Originally, the Japanese government planned to purchase up to\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=RFvOZJKqt9Q&amp;t=36s\" target=\"_blank\" rel=\"noopener\">400 Block V Tomahawk missiles in fiscal year 2026 and into the following year<\/a>. Still, Tokyo decided to speed up the process, swap out up to half the missiles with older Block IV Tomahawk missiles, and begin the\u00a0<strong>purchase in 2025<\/strong>. Tokyo did not explicitly specify its motivation behind this decision, but it is clear that recent actions of China, Russia, and North Korea do not leave Japan with time to spare.\u00a0<\/p><h2>\u00a0<\/h2><h2>What is the broader picture?<\/h2><p>On October 4, Japanese Defense Minister\u00a0<strong>Minoru Kihara<\/strong>\u00a0met with his U.S. counterpart, Secretary of Defense\u00a0<strong>Lloyd Austin<\/strong>. The meeting occurred during Kihara\u2019s first trip to the United States as the Minister of Defense. He assumed the position in September, replacing Yasukazu Hamada after Japanese Prime Minister Fumio Kishida decided to shuffle his Cabinet and critical party posts\u00a0<a href=\"https:\/\/abcnews.go.com\/Business\/wireStory\/japans-kishida-shuffles-cabinet-party-posts-solidify-power-103141202\" target=\"_blank\" rel=\"noopener\">to strengthen his position before a key party leadership vote next year<\/a>.\u00a0<\/p><p>Kihara said that the expedited procurement of missiles was a part of the plan to\u00a0<strong>increase Japan\u2019s counterattack capability<\/strong>. Austin\u00a0<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3548692\/austin-says-us-committed-to-defending-japan-including-senkaku-islands\/\" target=\"_blank\" rel=\"noopener\">spoke<\/a>\u00a0about the\u00a0<strong>shared challenges<\/strong>, including China\u2019s coercive behavior, North Korea\u2019s dangerous provocations, and Russia\u2019s reckless war against Ukraine. He also said, &#8220;<em>America\u2019s Article Five treaty commitment to the defense of Japan remains ironclad, and it covers all territories under Japan\u2019s administration, including the Senkaku Islands.\u201d<\/em><em>\u00a0 \u00a0\u00a0<\/em><\/p><p>Increasing Japan\u2019s military capabilities is a shared ambition of Tokyo and Washington. For the U.S., it is part of the Indo-Pacific strategy to <strong>counterbalance China\u2019s military rise<\/strong>. At the same time, for Japan, it is crucial for <strong>deterring China and North Korea<\/strong> and increasing its ability to defend itself. Japan is prepared to spend 2 billion USD on Tomahawk missiles and approximately\u00a0<strong>38 billion USD\u00a0<\/strong>on improving its overall military capabilities.\u00a0<\/p><p>The acquisition of Tomahawk missiles is an\u00a0<strong>essential milestone<\/strong>\u00a0in Japan\u2019s pacifist development after World War II. Prime Minister Kishida said, \u201cThis is the first time in decades that Japan is accruing offensive capabilities,\u201d but he added that this can still be viewed as self-defense. Tomahawk missiles can be helpful for Japan given that it is an island nation. The missiles have a long range of over 1,600 km and travel at low altitudes and subsonic speed, which makes them hard to detect by radars.\u00a0<\/p><h2>\u00a0<\/h2><h2>Why it matters?<\/h2><p>Tokyo did not explicitly specify why Japan decided to accelerate the process of acquiring Tomahawk missiles, but there are several reasons for Japan to be concerned. The Sino-Russian <strong>\u201cno limits friendship\u201d<\/strong> declared shortly before the Russian full-scale invasion in Ukraine projects itself in the Indo-Pacific region, e.g., in the form of China\u2019s\u00a0<strong>joint patrols<\/strong>\u00a0with Russia around Japan. China also\u00a0<strong>increased incursions<\/strong>\u00a0around uninhabited Senkaku Islands, which are administrated by Japan but claimed by China. With growing tensions around Taiwan, the security of the closely-located Senkaku Islands is also being questioned. According to the Japanese coast guard,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=RFvOZJKqt9Q\" target=\"_blank\" rel=\"noopener\">four Chinese government ships entered Japanese territorial waters near the disputed islands on September 15<\/a>, marking the\u00a0<strong>23rd Chinese incursion this year<\/strong>.\u00a0\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>What is happening?
