Oksana Osadcha (PhD) was a senior political analyst within the NATO Representation to Ukraine from 2013 to 2021. In this role, Oksana gained extensive experience conducting policy analysis and advisory support with a focus on strategic defense and security. In 2013, she earned a PhD in international politics from the Institute of World Economy and International Relations of the National Academy of Sciences of Ukraine. Oksana began her career at the leading Ukrainian think-tank, the Institute of World Policy, as a project manager, where she gained experience in media and policy analysis, fundraising, and advocacy. Oksana is the author of several policy papers and articles on Ukrainian foreign policy, as well as on European and Euro-Atlantic integration. She is also a visiting lecturer of courses organized by the NATO Professional Development Programme, as well as by the Kyiv Mohyla Business School, where she teaches in the “Strategic Leaders in Security and Defence Sector” and “Strategic Architects” MPA programs. In 2022 she joined the Promoting Reform Objectives through Technical Expertise and Capacity Transfer project as program field manager. Oksana is fluent in Ukrainian, Russian, and English, and also speaks German and French. At the EVC’s Information Defense Hub, Oksana focuses primarily on the Ukrainian military and defense.
