V \u010cesku ale nefunguje. P\u0159itom by pomohl zlep\u0161it nejen demokratick\u00fd deficit EU.<\/strong><!--more--><\/p>\n<p style=\"text-align: justify;\">V\u00a0souvislosti s\u00a0demokratick\u00fdm deficitem EU doch\u00e1z\u00ed po\u010d\u00ednaje Maastrichtskou smlouvou k\u00a0posilov\u00e1n\u00ed pravomoc\u00ed n\u00e1rodn\u00edch parlament\u016f v\u00a0r\u00e1mci unijn\u00edho rozhodovac\u00edho procesu. Tyto pravomoci jim umo\u017e\u0148uj\u00ed st\u00e1le v\u00edce se pod\u00edlet na kontrole unijn\u00ed agendy a jedn\u00e1n\u00ed exekutivy. Zp\u016fsob a\u00a0m\u00edra vyu\u017eit\u00ed t\u011bchto pravomoc\u00ed ji\u017e v\u0161ak z\u00e1vis\u00ed na jednotliv\u00fdch n\u00e1rodn\u00edch parlamentech.<\/p>\n<p style=\"text-align: justify;\">V\u00a0pr\u016fb\u011bhu let se\u00a0uk\u00e1zalo, \u017ee zv\u00fd\u0161en\u00e1 schopnost vyu\u017e\u00edvat t\u011bchto pravomoc\u00ed vy\u017eaduje organiza\u010dn\u00ed zm\u011bny ve fungov\u00e1n\u00ed n\u00e1rodn\u00edho parlamentu. Jednou z\u00a0mo\u017en\u00fdch zm\u011bn je zaveden\u00ed tzv.\u00a0mainstreamingu, tedy zapojen\u00ed sektorov\u00fdch v\u00fdbor\u016f do\u00a0<a href=\"https:\/\/www.evropskehodnoty.cz\/wp-content\/uploads\/2015\/06\/Role-n%C3%A1rodn%C3%ADch-parlament%C5%AF-v-integra%C4%8Dn%C3%ADm-procesu_velka_verze_final.pdf\">kontroly unijn\u00ed agendy<\/a>. V\u00a0zem\u00edch, kde je mainstreming vyu\u017e\u00edv\u00e1n, nez\u00e1vis\u00ed kontrola unijn\u00ed agendy pouze na v\u00fdborech pro evropsk\u00e9 z\u00e1le\u017eitosti, ale v\u00a0z\u00e1vislosti na\u00a0problematice, kter\u00e9 se projedn\u00e1van\u00e9 dokumenty t\u00fdkaj\u00ed, tak\u00e9 na p\u0159\u00edslu\u0161n\u00fdch sektorov\u00fdch v\u00fdborech. Mainstreaming je v\u00a0sou\u010dasnosti vyu\u017e\u00edv\u00e1n p\u0159edev\u0161\u00edm ve skandin\u00e1vsk\u00fdch zem\u00edch (od Norska po Finsko), v\u00a0N\u011bmecku, Irsku \u010di ve Velk\u00e9 Brit\u00e1nii a Nizozemsku. V p\u0159\u00edpad\u011b\u00a0\u010cR nen\u00ed institucionalizovan\u00fd ani v\u00a0jedn\u00e9 z\u00a0komor Parlamentu \u010cesk\u00e9 republiky. Zapojov\u00e1n\u00ed sektorov\u00fdch v\u00fdbor\u016f do kontroly unijn\u00ed agendy se u n\u00e1s d\u011bje na <em>ad hoc<\/em> b\u00e1zi a sp\u00ed\u0161e sporadicky. Na m\u00edst\u011b je tedy ot\u00e1zka, zdali by nem\u011blo doj\u00edt k\u00a0jeho institucionalizaci.<\/p>\n<p style=\"text-align: justify;\">St\u011b\u017eejn\u00edm d\u016fvodem pro institucionalizaci mainstreamingu je sni\u017eov\u00e1n\u00ed demokratick\u00e9ho deficitu EU, a\u00a0to pr\u00e1v\u011b t\u00edm, \u017ee \u010desk\u00fd Parlament bude povinen l\u00e9pe vyu\u017e\u00edvat sv\u00fdch pravomoc\u00ed, je\u017e mu jsou v\u00a0r\u00e1mci unijn\u00edho rozhodovac\u00edho procesu ud\u011bleny. Zapojen\u00ed sektorov\u00fdch v\u00fdbor\u016f toti\u017e umo\u017en\u00ed \u010desk\u00e9mu Parlamentu zv\u00fd\u0161it pod\u00edl projednan\u00fdch dokument\u016f v\u00a0r\u00e1mci unijn\u00ed agendy. Z\u00e1rove\u0148 t\u00edm, \u017ee dokumenty t\u00fdkaj\u00edc\u00ed se ur\u010dit\u00e9 problematiky budou projedn\u00e1v\u00e1ny v\u00a0p\u0159\u00edslu\u0161n\u00fdch sektorov\u00fdch v\u00fdborech, m\u016f\u017ee doj\u00edt i\u00a0ke zkvalitn\u011bn\u00ed kontroly.<\/p>\n<p style=\"text-align: justify;\">V\u00a0sou\u010dasn\u00e9 dob\u011b se v\u00a0r\u00e1mci jednotliv\u00fdch komor zab\u00fdvaj\u00ed ve\u0161kerou unijn\u00ed agendou pouze v\u00fdbory pro evropsk\u00e9 z\u00e1le\u017eitosti. Vzhledem k jej\u00edmu\u00a0rozsahu nen\u00ed mo\u017en\u00e9, aby byly projedn\u00e1ny v\u0161echny dokumenty, je\u017e do n\u00ed spadaj\u00ed, n\u00fdbr\u017e mus\u00ed doch\u00e1zet k\u00a0jejich selekci. D\u00edky zapojen\u00ed sektorov\u00fdch v\u00fdbor\u016f by tato selekce mohla b\u00fdt m\u00e9n\u011b razantn\u00ed a doch\u00e1zelo by tud\u00ed\u017e k projedn\u00e1n\u00ed i t\u011bch dokument\u016f, kter\u00e9 by jinak pro\u0161ly bez p\u0159ezkoum\u00e1n\u00ed. Nav\u00edc unijn\u00ed agenda zahrnuje celou \u0159adu politik, od \u017eivotn\u00edho prost\u0159ed\u00ed a\u017e po ochranu spot\u0159ebitele. Pokud by do\u0161lo k\u00a0decentralizaci jej\u00ed kontroly, mohla by b\u00fdt l\u00e9pe vyu\u017e\u00edv\u00e1na expertiza sektorov\u00fdch v\u00fdbor\u016f, jejich\u017e \u010dlenov\u00e9 by mohli hloub\u011bji posoudit dopady unijn\u00edch n\u00e1vrh\u016f a dokument\u016f na dom\u00e1c\u00ed politiku.<\/p>\n<p style=\"text-align: justify;\">Roz\u0161\u00ed\u0159en\u00ed a zkvalitn\u011bn\u00ed kontroly unijn\u00ed agendy by mohlo napomoci nejen k\u00a0lep\u0161\u00edmu dohledu nad dodr\u017eov\u00e1n\u00edm principu subsidiarity, ale tak\u00e9 zv\u00fd\u0161it pov\u011bdom\u00ed o evropsk\u00fdch z\u00e1le\u017eitostech, a to jak mezi poslanci \u010di sen\u00e1tory, tak p\u0159\u00edpadn\u011b i u ve\u0159ejnosti. Pr\u00e1v\u011b vyu\u017e\u00edv\u00e1n\u00ed expertizy sektorov\u00fdch v\u00fdbor\u016f a\u00a0znalosti dom\u00e1c\u00edch politik m\u016f\u017ee v\u00e9st k\u00a0adekv\u00e1tn\u011bj\u0161\u00edmu posouzen\u00ed, zdali c\u00edl, k\u00a0n\u011bmu\u017e maj\u00ed navrhovan\u00e1 opat\u0159en\u00ed slou\u017eit, nem\u016f\u017ee b\u00fdt l\u00e9pe dosa\u017een na st\u00e1tn\u00ed \u00farovni. Zat\u00edmco zv\u00fd\u0161en\u00edm pod\u00edlu projedn\u00e1van\u00fdch dokument\u016f dojde k\u00a0\u010dast\u011bj\u0161\u00edmu zab\u00fdv\u00e1n\u00ed se evropsk\u00fdmi z\u00e1le\u017eitostmi v\u00a0r\u00e1mci parlamentn\u00ed \u010dinnosti, od \u010deho\u017e lze o\u010dek\u00e1vat i zv\u00fd\u0161en\u00fd \u00a0z\u00e1jem o n\u011b ze strany m\u00e9di\u00ed, \u010di l\u00e9pe alespo\u0148 poskytnut\u00ed m\u00e9di\u00edm p\u0159\u00edle\u017eitosti o nich v\u00edce informovat.
