This report will offer an in-depth exploration of the following key happenings:<\/p><ul><li>The Conservative Political Action Conference (CPAC) and its illustration of the burgeoning &#8220;alliance&#8221; between foreign populist figures and Prime Minister Orb\u00e1n;<\/li><li>The increasing influence of nationalist rhetoric by the Fidesz government in Hungarian domestic politics, exemplified by the Hunnia case;<\/li><li>Recent narratives and declarations in relation to Ukraine and the ongoing Russian invasion.<\/li><\/ul><h2>\u00a0<\/h2><h2>CPAC Budapest: The Fidesz Government\u2019s Narrative Parade<\/h2><p><strong>The event.<\/strong> On May 4-5, Budapest hosted the second annual Conservative Political Action Conference in the imposing B\u00e1lna Hall on the Danube. As the CPAC became a showcase of disinformation narratives, an analysis of the speeches and the overall course of the conference can easily provide insight into \u200b\u200bthe current trends in the narratives of the pro-government Fidesz supporters and their populist or nationalist allies.<\/p><p><strong>The significance.<\/strong> According to his own words, Prime Minister Viktor Orb\u00e1n seeks to establish Hungary as a \u201c<a href=\"https:\/\/news.yahoo.com\/orban-urges-trump-return-wing-094115063.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAJAf9MhDZlhlgMr0ff2pLDmpv3L15GCvnSwXt6M_kpw8thn8lOipimo5bdgwThAiQGNdVlRMwpkcTNdVzzjrvtazTPaI26vh2hhd52H4eq0isZS62LsyvjqhzoOTief3kFXDISTkoYyZi5WSitsZVEoUtxit7ybauw88wOcUMJ5H\" target=\"_blank\" rel=\"noopener\">right-wing incubator<\/a>\u00a0where we experiment with the future of conservative politics.\u201d Given the ideological alignment with Pro-Trump factions in the U.S. and elsewhere, Orb\u00e1n has crafted a political agenda that <strong>attracts ultra-nationalists<\/strong><strong>.<\/strong> His\u00a0<a href=\"https:\/\/www.euronews.com\/2023\/03\/24\/viktor-orban-has-used-the-war-in-ukraine-to-advance-his-own-interests\" target=\"_blank\" rel=\"noopener\">opportunistic rhetoric<\/a> and engagement with like-minded international individuals helped alleviate Hungary&#8217;s continued detachment from transatlantic democracies. This strategy was nowhere more evident than at CPAC Hungary, where the recruitment of right-wing radicals bolstered the Fidesz faction. With their allegiance, Orb\u00e1n is\u00a0broadening Hungary\u2019s soft power into niche areas of European politics where the mediocrity of ultranationalist conservatism dwells.<\/p><p><strong>The guest list.<\/strong> This year, CPAC has shown its ability to convene a more extensive and diverse assortment of self-proclaimed conservatives from around the world. Speakers at CPAC Hungary 2023 were prominent far-right figures, Trump supporters, along with defeated nationalist-populists and radicals whose political careers are in decline. The profile of Orb\u00e1n\u2019s allies calls for attention, given the potential for a political resurgence among the seemingly defeated. In plain terms, the last month has highlighted Hungary&#8217;s role as a platform for populists disseminating pro-Russian disinformation. The roster of speakers included Andrej Babi\u0161, <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jan\/28\/petr-pavel-wins-landslide-victory-in-czech-presidential-elections\" target=\"_blank\" rel=\"noopener\">the recently defeated Czech presidential candidate<\/a>, and Slovenia&#8217;s Janez Jan\u0161a. They shared the stage with Kari Lake from Arizona, known for his\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2023\/03\/22\/kari-lake-governor-election-challenge-mostly-rejected-by-arizona-supreme-court\/70034889007\/\" target=\"_blank\" rel=\"noopener\">unsubstantiated claims of a stolen gubernatorial election<\/a>\u00a0resounding among former President<strong>\u00a0<\/strong><strong>Donald Trump\u2019s loyalists<\/strong>. The guest list also included Mark Meadows, Trump\u2019s former Chief of Staff, a figure remembered for his failures during the January 6 insurrection. Furthermore, \u201c<a href=\"https:\/\/www.nytimes.com\/2020\/06\/27\/technology\/pizzagate-justin-bieber-qanon-tiktok.html\">Pizzagate<\/a>\u201d\u00a0<a href=\"https:\/\/twitter.com\/pm_viktororban\/status\/1654176046122401814\" target=\"_blank\" rel=\"noopener\">conspiracist Jack Posobiec<\/a>\u00a0was among the Trumpian propagandists\u00a0given VIP treatment in Budapest.<\/p><p><strong>The narratives.<\/strong> Orb\u00e1n launched a broadside against Western democracies from the outset. He compared liberalism to a \u201c<a href=\"https:\/\/abouthungary.hu\/blog\/pm-viktor-orban-at-cpac-hungary-hungary-is-an-incubator-for-shaping-the-conservative-politics-of-the-future\" target=\"_blank\" rel=\"noopener\">biological weapon<\/a>\u201d attacking the West as a\u00a0\u201cnation-destroying virus\u201d\u00a0developed in &#8220;progressive liberal laboratories\u201d offering an antidote by rejecting \u201c<a href=\"https:\/\/abouthungary.hu\/speeches-and-remarks\/speech-by-prime-minister-viktor-orban-at-the-opening-of-the-cpac-hungary-conference\" target=\"_blank\" rel=\"noopener\">migration, self-assigned gender, and war<\/a>\u201d\u00a0(Russia\u2019s against the Ukrainian people)<em>.\u00a0<\/em>This proposed \u2018remedy\u2019 he says, \u201cYou can take freely, it just needs a little<strong>\u00a0<\/strong>local adaptation, and it will work anywhere.&#8221; The Prime Minister then concluded with a challenge: \u201cThe two main shrines of modern democracy, Washington and Brussels, are still<strong>\u00a0<\/strong>in liberal hands, let&#8217;s make sure that changes,&#8221; concluding with his plea that Donald Trump returns to the White House.<\/p><p>Speeches delivered by the delegation of Trump supporters were also well-represented. As <a href=\"https:\/\/preview.mailerlite.com\/a2y9c0l5n7\">indicated<\/a>, Tucker Carlson\u00a0appeared via video, praising American attendees in Budapest for their bravery in light of his claimed surveillance by the U.S. State Department.<\/p><p>In addition to the international supporters of Viktor Orb\u00e1n&#8217;s ideologies, other leaders of the Fidesz party were not far behind in echoing their leader&#8217;s perspectives. Foreign Minister Peter Szijj\u00e1rt\u00f3 held that &#8220;In Brussels, they don&#8217;t think like <a href=\"https:\/\/www.facebook.com\/FideszHU\/videos\/1415434179231168\" target=\"_blank\" rel=\"noopener\">normal people<\/a>.<em>\u201d\u00a0\u00a0<\/em>Hungary\u2019s Minister of Construction and Investment, J\u00e1nos L\u00e1z\u00e1r\u00a0<a href=\"https:\/\/www.facebook.com\/FideszHU\/videos\/734656298445352\" target=\"_blank\" rel=\"noopener\">called<\/a>\u00a0the liberal opposition \u201cimpotent\u201d, while Defense Minister Krist\u00f3f Szalay-Bobrovniczky\u00a0<a href=\"https:\/\/www.facebook.com\/FideszHU\/videos\/782556366924602\" target=\"_blank\" rel=\"noopener\">named the enemy<\/a>\u00a0as \u201eatheistic Soviet Bolshevism and its mutations\u201c. In concluding the series of statements, Minister of Justice Judit Varga did not miss the opportunity to present Hungary\u2019s controversial\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-04-13\/hungary-s-new-law-allows-locals-to-report-on-same-sex-families#xj4y7vzkg\" target=\"_blank\" rel=\"noopener\">anti-LGBTI law<\/a> as an example to follow.<\/p><p><strong>The selection.<\/strong> Entering the \u201c<a href=\"https:\/\/twitter.com\/BenceXavier\/status\/1654176656901144590\/photo\/1\" target=\"_blank\" rel=\"noopener\">NO WOKE ZONE<\/a>\u201d in Budapest was not easy.<\/p><p>A decisive measure was implemented to prohibit journalists, including those from center-right publications such as The National Interest (U.S.), from personally interacting with event speakers and attendees. Journalists were\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2023\/may\/04\/hungary-viktor-orban-donald-trump-cpac\" target=\"_blank\" rel=\"noopener\">barred<\/a>\u00a0or\u00a0<a href=\"https:\/\/telex.hu\/english\/2023\/05\/05\/guardians-hungarian-reporter-kicked-out-of-cpac-hungary-mid-interview\" target=\"_blank\" rel=\"noopener\">booted<\/a>\u00a0from an international gathering where state leaders actively participate.<\/p><h2>\u00a0<\/h2><h2>Hunnia. The rise of the Hungarian far right?<\/h2><p>The CPAC event underscored the alignment between Orb\u00e1n&#8217;s rhetoric and the international demographic that skews toward the radical right. Nevertheless, it is crucial to also examine the domestic political context within Hungary. The convicted in\u00a0<em>the Hunnia<\/em>\u00a0case &#8211; one of the most<strong>\u00a0<\/strong><strong>infamous criminal trials<\/strong>\u00a0in Hungary\u2019s recent history, were pardoned\u00a0by President Katalin Nov\u00e1k as a purported gesture of benevolence on the eve of<strong>\u00a0<\/strong><strong>Pope Francis\u2019s visit to Budapest<\/strong>. Among both open society and disinformators, Hunnia was certainly one of the most frequently discussed events during April and even May.<\/p><p>After Orb\u00e1n\u2019s discriminatory anti-LGBT laws, nationalist \u2018Greater Hungary\u2019 narratives and the campaign against &#8220;foreign influence&#8221;, Hunnia is another drop in the sea. The\u00a0trial focused on\u00a0<a href=\"https:\/\/hungarianspectrum.org\/2016\/08\/30\/the-first-convicted-hungarian-terrorist-gyorgy-budahazy\/\" target=\"_blank\" rel=\"noopener\">Gy\u00f6rgy Budah\u00e1zy<\/a>, who was <a href=\"https:\/\/hungarytoday.hu\/radical-far-right-gyorgy-budahazy-sentenced-17-years-terrorism\/\" target=\"_blank\" rel=\"noopener\">re-sentenced to up to 17 years for the terrorist activity<\/a>\u00a0of the\u00a0<strong>ultranationalist type.<\/strong>\u00a0He and his accomplices were found guilty of systematic, organized<strong>\u00a0<\/strong><strong>acts of political violence<\/strong>\u00a0targeting members of the then-socialist government and Hungary&#8217;s Jewish and LGBTQ+ communities<strong>.<\/strong> Their orchestrated acts of violence, including planned bombings and shootings, were subsequent to the 2006 violent protests that culminated in the downfall of the Gyurcs\u00e1ny government. These riots were primarily fueled by\u00a0<a href=\"https:\/\/2015-2022.miniszterelnok.hu\/after-the-oszod-speech-people-were-beaten-up-the-country-was-governed-against-them\/\" target=\"_blank\" rel=\"noopener\">ultranationalists with whom Orb\u00e1n sympathized<\/a>. The decision to pardon these convicted individuals sends a clear message, offering reassurance to Hungary&#8217;s radical right.<\/p><p>Moreover, other figures within Fidesz&#8217;s leadership have engaged in the propagation of anti-Left slanders, branding critics as Orb\u00e1n has strategically leveraged this climate of discontent and animosity to solidify his power base. Therefore, narratives very similar to the moods of 2006, about the \u2018betrayal\u2019 by the \u2018sold-out left\u2019, have been quite frequent in the last month.<\/p><p>Statements from among the radicals highlight the alarming situation. L\u00e1szl\u00f3 Toroczkai, the leader of the Our Homeland Movement,\u00a0<a href=\"https:\/\/hvg.hu\/itthon\/20230428_ellenzeki_partok_reakcioi_Budahazy_Gyorgy_hunniaper_papalatogatas_2023_koztarsasagi_elnok_Novak_Katalin_kegyelem_DK_LMP\" target=\"_blank\" rel=\"noopener\">followed the released Budah\u00e1zy<\/a>\u00a0with a\u00a0<strong>champagne toast<\/strong>, \u201cIf we come to power, we will imprison the real terrorists: Gyurcs\u00e1ny\u2018s Left and their ANTIFA friends! And there will be no Ukrainians threatening Hungarians on our soil!\u201c Budah\u00e1zy himself\u00a0<a href=\"https:\/\/hvg.hu\/itthon\/20230427_budahazy_kegyelem_halalkodas\" target=\"_blank\" rel=\"noopener\">expressed<\/a>\u00a0his\u00a0<strong>gratitude<\/strong><strong>\u00a0<\/strong>to the Fidesz-supported president, affirming that now liberated, \u201cHe will be able to thank them in the service of the country.\u201c<\/p><h2>\u00a0<\/h2><h2>The \u2018immediate peace\u2019 narrative<\/h2><p>The recent development of the \u201cPeace Narrative\u201d cannot be missed in any overview mapping the last month&#8217;s events. Undoubtedly, the war in Ukraine and the narratives surrounding the Russian invasion continue to be highly prevalent topics of disinformation within Hungary. Among the various long-term tactics employed by Orb\u00e1n in the conflict, aimed at bolstering his opportunistic behavior, the prevalent emphasis on peace talks and an immediate ceasefire stands out prominently. Nevertheless, the alleged protection of lives, health and resources has a deeper meaning when considering the broader context.<\/p><p>Orb\u00e1n&#8217;s recent speeches, in which he <a href=\"https:\/\/dailynewshungary.com\/orban-ukraine-cannot-win\/\" target=\"_blank\" rel=\"noopener\">stated<\/a> that &#8220;Ukraine cannot win the war&#8221;, were widely discussed. Some sources even suggest that Orb\u00e1n&#8217;s intentions may involve preventing Ukrainian victory. While these statements require careful translation and interpretation, it is worth noting that such defeatist rhetoric towards a fellow EU ally, questioning or discouraging support, is unique among European leaders.<\/p><p>The <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/23\/hungarys-orban-says-poor-ukrainians-cannot-win-the-war\" target=\"_blank\" rel=\"noopener\">controversial statement<\/a> by Orb\u00e1n can be interpreted rather as suggesting that \u201cthere is no chance of a military victory in the war against Russia&#8221;. The Fidesz narrative argues that it is better to start peace talks immediately, as the war is deemed to ultimately end in a Russian victory. With such rhetoric <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-05-23\/ukraine-can-t-win-war-against-russia-hungarian-premier-says#xj4y7vzkg\" target=\"_blank\" rel=\"noopener\">justifying<\/a> the rejection of EU support packages, Orb\u00e1n is indirectly discouraging Ukraine&#8217;s efforts to liberate its territories occupied by Russia. It is reasonable to assume that the Hungarian government is aware that peace negotiations under current conditions could easily legitimize the results of the invasion.<\/p><p>Such an intention is also confirmed by the &#8220;peace video&#8221; showing the horrors of the war. The video employs strong emotions to exert pressure, possibly urging Kyiv to pursue immediate diplomatic action and &#8211; conclude a truce. However, no mention of the possible withdrawal of Russian troops from the occupied territories is made. On the contrary, Ukraine is depicted without Crimea, indicating its exclusion as a part of the country on the map presented.<\/p><p>The narrative presented, as well as the video, suggests that only negotiations involving the United States will be effective. The \u201ctalks\u201d have to be done immediately as the Ukrainian army <a href=\"https:\/\/euroweeklynews.com\/2023\/06\/03\/there-will-be-a-bloodbath-says-hungarian-pm-orban-about-the-expected-ukrainian-counter-offensive\/\" target=\"_blank\" rel=\"noopener\">would allegedly face<\/a> significant losses if they were to initiate a counterattack. Even though all these statements are used quite often by Fidesz supporters they seem to be looking for new frontiers lately.<\/p><h2>\u00a0<\/h2><h2>Conclusions<\/h2><p>In the face of Hungary\u2019s continued isolation, Viktor Orb\u00e1n is finding new allies among conservative radicals and defeated populists. The CPAC conference showed that European and American nationalists can find common ground in Budapest, a capital becoming a showcase of the aforementioned policies disseminating disinformation of any kind. With support from abroad, Orb\u00e1n is extending his vision when taking advantage of the current crisis. The democratic, pro-European governments of Central Europe as well as our Transatlantic allies should thus bear in mind who occupied the front row in Budapest when Orb\u00e1n gave his speech.<\/p><p>Secondly, Orb\u00e1n\u2019s latest proceedings have certainly received considerable applause among the ranks of the far-right radicals as words spoken in the company of like-minded foreign allies quickly turn into action. The political decision to granting a pardon in the analyzed Hunnia trial is just one example of serious cases worthy of condemnation. Limited to the recent past, the report could continue with the eternal symbolism of \u2018Greater Hungary\u2019, the legislation discriminating against the LGBTIQ+ community or the dismissal of opposition left-wing journalists.<\/p><p>Besides further radicalizing Hungarian society, The Fidesz government contributes to the disruption of stability in the region or in the alliances of which Hungary is a member. Orb\u00e1n&#8217;s &#8220;peace-making&#8221; approach towards Ukraine, which ultimately serve Russian interests, has the exact same effect. Moreover, Orb\u00e1n could benefit from the negotiations proposed by him as a mediator, thus gaining additional room to promote his interests on the European stage. One way or another, the recently seen escalation in speeches suggests that with the approaching Ukrainian counter-offensive, Orb\u00e1n seems to be hardening his rhetoric. So, should there be the same response?<\/p><p>To conclude, the last weeks have shown us that even in countries most critical of Orb\u00e1n, his ideas can find fertile ground. Therefore, it is appropriate to ask: What if his audience manages to gain power in other states?
