Prague, March 25, 2021 – For the time being, Deputy Prime Minister Karel Havl\u00ed\u010dek refuses to agree to the demands of Czech security institutions to not invite the Russian agency Rosatom to a tender for Dukovany 2. Havl\u00ed\u010dek’s actions have long shown that he consciously and proactively promotes Russia’s participation in the Czech nuclear project, despite the explicit warning of the six main security institutions of the Czech state. A warning example of what threatens if a Russian player builds Dukovany is the project of the Hungarian Paks II power plant. From the beginning, the Hungarian project has been accompanied by non-transparency, conditions, which are significantly unfavorable for the Hungarian side and a huge blackmail potential for Moscow towards Hungary. In the case of Dukovany, we are already seeing a similar development in a number of instances as in the Hungarian project – a new study by the Security Center of European Value describes six similarities that security experts warn against.<\/strong><\/p>\n

Publikace shrnuje z\u00e1kladn\u00ed fakta, souvislosti a zji\u0161t\u011bn\u00ed o tom, co p\u0159edch\u00e1zelo a prov\u00e1zelo ma\u010farsk\u00e9 rozhodnut\u00ed postavit nov\u00e9 bloky v Paksi a realizac\u00ed projektu pov\u011b\u0159it p\u0159\u00edmo ruskou agenturu Rosatom, stejn\u011b jako dosavadn\u00ed v\u00fdvoj cel\u00e9ho projektu. Vypl\u00fdv\u00e1 z nich, \u017ee projekt elektr\u00e1rny Paks II a Dukovany II se v \u0159ad\u011b ohled\u016f podobaj\u00ed, a pokud MPO umo\u017en\u00ed \u00fa\u010dast Rosatomu v tendru, hroz\u00ed \u010cesku podobn\u00e1 geopolitick\u00e1 rizika. In 2014, after visiting Russia and the meeting between Prime Minister Viktor Orb\u00e1n and Russian Foreign Minister Lavrov, the Hungarian government unexpectedly and quickly decided to build new units at the Paks power plant and awarded the contract to Russia’s Rosatom without announcing a tender. At the same time, it secured a loan of 250 billion crowns from the Russian Sberbank. The project has been accompanied by a number of non-transparent decisions from the beginning, and suspicions of widespread corruption have gradually surfaced. In the same year, Hungary became a strong advocate of Russian foreign policy. This coordinated approach, in which Hungary serves as the loudest ally of Russian interests in the EU, is agreed by both countries at the annual Orb\u00e1n-Putin summit.<\/p>\n

The nuclear project is not the only reason for parking Hungary in the Russian Allied camp, but it is a very important building block, as it is a geostrategically important, long-term and expensive project for the Hungarian state. Although security institutions in the Czech Republic clearly warn against this scenario, Deputy Prime Minister Havl\u00ed\u010dek acts in the interests of the Russian Federation and pushes the Czech state into a one-way street, which will result in an increasing commitment of the Czech Republic to Russia. “<\/em><\/p>\n

\u00a0<\/em>Dominik Istrate, author of the study “Russian Influence in Hungary – The Case of Paks 2 and Russian Influence Efforts Through Nuclear Energy”<\/strong>, analytik ma\u010farsk\u00e9ho think-tanku Political Capital Institute, podot\u00fdk\u00e1:Russian influence in Hungary has grown to unprecedented proportions. Economic cooperation with the Kremlin on strategic projects such as the Paks II nuclear power plant leads to a justification for maintaining political ties with the Kremlin at the highest possible level, especially at a time when EU-Russia relations are in disarray and Moscow is looking for ways to how to influence the Euro-Atlantic community. In addition to undermining Hungary’s orientation to the West, the Paks II project also has major consequences for every European country that is considering doing business with the Russian state. When we consider the practice of the Putin regime, we must always be aware of the political value of such an investment, the highest level of corruption risk and, in the case of nuclear projects, whether the investment will pay off at all and its benefits for the state’s economy. “<\/em><\/p>\n

Expert na energetickou bezpe\u010dnost Martin Jiru\u0161ek z Masarykovy univerzity v Brn\u011b\u00a0<\/strong>dod\u00e1v\u00e1:he construction of such a very complex, long-term and expensive project as a nuclear power plant is far from just a technical problem. Energy security does not only apply to the technical implementation of the project. The problem does not end with the often-mentioned protection of control systems, for example. Risks can also be financial, political or personnel related. For a project of this type, it is necessary to consider in the context of the current international situation. Large-scale projects, especially in the energy sector, establish a number of different dependencies. “The Hungarian Road” indicates the dangers that may arise if the project is subordinated to particular interests. “<\/em><\/p>\n

    Jak ma\u010farsk\u00fd, tak \u010desk\u00fd projekt od po\u010d\u00e1tku prov\u00e1z\u00ed z\u00e1sadn\u00ed netransparentnost. V p\u0159\u00edpad\u011b Paks II vl\u00e1dn\u00ed opozice v \u010dele s b\u00fdval\u00fdm ma\u010farsk\u00fdm europoslancem Benedekem J\u00e1vorem napadla vl\u00e1du u soudu a teprve na z\u00e1klad\u011b soudn\u00edho rozhodnut\u00ed se domohla zve\u0159ejn\u011bn\u00ed kl\u00ed\u010dov\u00fdch smluv. Tendr na Dukovany II za\u010dal b\u00fdt projedn\u00e1v\u00e1n v prvn\u00edm \u010dtvrtlet\u00ed roku 2020, kdy z\u00e1jem a pozornost m\u00e9di\u00ed a spole\u010dnosti byl up\u0159en na bezprecedentn\u00ed pandemickou situaci. \u010cesk\u00e1 pobo\u010dka Transparency International<\/a> has repeatedly pointed out the non-transparency of tender preparation and negotiations between \u010cEZ and the Ministry of Industry and Trade. Martin Jiru\u0161ek, an energy security expert from Masaryk University in Brno, points out ”The Paks II NPP case shows how crucial transparency is. Especially in the case of such a long-term and large-scale project. “The Hungarian way” is not good, and from it you can learn, how not to do things. In projects of this type and in the situation of the nuclear sector, each step in the project should be duly justified and argued, even towards those interested in construction. Negotiations behind closed doors and non-transparent agreements are undesirable. “<\/em><\/p>\n

    P\u0159i ud\u011blen\u00ed ma\u010farsk\u00e9 v\u00fdjimky z evropsk\u00e9 legislativy nakonec u Evropsk\u00e9 komise rozhodl specifick\u00fd technick\u00fd po\u017eadavek na nomin\u00e1ln\u00ed v\u00fdkon popt\u00e1van\u00fdch reaktor\u016f. Byl s to zajistit pouze Russian Rosatom<\/a> byl s to zajsitit. \u010cEZ<\/a> tak\u00e9 po\u017eaduje stejn\u00fd po\u017eadavek na konkr\u00e9tn\u00ed v\u00fdkon dod\u00e1van\u00e9ho reaktoru.<\/p>\n

    Dal\u0161\u00edm spole\u010dn\u00fdm rysem obou projekt\u016f je v\u00fdrazn\u00fd n\u00e1r\u016fst objem\u016f rusk\u00fdch zak\u00e1zek v dan\u00e9 zemi. Spolu s realizac\u00ed nov\u00e9ho jadern\u00e9ho bloku a nev\u00fdhodnou p\u016fj\u010dkou od rusk\u00e9 Sberbank na financov\u00e1n\u00ed projektu bude Rusk\u00e1 federace realizovat tak\u00e9 dal\u0161\u00ed strategick\u00e9 zak\u00e1zky, nap\u0159\u00edklad v\u00fdstavbu nov\u00fdch stanic metra v Budape\u0161ti. Z\u00e1rove\u0148 si Rusko zajistilo u Ma\u010farska nav\u00fd\u0161en\u00ed pod\u00edlu rusk\u00e9ho plynu.<\/p>\n

    Jak u Paks II, tak u Dukovan II kl\u00ed\u010dovou roli sehr\u00e1vaj\u00ed vlivn\u00fd n\u011bmeck\u00fd lobbista Klaus Mangold a finan\u010dn\u00ed a lobbystick\u00e1 skupina Rothschild & Co, jej\u00ed\u017e \u00fa\u010dast byla p\u0159i vyjedn\u00e1v\u00e1n\u00ed v\u00fdjimky z evropsk\u00e9 legislativy u Evropsk\u00e9 komise<\/a>, z\u00e1sadn\u00ed. Klaus Mangold p\u016fsob\u00ed jako p\u0159edseda dozor\u010d\u00ed rady rusk\u00e9 pobo\u010dky a m\u00edstop\u0159edseda n\u011bmeck\u00e9 pobo\u010dky konzulta\u010dn\u00ed a lobbystick\u00e9 spole\u010dnosti Rothschild & Co. Klaus Mangold disponuje \u00fazk\u00fdmi vazbami a s\u00edt\u00ed kontakt\u016f na vysoce postaven\u00e9 evropsk\u00e9 politiky.     Jak v ma\u010farsk\u00e9m, tak \u010desk\u00e9m p\u0159\u00edpad\u011b se jako hlavn\u00ed od\u016fvodn\u011bn\u00ed v\u00fdstavby nov\u00fdch blok\u016f ud\u00e1v\u00e1 argument dekarbonizac\u00ed energetiky. Oba st\u00e1ty ov\u0161em postr\u00e1daj\u00ed kl\u00ed\u010dov\u00e9 podkladov\u00e9 studie, kter\u00e9 by srovn\u00e1valy potenci\u00e1l jednotliv\u00fdch zdroj\u016f a energetick\u00fdch \u00faspor, v\u010detn\u011b cenov\u00fdch n\u00e1klad\u016f. Jak upozor\u0148uj\u00ed n\u011bkte\u0159\u00ed analytici, platn\u00e1 St\u00e1tn\u00ed energetick\u00e1 koncepce z roku 2015 nep\u0159esn\u011b p\u0159edv\u00eddala n\u00e1r\u016fst spot\u0159eby elekt\u0159iny v \u010desk\u00e9 ekonomice, dom\u00e1c\u00ed spot\u0159eba elekt\u0159iny v \u010cesku v minul\u00fdch letech navzdory rekordn\u00ed ekonomick\u00e9 konjunktu\u0159e stagnovala a n\u00e1sledn\u011b dokonce klesala.
