What is happening?<\/h2>

Chinese authorities launched a\u00a0tax probe<\/strong>\u00a0<\/strong>into the operations of\u00a0Foxconn<\/strong>, a Taiwanese company which is a major Apple supplier and was established by\u00a0<\/strong>Terry Gou<\/strong>\u00a0(\u90ed\u53f0\u9298),\u00a0<\/strong>one of the four presidential candidates<\/strong>\u00a0in the 2024 race. Chinese tax and natural resources authorities in Henan and Hebei provinces searched Foxconn’s facilities on October 22, as\u00a0first reported<\/a>\u00a0by China’s state-owned Global Times. The ongoing investigation is a likely form of Chinese authorities\u2019 interference in the upcoming presidential and legislative elections in Taiwan, which the People\u2019s Republic of China claims as a part of its territory despite never having ruled the island. Beijing continues to reaffirm the threat of military force to annex Taiwan.<\/p>

What is the broader picture?<\/h2>

Foxconn is one of the world\u2019s largest contract manufacturers and technology service providers, does not produce goods under its own name but is a contractor from everything from iPhones through Xbox to Macbook computers. The company was founded by\u00a0Terry Gou<\/strong>\u00a0(\u90ed\u53f0\u9298), who is currently running as an independent presidential candidate in the 2024 electoral race in Taiwan. Gou previously sought to secure the nomination for the Kuomintang (KMT; \u4e2d\u570b\u570b\u6c11\u9ee8) presidential candidacy in 2020 and 2024, albeit with no success. Within Taiwan\u2019s two-party system, the pan-Blue camp surrounding the KMT remains\u00a0deeply<\/strong>\u00a0<\/strong>divided<\/strong><\/a>\u00a0as it witnesses the competition between three candidates: Hou Yu-ih (\u4faf\u53cb\u5b9c) of the KMT itself, Ko Wen-je (\u67ef\u6587\u54f2) of the Taiwan People\u2019s Party (TPP), and Gou.\u00a0<\/p>

In Gou\u2019s case, it proves difficult to divorce politics from business. While Gou officially\u00a0officially handed over<\/a>\u00a0the leadership over Foxconn to Young Liu (\u5289\u63da\u5049) in 2019 and resigned <\/a>from the board of directors of Foxconn in 2023, his reputation is still strongly connected to his business career. As he sought to pose himself as a\u00a0pragmatic leader<\/strong>\u00a0who would be capable of\u00a0ironing out the difficult cross-Strait relations<\/strong>, he asserted, \u201cI have never been under the control of the People’s Republic of China. I don’t follow their instructions.\u201d<\/p>

The company pledged to comply with all legal proceedings in China. \u201cLegal compliance everywhere we operate around the world is a fundamental principle of Hon Hai Technology Group (Foxconn). We will actively cooperate with the relevant units on the related work and operations,\u201d the company stated.\u00a0<\/p>

At the same time, it is noteworthy that Foxconn clearly continues to seek to \u201cde-risk\u201d its relationship with China by diversifying its operations. A notable example is\u00a0India<\/strong>. Foxconn\u2019s plant in Sriperumbudur, an industrial town in Tamil Nadu state, is one of Apple\u2019s\u00a0<\/strong>most important<\/strong><\/a>\u00a0<\/strong>iPhone assembly hubs<\/strong>\u00a0<\/strong>outside of China.<\/p>

Why does it matter?<\/h2>

The ongoing investigation against Foxconn, established by Terry Gou, can be interpreted as a form of Chinese electoral interference in the democratic process in Taiwan. And as Gabriel Wildau, the managing director at Teneo Holdings, a New York-based advisory firm,\u00a0told Bloomberg<\/a>, \u201cThe actions against Foxconn have all the hallmarks of a political crackdown. This kind of concerted action in multiple provinces would almost certainly need to be approved by top party leaders.\u201d This clearly illustrates that the\u00a0political process in Taiwan remains highly susceptible to external malign influence from authoritarian actors<\/strong>, including Beijing and pro-Chinese groups based in Taiwan.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"
