Gruzie na k\u0159i\u017eovatce \u2013 \u010das na to, aby Z\u00e1pad zabr\u00e1nil ztr\u00e1t\u011b spojence na sv\u00e9 v\u00fdchodn\u00ed hranici<\/strong><\/p>\n

The Republic of Georgia is now at the crossroads between democracy and authoritarianism. On the morning of February 23, the head of the largest opposition party (United National Movement – UNM) was arrested at the party\u2019s headquarters. The coming weeks will decisively impact the country\u2019s democratic and transatlantic trajectories.<\/p>\n

Aby v\u016fdci transatlantick\u00e9 komunity pomohli Gruz\u00ednc\u016fm realizovat sv\u00e9 demokratick\u00e9 aspirace, mus\u00ed zm\u011bnit sv\u016fj p\u0159\u00edstup ke Gruzii zp\u016fsobem, kter\u00fd zabr\u00e1n\u00ed jej\u00edmu p\u0159\u00edklonu sm\u011brem k autokracii a pry\u010d od z\u00e1padu. Dobr\u00fdm za\u010d\u00e1tkem by bylo zapo\u010d\u00edt skute\u010dn\u00fd politick\u00fd dialog a respektovat pr\u00e1vn\u00ed st\u00e1t a nez\u00e1vislost soudnictv\u00ed.<\/p>\n

My, jako\u017eto p\u0159edstavitel\u00e9 Z\u00e1padu, bychom v na\u0161\u00ed zahrani\u010dn\u00ed politice m\u011bli prosadit a up\u0159ednostnit opr\u00e1vn\u011bn\u00fd z\u00e1jem gruz\u00ednsk\u00fdch ob\u010dan\u016f \u017e\u00edt v demokratick\u00e9 a prosperuj\u00edc\u00ed zemi. M\u011bli bychom v prvn\u00ed \u0159ad\u011b myslet na n\u011b i na na\u0161i vlastn\u00ed reputaci a d\u016fv\u011bru, kterou v Z\u00e1pad vkl\u00e1daj\u00ed.<\/p>\n

Gruzie si zaslou\u017e\u00ed vysokou chv\u00e1lu za sv\u00e9 pr\u016fkopnictv\u00ed mezi zem\u011bmi v\u00fdchodn\u00edho partnerstv\u00ed. Demokratick\u00fdmi reformami bylo dosa\u017eeno v\u00fdznamn\u00e9ho pokroku nezbytn\u00e9ho pro dlouhodob\u00e9 sm\u011b\u0159ov\u00e1n\u00ed Gruzie v r\u00e1mci transatlantick\u00e9 komunity. Nap\u0159\u00edklad volby v roce 2012 vedly k prvn\u00edmu pokojn\u00e9mu p\u0159ed\u00e1n\u00ed moci v historii ji\u017en\u00edho Kavkazu. Tento \u00fasp\u011bch je d\u016fkazem, \u017ee se post-sov\u011btsk\u00fd st\u00e1t m\u016f\u017ee vymanit z rusk\u00e9 sf\u00e9ry vlivu, samostatn\u011b se rozhodovat a zah\u00e1jit integraci se Z\u00e1padem, i kdy\u017e byl tento pokrok br\u00e1n zast\u00e1nci z\u00e1padn\u00edho sm\u011b\u0159ov\u00e1n\u00ed Gruzie br\u00e1n jako samoz\u0159ejmost.<\/p>\n

Situace se nicm\u00e9n\u011b zm\u011bnila: USA a jejich evrop\u0161t\u00ed partne\u0159i nereagovali na prvn\u00ed zn\u00e1mky demokratick\u00e9ho \u00fapadku v Gruzii. Gruz\u00ednsk\u00e9 politick\u00e9 elity proto za\u010daly postupn\u011b omezovat z\u00e1kladn\u00ed ob\u010dansk\u00e1 a politick\u00e1 pr\u00e1va v\u00fdm\u011bnou za kr\u00e1tkodob\u00e9 politick\u00e9 zisky.<\/p>\n

These developments raise worries about Georgia\u2019s democratic credentials and – ultimately – its geopolitical orientation. International and local NGOs warned of state capture <\/a>by Georgia Dream founder and billionaire Bidzina Ivanishvili, whose clout affords him leverage in domestic politics. As a result, Georgians witnessed the growing politicization of the judiciary, deinstitutionalization of governance, and the arbitrary application of the law.<\/p>\n

B\u0159ezna o volebn\u00ed reform\u011b. Tohoto a dal\u0161\u00edch \u00fasp\u011bch\u016f zaji\u0161\u0165uj\u00edc\u00edch volebn\u00ed integritu bylo dosa\u017eeno za \u00fa\u010dasti americk\u00fdch a evropsk\u00fdch diplomat\u016f posiln\u011bn\u00fdch politickou podporou ve sv\u00fdch hlavn\u00edch m\u011bstech. P\u0159esto mohou ud\u011blat v\u00edce.<\/p>\n

Kurz Gruzie mus\u00ed b\u00fdt napraven. Pokud se rozd\u00edly mezi politick\u00fdmi soupe\u0159i nepoda\u0159\u00ed vy\u0159e\u0161it, bude Gruzie sm\u011b\u0159ovat k dal\u0161\u00edmu demokratick\u00e9mu \u00fapadku a sn\u00ed\u017e\u00ed se i jej\u00ed transatlantick\u00e9 ambice. Pokud transatlantick\u00e9 spole\u010denstv\u00ed nezabr\u00e1n\u00ed dal\u0161\u00ed regresi, ohroz\u00ed to na\u0161e strategick\u00e9 z\u00e1jmy v tomto regionu a na\u0161i demokrati\u010dt\u00ed gruz\u00edn\u0161t\u00ed spojenci budou izolov\u00e1ni a opr\u00e1vn\u011bn\u011b zatrpkl\u00ed v\u016f\u010di Z\u00e1padu.<\/p>\n

Vyz\u00fdv\u00e1me USA a EU, aby zas\u00e1hly a pomohly svobodymilovn\u00fdm Gruz\u00ednc\u016fm zastavit sm\u011b\u0159ov\u00e1n\u00ed vl\u00e1dy k autorit\u00e1\u0159stv\u00ed. Washington a Brusel by m\u011bly po\u017eadovat \u0159e\u0161en\u00ed sou\u010dasn\u00e9ho politick\u00e9ho patu prost\u0159ednictv\u00edm skute\u010dn\u00e9ho politick\u00e9ho dialogu v souladu s duchem pr\u00e1vn\u00edho st\u00e1tu.<\/p>\n

We contend that these actions, coupled with concentrated diplomatic engagement and renewed transatlantic integration withWestern leaders, will incentivize Georgia\u2019s political elites to uphold the rule of law, thus ensuring equality before the law and justice for all Georgia’s citizens.<\/p>\n
