We bring you the executive summary and also the full <a href=\"https:\/\/www.europeanvalues.net\/wp-content\/uploads\/2017\/10\/western_experiences_eastern_vulnerabilities_20171012.pdf\">PDF<\/a>.<\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<h1 style=\"text-align: justify;\">Summary for Czech Republic, Austria and Hungary<\/h1>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\">The French and the German elections clearly proved two things about Russian efforts to meddle in foreign elections. First, there were obvious attempts at interference in both cases. Second, these efforts can easily be repulsed if there is a political will to do so.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>The main difference between the Kremlin\u2019s opportunities to meddle with elections in the West and the East is the regionally distinct modus operandi of Russian influence. While the West proved to be a breeding ground for state of the art information warfare utilizing \u201cbots,\u201d the East has a multitude of local mainstream political, economic and disinformation actors in the pockets of the Kremlin.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\">The deterioration of American \u2013 Russian, as well as American \u2013 European relations further encourage and stimulate Russian presencen the \u201cpower vacuum\u201d left by the United States, and possibly help turn the tide in Russia\u2019s favour at least in Europe.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\">In all three countries, the Kremlin clearly has its own preferred candidates who all have a different kind of relationship with Moscow. Given the fact that in Austria and Hungary proRussian forces are highly likely to become members of the future government (Fidesz in Hungary, FP\u00d6 in Austria), the Czech Republic is expected to be the most intense battleground for Russian meddling efforts, especially during the presidential election.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\">The stakes are high considering the fact that Hungary, the Czech Republic, and Austria are in the vicinity of Ukraine, and they have an important role in the region\u2019s and Ukraine\u2019s stability. The three countries under review demonstrate different levels of vulnerability when it comes to Russia\u2019s global and local strategy: Hungary being the most, while the Czech Republic the least susceptible to Russian influence.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"text-align: justify;\">The Kremlin has strategic goals in each country\u2019s election in order to turn the tide in Europe and successfully create an Eastern Bloc of \u201cPutinverstehers\u201d in the midst of the European Union causing an even greater rift in Trans-Atlantic relations:\n<ul>\n<li style=\"text-align: justify;\">Sustain the political \u201cstatus quo\u201d in Hungary represented by the PM Viktor Orb\u00e1nled government after 2018 by supporting the Hungarian government\u2019s anti-NGO, anti-opposition, anti-Brussels and anti-migration agenda via official and unofficial Kremlin mouthpieces;\n<ul>\n<li style=\"text-align: justify;\">Stop the Czech governmental efforts to repulse Russian influence and support proPutin political players such as current Czech President Milos Zeman by directly attacking his main challengers, Ji\u0159\u00ed Draho\u0161 and Michal Hor\u00e1\u010dek;<\/li>\n<li style=\"text-align: justify;\">Propel the far-right Austrian Freedom Party, one of the most pro-Kremlin forces on the European far-right, into a government position by aligning Austrian and German pro-Russian political players, NGO-s and media, and amplify voices aimed to abolish the sanctions regime.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.europeanvalues.net\/wp-content\/uploads\/2017\/10\/western_experiences_eastern_vulnerabilities_20171012.pdf\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-5618 aligncenter\" src=\"https:\/\/www.europeanvalues.net\/wp-content\/uploads\/2017\/10\/western_experiences_eastern_vulnerabilities_20171012_Page_01-212x300.jpg\" alt=\"\" width=\"212\" height=\"300\" \/><\/a><\/h1>\n<hr \/>\n<h1 style=\"text-align: justify;\">Czech scenario assessment<\/h1>\n<p><img decoding=\"async\" class=\"\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/e\/e5\/Zeman_M_6.JPG\/800px-Zeman_M_6.JPG\" alt=\"File:Zeman M 6.JPG\" width=\"421\" height=\"311\" \/><\/p>\n<p><span class=\"cc-license-identifier\"><a title=\"User:David Sedleck\u00fd\" href=\"https:\/\/commons.wikimedia.org\/wiki\/User:David_Sedleck%C3%BD\">David Sedleck\u00fd<\/a>, (CC BY-SA 4.0)<\/span><\/p>\n<p style=\"text-align: justify;\">Major Russian meddling in the October parliamentary elections is not expected by the wider\u00a0expert community for two reasons:<\/p>\n<ul>\n<li style=\"text-align: justify;\">First, Russia does not have a preferred party it could support to get enter the governing\u00a0coalition: the chances for Kremlin-linked Communist Party or the far-right Freedom\u00a0and Direct Democracy are rather slim as they are considerably ostracized for their\u00a0policies and standings.<\/li>\n<\/ul>\n<ul>\n<li style=\"text-align: justify;\">Second, if a major interference in the October parliamentary election happened, it\u00a0would most probably endanger the major Russian objective, that is helping President\u00a0Zeman stay in office for his second presidential term (2018-2023), because the\u00a0public\u2019s awareness of the interference would probably hold over to the presidential\u00a0campaign in the fall of 2017.<\/li>\n<\/ul>\n<ul>\n<li style=\"text-align: justify;\">As we have seen in Western elections, an effective way of supporting the Kremlin-preferred\u00a0candidate is to directly attack his\/her main opponent.That is why we can expect efforts\u00a0discrediting and disseminating disinformation on Zeman\u2019s key challengers \u2013 Ji\u0159\u00ed Draho\u0161 and\u00a0Michal Hor\u00e1\u010dek in the presidential election in January 2018. If any of those two challengers\u00a0won, it is expected that they would openly confront the pro-Kremlin community in the Czech\u00a0Republic, as they are both highly critical of Zeman\u2019s actions. Kremlin-inspired Czech\u00a0disinformation efforts are almost completely united behind President Zeman and will\u00a0probably play the role of creator and offer a platform to massive disinformation and smear\u00a0campaigns against Zeman\u2019s challengers.<\/li>\n<\/ul>\n<ul>\n<li style=\"text-align: justify;\">Bot activities are probably not going to be used massively as Twitter has limited political and\u00a0social impact in Czech politics, most of the action is done on Facebook, which makes it harder\u00a0for automated bots and fake profiles to operate on a large scale.<\/li>\n<\/ul>","protected":false},"excerpt":{"rendered":"<p>European Values, Political Capital and DoW present a study &#8220;Does Russia interfere in Czech, Austrian and Hungarian elections?&#8221;.
