiZkPXYwZjBqNXA=.5253E9d6yjE8rs1K8SWJj6jHDgxwGMO2rfrLPDt0aj0\" target=\"_blank\" rel=\"noopener\"><strong>the\u00a0US export bans on AI<\/strong><\/a><strong>\u00a0and advanced chips\u00a0<\/strong>which angers China.\u00a0<\/p><p>Technology and AI was one of the major themes of the gathering as China proposed <strong>its\u00a0<\/strong><a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTc5OSZkPXgyeTBvM24=.Kk4NP6Xiw0JC6QDpHMMMYVIcHNVFpx7jAAonosb2m8k\" target=\"_blank\" rel=\"noopener\"><strong>Global Initiative for Artificial Intelligence (AI) Governance<\/strong><\/a>, calling on all countries<em>\u00a0\u201cto enhance information exchange and technological cooperation on the governance of AI.\u201d\u00a0<\/em>and suggesting to<em>\u00a0\u201cwork together to prevent risks, and develop AI governance frameworks, norms and standards based on broad consensus.\u201d<\/em><\/p><p>China continues to seek greater influence on global governance, as it continues to propose its own initiatives and alternatives and uses appealing slogans and concepts. Even some of the European \u201celites\u201d still buy into it. Czechia\u2019s former Prime Minister\u00a0<strong>Ji\u0159\u00ed Paroubek<\/strong>, who participated in all the three BRI forums, is an admirer and\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgwMyZkPWU5cTRvMWQ=.hMJtuUkTka1CL1VKK0sDbRKX9iK7zwA4iFTFNIPL-Cw\" target=\"_blank\" rel=\"noopener\">supporter<\/a>\u00a0of BRI and the\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgwNSZkPXg4eDJ0NnA=.sR3RPwD-LWolGb8ZUv0Jdp9MHoHy6SIEuNhmiuBCfNQ\" target=\"_blank\" rel=\"noopener\">Chinese proposed new world order<\/a>\u00a0or the \u201ccommunity with a shared future for mankind\u201d (\u4eba\u985e\u547d\u904b\u5171\u540c\u9ad4\u00a0<em>renlei mingyun gongtongti<\/em>). The Special Representative of French President and Former Prime Minister of France\u00a0<strong>Jean-Pierre Raffarin<\/strong>\u00a0made historical analogies to claim that we should let China take over the global order:\u00a0<em>\u201c<\/em><a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgwNyZkPXMzajN4M2w=.MLit2mOasAv5fC-XUrlNUNuHAyovJ01IZosbtiVklEs\" target=\"_blank\" rel=\"noopener\"><em>Now, China is back around the table of big nations. I think we have to accept that and not be afraid, but to discuss.<\/em><\/a><em>&#8220;<\/em><\/p><p>Europeans criticize the human rights abuses, environmental issues, one-sided relations, quality of the infrastructure projects, or unfavorable loan terms associated with the BRI and provide an\u00a0<strong>alternative<\/strong>. Claiming that<em>\u00a0\u201cWe want to create links and not dependencies!,\u201d\u00a0<\/em>Ursula von der Leyen announced the Global Gateway program in 2021. Just one week after the BRI concluded in Beijing, Brussels hosted the first\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgwOSZkPWw1bjJ4Nms=.QD_Z3GRQHleIjOKzERlMIViDFhzG6_JjLd5q17r4VYk\" target=\"_blank\" rel=\"noopener\"><strong>Global gateway forum<\/strong><\/a><strong>.<\/strong><\/p><p>Especially because of its lengthy bureaucracy, the Global Gateway was labeled as \u201c<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgxMSZkPW04cjFrMGs=.H0L539Lq9bq7LydY6BzbbpSyii5F6Noyp6BPIjKZfPk\" target=\"_blank\" rel=\"noopener\">project without a plan<\/a>\u201d or a \u201cmarketing exercise\u201d and received some substantive\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgxMiZkPXM2aTJiMGo=.e5nV8SMT2GrJrgBZCBoI0HSaQROhMBdZBwEecNdpX28\" target=\"_blank\" rel=\"noopener\">criticism<\/a>\u00a0from European diplomats, especially in its early stages. After two years, some\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgxNSZkPW82ZTJyNG4=.5W8H9g_gfmmZ9s5IBVeKPfC5GysoJvaPenmMIpvM7-I\" target=\"_blank\" rel=\"noopener\">concrete projects<\/a>\u00a0were finally\u00a0<a href=\"https:\/\/mailing.europeanvalues.cz\/link\/c\/YT0yMzM3NjE1NTQzNDcwNjU0OTM5JmM9YzNyNSZlPTc2MDQ0OTk0JmI9MTIzMTM5MTgxNiZkPXcxYjRiNnk=.5NZWxMKAJ-A5Tp1njbcnRfX3LCuXkRhmR1F4mIZSojU\" target=\"_blank\" rel=\"noopener\">announced<\/a>, such as the\u00a0<strong>Trans-African Corridor<\/strong>, or strategic\u00a0<strong>economic corridors in southern Africa<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Why it matters?<\/h2><p>The EU continued to lag behind China in promoting infrastructure investment projects for at least one decade. The time will show whether the Global Gateway program will mobilize some of the European private capital and eventually balance global Chinese investments.
